Ladies and Gentlemen, The reason for this report is the accumulation of reliable and matching within the meaning of the published facts, data and documentary evidence of the participation in the past of Bulgarian Prime Minister, Mr. Boyko Borisov in an organized criminal group for illegal drug trafficking, suspicious fuel deals and money laundering. It is not even necessary to emphasize that this information is of great public interest for both Bulgaria and the European Union. Before turning to you, we alerted the Bulgaria Prosecutor’s Office. Unfortunately, they rejected our request to examine in essence the provided data. Their superficial and unprofessional conclusion (see Annex 1) generates suspicions of political pressure to not investigate the case. For this reason, we ask the respectable Committee, after carefully examining our motives, to initiate a public hearing of witnesses, including the Prime Minister of Bulgaria, Mr. Boyko Borisov. We list below the following data and evidence:

1. On May 26, 2011, the site WikiLeaks published a secret American diplomatic cable to Washington by the American Ambassador in Sofia, John Beyrle, on September 5, 2006. In it, Beyrle writes the following:

http://wikileaks.org/cable/2006/05/06SOFIA647.html It is indicative that after the release of this information, which caused a public scandal, the Bulgarian Prime Minister did not specifically deny the allegations of his involvement in illegal activities. He said that he does not read "tabloids," and then redirected all questions to the US Ambassador in Sofia James Warlick. Ambassador Warlick did not disprove the authenticity of the published document, but expressed full support of the US government for the cabinet “Borisov.” On May 30 2012, the online edition TAZ.de of the Berlin-based Tageszeitung published information about the codename SIMO, which, according to the media’s own investigative report, means CIA. http://taz.de/Diplomaten-Depeschen-von-Wikileaks/%2194296/ The article, signed by John Goetz, an investigative journalist with a long-running career with the globally popular Spiegel Magazine, insists that a former CIA Department Chief has confirmed that SIMO is the secret codename of the US Central Intelligence Agency, and that diplomats are banned from using the name of the agency in diplomatic documents. “A former Head of the CIA, confirmed for TAZ that SIMO and the CIA are the same thing. SIMO is an administrative term for the CIA, actually used only for internal purposes, and as such, it should not have been used in the cables." The same SIMO/CIA is mentioned in Ambassador John Beyrle’s cable as a source of information about Borisov’s involvement in “oil-siphoning scandals, illegal deals involving LUKoil and major traffic in methamphetamines.” This news, published by Tageszeitung, confirms the seriousness of the data collected by the American Embassy and certainly cannot be dismissed as “tabloid” information or “rumors.” Tageszeitung cites other cases where SIMO has been mentioned in American diplomatic cables published by WikiLeaks. There are a total of 175 such mentions in 251 000 cables. It strikes that the latter are very rare and can be found only in reports with the highest classification level. It becomes clear that American diplomats cite SIMO/CIA only to confirm extremely sensitive information. It is

also noteworthy that the only other politician listed by SIMO as being involved in drug trafficking is the former Senate President of Haiti, Mr. Joseph Lambert. The information published by Tageszeitung was hushed by most mainstream media in Bulgaria – TV and radio channels and the press, which generates suspicions of political pressure to not make it public. On June 6 2012, at a hearing on media freedom in Bulgaria, organized by the ALDE group in the European Parliament, journalist Assen Yordanov presented a briefing on the publication and how it has been reported in Bulgarian media. Regarding information from Ambassador Beyrle’s cable about money laundering through the bank of Mr. Boyko Borisov’s girlfriend, Ms. Tsvetelina Borislavova, we note another secret diplomatic cable from Ambassador Beyrle from 2006 on the subject of Bulgarian banks http://wikileaks.org/cable/2006/12/06SOFIA1652.html. The cable lists several banks dealing with money laundering and granting loans to “connected” individuals. EIBank, then owned by Ms. Tsvetelina Borislavova, is among them: “Economic and Investment Bank (former Bulgarian-Russian Investment Bank). Offshore companies once owned this bank. Tsvetelina Borislavova, common-law wife of Sofia mayor Boiko Borissov, and Svetoslav Bozhilov own it now, together with Icelandic investor Thor Bjorgolfsson through his company Novator Finance Bulgaria. The concern with this bank is that it is practicing connected lending with lower quality companies that wouldn't otherwise qualify. There are also concerns about the origin of some of the assets Borissov allegedly passes through the bank.” The source of the above information, listed as Dr. Vasil Kirov, at the time heading the Bulgarian Financial Intelligence Agency, is another important detail. Mr. Kirov is currently the Deputy Director of OLAF. This fact gives exceptional credibility to the released data. (full text of cables is attached in Annex 2). 2. At a session of the Shumen District Court on November 25 2011, a defendant, Mr. Vasil Kostov AKA Ketsa (the Sneaker) claimed in a testimony that a meeting has been held in 1999 between organized crime bosses, where they have decided to buy a senior police post for Mr. Boyko Borisov so that he could protect them. Mr. Vasil Kostov offers further details such as Borisov having at the time a “brigade,” meaning an organized crime group for racket and other illegal activities. (Annex 3) 3. At a session of the Belgrade District Court on April 7 2009 i.e. before the publication of the American diplomatic cable, Mr. Sreten Jocic nicknamed “Joca the Amsterdam,” indicted for murders and drug trafficking, stated that during his stay in Bulgaria, Mr. Boyko Borisov, in his capacity of Chief Secretary of the Interior, has provided cover-up for him. 4. On November 30 2010, at a session of the same Court in Belgrade, protected witness Tomislav Marjanovic also stated that Boyko Borisov has been “Sreten Jocic’s and Jocic’s right hand Slobodan Djurovic’s man in Bulgaria.” 5. In an interview the prominent American Journalist Jeff Stein, states that he’s ready to testify before the Committee about his own work, exposing the Borisov’s criminal past. Mr. Stein can provide the Committee with the full text of a confidential report written for a Swiss bank by a private investigative firm, and also with his own research on the subject - interviews with former CIA chiefs, American and Bulgarian officials. (parts of the report are attached in Annex 4) .

