It is implemented by the Department for Promotion of Industry and Internal Trade (DPIIT). The Rs 945 crore Startup India Seed Fund Scheme (SISFS) will be operational from April 1, 2021, to 2025 as the government looks to boost the ecosystem, providing the crucial capital for young companies. The government announced that Startup India Seed Fund Scheme will provide financial assistance to startups that have been recognised by the DPIIT and incorporated not more than two years ago at the time of application. The Startup India Seed Fund Scheme is sector-agnostic and will have a central common application on Startup India portal for startups and incubators on an ongoing basis. Earlier, on January 16, Prime Minister Narendra Modi had announced the launch of this Rs 1,000-crore 'Startup India Seed Fund' to support startups and help budding entrepreneurs pursue innovative ideas. Maharashtra Government Approves Water Conservation Programme The Maharashtra Cabinet approved the implementation of the Chief Minister Water Conservation Programme, costing Rs.1,340.75 crore. Under the programme, water sources would be repaired, which will enhance the State’s irrigation capacity. The period of the programme is from April 2020 to March 2023, About the Scheme : Around 7,900 water sources need repairing to restore water storage and irrigation capacity Under the programme, various ponds, and lakes with the irrigation capacity up to 600 hectares would be repaired. Also, repair work of canals due to breakage of its lining will also be undertaken. Commerce Ministry notifies Rs 945 crore seed fund Scheme for s tartups

● The government has approved the Rs 945-crore Startup India Seed Fund Scheme (SISFS) for the period 2021-25 to

commercialization.

Delhi Cabinet Approves 'Mukhyamantri Vigyan Pratibha Pariksha'' Scholarship Scheme

● The Delhi cabinet approved ' 'Mukhyamantri Vigyan Pratibha Pariksha'' in which Rs 5,000 will be provided to Rs 1,000

meritorious students of Class 9 in schools of Delhi as a science scholarship.

● The scholarship will provide a boost to science education in secondary classes at the school level.

● According to the release, the students studying in Delhi schools who have secured more than 60 percent in Class 8

are eligible for the examination. Students belonging to SC, ST, PH, or OBC category will be given a relaxation of up to 5

percent of marks.

● In Addition to that The cabinet approved procurement of close to 1200 computers, multi-functional printers, and

UPSs for all the schools, branch offices, and district offices under the education department.

Union Textile Minister Smriti I rani rolls out commercial Jute seed distribution scheme

● Union Textile Minister Smriti I rani rolled out the commercial Jute seed distribution scheme.

● Jute Corporation of India had last year signed an MoU with Nat ional Seeds Corporation for commercial distribution of

1 thousand Metric Tonne certified jute seeds for the year 2021-22.

● The government increased the Minimum Support Price (MSP) for Jute by nearly 76 per cent in the last 6 years.

● Both the Agriculture Ministry and the Textile Ministry are working with enhanced synergy to extend support to the

Jute growing farmers.

● She informed that centre's decision regarding mandatory packaging in jute materials will benefit over 4 lakh

farmers directly including nearly 40 lakh agri-based households.

● The minister also informed that inclusion of excavation for Jute-retting tanks under MGNREGA will help create 46

lakh mandays of work under the central scheme.

Cabinet approves over Rs 12,000-cr PLI scheme for telecom sector

● The Union Cabinet approved a production-linked incentive (PLI) scheme worth Rs 12,195 crore for telecom

equipment manufacturing.

● It will be implemented from April 01, 2021.

● The decision was taken to offset the imports of telecom equipment worth more than Rs 50,000 crore and reinforce

it with “Made in India” products both for domestic markets and exports.

● The support under the PLI scheme will be provided to companies manufacturers of specified telecom and

networking products in India like Gigabit Passive Optical Networks (GPON), base routers, Dense Wavelength Division

Multiplexing (DWDM), Multiprotocol Label Switching (MPLS/ IPMPLS) and 5G/4G radios.

Govt directs Public Sector Banks to facilitate quick and easy loan disbursal under PM-SVANidhi scheme

● Union Government has asked Public Sector Banks to facilitate quick and easy loan disbursal under the PM-

SVANidhi scheme.

● The Housing and Urban Development Ministry in a letter written to the banks has suggested several measures to

increase the outreach of the scheme extending collateral free loans to the street vendors in the country .

● It also added that the banks need to review their guidelines for extending credit to the vendors having low CIBIL

Government forms experts committee for Startup India Seed Fund Scheme

• The government has constituted an experts advisory committee for the overall execution and monitoring of the

Startup India Seed Fund Scheme.

