OPEN HOUSE FOR RETIRING STAFF MEMBER
Everyone is welcome to attend the Open House, at the Coalhurst Town Office, in honour of Joanne Ramias, a long term Town employee, who will be retiring at the end of June, 2014.
The Open House will take place on Thursday, June 26, 2014 at the Town Office from 3:00 p.m. – 6:00 p.m. Please come out and help us say thanks for the years of dedicated service and loyalty that she has provided to the Town of Coalhurst.

2014 SOUTHERN ALBERTA SUMMER GAMES
The Town of Pincher Creek will welcome over 2,000 athletes, coaches and officials along with family and volunteers, from July 2-5, 2014. Southern Alberta athletes, of all ages, will participate in 22 sports and judged competition.

PUBLIC NOTICE
The Town of Coalhurst began sending sewage to
the City of Lethbridge via the new sewage
pipeline, in June, 2013. This sewage flow is
metered and the Town is charged based on all
sewage, storm water, etc. that enters the pipeline.
This is a new charge to the Town’s operating
expenses for the sewage service.
In order to accommodate this expense, through a
utility user fee, as opposed to general taxation,
Council have approved a further $6.41 increase
per residential unit to the monthly sewer rates,
effective July 1, 2014. A review of the sewer
rates will also be conducted prior to 2015, which
may include implementing a base charge, plus a
sewage volume charge based on a customer’s
winter average water usage volume.
All residents are encouraged to minimize any
excess water from entering the sewage system by
installing downspout extensions to your
residence to direct rain water to the storm sewer.
Avoid having sump pumps tied in to the sewer,
grade your property away from your foundation
and do not tie weeping tiles directly into the
sewer.

BYLAW ENFORCEMENT
Dear Residents,
The Town would like to inform
and/or remind residents about the Town of
Coalhurst Bylaw #313-06 “The Traffic Bylaw”.
PART 1 – DEFINITIONS defines an “OFF-
HIGHWAY VEHICLE” as the following:
As defined in the Act, an “OFF-
HIGHWAY VEHICLE” means any
motorized mode of transportation built
for cross-country travel on land, water,
snow, ice or marsh or swamp land or on
other natural terrain and, without limiting
the generality of the foregoing, includes,
when specifically designed for such
travel,
(i) 4-wheel drive vehicles,
(ii) Low pressure tire vehicles,
(iii) Motor cycles and related 2-wheel
vehicles,
(iv) Amphibious machines,
(v) All terrain vehicles,
(vi) Miniature motor vehicles,
(vii) Snow vehicles,
(viii)Minibikes, and
(ix) Any other means of transportation
that is propelled by any power
other than muscular power or
wind,
PART 6 – OFF-HIGHWAY VEHICLES,
Section 601 states the following:
“No person shall operate an off-
highway vehicle on any portion of a
highway, sidewalk or boulevard within
the Town of Coalhurst except as
permitted in the Act”.

MINUTES OF THE APRIL 29, 2014 SPECIAL
MEETING
DELEGATIONS
1. 2013 Financial Statements: Mark DeBlois and
Riley Honess, KPMG, met with Council to
present the Audit Report and Financial
Statements for the Town of Coalhurst for the year
ended December 31, 2013.
Merlin MacNaughton, Stakeholder Relations
Manager with FortisAlberta, entered the
Council Chambers at 7:08 p.m.
Deputy Mayor Slingerland moved that the Audit
Report and the Financial Statements for the Town of
Coalhurst for the year ended December 31, 2013 be
accepted, as presented by KPMG. Carried
Unanimously
Mr. DeBlois and Mr. Honess left the Council
Chambers at 7:33 p.m.
2. FortisAlberta Electric Distribution System
Franchise Agreement: Merlin MacNaughton,
Stakeholder Relations Manager with
FortisAlberta, met with Council to provide a
presentation regarding the renewal of the
FortisAlberta Electric Distribution System
Franchise Agreement.
Mr. MacNaughton left the Council Chambers at 8:28
p.m.
BUSINESS ARISING 1. Town of Coalhurst Land Use Bylaw No. 354-12:
Secondary Suites – Residential – R
District
Councillor Caldwell moved that the Council of the
Town of Coalhurst hereby authorizes Interim Town
Planner Spencer Croil, Oldman River Regional
Services Commission, to provide options for an
amendment to Land Use Bylaw No. 354-12 in
regards to secondary suites in the Residential – R
District, which includes greater clarity for the
regulation of suites, regulatory options for the three
main types of suites and control options in the
context of broader potential impact. Carried
Unanimously

