7.0 Introduction

The education system was a pivotal figure in creating the perfect human as human capital to the country. The Ministry of Education is responsible for planning and formulation of education policies and deploying excellent manpower to successfully develop an advanced human race and become sustainable in the face of the challenges of a rapidly changing world. The strength of an organization lies in building a strong and neat structure without neglecting the interests are in the organization's leadership. As the teacher, you should appreciate the organizational structure of the Ministry of Education (MOE) and embrace the vision and mission of each MOE to ensure that teachers are able and capable of realizing the aspirations of the MOE.

7.1. Vision, Mission and Goals of the Ministry of Education

Ministry of Education (MOE) is one of the largest ministries and shoulder a heavy responsibility in the development of human capital for Malaysia. Education bear the responsibility would not be possible without the proper organizational structure and efficient leadership. MOE leadership is guiding the planning and implementation of a vision-based ministry and mission. MOE has the vision, mission and clear objectives to guide the planning and implementation of policy.MOE's vision is 'Generation Generator Ideal School Distinction’. This vision clearly emphasize the nature of a school that is supposed to exist that have a strong connection with nature that generation will be create by the school. Here means superior prowess should be in school either in terms of academic excellence and co-curricular or political, infrastructure and school environment. Superiority or grandeur in a school is a strong factor in the development of future generations of humans or their role in the continuing duties and responsibilities to care for country.

7.2 Organisation of the Ministry of Education

We note that the KPM is headed by the Minister of Education has two Deputy Ministers and a Parliamentary Secretary. This position is the position held by the

elected representatives. Positions that are members of the administration discussed the MOE. Besides having a member of the administration, the MOE has top management, headed by the Secretary General (KSU) of the Ministry of Education held by the Administrative and Diplomatic Officer (PTD) and the Director General of Education (DG), which is held by the Graduate Education Services. MOE has two Deputy Chief Secretary (Deputy Secretary General), the TKSLI Development and Management Deputy Secretary General and three Deputy Director General of Education (TKPPM), which TKPPM Educational Operations Sector, TKPPM Sector Policy and Development TKPPM Sector Education and Professional Development of Teachers. These positions represent the top management positions MOE.

Under the Top Management, MOE supported by 31 part two The 16 Statutory and State Education Department (NRD). The parts will be under the management of the Deputy Secretary General and under the sectors led by one TKPPM. Each side has their own responsibilities. 7.3 School Organisation

The initial setup of the teacher is to know and understand the characteristics and structure of the school administration and school management. We will find that the Principal / Headmaster led the leadership in the school. Principals will be assisted by three Senior Assistant (PA); the Senior Assistant I (PKI), which is responsible for the curriculum of Justice and Administration, Senior II (PK II) is responsible for Student Affairs (HEM) and Senior Assistant III (PK III), which is managing the PK co-curricular matters.

PK I will perform the duties and responsibilities of the two forms are broken down into curriculum management and administrative management. Duties under the curriculum is all matters relating to curriculum, teaching and learning (T & L), timetables, examinations and resource center. Under the management of the curriculum, there are four senior subject teachers (GKMP), which GKMP English, GKMP Social Science, Technical and Vocational GKMP and GKMP Science and Mathematics. Under GKMP, there Panel Head respective management role leading the subjects offered at the school. Under this there is a General Committee GKMP in Malay, English Panel Head and Committee Heads of other languages if the school offers other language subjects. While under Administrative tasks involve matters of personal finance, staff development, safety and security, development and supply, school festivals, as well as the needs of teachers.

In addition to PK I, also assisted by the Assistant Principal of the Senior II (PK II), the Senior Assistant Student Affairs (PK HEM). Assigned responsibilities are in relation to the PK HEM Student Affairs that manages all matters relating to discipline, Watchdog, scholarships, admission list, testimonials / certificates, Text Book Loan Scheme (SPBT), school magazine, student welfare, the arrival schedule, his annual monthly and record school events. As for administrative tasks , HEM given the responsibility to manage the Student Information System (SMM), System Student Misconduct and Discipline (SSDM), Integrated Program, Healthy Schools, Safe Schools Program and 3K (Cleanliness, Safety and Fun).Senior Assistant III (PA III), the Senior Assistant Curriculum (PKK) is given the responsibility of managing the development co-curricular affairs uniformed bodies, associations / clubs, sports games, co-curricular , academic, co -curricular, Schools Sports Council District (MSSD), the Malaysian Schools Sports Council (MSSC), sports secretary , organizing and staging sports games. The administration, the PKK will manage matters related to society and the school magazine.Principals will also be assisted by a counselor. Then under the three PK there will be teachers who fulfill the responsibilities and duties as directed from time to time. Followed by support staff who are no less important in its role and responsibility in ensuring the success of a school function.