• The committee would be chaired by H K Mittal f rom the Department of Science and Technology.

• About the Committee :

• The committee will evaluate and select incubators for allotment of funds under the scheme , monitor progress and

take all necessary measures for efficient utilisation of funds towards fulfilment of objectives of the scheme.

• The other representatives would include members from DPIIT, department of biotechnology, science and technology,

electronics and IT, Niti Aayog, and expert members from the startup ecosystem.

About SISFS :

• Startup India Seed Fund Scheme (SISFS) has been approved for the period of next four years starting f rom 2021-22.

• It will be implemented with effect from Apri l 1, 2021.

• Rs 945 crore corpus will be divided over the next four years for providing seed funding to eligible startups through

eligible incubators across India.

• The scheme is expected to support about 3,600 startups.

New Nagar Van Scheme to develop Urban forests in c ities: Environment Minister

• Union Environment and Information & Broadcasting Minister Prakash Javadekar has said that the new Nagar Van

Scheme will help in creation of Urban forests in the cities.

• Mr. Javadekar noted, the scheme will also fill the gap between the cities and villages in terms of having their own

forest cover.

• He cited India's age old tradition of developing and caring for village forests in the vicinity of almost every rural patch.

• Under the Nagar Van Scheme, Urban forests will be developed in 200 cities in its first phase.

• The United Nations General Assembly proclaimed 21st March as the International Day of Forests in 2012.

• The Day celebrates and raises awareness of the importance of al l types of forests.

• On the occasion of World Environment Day, the government announced implementation of the Nagar van scheme to

develop 200 Urban Forests across the country in next five years with a renewed focus on people’s participation and

collaboration between the Forest Department, Municipal bodies, NGOs, Corporates and local citizens.

• World Environment Day (WED) is celebrated on 5th June every year.

• The Ministry of Environment, Forest & Climate Change celebrates WED focusing on the theme declared by the

United Nation’s Environment Programme (UNEP) and organizes several events.

• This year’s theme is ‘Biodiversity’.

Govt. launches ‘Gram Ujala Scheme’ to offer LED bulbs in rural areas

• The Government of India has launched an ambitious scheme called “Gram Ujala” under which high quality energy

efficient LED bulbs will be given for just Rs 10 per piece in rural areas.

• This scheme is in line with the government’s climate change strategy and further strengthening its self -reliance

credentials.

• The Gram Ujala programme was launched by Power & New and Renewable Energy Minister R K Singh in Bihar.

• The scheme will be implemented in phased manner. In the first phase, 15 million LED bulbs will be distributed across

certain villages of 5 states.

• These include: Arrah (Bihar), Varanasi (Uttar Pradesh), Vijaywada (Andhra Pradesh), Nagpur (Maharashtra), and

western Gujarat.

Centre launches Startup India Seed Fund Scheme

● Union Minister for Commerce and Industry, Piyush Goyal launched the Startup India Seed Fund Scheme (SISFS).

● The Fund aims to provide financial assistance to startups for proof of concept, prototype development, product trials,

market entry and commercialization.

● An amount of 945 crore rupees corpus will be divided over the next 4 years for providing seed funding to eligible

startups through eligible incubators across India.

● The scheme is expected to support an estimated 3,600 startups through 300 incubators.

● Mr Goyal said that the SISFS will Secure seed funding, Inspire innovation, Support transformative ideas, Facilitate

implementation, and Start startup revolution.

● He said that this Scheme will create a robust startup ecosystem, particularly in Tier 2 and Tier 3 towns of India, which

are often deprived of adequate funding.

● The Minister said that he would like to especially encourage innovators from rural areas to come forward and benefit

from this scheme.

● Prime Minister Narendra Modi will launch the distribution of e-property cards under the SVAMITVA scheme.

out of the SVAMITVA scheme for implementation across the country.

● Prime Minister will also confer the Nat ional Panchayat Awards 2021 on the occasion of Nat ional Panchayati Raj day.

● The award money ranging f rom 5 to 50 lakh will be directly transferred to the bank account of the Panchayats

concerned on a real time basis.

the Prime Minister on 24th April last year as a Central Sector Scheme to promote a socio-economically empowered

About SVAMITVA scheme:

● The Svamitva Yojana was launched on 24 Apri l 2020 with an aim to provide an integrated property validation solution

for rural India.

● This scheme attempts to end property disputes in villages by demarcating the property of the villagers and providing

them with the certificate of ownership of their property.

