I am enclosing my resume for the open position of City Manager for your Town. With nearly 20

years of experience in municipal government management, I believe that my experience and knowledge

make me the best candidate for your position.

The City of Wildwood is a city of approximately 8,100 citizens. The city measures about 4 miles east to

West and about 17 miles north to south. During my tenure with the City of Wildwood, I have seen the city

experience tremendous growth as the retirement community known as the Villages begins to expand into the city

limits. The growth has created opportunities for the staff at the City of Wildwood. Development is happening

quickly. Under my guidance, the staff has been able not only to keep up with the day to day activities but also

keep the additional projects moving forward.

One of my major accomplishments has been to oversee the City of Wildwood's move from financial

instability to a City that has excellent reserves. I have accomplished this while the City has experienced an

explosion of growth, In order to accomplish this feat; I worked diligently in obtaining 1.5 million in funding from the

State of Florida Legislation. These funds have allowed the City to increase the infrastructure necessary due to

growth without having to deplete the funds needed for the normal expenses.

During my years at the City of Wildwood, I have changed the work atmosphere. One of the first

challenges I tackled was to eradicate single tunnel vision of each department. This was accomplished through

smart hiring and training. Today, the City of Wildwood has department heads and departments that work

together to resolve issues as they occur. Teamwork is no longer a foreign work.

I look forward to discussing how I can lead the Town of Melbourne Beach into the future.

ADDITIONAL INFORMATION CONCERNING ROLE

DURING MY TENSURE AS

CITY MANAGER FOR THE CITY OF CORBIN

The City of Corbin is unique in several aspects. The City is incorporated [chartered]

within two separate counties. The City adjoins a third county. While it is the largest

community within the counties [by a three mile radius of city hall], it is not the county seat.

In the management concerns of the budget needs, it was necessary for the City to implement

an occupational tax. One of the counties in which it is incorporated worked out an inter-

local agreement with the City, which in essence, kept the Kentucky Department for Local

Government from having to actually take over the county's day to day operation. The other

county, which had an existing occupational tax, refused to recognize the City's tax and

would not give the proper credit to the City. As a result of this action, a legal battle ensued.

The City won in the local court, which was appealed by the county. The City won at the

Court of Appeals level, which lead the county to request a decision by the Kentucky

Supreme Court. I have not followed up on the final decision. As a result of the inter -local

agreement with the one county, I was able to budget the necessary funding for mo st of the

City's needs.

The City was very fortunate as we were able to construct a new 5,000 seat

multipurpose Arena at a cost of approximately $30 million. Near the completion of

construction, the decision was made to have a national arena management firm to manage

this new facility. Upon completion of all construction the City had a debt service of nearly

$12 million. After approximately two years of their extremely poor service and a very

careful review of the contract obligations, it became apparent that the management firm

was not performing in accordance with all terms and conditions of the contract. The

management firm was released and I was successful in find a new manager for the facility.

The Arena became a new department of the City, the manager and her staff became new

City employees. With my guidance and the industry knowledge of the new manager, the

Arena did a complete turnaround.

I represented the City in presentations to economic development prospects as part

of the City's promotional team. I played a key role as a City Manager and an engineer in

convincing the Kentucky's Economic Development Cabinet to select Corbin as the locati on

for one of Kentucky's original 8 regional business parks (Southeast Regional Business Park).

Represented the City in structuring a regional board to manage the regional business park

and met with the board to coordinate the development of property, infrastructure, access as

well as the continued promotion of this park. I performed the same role for the

community's local business park (Corbin Tri-County Business Park). As

Corbin is a major funding source for both business parks; I directed the City's financial and

management efforts in their support of these parks. When a major employer in Corbin

experienced a tragic explosion in 2003 (CTA Acoustics), Corbin was threatened with the

loss of several hundred, high paying automotive industry jobs. This key Ford Moto Co

supplier lost its entire facility and was contemplating leaving the state to be able to restart

operations quickly. As City Manager, I worked with the CTA and Ford Motor management

team to implement a plan that allowed the company to occupy temporary facilities and

restart partial production within 14 days. We then followed through with utilization of a

"pad-ready" site in the regional business park that resulted in the company constructing a

new facility with startup to full production in 6 months. Today CTA is Corbin's largest

manufacturing employer.

I have worked closely with the Kentucky Economic Development Cabinet and

cultivated long term relationships with the Commissioner of Jobs Development and his

project managers. I have been successful in always keeping Corbin and what it has to offer

industry in a priority place in their site selection activities.

I have been involved with several redevelopment efforts for the City. A few of those

include neighborhood improvement, street program, park improvements, recycling center, storm

drainage, improvements of our the major drainage streams, restoration of the Engineer Street

Bridge, the beautiful Creek-Walk, the annual Nibroc festival, downtown redevelopment,

Eastern Kentucky University's campus infrastructure and worked with the congressional

delegation to obtain funding for the construction and operation of a state of art technology

center to mention a few.

I have conducted speaking engagements, speaking at chamber functions, local civic

club luncheons and have shared our successful approach in building the new Arena to

other local governments. Provided updates and reports on the health of Corbin and the

city's efforts to improve services and infrastructure and quality of life. For our local

citizens, I had an open door policy including visits with neighborhood groups. I was in

continuous participation with local agencies such as the health departments, ambulance

service, 911 boards, tourism, and others. 1 am a member of one of the largest churches in

town, provide contact for the news media and state agencies. Coordinate city activities

with the regional area development district, district office for Kentucky transportation

cabinet, Kentucky disaster and emergency services , other state agencies as well as

regional and local economic development agencies (Southern Kentucky Economic

Development) and PRIDE which was an initiative of our local longstanding congressman. I

was also the local contact and coordinator for the congressional delegation [Senate and

House of Representatives].