7.4 Duties and Responsibilities of Teachers

Every human being is born into this world has a role and responsibilities of each. Every human action will have an impact, whether good or bad to themselves and society at large. Starting from home, family life to the life of society, every individual has the duty and responsibility of each and every of mutual giving and mutual acceptance. The different roles complement each other and make life full and complete. But there are still people who are less able to perform its duties and responsibilities properly. This condition not only causes loss to him alone even individuals who adjacent and to the members of the community also lost. Consequently, man must receive a proper education, which provides him with the knowledge and skills to ensure that the potential benefit himself.Guru is the responsibility in shaping a person. Other parents at home, the second gurulah such an important and much needed by the community in ensuring that the individual self to be perfect. In several chapters of this book, you should have

embraced the values of the teaching profession that you will serve. You have to know and appreciate the Code of Ethics for Teachers. The chapters presented an overview of the duties and responsibilities of teachers.

Duties and responsibilities of teacher is not confined to the classroom alone, but the teacher is beyond the limitations and boundaries of the school. Each teacher must realize that the duties and responsibilities of teachers as a whole is to build an independent nation and developed. The following are some of the duties and responsibilities that must be borne by the teacher.

(a) Practitioner Knowledge and Skills

As a professional, the teacher must be a practitioner in the knowledge that each possesses. This means that all we have learned and mastered to be practiced and manifested through his daily life. Knowledge without practice makes science so pure and good of human life will not be taken advantage of. According to Islamic teachings, knowledge and deeds very closely related. Here is quoted saying of the Prophet Muhammad, which means:

'Knowledge is the promoter of charity, and charity is a follower of knowledge.'

Quotes of the Prophet Muhammad's saying to the effect that each practice (behavior) based on our knowledge available to us, and the knowledge available to us transmitted through our practice .

Teachers become practitioners of the two forms of the practice, the practice of each of the knowledge to oneself first. Teachers are role models to their students, whatever is mentioned and taught not to bring meaning if teachers themselves do not practice the values of knowledge available to it. The second is the practice of teachers to spread the knowledge possessed or down to others, particularly its own pupils. According to Islamic teachings, it is a sin if possessed knowledge was disseminated. This statement is emphasized in Islam by Allah says in Surah Al- Baqarah verse 283 which means:

'And those who keep knowledge, indeed is his sin .'

In the role as disseminator of knowledge, teachers actually have a personality of a leader or caliph because you already have the features of Tabligh (preaching). This responsibility is a claim and is one of its human capital. To ensure that knowledge is disseminated and revealed to others , teachers have to prove his prowess in finding new approaches and methods most effective in ensuring pupils are also able to capture knowledge and become practitioners of science . In this case, the teacher should make careful planning and preparation, and apply all the knowledge and pedagogical skills they have.

As practitioners and implementers of knowledge, teachers should be able to spread the disciplines that are applied to it and so horribly knowledge regarding the development and psychology of his students either in terms of cognitive, social and physical development. As practitioners and implementers, teachers should select and use materials and teaching aids effectively, and create a learning environment

that is conducive and meaningful. In addition, teachers should always be prepared to increase its capacity to update the content knowledge and teaching strategies with resources, tools and current inputs. Teachers today must become a practitioner of information and communication technology (ICT) to ensure consistency as practitioner knowledge. It is the responsibility of the teacher to improve their knowledge either through reading, surfing the internet, attend seminars or forums and the knowledge, attending the courses, continuing their studies at the tertiary level and also carry out research. As practitioners, teachers become role models to the students and have skills in communicating, managing R & D skills, classroom management skills, as well as a practice of reflective thinking.

(b) Value Practitioner

Guru is the closest model to the students after their parents. Behavior and speech teacher is always a concern to students. A teacher is a caring and compassionate society would have loved children, and behavior will be caught in the hearts of students lead the student to imitate. The teacher's role is not quite perfect, if only delivering lessons through words, but very effective teaching through teachers' attitudes and behavior. Teachers need to show good behavior in all matters and actions that should be in line with the teacher. The role of the teacher as value practitioner will succeed if teachers become models of moral and ethical conduct.

In addition to acting as a role model in the implementation of moral values, teachers also need to apply moral values through the integration of the curriculum (the cross- curriculum). This means that teachers can implement the planned value by integrating values in their subject matter. Careful planning of teaching will enable teachers to choose and implement effective at conveying the content of a lesson, whether the application of the direct or indirect.

