Part JJ.B of Fonn 2C lists two outfalls numbered 1 and 2, which currently discharge.both contact and non-contact cooling water from NEP's profile extrusion process. The outfalls are located within fiv~ (5) feet of tach other.

Because tach outfa11~1scharges water froa tht s ... process and are located in close proximity, it is NEP's intention to cOftbint tham and ..ke a single outfall. This work will be completed no later than June of 1987. Therefore, NEP requests that it's NPDES Discharge Penait be granted for one outfall (t~ ca-bination of outfalls number 1 and 2).

In keeping with this request, the effluent analytical data reportedin Part v, Sections A, B, and Cwas developed froa 1 ca.positesa.ple which was representative of the proposed outfalls confi­

•guration. Upon leaving the pipes, the effluents froa outfall number I and 2 aix together prior to entering the stream. The SaMPle was taken by Clmp Dresser &McKee Inc. (COM), personnelbelow this aixing point, and prior to any dilution by the receiving stream, assuring a sample which is representative of both outfalls. The flow listed is tht total flow of tht coabintd outhlls.

CIJ'4 has bten retained by NEP to assist with tht NPDES perattttng process. NEP's request to be peraitted for one outfall (11 and 12 cOftbined) on the bests of the cQMPosite SIIIIPle data reportedin this application was thoroughly discussed with Nanci Siciliano, of the Complfanct Branch by James Dcchialfnf of COM, prfor to the filing of this application.
