Bellecci & Associates (Bellecci) welcomes this opportunity to share our qualifications for the City’s Construction Management & Inspection contract for the Lower Arsenal Pipeline Replacement project. Bellecci, founded in 1983, is a 28-person civil engineering, land surveying, and construction management firm who has sterling qualifications in managing construction & inspection activities for utility and pavement rehabilitation projects.
Of particular relevance to this contract, Bellecci has been providing construction management and inspection services on multiple sewer and pavement rehabilitation projects in recent years. Bellecci completed a sewer rehabilitation project for the City of Mill Valley last year and is currently finishing up a large, $2.5M+ sewer replacement project for the Las Gallinas Valley Sanitation District.
This proposal will highlight Bellecci’s diverse CM qualifications, our understanding of the this project, and will demonstrate why Bellecci is a strong contender to oversee construction and deliver a successful project. The main reasons why the City of Benicia should select Bellecci for this contract are summarized below.
• We have provided Construction Management/Inspection for 10+ utility improvement projects for public clients since 2011
• Our Concord office is less than 10 miles from the City of Benicia and two Bellecci employees are residents of the City• Bellecci is extremely familiar with designing, developing specifications, and providing construction management
of water pipeline projects throughout the SF Bay Area

PROJECT UNDERSTANDINGBellecci & Associates (Bellecci) understands that the City of Benicia wants to contract with a qualified consulting firm to provide Construction Manager (CM) team to provide construction management services for the replacement of water mains in the Lower Arsenal area of the City’s distribution system. The construction of Lower Arsenal Pipeline Replacement Project, #17-01 will replace existing pipelines that do not meet fire flow needs and incorporate a reliability loop in the this area of the distribution system.
The Lower Arsenal Pipeline Replacement Project includes the construction and abandonment of the water mains as follows:• Installationofapproximately600linearfeet(LF)ofnew12-inchwatermain,associatedvalves,andappurtenancesonAdams
Street west of the connection at Bayshore Road.• Installation of approximately 850 LF of new 8-inch water main, associated valves, and appurtenances on Grant Street west of the
connection at Adams Street to connect to the 8” water main east of Polk Street.• Installation of approximately 950 LF of new 12-inch water main, associated valves, and appurtenances on Jefferson Street from

The City of Benicia is looking for a Construction Management firm experienced in providing complete construction management services including: constructability review on the plans and specifications, bidding assistance, construction management, full time construction inspection, budget controls, scheduling, administration, construction engineering, quality assurance, project records, as-built plans and close-out documents.
Bellecci clearly understands the requirements for the design and construction of water main replacement projects. We have worked on multiple water line replacement projects for the City of Millbrae where we did both the design and construction management on the project. We recently completed the construction management on a waterline, pump and small modular water treatment plant for San Mateo County Memorial Park campgrounds. Our team brings the design expertise to the constructability phase of the City’s project and our construction management team brings the waterline replacement field experience to the construction of the project.

BIOGRAPHICAL SUMMARIES
ROBERT BROESTL, PE PRINCIPAL / CONSTRUCTION MANAGER Robert’s will be as Bellecci’s Construction Manager for the replacement of water pipelines in the Lower Arsenal distribution system as described in the PS&E. He has close to 30 years of experience with design and construction management for replacement/rehabilitation of water, sewer, and/or storm water systems throughout the SF Bay Area. Robert is a recognized Construction Management expert who has provided professional services on CIP projects ranging from $50k to over $5M in construction costs. His experience with both open cut and trenchless construction methods will be very relevant for this proposed project. Robert is a graduate of Ohio State University who recently celebrated his 11th year with Bellecci. ROLE: Day-to-Day Project Management, Regular Coordination with the City, Inspectors, GC, and other Stakeholders, Contract, Budget, Change Order Management, Schedule, and Public Relations
SEVERIN OTT, PE, QSP RESIDENT ENGINEER / SENIOR PW INSPECTORSeverin will rely on has over three decades of professional engineering and construction experience in providing inspection, constructability review, and assistance to engineers in finding solutions to design challenges. His role on this project will include Field Inspection, Constructability Review, meeting with utility companies in the field to discuss their facilities. Severin has an in depth knowledge of utility repair and reconstruction from his role as both an inspector and Resident Engineer on nearly all of Bellecci’s utility construction management projects over the past decade. Severin is a graduate of Lucerne Handels University in Switzerland and is fluent in English and German. He also has Solano County project experience from working on the downtown streetscape and utility projects for the Cities of Vallejo and Suisun City.

JOSEPH BRUNNER, PE RESIDENT ENGINEER / SENIOR PW INSPECTORJoseph was an Office Engineer for construction of approximately 3 miles of an 84-inch, steel lined $120M concrete tunnel for the SFPUC Water Division. His expertise is in civil and geotechnical engineering, inspection, and project management which he acquired while working for some of the biggest engineering companies in the country. He works exceptionally well with public sector clients because he is a former employee of the City of Daly City, the Santa Clara Valley Water District, and the Alameda County Flood Control District. In his nine years as a Project Manager/Inspector for the City of Daly City, Joseph gained an insiders understanding of the challenges public sector staff face.

DAVID “MIKE” TYLER SENIOR PW INSPECTORMr. Tyler has over 25 years of experience in the construction field and is a past Journeyman Carpenter and Foreman with Carpenters Union Local # 1789 in Lake Tahoe, CA. His career began in construction material inspection and testing as an engineering technician and as a construction inspector. He provides field exploration, lab testing services in addition to field construction inspection. He is experienced at working on both public sector and private development projects which gives him a broad base of knowledge that will be beneficial for this contract.

