The first reason that the driving age should increase to 18 years of age is the lack of adolescent emotional and social maturity. According to Ted Gregory’s article “Should 16-year-olds drive?” in the Chicago Tribune, the average teenager’s brain is susceptible because of its place in development. To explain further, Gregory notes, “Fifteen- and 16-year-olds have the logical reasoning of an adult, experts say. But their young minds' social and emotional development remains relatively immature and voraciously seeks sensual arousal, novelty and risk.” Because of this, teenagers are prone to distraction and peer pressure. Another factor is that the front portion of the brain—which includes control of impulses, judgment and decision-making, and the coordination of multi-tasking—matures deep into the 20s, research shows, also cited in Gregory’s article. This proves that although a teenager may be mature in other ways, his/her lack of emotional and social maturity has a huge impact on his/her driving abilities.

PARAGRAPH 2 – IT WILL DECREASE TEEN MORTALITY RATE FROM VEHICULAR HOMICIDE

Another reason why the driving age should increase is to decrease the rate of teenage vehicular homicide. According to Governors Highway Safety Association institute President Adrian Lund, “We're still losing a lot of teens on the road each year.” The institute’s study notes that motor vehicle crashes kill more than 5,000 teenagers every year. Research shows that 15% of accident deaths on the road involve someone between the ages of 17-20, as noted in Darren Hirst’s article “Is 17 too young to drive?” If the legal driving age increased, the number of teenage deaths would be affected in a positive way by saving lives that would otherwise be lost to vehicular homicide.

The last defense to increasing the legal driving age would be the use of a new system called the “Graduate License Scheme”. This would in effect rise the age before a full license can be required by a year, making the minimum driving age 18. Darren Hirst’s article introduces this new system by explaining that, “This scheme would involve learners having to have their L plates on a car for a year before they can receive their full license which would force them to gain a years experience of driving with an experienced driver no matter what their age.” Taking lessons and having more experience would certainly give teenagers more time to mature socially and emotionally, it would also make driving safer for teenagers because of the supervised time spent on the road. Therefore, use of a Graduate License Scheme would benefits young drivers as well as the increase in the legal age to 18.
