CIVIL RESERVE AIR FLEET (CRAF)

» CRAF allows the Defense Department to buy cargo and passenger air service from U.S. carriers only when needed to supplement the DOD fleet

» Carriers commit at least 15 or 30 percent of fleets to the program (550 aircraft total); in exchange, they receive preferred DOD work

» Fiscal 2015 RFP called for modern, fuel-efficient aircraft with a capacity to haul at least 10 pallets and 30 passengers

» Legislative changes for fiscal 2015 • Senate defense authorization bill would repeal

Title 10, Section 9513 – a provision allowing CRAF contractors to use Air Force installations for weather-related, technical, or other commercial purposes

• House authorization bill would require all CRAF aircraft to be from covered air carriers

» Regulation for fiscal 2015
