Request for written proposals:
National Consultants to support the organization of training on marine spatial planning and sustainable blue
economy, including transboundary aspects and
opportunities.
UNESCO is inviting Individual Consultants to send their written proposals for the work assignment described in attachment A.
To enable you to prepare a proposal for this assignment, please find
attached the following documents:
(a) Terms of Reference (see attachment A); (b) UNESCO’s contract for Individual Consultants, the contracting
modality used for these assignments (attachment B);
(c) Description of tasks (attachment C); Your written proposal should comprise:
(a) A Technical Proposal consisting of:
- an up to date curriculum vitae using the UNESCO template,
including two references from different national institutions that
may be contacted,
- a motivation letter (1 page maximum) indicating how your qualifications and experience make you suitable for the assignment in the selected beneficiary country (1 country only),
- a scanned copy of national passport and justification of current
residence
(b) The maximum amount payable will be 1.500 USD in total
per consultant contract, independently of the duration of the contract.
Your proposal and any supporting documents must be in either in English, French or Spanish and should be attached
as one single document. No modifications can be made to the application submitted.
UNESCO places great emphasis on ensuring that the objectives of
the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment,
attention will focus first and foremost on the technical elements.

From those proposals deemed suitable in terms of the criteria in
the Terms of Reference, UNESCO shall select the proposal that offers the Organisation best value for money.
Your proposal should be submitted in the system and sent by e-mail to [email protected] no later than 23.59h
(Paris time) on 26 July 2020. E-mail proposals should not exceed 5MB.
It is the individual’s responsibility to ensure that his/her proposal is received by the deadline.

Attachment A
Terms of Reference Under the overall authority of the Director-General and under the
supervision of the Assistant Director-General for the Intergovernmental Oceanographic Commission (ADG/IOC), the incumbent will assist with the
implementation of technical activities led by the Marine Policy and Regional Coordination Section and related to the project: “2020 Regional and global development actions in support of Ocean Literacy for all and
the Joint roadmap on Marine Spatial Planning processes worldwide in the context of the UN Decade of ocean Sciences for Sustainable
Development”, co-financed by the Government Offices of Sweden. The incumbents will specifically:
• Organise a national training (1,5 days) on marine spatial planning
and sustainable blue economy, including transboundary aspects and opportunities in one of the beneficiary countries.

Only 1 application per candidate will be accepted.
REQUIRED QUALIFICATIONS
EDUCATION
• The consultant should hold a postgraduate degree in marine/coastal
resources management, environmental sciences, biological sciences, geological sciences or equivalent combined with the use of information/data management tools.
WORK EXPERIENCE • At least 5 years of relevant experience at national and regional level
in actions related to marine and maritime policies in connection with environmental information systems, decision support tools and marine
spatial planning. SKILLS/COMPETENCIES
• Excellent research, analytical and problem solving ability, including
taking part in the resolution of issues and in the application of good
judgement.
• Very good inter-personal skills and ability to maintain effective
partnerships and working relations within a multi-cultural
environment; ability to work collaboratively as part of a team to
achieve organisational goals.
• Ability to plan own work and manage conflicting priorities; work
under pressure.
• Ability to write and speak clearly and effectively, including the ability
to draft reports in a concise style and communicate complex scientific
information to a broader audience – via visual, written and verbal
modes.
• Demonstrated ability to conceptualize issues and analyze data to
compile and synthesize information in coherent and succinct formats;
• Excellent coordination and negotiation skills;
• Specific knowledge on integrated coastal area management, coastal
vulnerability and risk management;
• Demonstrated ability to use office equipment with computer literacy
in graphic design, publication design, multimedia products
development, web design, web content, etc.
• High attention to detail and ability to work under tight deadlines;
LANGUAGES
Excellent knowledge of English in addition to the national language/s of the beneficiary country selected to do the work.
BENEFITS AND ENTITLEMENTS
The consultant contract will have a maximum duration of 2 month with a
probationary period of 1 month. The appointment is non-career and does not carry any expectancy of renewal or conversion to another contract.
Medical health care is not provided.
