    complex and that experts rom

    Japan will arrive in the country

    this week to make urther assess-

    ments.

    In an interview with Daily

    Post yesterday, Minister Kens

    Private Secretary Daniel Moli-

    sa described the plan as a

    major step orward in upgrad-

    ing health acilities in Port Vila

    and throughout the main cent-

    ers o Vanuatu.

    The plan o the Vila Cen-

    tral hospital complex we have

    and that you can see, has been

    hanging in the ministers ofce

    or the past 10 years but noth-

    ing has ever been done to get

    it built , Molisa said with rus-

    tration.

    He went on to state that

    the new Minister o Health

    Don Ken is determined to see

    this project through beore the

    end o the term o this govern-ment.

    Mr Molisa also conirmed

    that the Vila Central Hospital

    complex plan was prepared by

    a team o Japanese architects

    and engineers 10 years ago but

    nothing was done to push or-

    ward into reality by the previ-

    ous governments.

    He confrmed that a team o

    engineers and architects rom

    Tokyo, Japan, will arrive in Port

    Vila this Saturday to review the

    plan, make appropriate changes

    to the plan and present fnal rec-

    ommendations to the Minister o

    Health and the Vanuatu Govern-

    ment on the new hospital com-

    plex which would include costs

    or the approval by the Council

    o Ministers.

    The minister o health has

    also revealed to Daily Post that

    the new Vila Central Hospital

    Complex which will have two

    levels and provides ull medical

    acilities more than double the

    current number o beds in the

    hospital which was built in the

    1970s and opened in 1975.

    He said the number o beds in

    all wards will be more than dou-

    ble to cater or the current popu-

    lation growth in the capital.

    As we embark on plans or

    the new Vila Central Hospi-

    tal, Minister Ken also assures

    the people o Vanuatu that it is

    his intention to upgrade health

    acilities in all major centers in

    Vanuatu including the Lolowai

    hospital, the Torba health center,

    the Norsup hospital, the Tongoa

    health center and the Lenakel

    hospital.

    All these plans will come

    together with the acilitation o

    medical specialists such as sur-

    geons, physicians and aestheti-

    cians based in all these health

    centers as we upgrade the acili-

    ties," Ministers Private Secretary

    told Daily Post.

    The site or the new Vila Cen-

    tral Hospital complex is a space

    between the current hospital

    acilities and the seaside back

    road.

    Molisa has also confrmed to

    Daily Post that the minister o

    health met the Japanese Ambas-

    sador to Vanuatu based in Suva,

    Fiji, to discuss the project and the

    project unding that resulted in

    the coming visit o the Japanese

    technical experts to Port Vila this

    Saturday.

    He said the Japanese Gov-

    ernment maintains the interest

    in the project including possible

    unding.

    Association (PINA) condemns

    the ridiculous attitude o a

    state minister in Vanuatu,

    attacking the publisher o the

    Vanuatu Daily Post newspaper

    Marc Neil Jones on Friday (04

    March).

    I wish to record my grave

    concern at the attack on the

    publisher o the Daily Post

    newspaper last weekend, and

    the act that one o our state

    ministers was involved in an

    act o taking the law into ones

    hand, which no one person

    living in a democratic soci-

    ety would expect to happen,

    let alone the involvement o a

    government leader, says PINA

    President Moses Stevens.

    Stevens said this is the sec-

    ond time that Neil Jones has

    been attacked, and the latest

    incident brings the saety and

    security o media practitioners

    into question.On one is above the law, and

    that goes or all citizens includ-

    ing media practitioners and

    state leaders.

    I call on all members o the

    society, including national and

    provincial leaders, to use our

    laws to resolve issues and to

    move away rom our suppos-

    edly long gone primitive ways

    o resorting to physical action

    to avenge or any wrong doing,

    because our civilized society

    is governed by laws that pro-

    tect ones rights, as well as pro-

    viding appropriate means and

    ways through and with which

    issues could and should be

    resolved.

    I am particularly concerned

    because a state minister has

    been involved in the incident.

    Media in Vanuatu is under the

    Prime Minister, who is head

    o the government o the day.

    Such an irresponsible attitude

    o a member o the Prime Min-

    isters cabinet is nothing short

    o a disgrace on the ministeror media and the government

    as a whole.

