Objectives of the NAP process

The CoP to the UNFCCC has agreed on the following objectives

• To reduce vulnerability to the impacts of climate change, by building adaptive capacity and resilience; and

• To facilitate the integration of climate change adaptation, in a coherent manner, into relevant new and existing policies, programmes and activities, in particular development planning processes and strategies, within all relevant sectors and at different levels, as appropriate.

Nature of national adaptation planning under the NAPs process Also as per the CoP, the process is

• continuous, progressive and iterative; and

• the implementation of which should be based on nationally identified priorities, including those reflected in the relevant national documents, plans and strategies; and

• should be coordinated with national sustainable development objectives, plans, policies and programmes.

Sequencing of steps

• Countries may find it useful to scope their work towards setting up a national NAP process by referring to the steps and indicative activities from the LEG Guidance which are relevant to their national context.

• Maintaining flexibility with planning activities is important to build in learning from ongoing activities under the NAP process.

• A logical sequence of steps needs to be identified based on national context and entry points of adaptation work already ongoing.

• The sequence of steps, timing and allocated responsibilities “who will do what” depends upon national multi-stakeholder consultations.

Defining a NAP road-map…what to put “in”

A NAP road-map could assist in reflecting what needs to be done by a country during the NAP process. To define a road-map the following activities may be useful. • Generating awareness about the NAP process among national stakeholders, and identifying areas of potential added value.

• Stock-taking of existing adaptation initiatives to identify building blocks and entry points for the NAP process: It is important to pull together information to get a comprehensive picture of existing adaptation planning initiatives in the country. Based on the extent to which adaptation activities have already been undertaken, the country could identify building blocks and “entry points” for the NAP process.

• Work-streams, results, milestones and responsibilities: A logical sequence of steps for multi-stakeholder activities would need to be included including responsibilities for different sectors and both national and sub-national institutions. From Step A To Step D, activities would need to build upon each other. Provision for compiling NAP documents, learning, monitoring and review activities to update NAPS in an iterative manner could be included.

• Time frame: The time-frame for NAP road-map can be decided based on national planning horizons. There is no prescribed time frame for a road-map, but specific activities defined over 1 – 2 years may be useful. In other cases up-to 5 years may be useful. Beyond 5 years activities may be indicative.

• The road-map may need to be vetted by appropriate coordination structures/committees to ensure ownership of the process.

THERE IS NO ONE PRESCRIPTIVE WAY OF DOING A NAP ROAD-MAP. NATIONAL TEAMS CAN DECIDE WHAT FITS BEST FOR THEIR PLANNING PURPOSES.

What should be out? “WHAT” versus “HOW” Building upon entry points and opportunities, the NAP road-map is a description of “what” needs to be done for the NAP process.

- By planners, financial institutions

- By sector ministries

- By sub-national bodies and local governments

- By civil society

- By training and research institutions

The NAP road-map is not a description of “how” activities need to be done. The “how” is better done referring to:

- The LEG Guidelines

- Specialized institutions, experts and organizations working on different aspects of adaptation

Key questions for defining outputs for the national NAP road-map

While identifying outputs for the NAP process road-map, each stakeholder needs to ask:

• What are the gaps in capacity and knowledge that need to be addressed in order for my department/organization/programmes to begin the NAP process?

• What mechanisms exist or need to be created to ensure continuous learning and exchange in my organization and beyond my organization or department on the NAP process?

• In order to reduce vulnerability of people to climate change, which existing entry points/programmes exist in my department/organization/programme? What are the new opportunities that the NAP process can offer to scale up existing initiatives or build new ones?

• How can my department/organisation/programmes promote CCA integration? What new programmes are needed in my ongoing work?

• Which institutions can my organization collaborate with and how?