● The SVAMITVA scheme was launched by the Prime Minister on the occasion of National Panchayati Raj Day, April

24, earlier this year and the distribution of property cards began on October 11.

● The SVAMITVA scheme aims to provide an integrated property validation solution for rural India.

● It has extended the deadline for making payment under tax dispute resolution scheme Vivad Se Vishwas by two

months till 30th of June.

● Time limit for passing of any order for assessment or reassessment under the Income Tax Act has been extended t ill

30th June.

● Finance Ministry said the decision was taken following requests received from taxpayers, tax consultants, and other

stakeholders that various time barring dates, which were earlier extended to 30th April, may be further extended.

Liberation War fighters of Bangladesh under its new Muktijoddha Scholarship scheme.

● The scheme was launched in 2017 during the vis it of Prime Minister Sheikh Hasina to India.

● Under this scheme, 1000 s tudents each from the Higher Secondary and Undergraduate categories have started

receiving the amount of scholarship for this year directly in their account.

● The new scheme was aimed t o benefit 10,000 students from Bangladesh over a period of five years.

● The scholarship carries an amount of 20,000 Taka for students of Higher Secondary and 50,000 Taka to

Undergraduate category students, who are direct descendants of Muktijoddhas or Liberation War fighters of

Bangladesh.

ABOUT THE SCHEME:

● The ‘Muktijoddha scholarship scheme’ was started in the year 2006 for the descendents of Muktijoddhas.

● Originally, Scholarships were awarded to Higher Secondary and Undergraduate level students.

● Undergraduate students were awarded Tk 24,000 per year for four years and higher secondary students were

awarded Tk 10,000 per y ear for two years.

Assam: State govt announces CM’s Sishu Sewa Scheme f inancial support for children who lost parents due to COVID -19

● Assam Chief Minister Himanta Biswa Sarma announced the Mukhyamantri Sishu Sewa Achoni scheme which will

provide relief to children who have lost their parents due to Covid-19.

● As per this scheme, those children who have lost both their parents and are being looked after by their extended

family members will be entitled to Rs 3,500 financial aid per month.

● Children below the age of 10 years without any family support will be provided shelter at child care institutions.

● They will have access to the required education facilities.

● Adolescent girls who have been orphaned will be accommodated at reputed institutions like Kasturba Gandhi Balika

Vidyalaya to ensure that they are cared for sensitively and provided proper protection.

● In the case of girls of marriageable age who have lost their parents, the government of Assam will provide one tola of

gold under the Arundhati Gold scheme and one-time f inancial assistance of Rs 50,000.

J&K: LG launches Scheme ‘SASCM’ for families lost earner of the family

● Lieutenant Governor Manoj Sinha launched a Special Scheme for financial assistance to families which have lost

their only bread earner due to COVID pandemic.

● The J&K Government has adopted a comprehensive approach, by creating a Special Cell in the Social Welfare

Department to identify and track support to these families over time, in the spirit of leaving no one behind.

● Under the scheme, called ‘Special Assistance Scheme for COVID Mortalities (SASCM)’ , cash assistance of Rs 1000

per month shall be provided to the spouse and the eldest member of the family.

● Apart from this, the scheme provides for a scholarship of Rs 20,000 per annum for school going students and Rs

40,000 per annum for college going students.

Kerala CM introduced new Smart Kitchen Scheme

● The implementation of promises made in the Left Democratic Front (LDF) manifesto, Kerala Chief Minister Pinarayi

Vijayan mentioned a Secretary Level Committee will make the guidelines and recommendations for the

implementation of Smart Kitchen by July 10.

● Vijayan noted the aim of the scheme is to reduce the workload of women's domestic labour.

● "A three-member Secretary Level Committee will make the guidelines and recommendations by 10 July for the

implementation of Smart Kitchen.

● The Chief Minister stated, It aims to account and reduce the workload of women's domestic labour”.

● In its manifesto for the 2021 Assembly elections, the LDF had promised to ease the domestic workload of women.

Madhya Pradesh govt initiates Corona Warriors Scheme

● In Madhya Pradesh, the state government has launched the Corona Warriors Scheme.

● The government will take the responsibility of family members of health workers who have passed away while on

Corona duty.

● Their families will be given honorarium of Rs 50 lakhs by the government.

● Meanwhile Chief Minister Shivraj Singh Chouhan has said that the Corona vaccination campaign of people above 18

years of age cannot be started from May 1st due to non-receipt of vaccines from the manufacturing companies.