    Vanuatu is a democratic

    country, and as such, there are

    appropriate mechanisms and

    institutions that are in place to

    uphold the rule o law and to

    protect the integrity and rights

    o the individual; meaning

    that any one eeling that his/

    her rights or integrity has been

    damaged or inringed in any

    way or orm by another, or the

    media or that matter, should

    take the matter up with the

    appropriate avenues where the

    strength o the laws are tested

    and applied accordingly so as

    to resolve the issues.

    (MAV) said PINA recognizes

    the role o MAV in the devel-

    opment o the media indus-

    try in Vanuatu and at the same

    time PINA understands MAV

    has a code o ethics and rules

    through and with which any

    question on media practices inVanuatu should be dealt with.

    He said it is really sad to see

    a state minister in a democratic

    government supporting or aid-

    ing people taking the laws in

    their own hands.

    Leaders should lead by

    example, but i they are sup-

    porting such criminal acts, then

    how can we be assured o the

    saety o media practitioners in

    Vanuatu, and the saety o soci-

    ety members or that matter.

    PINA calls on the minis-

    ter or media in Vanuatu to

    address the issue at his level,

    and at the same PINA encour-

    ages MAV and members o the

    media industry in Vanuatu to

    operate within the journalism

    code o practice and always

    uphold the spirit o airness

    in their reporting. This is to

    ensure that all sides o the

    story are covered beore pub-

    lication or broadcast o any

    news article.

    Having said the above,

    I also wish to express dis-appointment at allegations

    o unbalanced and unair

    reporting practices in Vanuatu

    media. It is alleged that the

    attack on Neil Jones was the

    result o biased reporting on

    issues that had seemingly

    implicated the state minister

    to be on the wrong.

    Let us remind ourselves o

    our basic journalism rule, to

    always carry all sides o the

    story beore publish/broad-

    cast, Stevens said.

    He added that media ree-

    dom should or must NOT be

    used as a cover up or those

    who do not respect journal-

    ism as a genuine, respectable

    and responsible trade that

    should be used to enhance

    and promote a true demo-

    cratic environment in the

    society.

    Media company owners

    and publishers should rerain

    rom interering in the edi-

    torial decision and responsi-

    bility o their Editors, whichoten leads to publishing and

    broadcasting o unbalanced

    news items.

    At the end o the day, such

    a poor quality o journalism

    would only relect upon the

    Editor and not the owners or

    publishers. Vanuatu has some

    o the regions highly quali-

    ed and experienced journal-

    ists in the media industry.

    I t wou ld be equa l -

    ly immoral or someone to

    attack a journalist, and or

    the media to publish a biased

    article that impacts negative-

    ly on an individual. No one is

    guilty until the court declares

    him/her otherwise.

    PINA encourages i ts

    members to work closely with

    their governments so that a

    better understanding could be

    established on the role o the

    media, and the governments

    accepting media as a signi-

    icant partner and or major

    player in the nationhood build-

    ing process o our developingisland countries, said the PINA

    President.

    since the mortuary service in

    Luganville broke down.

    With the eorts o the

    Santo Rotarians, a new

    building will be construct-

    ed soon thanks to the assist-ance o the Austral ian

    government who donated a

    six-meter container with the

    New Zealand army expect-

    ed to assist in construction

    works.

    The building will consist

    o an autopsy room, a toilet

    and shower room, a store

    room and a Fare or chap-

    el or the community o

    Luganville to allow people

    to mourn while waiting or

    uneral arrangements.

    Meanwhile the Santo

    Rotary Club has raised

    over Vt700,000 to assist

    the Northern District Hos-

    pital towards the mortuary

    project.

    Dierent business houses

    contributed and undraised

    through wheel barrow push

    and selling o ood, drinks

    and kava last week

    This saw an amount o

    Vt200,000 raised.

    The Santo Rotary Club

    urges business houses that

    have not yet contributed

    especially rom the tourism

    sector to do so to assist the

    project.

    They thanked those whohave contributed and yet

    to contribute especially

    some women who showed

    their hearts to support the

    project by donating Vt1,000

    at the wheel barrow push

    last week.

    According to Doctor Tim-

    othy Vocor, a space has been

    cleared behind the dental

    clinic to start the project.