Bellecci & Associates is proposing an experienced team consisting of highly qualified personnel with extensive Constructability Review, Bid Support, Construction Management, Administration and Inspection Support services experience.
We will provide the construction coordination, administration and support services with full responsibility for overall project performance, including oversight, scheduling and coordination. We will also be responsible for coordinating aspects of civil engineering bidding and construction support and overall construction management, construction inspections, and materials testing coordination.
Based on our experience we understand the importance of keeping the public informed about the project. That is why we will ensure that affected residences and businesses receive a written notice of work to be performed, which may impact them, and meet with them as required to ensure the best public relations during construction of the project.
We anticipate that we are being retained to provide turnkey Construction Support and Construction Management services to the City of Benicia, with responsibility to conduct all activities and provide all services necessary to ensure successful, timely completion of the planned construction activities.
In order to develop a complete approach and cost proposal for the project we first needed to determine an assumed number of working days for the construction of the project. Based on similar past waterline replacement projects we have worked we assume thattheconstructionoftheprojectwilltakeapproximately60workingdays.Theactualnumberofworkingdayswillbedeterminedonce the water main replacement plans have been completed prior to advertisement for bids.
We intend to follow the tasks as outlined in the City’s RFP. We anticipate that the services our team will provide will include, but not be limited to the following:
Pre-construction Phase• Overall project coordination including project administration and monitoring and reporting of project budget, schedule,
progress, and issues• Constructability and bidability review of the construction documents

• Coordinate the review of Contractor’s submittals with the design team• Conduct the pre-construction meeting with the Contractor, City and project stakeholders• Respond to Contractor Request for Information (RFI) including input from the design team as necessary• Review and comment on the Contractor’s construction schedule• Coordinate traffic control plans with City Staff• Coordinate and plan the staging areas for the project construction with City Staff• Verify that the construction complies with City’s permit requirements and conditions• Perform a preconstruction site inspection of the project sites to document existing conditions• Assist with public relations & public outreach regarding the project
Construction Phase (Construction Contract 60 Working Days)• Provide inspection services for the duration of the construction of the project to ensure that provisions of the contract
documents are being fulfilled• Prepare daily inspection reports documenting observed construction activities• Take digital photographs providing documentation of construction• Document changes in the field to compare to the Contractor record drawing markups• Measure quantities of items constructed and prepare progress payment applications• Conduct biweekly project meetings, prepare minutes, and distribute to designated parties• Coordinate with appropriate City staff to discuss project issues• Public relations with businesses & residents impacted by construction• Prepare a project budget spreadsheet by CIP account and monitor spending
• Provide the City with copies of the construction management documentation• Review the Contractor’s schedule and notify the City of changes that affects the on-time completion of the project• Prepare weekly reports of working days and provide them to the Contractor• Prepare and assist the City in negotiation of change orders• Review, comment and facilitate responses to requests for information (RFI)

• Monitor and enforce Construction Contractor’s compliance with SWPPP/BMPs• Monitor safety and health requirements and enforce applicable regulations and contract provisions for the protection of the
public and project personnel• Facilitate utility coordination conflicts with the City, the applicable utilities and the Construction Contractor• Prepare a monthly progress report for the City Project Manager describing key issues, cost status, and schedule status• Coordinate final project inspection• Prepare closeout documents • Prepare a final funds balance report
Quality Assurance and Contract Management
• Coordinate quality assurance materials testing to verify compliance of the work with the contract documents• Review material test reports submitted by others to substantiate contract compliance• Compare Certificates of Compliance or source release tags with the applicable delivered materials at the project site• Spot check submitted certified payroll from the Contractor• Post-Construction Phase• Prepare initial punch list and consolidate comments into final punch list• Perform final project inspection• Prepare final progress payment for the project including the costs all bid items constructed and approved change orders• Finalize project accounting• Oversee completion of record drawing (as-built)• Transmit all project files and record drawing to the City for archiving

Bellecci provided CM, inspection, and design services, to rehabilitate the park’s water treatment system. The system consisted of approx. 1,500’ of water line, storage tanks, and a pump station/treatment facility. The park diverts surface water from Pescadero Creek (Creek) and pumps it 75 feet uphill through a 4-inch pipe to a water treatment facility. The treatment facility tests and treats water for temperature, turbidity, pH and coliform organisms. Bellecci provided full CM and inspection services for the project.
RELATED EXPERIENCE
Bellecci designed, and provided construction management, for replacement of water lines on six streets that were approximately 5,400 liner feet in total length. Bellecci provided CM & inspection services on this complex citywide street and sewer rehab project. The sewer work was completed on 14 different streets totaling over 1 mile in linear feet. Services provided included televising of pipes, rehabilitation of sewer pipe by open-cut trenching, pipe bursting and cured-in-place lining, new manholes, and abandoning old sewer lines. Bellecci was responsible for day-to-day inspections, inspection diaries, reports, digital photographs, review of contractor record drawing markups, as-builts, assistance with monthly progress payments, review and monitor construction schedules.

Bellecci was selected to provide inspection and CM services for this federally funded pavement project. The work consisted of pavement digouts and repair, and 2” M&F HMA overlay. This project also removed and replaced bike lanes, curb, gutter, traffic signal loops, stripping and make ADA curb ramp upgrades. The construction duration for this project was approximately 40 working days. This project also required coordination with the Hercules Middle High School and the Westcat Transit District.