● The vaccines are likely to be received in the state on May 3rd.

● The Covid vaccine will be administered free of cost to those above 18 years of age.

● Chief Minister Mr Chouhan while reviewing COVID condition directed that new vaccination centers should be

established in view of Corona infection, vaccination work should not be done in hospitals.

● So far 80 lakh 66 thousand 980 doses of Corona vaccines have been administered in the state, out of which 70 lakh

19 thousand 763 f irst and 10 lakh 47 thousand 217 second doses have been administered.

● The Madhya Pradesh government announced the launch of Ankur, a scheme under which citizens will be awarded

for planting t rees during monsoon.

Telangana launches Ayushman Bharat Scheme in the state

● Telangana has issued orders to implement the Ayushman Bharat Scheme in the State.

● In the backdrop of Telangana Chief Minister K Chandrashekhar Rao deciding to join the Central government ’s

Ayushman Bharat Scheme (PM Jana Arogya Yojana PM-JAY), the state Medical and Health Department had signed

a MoU with the Nat ional Health Authority.

Ut tar Pradesh: State Govt launches Bal-Seva Yojana to support children who lost their parents due to COVID

● The Uttar Pradesh government launched a welfare scheme for children who have either lost both of their parents to

COVID-19 or the earning parent.

● As part of the scheme, the government will provide a monthly financial assistance of Rs 4,000 to a child's guardian or

caretaker until he or she attains adulthood.

● Children below 10 years who do not have any family members will be taken care of by the state government

children's homes.

● A minor girl child will be housed in Kasturba Gandhi Girls (Residential) Schools run by the Government of India or

children's homes (girls) run by the state government.

● The state government will also provide an amount of Rs 1, 01,000 for the marriage of such girls.

● The state government will also provide tablets or laptops to all such children studying in schools, colleges or pursuing

vocational education.

Government launches YUVA – Prime Minister’s Scheme

● The government launched YUVA — Prime Minister’s Scheme for Mentoring Young Authors , an author mentorship

programme to train 75 selected young and budding authors (below 30 years of age) with an aim to promote reading

and writing.

● All-India contest details:

● 75 authors to be selected through all-India contest f rom June 1 to July 31

● The winners will be announced on Aug 15

● Will be trained by eminent authors

● Manuscripts to be readied for publication by December 15

● Published books to be launched on January 12, 2022, on National Youth Day (Yuva Diwas)

● The Education Ministry stated that “The launch of YUVA (Young, Upcoming and Versatile Authors) is in tune with

PM’s vision to encourage young authors to write about India’s freedom struggle.

RDSO enhance First Standards Body to Join ‘One Nation, One Standard’ Scheme

● Lucknow - based RDSO, which sets standards for the rai lway sector, has become the first standards body in the

country to join the central government's 'One Nation, One Standard' scheme that aims to ensure quality products t o

Indian consumers.

● The Research Design and Standards Organization (RDSO) has now been recognized as a ' S tanda rd Developing

Organization' by the Bureau of Indian Standards (BIS), which is implementing the scheme.

● The partnership will help RDSO, the sole R&D wing of the railways ministry, to realign its standard formulation

procedures as per the code of good practices mentioned under the WTO-Technical Barriers to Trade (WTO-TBT).

● The recognition will be valid for three years.

About ‘One Nation, One Standard’ Scheme:

● The object ive of the government's 'One Nation, One Standard' scheme, launched in 2019, is to ensure there is a

synergy and no overlap in the standardization work in the country, thereby building a 'Brand India' identity in the long

run.

● Haryana Pran Vayu Devta Pension Scheme (PVDPS) 2021 & Oxy Van (Oxygen Forest) launched Rs. 2500 per year

in Prana Vayu Devta Pension Yojana for maintenance of trees older than 75 years.

● Haryana government led by CM Manohar Lal Khattar has launched Pran Vayu Devta Pension Scheme 2021.

● This Life Air God Pension scheme aims to ensure adequate supply of natural oxygen in the state.

● This Prana Vayu Devta Pension Yojna is a major step towards ensuring clean air to breathe amid the ongoing

COVID-19 pandemic outbreak.

● Oxy Van is a piece of land identified by the Haryana govt.

● On which as many as 3 crore trees would be planted.

● The Oxy Vans will occupy 10% of the 8 lakh hectares of land across the state.

AP CM Launches Jagananna Thodu Scheme

● Chief Minister YS Jagan Mohan Reddy will be launching Jagananna Thodu scheme, which a i m s at p rov id ing a

helping hand to small and petty vendors across the State.