    He said with support rom

    people and business houses,

    the project will be complet-

    ed and should commence

    operation in the coming

    months.

    how to go orward with the

    3000 unregistered not only

    land leases but land deals

    pending since 1993.

    Mortgages can be proc-

    essed very quickly, said the

    Lands Minister.

    Normally this should be

    ast because the banks will

    have already checked the

    details, that is my view but I

    welcome your advice or cor-

    rection on it.

    I also believe that many o

    the land deals in urban areawill not be that problemat-

    ic because it is on public land

    and does not involve custom

    land owners directly so I thinkthere will not be that many

    problems with urban mortgag-

    es, urban leases, or issues like

    (cautions) withdrawal o cau-tions, maybe power o attor-

    neys because there are some

    problems with the power o

    attorneys in the past and soon.

    Minister Regenvanu revealed

    this in a recent dialogue where

    he sought the advice o State

    Law, Department o Landssta, representatives o the

    Mama Graon project which

    AusAID and other donors are

    part o, Transparency Interna-

    tional, private sector and Valu-

    er General.

    T h e La n d s M i n i s t e r

    expressed his wish or a quick

    consensus on a way orward

    and to process the least prob-

    lematic o the land dealings as

    soon as possible and also cate-

    gorise other ones and instruct-

    ed or additional resources to

    be provided to the Lands Reg-

    istration section and the Lands

    Registration oicer to start

    dividing the land dealings notonly into categories distinguish-

    ing the types o land dealings

    but also where and what land

    is concern.

    This, he said, will allow oran opportunity or the Lands

    Minister to inorm people

    involved, or example in a land

    under the jurisdiction o Mele

    village , inorm Mele landown-

    ers that their land is about to be

    registered so they will have the

    chance to let the Lands Depart-

    ment know i there are any dis-

    putes over the said land.

    This community eedback

    process will be ollowed with

    each o the 3000 backlog o

    cases, to minimise the chances

    o hiccups leading to liabilities

    ater registration.

    ple o Vanuatu that customs

    and cultures o Vanuatu exist

    through languages.

    The Malvatumauri presi-

    dent was speaking at the 30th

    anniversary o the National

    Council o Chies in Port Vila

    last Saturday.

    Chie Uravus warned that

    local languages and dialects

    are beginning to ade and

    lose meaning because parents

    and their elders are no long-

    er teaching the vernacular lan-

    guages in either the homes or

    in the nakamals where chil-

    dren and young people cancome together to be taught

    their languages.

    He said losing a mother-

    tongue or a language is los-

    ing an identity o Vanuatus

    rich and varied customs and

    cultures.

    The Malvatumauri presi-

    dent was also concerned that

    many parents living in the

    urban areas although being

    rom the same island and tribe

    tend to speak to their childrenin Bislama.

    This has led the children

    away rom their roots.

    It has robbed the children

    rom the very roots o their

    customs and cultures and in

    eect robbed them too rom

    the wisdom o their ances-

    tors, the President o Malva-

    tumauri National Council o

    Chies, Chie Uvarus told the

    Chies, the Government and

    the people o Vanuatu last

    weekend.

    In the other part o his

    speech on Chie's Day, the Mal-

    vatumauri president called on

    the government, the church-es the NGOs such as women

    organizations to work close-

    ly with his oice in order to

    bring about a better under-

    standing between them.

    He urged anyone who does

    not understand the role o

    the Malvatumauri that they

    should not hesitate but sim-

    ply call at his oice to ind

    out more about the work o

    his council to the people o

    Vanuatu.I appeal to everyone to

    be wise and choose custom

    governance to work hand in

    hand with the government

    in all the development o the

    country.

    I the government or

    the churches or any other

    organisations in the country

    try to move orward with-

    out the custom governance,

    the country will continue to

    experience diiculties and

    encounter more problems

    such as the social issues we

    are aced with today as well

    as the economic diculties

    that many individuals andamilies are acing in the

    urban centers today.

    There will be more prob-

    lems i the country does not

    adhere to its roots and that

    is our customs and cultures

    which are the basis o our cus-

    tom governance, the Malva-

    tumauri president reminded

    the people o Vanuatu.

    It has taken the Israel-

    ites 40 years to reach the

    Promised Land. Vanuatu hasalready walked 30 years and

    theres another 10 years to go

    to turn 40.