(c) Educators

The roles and responsibilities of teachers is often associated with the task of educating and teaching. The term education is said to derive from the Latin word, which educare and educere. Educare is to guide, demonstrate and express. For education, the scope of responsibilities should be able to account for the following questions:

• What is the direction of education to someone who is educated (students)?•What are the things to show to those who are educated (students)?•To what extent can an educator displays personal qualities and intellectual quality of the student?•Are all students will be educated in the same way as they have features similar internal educators should use the best method?

The educere is raising or educating to ensure someone is being a human as desired. In this case, other teachers, parents are involved in educere.

(d) Managers of Classroom and Learning

The task of every teacher are impossible to run away from its responsibilities as

manager of classrooms and learning. The task is to account for the teacher's responsibility for the following matters:

• Control discipline.• Creating a classroom environment.• Ensure a smooth classroom routine.• Ensure the safety and welfare of pupils.• Manage and keep personal records and records of pupil performance.• Manage the instructional materials to ensure the use of appropriate and effective services to students.

•Office duties such as preparing correspondence and minutes of meetings (if given that responsibility by the headmaster), fill out and complete the forms specific to, and write reports on the progress of pupils.

(e)Reference Expert

Teachers considered as knowledgeable because teacher is to educate and teach students to know than not know. Someone who wants to serving as a teacher must meet eligibility requirements in academic excellence. Knowledge and knowledge available to teachers is a major asset in the development of the country. Accordingly, the teacher is not only an expert in the field who taught it to his disciples, but also a consultant to the community. Given its status is so high , every teacher should equip themselves with knowledge and always endeavor to update knowledge and skills. In addition to academic matters, teachers often consulted in matters of social and career prospectus to the public. Teachers in the 1950's so respected and their role as consultants so great as at that time teachers were the leaders of a well know. Teacher leadership charisma shines, due to the factor that the birth of the great leaders name consists of the gum as Zaba (Zainal Abidin Ahmad), Aminuddin Baki, and several other cabinet ministers appear as soon as Malaysia gained independence.

The role of the teacher as a resource is to be maintained by the current generation of teachers. In this challenging time, teachers need to update knowledge, especially in matters related to general knowledge in areas such as economics, politics and humanity, and should be able to demonstrate the ability to address technological developments (TMK/ICT).

(f) Mentor

In addition to teaching and managing the classroom, teachers act as mentors to their students. Mentoring is a nurturing process that requires skill and experience and be able to make themselves as role models, advisors and supporters. As a mentor, teacher role in providing guidance and support, demonstrate and guide students in order to provide a task faced by the students. In addition, mentors must also play a role in guiding her students to be able to face any hardship and difficulty. Often the mentor is to be smart and skilled in injecting enthusiasm and confidence to students through teachers' interpersonal capabilities.

Teachers will deal with the student at all times while operating T & L. With that, the

teacher and students are closely because face to face sessions. Teachers and students close to the heart of each character and behavior of the teacher is always a concern and will be followed by the students. In this case, the teacher is a mentor who is a model of good behavior and practice good values , courteous, caring, has good firmness and philosophy as well as a source of information.Teacher as a mentor understood rather than just being a mentor to his students only. In schools, experienced teachers also serve as mentors to new teachers and trainee teachers who come to practice. The role of the mentor is to train, coach, evaluate and advise also spread also to new teachers and trainee teachers for the improvement of teaching professionalism. Thus, the role of teachers as mentors will highlight its potential as a leader in the field of education, and thus highlight the ability of talent as many teachers play a role in the development of education.

(g) Research

To face the challenges and current issues in education, the role of teachers should also cover the other areas that reflect, reflective thinking critically and creatively, to explore and search for evidence. Teachers should not confine themselves and their thoughts in the classroom cocoon as a presenter focuses only subject content taught to students alone, but thought teachers should be opened wide and the teacher thought to be at a high level up to the level of analysis and synthesis.In order to realize the mission of the National Education intends to build a row of top talent in the international arena, the thoughts and attitudes of teachers have wide open. Therefore, having the role of teacher as researcher is a current role that requires serious engagement by teachers. If we are to improve the education system, then we need to know what obstacles, issues and challenges in realizing them. We need to study and research to find the answers to all questions and problems.

Today, prospective teachers are provided with the knowledge and research skills. Research courses that focus primarily on Action Research contained in the training curriculum. Thus, the involvement of teachers in research work will be carried out. Research will contribute a lot of good in the field of education when teachers detect and identify the source of the problem involving R & D and discipline. Empirical studies will lead to the discovery of problem solving and this will boost the country's education system. Accordingly, the research culture should be disseminated in all walks of education staff. The highest management in schools and institutions should provide incentives to research culture and make it as a responsibility. Cooperation in this regard will be the culture of research among educators.