PETITION We believe that the report of Ambassador Beyrle, referring to the globally-mighty Intelligence Service, incriminating Mr. Borisov over links to organized crime, trafficking of synthetic drugs and money laundering is a sufficient reason for the Committee to launch a probe in the matter. However, we also note that the information, reported by Ambassador Beyrle and confirmed by SIMO, is further supported by witnesses with a known location, available to the justice system, who can be summoned by the Committee for a hearing. Dear MEPs, members of the Committee, The very fact that there is such shadow casted on the Prime Minister of EU Member State over the above listed suspicions, known publically and internationally, is scandalous and hurts the public image of the entire European Union. We believe that the Committee’s hearing will shed light on the mixing of interests of organized crime and senior officials and will send a political message to countries with the status of candidates for EU membership that not even the slightest suspicion of participation of public figures in organized crime, in corruption and in money laundering is going to be concealed. For this reason we are asking the Committee to consider our report and to organize a public hearing with the following persons: Mr. Julian Assange, head of Wikileaks, on the authenticity of the diplomatic cables released by WikiLeaks Mr. John Goetz, investigative journalist on the CIA source who has confirmed the meaning of the codename SIMO Mr. Jeff Stein, american investigative journalist on the secret report about the alledged criminal past of Boyko Borissov Mr. Vasil Kirov, Deputy Chief of OLAF on the information that EIbank is involved in money laundering Mr. Sreten Jocic, defendant in a criminal case in Serbia, on his testimony before the Belgrade District Court Mr. Tomislav Marjanovic, protected witness in Serbia, on his testimony before the Belgrade District Court Mr. Vasil Kostov, defendant in a criminal case in Bulgaria, on his testimony before the Shumen District Court Mr. Rob Wainwright, Europol Director, on the existence of information about the Prime Minister’s criminal activities, received by partner services Mr. Boyko Borisov, Prime Minister of Bulgaria

ANNEX 4: Hearing of Vassil Kostov in Shumen District Court on 25 Nov. 2011 …Кърпата иска да говори нещо с теб.” Викам: “Аз не го познавам какво да говоря с него.” – “Не, той иска да се видите.” И в мрежата, тя се намира точно до лавката, където те се разхождаха, карето се намира точно до лавката където се пазарува, той дойде и вика: “Аз съм Боби – Кърпата. Искам да ти кажа, че дойдоха при мен един прокурор и един полицай и ме накараха да дам показания за случая с Юри Галев.” Аз си мълча нищо не казвам. “Искам да ти кажа, че аз нямам нищо лично срещу теб, просто с Янко си имаме едни взаимоотношения и да ти кажа, че аз ще го наредя него.” Викам: “Виж какво, това, което ще казваш и където ще казваш, когато те извикат в съда просто си кажи истината.” – “Не – вика – аз срещу теб нямам нищо. Ще кажа даже кой прокурор идва, кой полицай, какво ми обещаха. Обещаха ми да ми намалят от присъдата.” Викам: “Това е твое право, аз нямам нищо”, и с това се разделихме. Така че Вие преценете трябва ли очна ставка, какво да се направи, но исках да знаете за това нещо. Това е, което исках да кажа. Съдът дава възможност на подсъдимия Васил Костов да дава обяснения. Подсъдимият Васил Костов: Аз искам да разкажа за Бай Миле, понеже съм му бил охранител и за групировката СИК, за всички босове от СИК, включително и за Бойко Борисов преди да стане Главен секретар какви са му били отношенията. Не е смешно, защото аз му бях охрана на Бай Миле и съм бил свидетел на разговори и на срещи на Бай Миле и на други, които някои от тях са починали, други са живи. Искам да разкажа отношенията на премиера Бойко Борисов с групировката СИК. Ще започна не знам от къде. Ще започна първо, че повече от разрешителните на оръжията, особено на охранителите на Бай Миле, бяха на фирмата на Бойко Борисов, на охранителната фирма “Ипон”, аз я знам коя е. Нямам нищо против правителството, нищо против партия ГЕРБ да говоря това, даже съм се. СЪДЪТ УКАЗВА на подсъдимия Костов в обясненията си да се придържа към факти и обстоятелства по делото, които се изясняват, установяват и проверяват по настоящото дело. Подсъдимият Васил Костов: Добре. Виждал съм Бойко Борисов, Сретан Йосич, Бай Миле, Стоил Славов и не съм на сто процента сигурен, но мисля, че и Венци Стефанов в сладкарница “Виенски салон”, която се намира на паметника “Левски”. И доколкото в последствие разбрах тоя Виенският салон май е бил на Венци Стефанов. В последствие разбрах, че там се обсъждало от групировката всеки от босовете да съберат пари да подкрепят Бойко Борисов да стане някакъв главен в полицията, не разбрах добре, в последствие разбрах какъв става, и да му се закупи с тия пари, да му се уреди висок чин. Това е едното. Бил съм. Да продължавам ли? СЪДЪТ УКАЗВА на подсъдимия Костов да дава обяснения във връзка с факти и обстоятелства на делото, предмет на проверка и установяването им по настоящото дело. Подсъдимият Васил Костов: Аз искам да разкажа за моите отношения, нали все питат “Бай Миле, Бай Миле”, и аз искам да разкажа за Бай Миле, искам да разкажа и за другите. Бил съм на срещата след убийството на Поли Пантев. Съдът: Въпросът за Бай Миле и неговото отношение не са предмет на разследване тук. Подсъдимият Васил Костов: Ами ще ви кажа. Ще се обърна и ще Ви кажа, че от тия всичките подсъдими единствено познавам Петър Стоянов, а ме вкарват в някаква група, едва ли не, че с Янко съм бил не знам какъв, и с тоя, и с оня и т.н. Нека да се изкажа.