    It is my believe that the

    democratic system cannot

    continue to steer this coun-

    try and her people to a better

    and successul end without

    depending also on the custom

    governance.

    The two must work hand

    in hand otherwise there will

    always be hardships and di-

    culties because we will always

    depend on oreign way o

    thinking and doing things that

    has never been God given to

    us.We need our lands and our

    traditional and customary way

    o lie to be able to survive as

    the world continue to go bad

    and even worse , the Malva-

    tumauri president cautioned

    the government and the peo-

    ple o Vanuatu.

    Custom and culture exist through language: Chief Uravus

    charged with Acts o Indecency

    on a ve-year-old girl has been

    sentenced to six years and two

    months imprisonment term.

    The sentencing was handed

    down by Supreme Court Judge,

    Oliver Saksak Tuesday this week

    in Luganville.

    Justice Saksak ruled that a

    custodial sentence is appropri-

    ate as it shows public disapprov-

    al o such behaviours.

    He said the courts have been

    very lenient in the past and

    many people have not learnt

    their lesson and that the pun-

    ishment will serve as deterrence

    to others.

    The Court based its judg-

    ment on the starting point o

    ive years on the submissionsprovided by the public prosecu-

    tor but one and hal year was

    added to the sentence because

    o the aggravating eatures o

    the case.

    The Sentence was deduct-

    ed by our months based on

    the mitigating eatures provid-

    ed by the deence counsel that

    the deendant cooperated with

    the police and that he pleaded

    guilty at the rst given oppor-

    tunity.

    You will serve a custodial

    term o six years and 4 months

    at the Luganville Correctional

    Centre, Judge Saksak ruled.

    The oending occurredDecember last year at Zone

    Zero ater the victim was let

    alone with the deendant who

    was residing with her amily at

    the time o the oending.

    It was stated in Court the

    deendant took advantage

    when the victims parents drove

    to town leaving the victim and

    the deendant alone.

    The deendant dragged the

    victim who was sleeping when

    her parents let or town to an

    unoccupied house belonging to

    the neighbour and perormed

    sexual acts on her.

    During the time o the oend-

    ing the deendant was unaware

    that he was being watched by

    a couple who were gardening

    nearby and the man chased the

    deendant away with a spade.

    The couple relayed the story

    to the parents and the deend-

    ant was arrested.

    In another court story, a

    27-year-old man was given a

    suspended jail term or hav-

    ing sexual intercourse with a

    14-year-old girl.

    The incident occurred atNamuru village in South Santo

    with the deendant a married

    man having sexual relationship

    with the young victim.

    The Court ruled that the

    oence is against section 97 (2)

    o the Penal Code but the Judge

    stated the deendants good

    behaviour, his guilty plea, coop-

    eration with police and custom

    reconciliation with amount o

    Vt90,000 and other goods had

    prevented rom spending time

    at the Correctional Centre.

    Judge Saksak said the cus-

    tom ceremony has helped to

    reduce the amount o punish-

    ment but warned the deend-ant to go to his community and

    behave himsel.

    Your sentence will be alive

    i you are charged with anoth-

    er oence and you will be sent

    to the Correctional Centre, you

    will also ace the punishment o

    your new oending, he said.

    Borders condemns the brutal

    attack on Vanuatu Daily Post-

    publisher Marc Neil-Jones in

    Port Vila, capital o Vanuatu,

    on March 4.

    Neil-Jones, 53, accused

    Inrastructure and Public

    Utilities Minister Harry Iauko

    o organising and partici-

    pating in the assault, which

    took place in the journalists

    oce.

    Threats and acts o vio-

    lence against a journalist who

    is just doing his job are unac-

    ceptable, Reporters Without

    Borders said.

    We warn Prime Minister

    Sato Kilman that his credibil-

    ity will be questioned i this

    goes unpunished. We urge the

    police to carry out an exhaus-

    tive investigation without

    delay and we urge the prime

    minister to do everything pos-

    sible to ensure its success.

    Otherwise he will be

    regarded as an accomplice to

    violence by a member o his

    government.

    Neil-Jones said he was

    attacked and beaten in his

    oce by a total o eight men

    including Iauko, who accused

    him o writing bad things

    about him.

    His newspaper has pub-

    lished articles criticising the

    ministers handling o various

    issues. It has also raised ques-

    tions about Airports Vanuatu

    Ltd, an aviation inrastructure

    company that works closely

    with the government.