Councillor Caldwell moved that the Council of the
Town of Coalhurst hereby authorizes Chief
Administrative Officer Hauta to make arrangements
with MPE Engineering Ltd. to engage a land
negotiator for the purpose of securing land for the
proposed alternate access road. Carried Unanimously

MINUTES OF THE MAY 6, 2014 COUNCIL
MEETING
CITIZENS WITHOUT FORMAL NOTICE 1. Lethbridge RCMP: Constable Daly and
Constable Rivest met with Council to discuss any
issues or concerns.
• The detachment will be fully staffed in mid
May, 2014
• CHS Grad – May 16, 2014
Constable Daly and Constable Rivest left the Council
Chambers at 7:04 p.m.

2. Coalhurst 55+ Club: Mrs. Barclay met with
Council to inquire about the availability of a
seniors needs assessment for the Town of
Coalhurst, following a visit from Bob Tarleck,
representing the Seniors Advisory Council for
Alberta, to the Coalhurst 55+ Club.
Mrs. Barclay left the Council Chambers at 7:14 p.m.
DELEGATIONS 1. Spencer Croil, Interim Town Planner,
Oldman River Regional Services
Commission: Mr. Croil met with Council to
provide clarification on the proposed
Intermunicipal Development Plan in regards to
the former Lafarge property area.
Tom Leavitt and Eric Dyson, MPE Engineering Ltd.,
entered the Council Chambers at 7:25 p.m.
Jason Hurt, resident, entered the Council Chambers at
7:28 p.m.
Mr. Croil left the Council Chambers at 7:33 p.m.
2. Jason Hurt, Resident, Tom Leavitt and Eric
Dyson, MPE Engineering Ltd.: Mr. Hurt, Mr.
Leavitt and Mr. Dyson met with Council to
discuss changes to the drainage swale, located at
5201 – 4th Street.
Councillor Caldwell moved that the Council of the
Town of Coalhurst hereby accepts the
recommendation, from MPE Engineering Ltd., in
regards to changes to the drainage swale, located at
5201 – 4 Street, Coalhurst. Furthermore, the Town
of Coalhurst agrees to fund the changes up to a
maximum of Ten Thousand Dollars ($10,000.00).
Carried Unanimously
Mr. Hurt, Mr. Leavitt and Mr. Dyson left the Council
Chambers at 8:08 p.m.

Town of Coalhurst hereby rescinds M#3986-14.

Councillor Watson moved that the Council of the
Town of Coalhurst hereby accepts the quote, as
proposed, from FortisAlberta for the installation of
seven (7) high pressure sodium street lights, with
electrical outlets, on 45th Avenue in the amount of
Fifty Thousand and Fifty Five Dollars and Eighty
Eight Cents ($50,055.88), with the Town’s shared
cost to be Thirty Four Thousand Six Hundred and
Sixty Nine Dollars and Eighty Eight Cents
($34,669.88) plus GST. Furthermore, that funding
for the installation of the said street lights shall be
provided from refunds from FortisAlberta for new
street light installations in the Sundance Ridge
subdivision. Carried Unanimously

BUSINESS ARISING
1. Lethbridge County: Garbage Collection Services
Memorandum of Agreement Amendment
Councillor Edgecombe-Green moved that Deputy
Mayor Slingerland and Chief Administrative Officer
Hauta are hereby authorized to sign the Garbage
Collection Services Memorandum of Agreement
Amendment between the Town of Coalhurst and
Lethbridge County, in accordance with the terms and
conditions as contained in the Agreement. Carried
Unanimously
BY-LAWS/REPORTS
The following reports were received and reviewed by
Council:
1. Committee Minutes: a. Municipal Subdivision and Development
Authority: held April 15, 2014
Councillor Caldwell moved that Chief Administrative
Officer Hauta be authorized to draft an amendment to
Bylaw No. 350-11, Town of Coalhurst Municipal
Subdivision and Development Authority Bylaw, to
include an Appendix stating meeting rules for
members and gallery members, as recommended by
the Municipal Subdivision and Development
Authority. Carried Unanimously
b. Committee of the Whole: held April 22, 2014
c. Recreation/Cultural Services Committee: held
April 25, 2014
d. Municipal Emergency Management Agency:
held April 30, 2014
Councillor Watson moved that the Committee
Minutes presented in this meeting are accepted.

