FROM OUR CEO MARY HAYES FINCH

Over the last 35 years, we have been defined by moments—many that pass without much notice, yet others that leave us so marked that we are most decidedly different from before. Well beyond the experiences of some, this year has presented a turning point—brought on by circumstances that have stopped us in our tracks.

This watershed, in many ways, has highlighted who we are, and perhaps, more importantly, who we can become, and the legacy we will leave behind. Like many before, this moment demands our re-sponse, focused attention and motivated action. It requires us to engage in new ways of thinking, relat-ing, discerning, accepting, and action. It leads us to the brink of what we’ve been and creates a bridge to what we can become. It has left us profoundly changed.

Perhaps the most incredible thing about watershed moments is how they shape us, move us and challenge us forward, altered for good. It is in this spirit, that I ask that you and your team join me on October 13-15 at the APHCA Annual Conference as we celebrate the powerful moments from the last 35 years. While conference logistics and structure will look different as we meet in a socially distant and safe environment, our need to be together, to remember, share, learn, and understand individual and collective experiences has never been greater. And in a moment that consumes us with the tension of what is and what can be…what should be, it is time to embrace our movement…and there is only one way…Forward, TOGETHER.

C O N F E R E N C E S E S S I O N SBOOTCAMPBuilding and Sustaining the Workforce of the Future- As the healthcare environment continues to rapidly change, it is critical that each organization have a comprehensive strategy to develop, recruit, retain, and support a workforce to meet current and emerging needs. The pre-conference workshop will assist participants in developing an overarching vision for comprehensive workforce strategies in light of HRSA expectations for assessment, development, implementation, management and reporting—all designed to build and sustain the workforce of the future. Participants will develop a better understanding of how to lay the groundwork for a comprehensive workforce plan necessary to enhance the experience and satisfaction of employees, providers, and related team members. Additionally, the workshop will explore strategies and approaches for tracking and evaluating metrics to better inform ongoing workforce efforts. Led by speakers engaged in national, regional, and state-based workforce retention efforts, with particular insight into health centers, participants will learn important steps in the recruitment process including assessing organizational strengths and challenges, defining related roles and activities, setting priorities and identifying resources, developing a solid interview process, and documenting successes. Additionally, participants will receive information and tools to bolster workforce planning, development, and management efforts to build a robust workforce plan for their health center.

QUALITY AND PERFORMANCEMoving Forward from Data to Performance - The Quality and Performance Track will deepen the understanding and use of clinical and social determinants data in continuous improvement through performance reporting. Nationally recognized performance improvement coach, Jillian Maccini, will lead participants through a hands on workshop to better understand how to document, collect, analyze, and apply information and data from key performance measures more proactively within health center operations. Participants will learn how to avoid workflow, system access, mapping, and documentation failures while strengthening the organizational culture of care through understanding data as a strategic and crucial asset for providers and staff. Each session within this Track will focus on concepts, tools and practical examples to help teams better utilize standard performance data as a catalyst for quality and outcomes while align data and organizational strategies. Health Centers will be able to develop the skillset, mindset, and toolset to embed and sustain a data driven culture focused on meeting patient needs.

Managing Conflict, Accountability Conver¬sations and Disputes provides a methodology for effectively holding others accountable to move organizations forward is based on more than twenty-five years of research.

OPERATIONSEnhancing Operations in the ‘New Normal’ - Virtual sessions will support operational excellence in the post-COVID environment. Sessions include:

1. A review of recently enacted changes to federal regulations in information sharing for substance use disorder treatment2. Maximizing telehealth operations and effectiveness3. Maintaining 340b program compliance in the current environment of heightened scrutiny4. Financing value based care

Virtual sessions will be provided after conference to maximize APHCA’s ability to comply with social distancing at the conference facility. Pamela Byrnes has worked with community health centers, primary care associations, and national associations for over 35 years. She specializes in health center board trainings and support, community needs assessments and demand-capacity analyses, stra-tegic planning and facilitation, program development and evaluation, health center project design, organization and association development and management, operations assessments, policy development, and advocacy. Formerly director of the Health Cen-ter Growth and Development Program at the National Association of Community Health Centers (NACHC), Pamela has consulted at national, state, and community levels on developing seamless networks of care. She is an HRSA operational site visit and technical assistance consultant, and a NACHC technical assistance consultant. She served as a clinical assistant professor of epidemiology at the University of Connecticut Health Center. Pamela has an MA in applied statistics and a PhD in sociology and health care systems.

A Senior Master Certified Trainer in Crucial Conversations, Crucial Confrontations, and Influencer Training and a Certi-fied Trainer in Change Anything Training, Stacy has extensive experience introducing and teaching these crucial skills to major organizations including BMW, Nortel, Allstate, the IRS, Massachusetts General Hospital, Loma Linda University Medical Center and Walt Disney Company. Clients continually praise Stacy for his ability to help them achieve hard-hit-ting results to the areas where they need it the most. A recipient of the Zapara award for excellence in teaching, Stacy consistently receives accolades for his charismatic presentation style and highly effective training design. His experi-ence, coupled with an engaging presentation style, has clients asking for his return again and again.

Jillian Maccini, MBA, is a Project Associate with CHI/JSI and supports a major initiative to collect Uniform Data System (UDS) information from Bureau of Primary Health Care grantees, look-alike designees, and Indian Health Services grant-ees across the country. In this role, Jillian provides technical assistance and support to the agencies and grantees na-tionwide. She also provides support to several other health communication and outreach projects. Jillian received her BS from Fischer College with a concentration in Business Administration, and her MBA with a concentration in health care administration from Simmons School of Management.

Suzanne Speer is the Director of Workforce Development at the Association of Clinicians for the Underserved. In partner-ship with the federal Bureau of Primary Health Care, ACU created the STAR² Center to provide free resources, training, and technical assistance to the health centers facing high workforce needs. As Director, Speer oversees training online via webinars, learning collaboratives, and self paced courses. Additionally, she partners with Primary Care Associations to provide in-person trainings at state and regional conference. Speer studied at Virginia Commonwealth University, where she earned her degree in Mass Communications and Public Relations.

Conference Registration:Registration for Annual Conference will open on July 27, 2020. You can register online for the conference at www.alphca.com or use the form below. There is a link to the online registration form on our Home Page as well as under the Education Tab / Conference.

The registration fee covers all meetings, handouts, meals and breaks. Spouses and guests may attend Wednesday evening’s President’s Recep-tion, but there is a charge for tickets. If you plan for a spouse or guest to attend Wednesday’s President’s Reception, extra tickets may be pur-chased for $75.00. Please indicate number that will attend for planning purposes on your Conference Registration Form. Conference breakfast and lunch functions are for registered conference attendees and exhibitors only.
