Subject: Bradley International Airport Master Plan Update – DRAFT Working Paper #4
The Connecticut Airport Authority (CAA) is working toward completing the Bradley InternationalAirport Master Plan Update, which will provide guidance to address improvements of airportfacilities and land development considerations over the next 20 years. CAA has completedWorking Paper #4 highlighting development recommendations and environmental reviewcomponents. CRCOG staff participates on the Technical Advisory Committee (TAC) for theMaster Plan Update.
The bullets below and the attached presentation highlight key components of the Master Plan andworking paper. Working Paper #4 can be found on the project website at: http://www.bradley-planning.com/project-documents/ . It should be noted that a new Ground Transportation Center(GTC) and Consolidated Rental Car (CONRAC) facility is in the final design phase withconstruction scheduled for this year and next.
It is forecasted that Bradley International Airport will see an Average Annual Growth Rate(AAGR) of 2.2% for enplanements. Air carrier operations are projected to see an AAGRof 1.7%.
Airfield Development recommendations include:o Closure of Runway 1-19 (due to minimal activity to the Airport, one-way operation,
and intersection with other runways which restricts its use)o An extension of Runway 15-33 (by approximately 255 feet)o Upgrades to and extensions of taxiwayso Expanded aircraft overnight parking areas and apron improvementso Centralized de-icing apron
Terminal concepts were developed to focus on the same general location and aimed tointegrate into the existing access roads, parking garage, and aircraft apron area. It isrecommended that short-term development should prioritize fully utilizing Terminal A priorto investing in a new Terminal B. It is further recommended that, due to changingprogrammatic requirements of Bradley’s passenger facilities, Terminal B should follow theConsolidated Terminal Alternative allowing for a more cohesive terminal experience forpassengers at a lower cost.
Recommended offsite access improvements to the airport include replacing existing at-grade signalized intersections with roundabouts along Schoesphoester Road to reducecongestion and maintenance costs. Enhancements such as landscaping, lighting,sidewalks, and bus shelters are also part of the recommended concept.
Parking recommendations include an expansion of Lot 3 to provide overflow parking inclose proximity to the terminal. It is recommended that this parking expansion be pursued

in phases following property availability as existing airport leases expire. Estimates aresuch that capacity could provide space for approximately 2,000 to 4,000 vehicles.
CAA will be attending the April 25, 2018 Policy Board meeting to discuss items relating to theMaster Plan, and they are looking to collect any comments by May 1, 2018.