    Ater attacking Neil-Jones

    Iauko went to editor Royson

    Willie and said to him: Do

    you want me to break your

    ace?

    Neil-Jones has led a com-

    plaint against the minister.

    I cant think o many

    countries where a minister

    o state would survive long

    i he marched into a nation-

    al newspaper with a gang o

    thugs employed within the

    ministry and assaulted the

    publisher o a national daily

    paper because he didnt like

    the valid criticism he was get-

    ting rom all quarters, includ-

    ing the newspaper, members

    o the public through letters

    to the editor and Transparen-

    cy International, he said.

    The publisher was previ-

    ously attacked on 17 January

    2009 by our police oic-

    ers employed by the pris-

    on department. They were

    arrested but the investigation

    never established who was

    behind the attack.

    The TelecommunicaTion

    and Radiocommunications

    Regulator (TRR) issued, on

    the 9th March, a Request

    or Proposals to provide Tel-

    ecenters and Internet servic-

    es in our rural areas which

    currently have no services.

    (See www.trr.vu ) Bidders are

    invited to bid or one or more

    o the 4 pilot areas but award

    will depend on the quality o

    the proposals. Bidders will be

    required to provide evidence

    o, speciic experience and

    capabilities in the provision

    o such services elsewhere.

    Vanuatu has liberalised its

    telecommunications market

    in 2008 and has undergone

    a signiicant transormation

    in accordance with the Gov-

    ernment policy to stimulate

    the national economy. One

    o the policies o the Govern-

    ment is the Universal Access

    Policy (UAP). This policy aims

    to provide telecommunica-

    tions Internet services into

    rural and unserved areas that

    are not commercially viable

    or operators to provide tele-

    communications services.The

    Government is now, through

    the UAP Fund supporting the

    roll out o Internet services. A

    Drat UAP has been prepared,

    which is out or consultation.

    In order to pilot UAP unded

    projects supporting access to

    Internet services TRR is now

    issuing this Tender on behal

    o the Government.

    Marianne Berukilukilu, the

    UAP Project Manager in the

    oice o the TelecomRegula-

    tor said Four Pilot UAP Areas

    have been selected by the Gov-

    ernment which include: South-

    west Bay Health Centre on

    Malekula, Nebul Health Cen-

    tre on Ambrym, Rensarie High

    School on Malekula and Mel-

    sisi High School on Pentecost.

    These our Pilot UAP projects

    are intended to gain experi-

    ence prior to the launching o

    a wider broadband Internet

    Access UAP Funded projects.

    Crucially the Pilot Projects are

    seeking to establish the most

    appropriate actions to be taken

    to maximise the sustainability

    o the Internet services provid-

    ed.

    Tendering will be conducted

    through the Open and Compet-

    itive Tendering procedures in

    accordance with section 7 (6)

    o the Telecommunications and

    Radiocommunications Regula-

    tion Act No 30, 2009 (the Act)

    and restricted only to Oper-

    ators licensed under the Act.

    Tenders have to be submitted

    to TRR by the 9th June 2011.

    ministries know these weak-

    nesses but they do nothing to

    correct them.

    She advised against relying

    on students doing their prac-

    tical to mind the administra-

    tion o a Vanuatu Government

    Ministry or a newly appointed

    political individual as she or he

    is supposed to be supervised by

    a trained supervisor.She said political appoint-

    ees are real assets to the Gov-

    ernment but they also need

    supervision as they are new

    in their positions. They also

    need to get ull brieng rom

    a permanent employee like

    a civil servant who is there

    all the time in order to show

    them, or example, where the

    les are and how to deal with

    customers.

    Vanuatu is a member to the

    UN and has its obligation doing

    business with other countries in

    every sector and each Ministry

    is the door to the Government.

    rising sea waters.

    Anote Tong says Kiribati is in urgent

    need o unding to build sea walls to

    prevent sea water destroying villages

    and crops.

    President Tong has recently come

    back rom a tour o Kiribatis outer

    islands.

    He says the situation is dire.

    Previously [the villagers] used to ask

    us to build sea walls so they can stay on

    in the village, he said.But this time around they said no,

    we are not asking you to build sea walls,

    we realise we have to relocate, can you

    as a government assist us with relocat-

    ing.

