SUBJECT: TENNIS COURT RESURFACING

EXECUTIVE SUMMARYThis report provides information pertaining to the resurfacing of the Alice Springs Tennis Courts.
RECOMMENDATIONThat it be recommended to Council
That Council approve the resurfacing of the Tennis Courts by Prestige, and provide a contribution of $50,000 from the SFAC trust fund, as recommended in the April SFAC meeting.
1. BACKGROUND
SFAC meeting Thursday 25th February 2016.An email and quote from Garry Bigg, President of Alice Springs Tennis Association, was received. Letter was requesting support from the SFAC for the resurfacing of the 10 courts which would include:
High pressure wash of courts Grinds and patch our small high points Patch cracks Patch out low areas
- Apply to complete area a two (2) coat system of acrylic Plexipave.
See attached quote for $142 780.00 including GST from Prestige.
It was explained that grants from the NTG for $50,000.00, and Tennis Australia $30,000.00 were being sought. At this stage these grants were pending discussions and approvals.
Alice Springs Tennis Association requesting SFAC support for $50,000.00
Alice Springs Tennis Association indicated they may be able to contribute in the vicinity of $25,000.00.
SFAC meeting Tuesday 22nd March 2016.A second quote from NT Sport & Playground Surfacing was being obtained.
SFAC meeting dated Thursday 28th April 2016.A second quote from NT Sport & Playground Surfacing for $118,524.00 was tabled (see attached). It was noted that Tennis Australia advised this company is no longer an approved applicator and for funding to be received from Tennis Australia resurfacing must be attended to by an approved applicator. This is supported by correspondence from Tennis NT, see attached.
It was noted that the original quote from Prestige, is an approved applicator with Tennis Australia. The urgency of the court resurfacing in time for the Protour 2016 in September was discussed.
June 1st 2016.Discussions between Council and Tennis Australia confirmed that the NTG ceiling for contributions towards the court resurfacing is $50,000.00.

2. DISCUSSION
Correspondence from Tennis Australia (see attached), indicates that the resurfacing of the Tennis Courts is vital, as court surface issues identified in recent years post tournament evaluations will be addressed. This then places Alice Springs in a more competitive position to negotiate and secure future Pro Tour events.
At the SFAC meeting dated Thursday 28th April 2016, the following recommendation was made: That Council approve an SFAC contribution of up to $50,000.00 to Alice Springs Tennis Association for the resurfacing of the Tennis Courts.
June 3rd 2016.Identified that a recommendation to accept the quote from Presitge (the Tennis Australia approved applicator) had not been passed by SFAC and an email with the following recommendation sent out to all SFAC members:
That Council approve the quote from Prestige for $142 780.00 (inc GST) for the Alice Springs Tennis Club Court Resurfacing.
The results from this recommendation (supported by email responses) are: 6 approvals from SFAC members3 approvals from Councillors who sit on the SFAC committee 1 no from an SFAC member

Alice Springs Tennis Association have confirmed (and provided supporting documentation) their ability to meet the contribution of $20 780.00
5. SOCIAL IMPACTS
The ongoing support and provision of high quality sporting facilities enables local sports and their members to continue to grow and develop at all levels.
The opportunity to maintain Tennis tournaments at the Pro Tour level in Alice Springs would provide further opportunities for the unique tourism attractions to be promoted and enjoyed by a demographic that otherwise may not visit the Red Centre. Benefits to local business and the economy returned.

7. PUBLIC RELATIONS
Resurfacing the Tennis Courts will positively impact on and further support what is an already growing participation base in Tennis locally.
The provision of a premier surface, capable of hosting International Protour events will facilitate continued growth and development of all participates ranging from social right through to competitive level athletes.

Dear Lynton
Further to our onsite meeting and discussions with Mr Gary Biggs, we have pleasure in submitting our Quotation for the proposed resurfacing works to ten (10) existing tennis courts at the Traeger Park Tennis Complex using Australian Open blue Plexipave surfacing material, in accordance with the following Scope of Works.
Scope of Works
1. High pressure wash courts in preparation for new surfacing.
2. Grind and patch out small high points as discussed on court surface (possible fungi growth).
3. Patch cracks as best as practicable using an approved Plexipave filler product and grind smooth.
4. Patch out low areas as best as practicable on court number 1, along the tram line, using an approved filler product and grind smooth.
5. Apply to complete area, a two (2) coat system of acrylic Plexipave surfacing material in two-tone Australian Open blue colours.
6. Using acrylic Plexipave line paint, mark for ten (10) tennis courts in white.

To whom It may concern.
Tennis NT, the peak body for tennis in the Northern Territory, recently supported a bid by the Alice Springs
Tennis Association to resurface Its ten courts. This support Included liaison with Tennis Australia
regarding financial support for the project, the result of which is a $20k funding commitment.
It should be noted that along with the high importance of providing members of the Alice Springs
community with quality, safe facilities, the proposed court resurfacing project Is a vital component of
securing and retaining the Alice Springs Pro Tour Event. Alice Springs has hosted several successful Pro
Tour Events; however the law quality of the court surface has been noted In tournament reports, Should
the project be fully funded, I strongly urge those involved to endeavour to have the works done prior to
the 2016 Pro Tour Event (being held from 17 September). This would provide the greatest opportunity to
again attract the event In 2017.
The other crucial component is the court surface itself, including the supplier of the preferred product -
Plexipave. The Australian Pro Tour is part of the high performance pathway which aims to attract and
develop athletes who aspire to compete in Grand Slams. As such Tennis Australia aims to schedule tour
events on surfaces that are consistent with Grand Slam surfaces. It is my understanding that this along
with quality control requirements sees Tennis Australia funding support projects being conducted by
authorised Plexipave suppliers. My understanding is that Prestige Sports has supplied a quote for the
project. I can confirm that Prestige Sports are accredited with Tennis Australia, hence the financial
contribution of 620k to the project.
I have discussed the project with Samantha Hacon and am more than happy to clarify anything with the
Alice Springs Town Council should that be necessary.

Thank you for submitting your Expression of Interest (EOI) for funding under Round 3 of Tennis Australia's National Court Rebate,
Congratulations! Based on the project information provided Tennis Australia invites you to progress to a full application for Round 3. Considering the high demand for National Court Rebate funding and the project scope outlined in your EOI, Tennis Australia lias determined that your project is eligibleto apply for a rebate of up to $20,000 (GST exclusive) towards the repair and plexipave resurfacing of ten (10) courts.
Included with this letter Is the National Court Rebate Application Form and Guidelines. This will outline the supporting documents required as part of your full application. Please note that your <ppllcation form and supporting documents must be submitted to your Member Association.
To progress with your full application please submit your application form and supporting documents to Tennis NT by no later than 2701 May 2016. If your application form is not received by this date your application may no longer be considered for funding in this round.
This letter acts as a guarantee in principle for the amount of $20,000 for the purposes of preplanning and replaces any previous in principle commitment letter provided by Tennis Australia, This letter may be used as a form of guarantee if other funding is contingent on the rebate amount and Is valid for 12 months from the date of issue. Final approval will be subject to the submission of the relevant supporting documents as outlined in the application form and guidelines.