2. Internal Reports:
a. Community Centre Donations: for the period
of January 1, 2013 to December 31, 2013
showed donated use of the Community
Centre to local organizations at a value
equivalent to $13,190.00.
b. Miners Memorial Park Donations: for the
year 2013 showed donated use of the Ball
Diamonds at a value equivalent to $700.00,
donated use of the Social Area at a value
equivalent to $1,925.00 and donated use of
the Soccer Fields at a value equivalent to
$4,050.00, for a total of $6,675.00.
Councillor Caldwell moved that the Internal Reports
presented in this meeting are accepted. Carried

as an evacuation site. Carried Unanimously
Councillor Caldwell moved that the correspondence
presented in this meeting is hereby acknowledged

Eight Dollars ($208.00) plus GST. Carried

Councillor Watson moved that the Council of the
Town of Coalhurst hereby approves Policy No. 72-
01-02 – Miners Memorial Park for implementation,
as presented by Chief Administrative Officer Hauta.

3. Policy No. 72-02-02: Donation of Facilities
Groups & Organizations
Councillor Caldwell moved that the Council of the
Town of Coalhurst hereby approves Policy No. 72-
02-02 – Donation of Facilities Groups &
Organizations for implementation, as presented by
Chief Administrative Officer Hauta. Carried

Councillor Edgecombe-Green moved that the
Council of the Town of Coalhurst hereby approves

6. Office Computer System Upgrade
Councillor Caldwell moved that the Council of the
Town of Coalhurst hereby authorizes Administration to
proceed with an Office Computer System Upgrade with
Reiter Computer Associates Ltd. at a cost not to exceed
Twenty Thousand Dollars ($20,000.00), with funding
from the 2014 Municipal Sustainability Initiative –
Operating Component. Carried Unanimously

TOWN OF COALHURST 2014 OPERATING AND CAPITAL BUDGET HIGHLIGHTS
The Council of the Town of Coalhurst adopted a $10.1 million Operating and Capital Budget on May 27, 2014.
Overall, the Town’s total assessment increased to just over $209 million, up just under $5.0 million from last year.
A 0.5% increase in the market value assessment, due to inflation in the existing housing stock, a static non
residential assessment value, combined with an increase of 2.0% as the result of real physical growth, made up for
the overall assessment increase.
Therefore, while the mill rate increased to 6.94420, the average resident should see an increase of less than $50 on
the municipal portion of their tax bill for 2014 depending on an individual’s assessment. Assessment is determined
using a market value method which is based on the estimated market value, as of July 1, 2013.
The Town will collect $1,479,453 in taxes in 2014 as compared to $1,373,376 in 2013. Collections on behalf of the
Alberta School Foundation Fund (5.0% decrease from 2013) and the Green Acres Foundation amount to $552,649
for 2014, down from $580,620 in 2013.
The operating portion of the Budget includes a 2.5% cost of living increase for Council and staff. Increases in
insurance, fuel costs and electricity, combined with some staffing changes, building and equipment maintenance,
street maintenance, sewer charges and legal costs for a number of ongoing issues all impacted the Town’s
Operating Budget needs.
A further $6.41 increase per residential unit to the monthly sewer rate, effective July 1, 2014, has also been
approved. This helps accommodate the sewage charge to the City of Lethbridge by a utility user fee, as opposed to
through the property tax.
$6.90 million in Capital Projects are planned for 2014, pending some funding and other approvals, and including
some unfinished projects from previous years, and include the following:
- Completion of Sewage Pipeline to City
- Access Road
- Planning for future Storm Sewer improvements
- Streets and Sidewalks – 51st Avenue and 2nd Street sidewalks, 2nd Street asphalt repairs, 1st Street overlay and
sidewalk replacement, 5th Street road repair and overlay, 53rd Avenue sidewalks
- Public Works satellite shop
- Imperial Meadows Park – Phase IV – Path Lighting
- Sundance Park – playground equipment
- New Bobcat
The Capital Projects will be funded from various provincial grants, offsite levy contributions from previous
subdivisions, loans/debentures, other local government funding and reserves.