    President Tong attended a climate

    conerence in Vanuatu last week, where

    the European Union unveiled more than

    $US120 million in unding or climate

    projects.

    But he says none o it though, was

    earmarked to help those people on Kiri-

    batis outer islands

    I am disappointed but I am not dis-

    couraged. I try not to be discouraged,

    we keep going, he said.

    He warns that i more unding is not

    orthcoming in the near uture, the gov-

    ernment will have a much bigger prob-

    lem on its hands.

    Here we are screaming out or

    money, we need money to come very

    shortly.

    I it doesnt happen within this year

    I can guarantee more communities will

    be asking government to assist in relo-

    cation not protection.

    Mr Tong says he also aces challeng-

    es in convincing his own people that the

    uture o the island nation is in jeop-

    ardy.The older generation they are not

    too interested in climate change because

    it really wont aect them in coming

    years, he said.

    Kiritbatis uture hinges largely on the

    nations young people. Spread across 33

    separate islands, educating them about

    environmental change is a huge chal-

    lenge.

    President Tong says in many remote

    parts o the country, young people have

    limited access to inormation about cli-

    mate change, causing them conusion

    and anxiety.

    Teako Otia, 17 years old, is one o

    a small number o students in Kiribati

    involved in climate activism.

    She is part o a group o students that

    travel around to dierent communities

    doing dramas and holding discussions

    on the issue o climate change.

    Ms Otia says her aim to raise aware-

    ness o climate change and the eects it

    will have on her country.

    Most students dont know, but a ew

    are aware o the climate change and its

    eects, she said.

    My objective or mysel is I want all

    Kiribati to be aware. Like not a ew peo-

    ple. Like most people are very sceptic,

    like they do know but they dont wantto take action.

    What I want is to unite people to

    help and ght o the challenges. Like,

    we have a little contribution, but i we

    unite and show our strong eeling or

    the changes that we ace maybe other

    countries will be easily convinced and

    help us out.

    Despite Teakos enthusiasm, sea

    waters are rising aster than the nation

    can cope. One part o the governments

    strategy is to look at ways to relocate

    i-Kiribati, both within and outside the

    country.

    President Tong says the concept o

    climate reugees is too controversial or

    the international community to realisti-

    cally consider.

    He says the government is trying to

    acilitate ways or its people to migrate

    on the basis o the skills they can oer a

    new country, rather than the urgency o

    their need to relocate

    We have schemes both with Aus-

    tralia and New Zealand, and o course

    they would never say that its a response

    to climate change, because that would

    bring in a food o similar applications

    or requests or similar schemes, we

    understand that.

    So its been positive, I dont think wecan expect much more at this point time.

    We continue to ask i anybody would

    simply take our people in, but that has

    not been possible up until now.

    While migration is a hard concept to

    sell to neighbouring countries, its also

    not something that appeals some young

    I-Kiribati, like Teako Otia.

    I dont like the idea o being

    moved rom one country to anoth-

    er. For me Kiribati is where I belong.

    Being a stranger in another place is

    very dii cult . I there is no solut ion

    I would be very sad to leave my coun-

    try.

    Dear Editor,

    Allow me to call on Vanuatu's

    leaders to rally around the flag and

    defend our Constitutional Rights.

    Chapter 2 Part 1 spells out our fun-

    damental rights and freedoms as

    individual ni-Vanuatu. An attack on

    one fundamental right is an attack on

    all fundamental rights. An attack on

    our fundamental rights is an attack

    on our Constitution. This argument

    is very simple because how can any-

    one exercise freedom of worship if

    one does not have the freedom of

    expression and vice-versa.

    The next logical question is how

    the assault on the Post Publisher is an

    assult on our Constitutional right.

    Obviously the Daily Post is a carrier

    of voices from the people who

    express themselves freely including

    myself. We have been irate at the cor-

    ruption of Vanuatu's public institu-

    tions including the Ministry and

    Department of Lands. Because Harry

    Iauko used to occupy the Ministry of

    Lands as Minister, he was part of the

    culture of corruption and ineptitude

    that we have been irate over. There

    is substantive evidence that Harry

    Iauko was with the thugs that

    assaulted the Daily Post Publisher on

    Friday 4th of March 2011.This act

    was obviously made to stop our free-

    dom of expression against corrup-

    tion. Therefore the assult of DP

    Publisher was an assault on the Con-

    stitution of the Republic of Vanuatu.