Адвокат Анадолска: Господин Председател, може ли само да кажа нещо. В момента дава обяснения подсъдимият. Цял ден слушаме свидетелски показния за всякакъв вид убийства. Подсъдимият Васил Костов: И говорим за пет години назад. Адвокат Анадолска: Подсъдимият иска да каже това, което е слушал днес, и което провокира тези частични обяснения. Не знам дали неговите са извън предмета на доказване, след като цял ден слушахме за всякакви други неща, което означава, че би могло да продължим да слушаме и това, което той има да каже, включително за Бай Миле, както каза прокурор Петрова, което е на първа страница на обвинителния акт. Значи, той е може би много по-близо до предмета на доказване, отколкото беше свидетелят. Много моля да дадете възможност на моя подзащитен да обясни това, което иска да обясни, защото аз не случайно казах, че после може да се наложи провеждане на очна ставка именно със свидетеля, който отстранихте от залата. Подсъдимият Васил Костов: Бил съм пряк свидетеля на срещата между босовете на СИК, няма да ги изреждам, те се знаят кои са, когато се разпределяха, след убийството на Поли Пантев. Бяха всички в Японския хотел и се караха за парите му. Ставаше въпрос за 80 или 100 милиона долара. Тогава Женята и братя Пехливанови не даваха повече от 10 милиона. В последствие разбрах, че Бойко Борисов има бригада, не група - бригада, която все някак си ще се разберат там, ще се оправят, ще се натиснат, ще ги натиснат тези тримата и ще си вземат парите. Чувал съм, това ще си го запазя за впоследствие, и много по други разговори за Бойко Борисов специално. За каналите да кажа. Бойко Борисов му бяха на него, той отговаряше лично за каналите за хероина от Турция, който се сменяше от тук с каптагон и синтетична дроба. Синтетична дрога се изпраща тук и каптагон, а влизаше хероин. Той имаше проблеми тогава за тези канали с Косьо – Самоковеца. Беше взето, знам в коя къща, кои хора са присъствали, се взе решение някак си да се оправи проблема с Косьо – Самоковеца. Трябваше да се оправи и проблемът с Мето Илиенски, а Бойко Борисов не знам там какви отношения е имал - по-близки, по- преки, той се застъпи тогава за Мето Илиенски. И много други работи мога да Ви разкажа – за Бай Миле, и за групата СИК, и за премиера и т.н. Мога да Ви кажа другото. Защото премиерът, тогава Бойко Борисов, идваше постоянно с един мой градски, който в момента всички го знаят какъв е на премиера и къде се намира в момента, за потвърждение, мой градски от Червен бряг, макар че аз не съм от Червен бряг, какви са му отношенията на този човек с Бойко Борисов, нали примерно, ако нещо съм се объркал и не е бил Бойко Борисов. От къде знам, че е бил Бойко Борис и съм го виждал. Мога да Ви разказвам до утре още, ако Ви интересува. Искам да потвърдя за пореден път, че нямам нищо общо, освен с Петър Стоянов моите познанства и съм работил в неговата фирма. Другите въобще не ги познавах до обвинението, до процеса. И така. Преди това нито съм ги знаел, нито съм ги познавал. Благодаря Ви!
