ESSC declares

"We will develop an ESS Enterprise Architecture to serve as

a framework for implementing our Vision"

Expected benefits • A common language for describing what business wants

• Link ESS Vision 2020 with the design and implementation of ESS business

processes, information assets, IT applications and infrastructure elements

• Coverage and coherence (business-IT) check of the portfolio

• Standardisation of processes

• Reuse and shared development of production components (services)

• Framework for elaborating and deciding on modernisation strategies and

roadmaps

Architecture Building Blocks (ABB)

The ESS EA RF identifies ABB

which

1. homogeneous high-level

functional components

supporting the statistical value

chain and the related

capabilities

2. provide a basis for organizing

1. Autonomous: Business processes and systems are designed and operated without coordination

with processes or systems in other units. This applies to those architecture components that are

distinct.

2. Interoperable: Coordination is through interoperability. NSIs/Eurostat have the autonomy to

design and operate their own solutions, as long as they have the ability to exchange information

and operate together effectively (of the solutions).

3. Replicated: Coordination is through duplication. NSIs/Eurostat have implemented identical

business processes, solutions and information.

4. Shared: There are common business processes, a single instance of a solution and information

that is shared by all the NSIs and Eurostat.

ESS goverance (what do we share ?/ what is unique ?)

The ESS target state architecture is a federated architecture supporting principles of opt-

in, opt-out and subsidiarity.

provides

• A generic architecture linking the key infrastructural

components

• A functional view of the 3 main business functions of statistical

production

• A tentative list of business services and their link with the

Architecture building blocks;

• A set of design principles

• Scenarios for ESS deployment (opt-in / opt-out)

EA deployment for Vision implementation : first ideas

1. Target:

• Imbed EA in ESS Vision Implementation Projects

• Ensure coherence through ESS EARF

2. Building EA capabilities in the ESS

• ESS EA virtual community

• ESS EA trainings

• Sharing best practices

• ESS EA RF guidelines for project managers

3. EA governance:

• DIME/ITDG owner of the ESS EA RF

• EA steering board