● Under the scheme, an interest -f ree loan of Rs 10,000 will be provided to 3.7 lakh small and petty vendors at an

expenditure of Rs 370 crore.

● The scheme was launched by Chief Minister Jagan Mohan Reddy on November 25, 2020 and this is the second

consecutive year the scheme is being extended to benefit the small and petty vendors.

● The main objec t ive of the scheme is to free vendors from paying heavy interest to the loans taken from private

Bihar CM launches 2 schemes for Youth & Women

● Bihar Chief Minister Nit ish Kumar launched two ambitious schemes christened as the 'Mukhya Mantri Yuva Udyaymi

Yojna' and the 'Mukhya Mantri Mahila Udyami Yojna' to promote entrepreneurship among youth and women of al l

sections under the state's 'Mukhaya Mantri Udyami Yojna' scheme.

● The schemes were promised by the chief minister during the 2020 Bihar elections in a bid to counter the RJD's poll

plank on unemployment.

'Mukhya Mantri Mahila Udyami Yojana (MMUY):

● In this scheme, an unemployed woman will be provided an amount of Rs 10 lakh to start a new business or small

industry.

● Rs.10 Lakh, Rs.5 Lakh will be a subsidy amount that does not need to be returned to the woman, while the remaining

Rs.5 Lakh will be an interest free loan.

● The amount can be refunded in several installments over the next 7 years after the start of the new venture.

'Mukhaya Mantri Yuva Udyami Yojana (MYUY):

● In this scheme, unemployed youth will be provided an amount of Rs 10 lakh to start a new enterprise or industry.

● Rs.10 Lakh, Rs.5 Lakh will be the subsidy amount (which they don’t need to refund), the balance Rs. 5 Lakh w il l be

the loan simple interest of 1% to be refunded in several installments.

● The Covid-19 pandemic has orphaned many children.

● Governments are trying their level best for the upbringing of these children.

● The states were asked by the Center to pay attention to such children, take care of them and make arrangements for

their protection.

About the scheme:

● Odisha Chief Minister Naveen Patnaik has launched the Ashirbad scheme on Father`s Day.

● Under this scheme, the government will give Rs 2,500 per month to every child who has lost one or both of his

parents.

● This money will be sent to the bank account of the guardian or caregiver of the beneficiaries t i l l they turn 18.

● If such children are sent to a children's home in the absence of a caregiver, they will be given an additional Rs 1,000

every month.

Gujarat CM e-launches Agricultural Diversification Scheme-2021

● Gujarat Chief Minister Mr. Vijay Rupani e-launched the Agricultural Dive rs if icat ion Scheme -2021 for benef it t ing

vanbandhu-farmers in the tribal areas of the state.

● He stated that the state government is working to make agriculture sustainable and prof itable in the tribal areas.

● Inaugurating the Agricultural Diversification Scheme-2021 through video conferencing from Gandhinagar Mr. Rupan i

noted that, this scheme will benef it more than 126000 Vanbandhu farmers of 14 tribal districts from Ambaji to

Umargam in Gujarat.

About the scheme:

● Under this scheme tribal farmers will get fertilizer-seed assistance of Rs. 31 crores in which 45 kg of urea,50 kg of

NPK and 50 kg of ammonium sulphate will be provided.

● The CM added that, assistance of Rs. 250 crore has been provided to 10 lakh tribal farmers under this scheme in the

last ten years.

● Seeds of c rops like maize, Bitter Melon (karela), Calabash (dudhi), tomato, millet, etc. are provided under this

scheme.

Delhi initiates new scheme named Covid-19 Pariwar Aarthik Sahayata Yojana

● The Delhi government has developed a portal through which families of COVID19 victims will apply for Mukhyamantri

COVID19 Pariwar Aarthik Sahayata Yojana to avail financial assistance.

● Under the scheme, an ex gratia of Rs 50,000 will be provided to those who have los t a family mem ber to

coronavirus.

● The government's Soc ial Welfare Department notified the scheme earlier this week under which Rs.50, 000 ex-grat ia

will be given to every family that lost a member to COVID-19 and an additional Rs.2, 500 pens ion per month if the

deceased was the sole breadwinner.

About the scheme:

● “Each family in which death has occurred due to Covid, an ex-gratia of Rs.50, 000 will be provided."

● Children who lost their both parents or single parent to COVID-19 will also be provided Rs.2, 500 per month t i l l they

achieve 25 years of age.

● The Delhi government will also provide f ree education to t hem.
