In this last presentation, you will learn what cheese has to do with a safe system approach.
We will shortly discuss the main elements of a safe system approach and how enforcement into such a system.
From a scientific point of view, a safe system approach is preferrable for long term traffic safety policy.
We will therefore also discuss how police enforcement can contribute to get there and what directions have to be pioneered furhter.
How far are we on the road towards a safe system approach, how do we go further and what to expect when we deacrease our ambitions?
Furthermore, as you will see, the human measure is the key element in a safe system approach.
We will also look at the consequences of differences in human measures for police enforcement.

Incredible rules
This knowledge gives a number of different starting points for measurements of different types. Just police enforcement is not the solution for anything. Police enforcement has to be based on proper knowledge of the cause of problems and cooperation with legislation and design of other elements of the system to be succesfull. And than, it can be very succesfull. As bugets are decreasing, it is of most importance to invest the capacitity in a way that is known to be effective and to leave it where other measures are known to be better solutions for the problem.

Waar sta je als land?
Wat gebeurt er als je meer doet en wat zijn de te verwachten opbrengsten? beter gedrag en minder ognevallen
Wat als het al goed gaat en budgetten staan onder druk?

Vragen wat meer aansluit bij safe system approach?
Hoe verhoudt afscghrikking van grote meerderheid zich tot afschrikking van kleine groep overtreders? We doen het allemaal wel eens… en lang niet altijd leid het tot ongeval, dus kans zo groot mogelijk maken.
Ook rendementskwestie: zo veel mogelijk effect van zo klein mogelijke inzet!
Nog een stap verder: voorkomen!

Instrumenteel: vooral zwaarte en snelheid van straf van belang
Normatief: vooral draagvlak (normen en waarden) en kennis van belang
In Nederland normatieve perspectief meer in zwang geraakt. Maar welke oplossing sluit meeste aan bij menselijke maat?
Demerit-point system in NL: nu voor beginnende bestuurders, ook in de maak voor alle bestuuders die zware overtreding begaan.
vergelding (iemand moet ‘boeten’);
beveiliging van de samenleving (wie vastzit, kan geen misdrijven begaan);
gedragsbeïnvloeding van de dader om herhaling van het ongewenst gedrag te voorkomen;
gedragsbeïnvloeding van alle burgers (via de algemene normerende werking van wet en straf).