    I call on the President of the

    Republic of Vanuatu who is from

    Tanna to step in to defend the Con-

    stitution of the Republic of Vanuatu.

    I call on the Prime Minister to step in

    at the earliest opportunity and move

    to remove the person concerned

    from the positon of Minister of State.

    I call on the President of Malvatu-

    mauri to defend the Constitution of

    Vanuatu as as a Minister of state is

    removed. I call on the Leader of

    Opposition to step in to stablize the

    Vanuatu government as we defend

    Vanuatu's Constitution. I call on the

    Ombudsman to investigate. I call on

    the Police Commissioner to do his

    part to defend Vanuatu's Constitu-

    tion. I call on the Chief J ustice to do

    his part to enforce our fundamental

    rights to the freedom of expression.

    I call on the Churches and Civil Soci-

    ety Organizations to rally around the

    Prime Minister, the President and all

    Constitutionally empowered posts to

    move in unison to once and for all,

    stamp out this sin in our camp.

    I urge all leaders to read Joshua

    chapter 7:13 "Up, sanctify the peo-

    ple, and say, Sanctify yourselves

    against tomorrow: for thus saith the

    LORD God of Israel, There is an

    stop a leadership tribunal rom

    The tribunal is being set up

    to investigate allegations that

    man Commission, going back

    nearly 20 years.

    But Sir Michaels lawyers have

    led an application to stop thetribunal sitting.

    7.5 per cent growth in the

    Chinese deence budget in

    2010 was greater than most

    countries.

    Such growth continued

    to provoke concern, the

    London-based group said in

    its Military Balance 2011

    study.

    Christian Le Miere, the

    IISS Naval expert said that

    Chinese missiles and naval

    orces would not be capa-

    ble o denying US access toparts o the pacic with anti-

    The report said Chinas

    Womens Day was over, the

    army burst in and opened

    o three men and one women

    on the blood-splattered foor

    o a clinic.

    Hundreds o other women

    demonstrating near the site

    o last weeks killings in the

    Abobo district were protect-

    ed by men who had ormed

    a wall across the mouth o a

    reeway by lining cars end-to-

    end.

    Mariam Bamba, 32, picked

    up a limp branch on Tuesday

    next to one o the blood stains

    on pavement. This lea is all

    they were carrying, she said

    o the victims.

    The seven women are just

    a raction o the more than

    400 people killed in the three

    months since this countrys

    disputed election. Because

    they were unarmed women,

    their deaths have prompted

    international condemnation,

    including rom the U.S. State

    Department which called

    Gbagbo morally bankrupt.

    moments beore the women

    are mowed down.

    When Sako Bamara arrived

    at the hospital last Thursday,

    his relatives told him not to

    lit the cloth covering his

    wies body. At least not above

    the shoulders. They wouldnt

    let me look at her ace, he

    said. So I had to identiy her

    eet, he said. Then he broke

    down.

    The videos grainy oot-

    age clearly shows that the

    34-year-old had been decapi-

    tated. Her brother-in-law was

    the rst to arrive and recog-

    nised her by the colour o her

    T-shirt. Bones were protrud-

    ing rom her neck.

    The survivors broughtwooden carts rom the near-

    by market and used them

    to transport the dead to the

    hospital.

    Bamara had encouraged

    her to go to the march, just as

    so many other husbands and

    athers had. That morning

    she asked my permission to

    go. I said, Be careul. Since

    they are women, I thought

    they would never shoot.

    At the hospital , the dead

    women were laid side by side,

    and at one point a mobile

    phone started ringing inside

    the pocket o one o the other

    lieless women.Bamaras brother lited the

    cloth covering her body and

    retrieved it out o her pock-

    et. On the other end was

    the dead girls rantic ather,

    Gnelle Gnon Ouattara, who

    could not reach his 21-year-

    old daughter Rokiya. He

    rushed to the hospital and

    saw his child, part o her neck

    shorn o by the large-calibre

    bullet.

    In Arica we say that its

    the child that must bury the

    ather, said Ouattara. When

    its the ather that buries the

    child, something isnt right.

    tion in order to oust Gbagbo,
