1820. Tree Preservation Order No. 173 - Whitehall Road (No.l) Harrow. H. & G.:' (Resolution 1523; 2nd August, 1972): At the meeting of the Committee on 2nd August, 1972, authority had been given for the making of a Tree Preservation Order in respect of 8 individual trees and 3. groups of-trees in Whitehall Road and Roxborough Park, the order to be known as Whitehall Road (No.l) Harrow. Prior to the serving of Notices, a final survey had recently been carried out and this had revealed a further 13 trees (11 individual and 2 in group 1, all situate between 37 - 45 Roxborough Park) considered worthy of preservation. •

RESOLVED: That the Controller of Legal and Administrative Services be authorised to make a revised Tree Preservation Order for Whitehall Road (No.l), Harrow to include the further 13 trees and, so that the order may take effect immediately without confirmation by the Secretary of State for the Environment, the Committee hereby apply Section 61 of the.Town and Country Planning Act, 1971, and authorise the Controller of Legal and Administrative Services to include a direction to this effect in the Tree Preservation Order.

1821. The Highways'Act 1971 (Commencement No.3) Order 1973 and The Walkways Regulations 1973: RESOLVED: To note the report of the Controller of Legal and Administrative Services on the Highways Act 1971 (Commencement No.3) Order 1973 and The Walkways Regulations 1973.

1822. 161 Greenford Road. H. & G.: RESOLVED: That (1) consent be given to • a revised advertisement display on the flank frontage to Cavendish Avenue of 161 Greenford Road comprising a group of five 4 sheet panels to replace six 16 sheet advertisement panels subject to the following conditions:-

1842.. Excessive Advertisement Displays at Garages: RESOLVED: That the officers investigate excessive advertisement displays at certain petrol filling stations in the Borough.

1843. Delegation of Functions to the Borough Planner: The Controller of Legal and Administrative Services and the Borough Planner submitted a suggested number of revisions of the instrument of delegation which it was thought would achieve a better balance between the straightforward cases of a minor nature or which were within approved Council policy and the more important submissions which-should still come before the Committee for determination.

RESOLVED: That the revised delegation of functions to the Borough Planner as set out in the appendix to the Joint Report of the Controller of Legal and Administrative Services and the Borough Planner be approved and referred to the Management Committee for their approval.

1844. Transport (London) Act r 1969; Sections 29/30: Metropolitan Roads and Development Control: (Resolution 1558: 23rd August, 1972): At the meeting of the Committee on 23rd August, 1972, it had been resolved to note and approve the scheme and procedures agreed between the Department of the Environment, the Greater London Council and the London Boroughs Association for the implementation and introduction of Sections 29 and 30 of the Transport (London) Act, 1969, and to approve the categorisation of the principal road network in the Borough of Harrow into agreed categories of

"A" - Where there are known road proposals (schemes in the preparation list or programme schemes) or where change is desirable and opportunity for development is likely to arise within 10 years.

"B" - Remaining metropolitan roads.

Residential Development of land in London Road f S.N.: The Borough Planner-and Controller of Engineering reported on alternative road proposals to serve a site in London Road, S.N., for which proposals for redevelopment had been submitted.RESOLVED: That (1) consideration of the alternative road proposals to serve the development site in London Road, S.N., be deferred for further consideration;(2) the residents of White House Drive be informed of the proposals.

7. Existing Courses and Driving Activities: The Controller of Engineering reported upon the proposed transfer of existing courses .and driving activities to the Driving Centre when it becomes operational and the charges to pupils which might be considered .appropriate.

RESOLVED: (a) That it be agreed in principle for the transferof the undermentioned existing Courses from their present, locationsto the Driving Centre, once it becomes operational;

(b) that the Officers be requested to review the.pupil fees, to include additional costs which might be incurred at the Centre, in respect of the following Courses:-

The Controller of Engineering reported upon a survey of heavy goods vehicles using Elias Road. The recorded number of these was very low and the percentage of such vehicles, ia the total volume "of traffic was-low by comparison•with other '.residential roads, within- the Borough, which had, justified the- introduction of a width restriction.. .

Your Sub-Committee concluded that the Youth and Community Centre did not warrant the provision of special directional signs.

Resolved to RECOMMEND;

That the Town Planning Committee approve ,the Controller of Engineering taking no action in respect of the reference, from the Youth Sub-Committee (Education) requesting approval for directional signs to the Youth and Community Centre.

RECOMMENDATION 8; Honeybun Estate Phase III; Footpath Diversion.

The Controller of Legal and Administrative Services reported that due to construction works on the Honeytaun Estate site a pedestrian footpath leading from Treve Avenue to Bowen Road, West Harrow, would require to be temporarily diverted in order to maintain pedestrian access,
