(a) SECTION 11: INSTRUCTIONS TO BIDDERS

A IN'L'RODUCTION

1. DEFINITIONS

The Purchaser" means the MAIXANAGAR TELEPHONE NIGAM LIMETED

The Bidder" means the inclividi~al or firm who participates in the tender and submits its bid.

"'The Supplier" means the individual or firm supplying the goods under the contract.

"The Goods means all equipment. machinery, andlor other materials which the Supplier required to supply to the Purchaser under the contract.

"The Advance Purchase Order" means the intention of the Purchaser to place the Purchase order on the bidder.

"The Purchase Order" means the order placed by the purchaser on the Supplier signed by the Purchaser including all attachments and appendices thereto and all documents incorporated by reference therein. The purchase order shall be deemed as "Contract" appearing in the document.

"The Contract Price" means the price payable to the Supplier under the purchase order for the full and proper performance of its c:ontractual obligations.

"Validation" is a process ojf testiing the equipment as per the specification including requirements for use in MTNL network. Validation is carried out in simulated field enviornment and includes stability, reliability and enviornmental tests.

2. ELIGIBLE BIDDERS

The eligible bidders should be Irtdian companies registered to manufacture the rendered item in India, having obtained clearance from Reserve Bank of India wherever applicable. In addition, they should have obtained valid Type Pipproval Certificate from Department of Telecom (Telecom Engineering Centre) for the tendered item against Technical Specifications given in the bid document and should have s~iccessfully executed Educational/Commercial orders issued by BSNL/MTNL. The proof of manufacturing in India, Type Approval Certificate and successful execution of educational/comrnercial orders shall form part of the bid.

Subject: Constitution of a National Commission on Enterprises in the Unorganisedflnformal Sector.

United Progressive Alliance Government had a committed in its Common Minimum Programme to set up a National Commission on Enterprises in the UnorganizedfInformal Sector, accordingly the Government has decided to set up the National Commission on Enterprises in the UnorganizedAnformal Sector as ail advisory body and a watchdog for the informal sector. The Commision will recommend measures considered necessary for bringing about improvement in the productivity of these enterprises, generation of large scale employment opportunities on a sustainable basis, paticularly in the nual areas, enhancing the competitiveness of the sector in the emerging global environment, linkage of the sector with instutional framework in areas such as credit, raw material, infrastructure, technology upgradation, marketing and formulation of suitable arrangements for skill development.

2. 'The Co~nmission will have the following composition:

Dr. Arjun Sengupta - Chairmen in the rank of Cabinet Minister.

Dr. K. Jaishankar, - Full time Member in the rank of Secretary to the Government Former Vice Chancelbr, of India. Warangal University.

Another full time Member and a Member Secretary in the rank of Secretary to the Government of India will be appointed later. In addition, some part time members would be included later on. The co~llnlissioil will submit periodic reports to the Government.

Sub: Clarification regarding liolling Allotment Year

Attention is invited to this Directorate's Office Memorandum of even number dated 2 1.1 1.2001 vide which policy relating to Rolling Allotment Year was circulated and applications were invited from all eligible officers. The Rolling Allotment Year came into effect from 1.4.2002 with cut off date as on 1 st January 2002. With the conlmencement of the calendar year 2003, the cut off date for determination of eligibility for various types of a~ccomodation is 1 st January, 2003. The salient feature of the Rolling Allotment Year are given a:s under:

1. (i) There will be a Rolling allotment Year instead of an Allotment Year with fixed duration. The cut off date for de1,ermination of eligibility for various types of accommodation will be 1st January of a particular year. All Central Government employees working in the eligible offices as on 1st January 2003 are eligible to apply for Government accommodation as per their entitlement during the year 2003. Eligibility pay for various types of accommodation is given as under:

N.B. Date of priority for Type-V(A) and above, Type-IV (Spl) and for hostel accommodation will be the date from which the minimum pay prescribed above is continuously drawn by the officer. For Type I to IV accommodation the date of priority shall be the date from which the applicant has been continuously in Government service.

(ii) There will be a single application form and the applicant may indicate the type of accommodation for which helshe may be considered in addition to the entitled type of accommodation. Officials entitled for D-11 and above accommodation are eligible to exercise such option. Officers willing to be considered for one or two type below accommodation than their entitlements may indicate their preferences for the types of accommodation for which they are to be considered.

(iii) An official is required to apply for allotment of government accommodation at one time only. Officers who have already submitted their applications as per their pay as on 1 st January 2002 need not to apply afresh. However, officers who have become entitled for higher type of accommodation due to promotion, increment etc. after submitting their applications, should intimate the particulars of their pay scales and basic pay drawn by them as on 1 st January of a particular year in the prescribed Supplementary Form. The forms should be duly forwarded by the administrative office.

(iv) The application forms could be submitted by the officials at any time and their names will be included in the waiting list of the subsequent month. It would be the responsibility of the official concerned to submit hisfher pay particulars through proper channel in case helshe becomes entitled for higher type of accommodation. In case the facts relating to increase in pay and revision of entitlement come to notices at the times of acceptance of the allotment on the basis of applications submitted by the applicant during the previous year(s), helshe will not be issued the Authority Slip and they will be considered for higher type of accommodation after inclusion of their names in the waiting list of the subsequent month. They will also be required to submit the Supplementary Form in such cases.

(v) The cost of the application Form including Supplementary Form is Rs. 5/-.

2. The Application Forms may be obtained from Facilitation Centre, Directorate of Estates, Ground Floor, Nirman Bhawan, New Delhi. The time for Collection of forms is between 10.30 a.m. to 4.00 p.m.

3. All Ministries/Departments are requested to forward the applications of the eligible officials complete in all respect. Incomplete applications or with ambiguous entries or where any column has been left blank, shall not be entertained. The applications will be included in waiting list only after the forms complete in all respect are submitted.
