CONFERENCE PROGRAMME

What is the future of public space in London? As more of London’s private land opens for public access, what are the key challenges being tackled to ensure places function for all? How will these new places be managed and maintained and how is good quality public space designed and delivered?

Deirdra Armsby Director of Placeshaping and West End Partnership at Westminster City Council

Deirdra provides strategic leadership on the form and function of the City as a City for all. Deirdra will embed Placeshaping principles throughout an eclectic range of projects including Church Street regeneration, West End Partnership programmes and leading on the emerging Oxford Street District Strategy, neighbourhood revitalisation and Strategic transport. Deirdra also sits on the Board of the Dolphin Foundation. Previously, Deirdra was Director of Regeneration and Planning at Newham, and worked at Hackney & RBKC. @CityWestminster

Matthew Carpen Managing Director, Barking Riverside

Matthew has overall responsibility for the delivery of the regeneration site Barking Riverside, which is one of the largest development sites in the UK. After completing a MSC degree at Oxford Brookes in Planning and Urban Design, Matthew worked at the GLA for ten years under both former London Mayor Ken Livingston and Boris Johnson, initally as part of the Planning team and later in the Housing and Land team where he led a new masterplan at Barking Riverside alongside the Barking Riverside railway extension funding package, which has unlocked the entire regeneration area. @BarkingRiver

Daniel Bridge Principal Development Manager, Strategic Projects and Property, Housing and Land Directorate, GLA

Dan leads the team responsible for delivering the regeneration of the Royal Docks a joint initiative between the Mayor of London and the Mayor of Newham. The project is the Mayor of London’s largest land-led regeneration project and a designated Enterprise Zone. Dan is accountable for the delivery of a portfolio of major mixed-use development projects, estate and facilities management functions and a comprehensive programme of cultural placemaking, promotional and investment activity. @LDN_Gov

Professor Matthew Carmona Professor of Planning and Urban Design, UCL and Chair of Place Alliance

Matthew’s research has focused on urban design, processes of design governance and on the design and management of public space. Matthew was educated at the University of Nottingham and is a chartered architect and planner. He Chairs the Place Alliance which campaigns for place quality in England. @UCL_BSP

Tim Haddon Head of Campus, Paddington Central, British Land

Tim is responsible for the strategic asset management of Paddington Central, one of British Land’s mixed-use campuses in Central London comprising 11 acres and 1.2m sq ft of office, retail, residential and hotel space. Tim joined British Land in 2011, working across an asset management portfolio including Regent’s Place campus and a range of standalone assets such as The Leadenhall Building in the City, 10 Portman Sq, Marble Arch House and Yalding House in the West End. Prior to joining British Land, Tim is a Member of RICS and is a Board member of The Paddington Partnership, an organisation that coordinates across multiple developers to focus on issues affecting the area. @PaddingtonCen

Professor Jerold S. Kayden Frank Backus Williams Professor of Urban Planning and Design, Harvard University

Jerold is an urban planner and lawyer and the Frank Backus Williams Professor of Urban Planning and Design at the Harvard University Graduate School of Design. He teaches, writes, and consults internationally on land use and environmental law, public-private development, public space, urban disaster resilience, and design competitions. His books include Privately Owned Public Space: The New York City Experience, Urban Disaster Resilience: New Dimensions from International Practice in the Built Environment, Landmark Justice: The Influence of William J. Brennan on America’s Communities, and Zoning and the American Dream: Promises Still to Keep. @Harvard

Peter Murray Chairman, New London Architecture (NLA)

Peter was editor of Building Design and RIBA Journal before starting Blueprint Magazine in 1983. He is President of Wordsearch, the global communications and design consultancy. He has curated many architectural exhibitions at the Royal Academy as well as exhibitions held at NLA. He is founder of the London Festival of Architecture and is author of various architectural books. He is a Past Master of The Architects’ Company, a visiting professor at IE University in Madrid, Chairman of The London Society and a keen cyclist. @pgsmurray @nlalondon