(h)Socialization Agents

Role as educators and classroom manager is familiar relationships between teachers and students. Learning activities that are organized and planned drives the relationship between students and students and teacher – students with society. In this context, the role of teachers is important as an agent of socialization that led to the existence of a human relationship. Social interaction will be built among students in the classroom depends strongly on the role played by each teacher. The warmth, friendliness, interpersonal and intrapersonal skills teacher is a role model to the students. The learning environment is built by the teacher to be a space for students

to train themselves as members of a society where space allows students to collect and gather experience to become members of the community who need to practice human values of holy and pure.

As an agent of socialization, teachers should train students to be able to adapt to the environment and comply with state and communal life. For example, students need to be trained to know when their time eating, walking, playing, joking, sleeping and working. Pupils should be taught to always be able to beat their own desire and learn to understand and care for the feelings of others and avoid selfishness. This can be achieved either directly or indirectly through the integration of the elements in P & P Speech polite , courteous and polite behavior exhibited by the teachers themselves need to be a role model for students. The values of solidarity, mutual understanding, respect and humility should be studded in the minds of students. The responsibility of the teacher is very great in this, and this is where the prestige of teachers who become engineers of humanity in society. As socialization agents, teachers need to equip itself with beauty behavior and strong self-discipline. Given the role of the teacher as an agent of socialization, community especially the parents are not willing to accept low teachers morals. Thus, the teacher's negligence in personal control and behavior will often be killed discussed by many people who question the ability of teachers excel in truth. The appearance and behavior of the teacher should be perfect, whether in speech, movement, mixing until the dress.

(i) Agents of Change

Education is a dynamic system that constantly changes and additions in the evolution of life and the demands of time. School is a place to bring change to the current as desired by the country. National agenda is usually started at the school and in institutions as most of the students are citizens of a country. Thus, the teacher is given responsibility to be agents to change and develop students to become as desired by the government. When the Ministry of Education launched a 60-40 basis, so that schools and teachers are doing the responsible party to the intention expressed by 60% of students in science and technology, while 40% in the literature. Similarly, the policy PPSMI (Teaching Mathematics and Science in English), the teacher has to do is to ensure proficiency of students in English language at an excellent level.

As agents of change, teachers need to be positive and open to enhance the knowledge and skills to enable it to effectively discharge its role. Developments in the field of Information and Communication Technology (ICT) cause an abrupt change in information delivery system that allows the teacher leads students in gathering information. Therefore, teachers need to take the values from these changes to ensure that information is readily available to students and increase the beneficial development of them. As agents of change, teachers must renew their approaches and strategies of R & D to keep pace with the development of IT. Teaching teachers to highlight the elements of self-development through the use of technology should be enhanced by using a variety of instructional strategies that lead to critical thinking, creative and innovative in order to build a society that is creative and competitive. If teachers do not strive to improve their capabilities, it is certain that the students will be the development of human capital in the country is not able to play their roles brilliantly.

(j) National Nations Builders

National Construction Nations (PNB) depends strongly on the people together, living in harmony, loyalty to the nation and to comply with the state constitution. To produce a human as required in a nation is not easy , but the effort had to go through a long hallway and meandering as Malaysia have people from different ethnic backgrounds , beliefs and practices of different cultures . Education is the primary agent in the PNB, the teacher is the key person in ensuring PNB achieved.Basically PNB needs focus on holistic education needed teachers’ strength to create balanced human capital in the physical, emotional, spiritual and intellectual as set out in the National Education Philosophy. Education upholds the strength of knowledge, skills, politeness, manners and values are fundamental in PNB. Among the elements of the PNB is the national language of empowerment, strengthening of national unity, fostering a love of the arts, heritage and culture of the people and promote understanding of Islam Hadhari in thought and life.In this case, the teacher plays a very significant role and application elements can occur in a planned PNB in R & D and also implicitly in co-curricular activities and at times outside of P & P. As a nation builder, patriotic elements needed to perform the R & D all the time that this element firmly embedded in the minds of students. Students should be instilled with the values of a multi-racial society by practicing unity regardless of race and religion. Teachers need to plan activities geared toward unity, through R & D and co-curricular activities. The strength of teamwork and cohesion through injected since the pupils are in the early stages of schooling. The following is an example of an activity in PNB:

(i) sing patriotic songs. Teachers can make this activity as a habit and practice immediately after school session on a daily basis. For celebration, held a patriotic song singing contest, create a patriotic song or choir patriotic songs.

(ii) Activities of language, literature and culture through association besides teaching in the classroom. In the classroom a variety of strategies can be used to foster a love of language, art and heritage.

