    UNDP's Communities Programme CP$ is an integrated initiative that addresses issues affecting the lives of people on the

    ground in a holistic and cross(disciplinary manner, aiming at the sustaina"le development of the most marginali)edcommunities throughout the country* CP is a multi(year initiative launched in +- and "uilt on the previous achievements of UNDP since .//6* UNDP CP supports locali)ation and operationali)ation of the MD0s and the implementation of Ta%i&istan'sNational Development Strategy +.1 and 2ivelihood 3mprovement Strategy +.-(+.1* The mission of UNDP CP is to supportpoverty reduction efforts of the 0overnment of Ta%i&istan through improving local governance and creating conditions for sustaina"le local economic development* CP's operations on ground are implemented through five 4rea 5ffices 45$ located inSughd and hatlon regions, as !ell as in the 7asht and 8erafshan valleys* To date, UNDP CPs operations have covered +9- of the country's territory and ; of people living in the country*

    CP applies programmatic approach and sharpens focus on sustaina"ility* CP contri"utes to the follo!ing &ey pillars of UNDP'sCountry Programme Document:

    • to "uild capacities of su"(national governments to plan, "udget and monitor development on their territories in a

    participatory and inclusive !ay and in line !ith P7S targets, as !ell to secure investments and provide pu"lic servicesin such areas as rural economic development, natural resources management, health and disaster ris& management,and

    • enhance capacities of private sector and civil society to develop, participate in decision(ma&ing, e#ercise influence andhold governments accounta"le*

    During the current phase, the Programme intends to "uild stronger lin&ages "y feeding policy level discussions !ith evidencegenerates as result of the programme's !or& in the field*

    This !ill "e achieved through supporting national institutions in ela"oration and setting &ey policies, reforms, frame!or&regulations and other strategic documents !ithin the areas of UNDP CP's interventions*

    Currently CP implements < pro%ects under the CP frame!or&, aimed to improve livelihoods in rural areas, trade development,enhancing capacities of national and local level authorities in planning, implementation, monitoring and evaluation of nationaland local level priorities, support to private sector development, conflict prevention, disaster ris& management at local level andmany others funded "y the 0overnments of =inland, >apan, 7ussian =ederation, S?C5, UN Trust =und for @uman Security,U Department for 3nternational Development*

    The =inance 4ssociate has the overall responsi"ility for implementation of activities related to financial part of CommunitiesProgramme* Corporately, UNDP is ma&ing particular effort to organi)e transparent and efficient "usiness processes !hichsupport "etter implementation of its programme activities*0iven the high potential ris&s involved, the =inance 4ssociate is reAuired to "e !ell informed of the organi)ational =inancial7ules and 7egulations, and corporate practices*

    Under the overall supervision of the UNDP Programme Manager and the direct supervision of the Senior 4dmin9=inance 4ssociate, the =inance 4ssociate !ill carry out the follo!ing duties and responsi"ilities:

    • Manage and maintain the Pre(payment 4ccount in accordance !ith the esta"lished rules and regulations

    and ensure timely closure of the 4ccountB

    • erify all payment reAuests and supporting financial documents, raise dis"ursement vouchers, pre(

    payment vouchers, Purchase 5rders, update vendor profilesB

    • ?sta"lish and maintain financial records in accordance !ith esta"lished UNDP financial rules and

    regulations and ensure that a proper electronic and paper filing system is in placeB

    • ?sta"lish and maintain up(to(date monitoring systems for Programme and pro%ect "udgets, donor funding,

    su"contracts, etc* and provide regular status reports to the management of the UNDP CPB

    • ?nsure the timely preparation of financial reports to donors in accordance !ith the donor reporting

    schedule and in the line !ith specific reAuirements of each donorB

    • erify and reconcile financial reports retrieved from different 4tlas modulesB

    • Prepare e#penditure and "udget forecasts for each Auarter and prepare draft "udget revisions as reAuiredB

    • ?nsure the timely payment of staff, su"contractors and service providers in accordance !ith payment

    reAuests and esta"lished payment schedules and ensure that all supporting documentation is providedB

    • ?nsure the proper closing of accounts at the end of each financial year and introduce corrective actions,

    !hen reAuired

    • Closely liaise !ith UNDP Ta%i&istan =inancial Unit and UNDP CP 4dministrative and Programme Units,

    UNDP CP 4rea 5ffices to ensure proper coordination of actions and activities related to financeB

    • Performs other duties that may "e reAuired "y the UNDP CP Senior Management*

     4t least five years of previous e#perience in !or&ing for international organi)ations in financialmanagement or related fieldsB