Alice Lester Head of Planning, Transport and Licensing, LB Brent

Alice is Brent’s Head of Planning, Transport and Licensing. Previously she led the Planning Advisory Service, at the LGA, where she worked on a variety of projects to support ongoing improvement in local authority planning services, and in implementing the government’s planning agenda. Alice had previously worked in DM at Westminster, Camden and Islington Councils. Alice has been a Trustee of the TCPA, an external examiner for planning courses, and is a LGA Planning Peer. @Brent_Council

Alison Minto Operations Director, Meanwhile Space

Alison is responsible for ensuring the business has the best working environment and processes in place for future growth and sustainability. Alison joined Meanwhile Space in 2012 as a Project Manager. She established the Coming Soon Club, opened the space, and developed the network of people with need for space for their developing businesses. Alison trained as an architect and has worked in private practice and Arts Council England advising capital grant recipients. @meanwhilespace

Shifa Mustafa Executive Director of Place, LB Croydon

Shifa started her career at Haringey Council as a workplace trainee. After having her two children she went to University and qualified as a Town Planner, rapidly rising to the position of Chief Planning Officer. Shifa led on the delivery of a number of regeneration projects, including significant development at Tottenham Hale and Wood Green Metropolitan Centre. Now in Croydon Shifa is responsible for overseeing the delivery of one of London’s largest growth programmes, including the redevelopment of Westfield shopping centre, the re-opening of Fairfield Halls and significant office and residential developments. @yourcroydon

John Redfern Director, Property Management Head Office London, Savills

John is co-head of RISE, Savills specialism in the management of prime office and mixed use assets focussed on customer engagement, place shaping, innovation and sustainability/wellbeing. John’s core skill set sits in the development and growth of client portfolios (on behalf of property companies, asset managers, developers and charities) with active property management and initiatives. In addition, the creation and implementation of asset management opportunities by understanding the clients’ requirements/business plan and having a direct involvement in key property management instructions. @savills

Harbinder Singh Birdi Partner, Hawkins\Brown

Harbinder is as a RIBA Chartered Architect and Senior Partner at Hawkins\Brown, leading the Infrastructure and Transport sector. He is currently delivering two of the UK’s largest infrastructure projects; Thames Tideway and three new Crossrail Stations. @Hawkins_Brown

Ben Smith Director of Energy, Cities and Climate Change Consulting, Arup

Ben is an environmental consultant with 17 years’ experience - gained in the UK, Europe, Middle East and Australia - specialising in sustainable development, energy strategy, climate change and urban resilience. He is a Director in Arup’s planning team and the firm’s global point of contact for partnerships with C40 Cities and 100 Resilient Cities. Since 2015 Ben has been a Trustee for the National Park City Foundation. He serves as the main liaison between the Foundation and the Greater London Authority. @arupgroup

Benjamin Walker Director, LDA Design

Ben is a director at LDA Design and public realm design lead for some of the practice’s most exciting and challenging projects, including the international competition-winning stadium regeneration in Kaliningrad, Russia and the regeneration of Battersea Power Station. Ben believes design should be inclusive. Landscape is about creating places where people belong, and it can add value and result in extraordinary places. He thinks creatively about how people will use a new space and how they will be affected by change. @LDADesign

With public and private stakeholders seeking to create financially sustainable and socially engaging places, what is the key to successful placemaking? What lessons can we take from London’s Great Estates in the long-term management and design of places across the capital, and how they can be adapted over generations as needs change? How can greater collaborative working between local authorities, BIDs and businesses improve traffic management, delivery consolidation and future digital infrastructure, to create better streets and public spaces?

A year-round programme explores the creation of successful places for the capital, including the role of culture and heritage, water-side regeneration, community engagement and inclusive design to create places which work for all Londoners. NLA’s Placemaking & Public Realm programme explores the role of professionals, policy-makers and users in creating high-quality places and active public spaces.