While the association, the activities of inculcating the spirit of love for the language, art and heritage can be more interesting. The use of technology in education element will attract the attention and interest of students.

(iii) Providing work camps are pushing toward restoring the spirit of cooperation and unity. In a uniform unit, Sports and games, the element of unity and working as a team is definitely there, but teachers should play a more effective role to ensure that all mixed race and do not let them work in groups of their own race.

(iv) Visit and project history to foster a feeling remorseful, thanks and appreciation among students .(v) Project Based Learning (Project Based Learning / PBL) to toward inquiry approach could provide meaningful experiences for pupils. Advantages of LBC not only cement the acquisition of knowledge, but also emphasized the use of IT,

communication skills, reflective thinking and teamwork. Teachers need to be creative to encourage learning to create awareness and patriotism, in addition to nurturing values Malaysians.

(vi) Review libraries encourage students to write a summary biography of prominent statesmen, through the history of Tanah Melayu and Malaysia.

7.5 Expectations of Teachers

Every one of us should expect a breakthrough in the performance of certain tasks. Teachers are instrumental in the construction of talent to be able to anticipate any results. This will motivate teachers in carrying out its duties and responsibilities. Hopes and expectations of the teacher is a very strong desire to obtain a reward or outcome rather something having to do assignments. In the teaching profession, teacher expectations can be grouped in four of expectations, the expectations of students, the expectations of the manager or administrator, expectations of parents and the community as well as expectations of themselves.

(a) Expectation on Students

Every time performing R & D, targeting teachers hope that teaching meets learning outcomes and student performance standards are at the expected level. Determination of the expected learning outcomes in every teaching teachers and teacher will be satisfied if the learning outcomes achieved. Changes in students' behavior demonstrate that the learning outcomes achieved and this is a success story that brings satisfaction to the teacher. Typically, the effort of teachers in achieving the learning outcomes is to be the key success factors of students in their exams.

Teachers expect pupils have behavioral and perfect manners when students mentored, nurtured and taught with good things. Perfection behavior exhibits a noble personality will give satisfaction to the teacher, on the other hand, students who exhibit behavior rude, difficult to control and there is no discipline will frustrate teachers. Strong teaching spirit to meet the expectations of the teachers worked hard drives using a variety of strategies to ensure that students have the personality and noble character.

(b) Expectation on School Administrator or Manager

All work performed perfectly and achievers should be recognized and acknowledged. This is very important as a motivation to excel in carrying out its duties and responsibilities. Teacher expectation for school administrator or manager is to appreciate the hard work and efforts. Therefore, the school management should be fair and not biased or unbiased not to mention a policy of favoritism in giving

performance evaluations or anything of appreciation to teachers. Teachers also have the expectation that the parties are able to lead with trust, integrity and hard. In addition, teachers expect superior welfare of teachers with tolerance, understanding, caring, sensitive, kind and fair. Expectation on authority is a strong impulse that can improve the quality of work.

(c) Expectation on Parents and Community

Cooperation and good relations between parent and teacher community is something that needs to be created. The relationship can be forged through the Mother and Teacher Association (PTA). Through the PTA, parents and teachers hope the community will join together to help the teacher in ensuring children's success in all areas. In addition, a good relationship will strengthen mutual understanding and avoid prejudices that could interfere with emotional teacher.

Teachers expect parents to participate controlling student behavior, motivate students in their learning, to offer help and moral support in all projects and activities. In addition to parents, teachers put expectations to the police, RELA and the community to participate in the control and safety of students and schools. Private companies are expected to contribute to the success of a program planned by the school for the benefit of students.

Therefore, teachers need to plan a strategy to build a bridge between parents and teachers in the school community. Friendly House, Canteen Day, Day of Students / Student, Open Day and Sports Day are times most suitable to meet, get acquainted and establishing relationships to ensure that parents and the community are willing to get involved with the teachers.

(d) Expectation on Self

Expectations of self depend on the intentions, wishes and dreams to be achieved by the teachers in their everyday tasks. Teachers put the expectation that they will have many opportunities in career path in addition to the incentives in terms of their welfare as a teacher. After working a few years, they hope teachers are given the opportunity to attend courses for professional development and opportunities for further education. Expectations should be the impetus for teachers to prove that the chances of the courses and the opportunity to pursue a Doctor of Philosophy needed to improve the quality of the national education system. Expectations of a career path to fill the positions of higher grade should be obtained based on the Key Performance Indicator (KPI) and therefore every teacher should perform their duties with the quality of work that is wrapped with sincerity and honesty.

7.6 Summary
