• To reimagine teaching and learning in Shelby County Schools, we must reimagine student access to teachers, instruction and supports.

• To be clear, a device is just a device.

• The goal is to craft a strategy intended to enhance learner outcomes.

• If we provide equity and access to devices and connectivity, all students have the opportunity to extend their learning day and further own their academic pursuits and progress to ensure every student, with the right tools and teacher support, will reach their greatest potential.

Before COVID-19

• Prior to this unprecedented pandemic, we went before the Shelby County Board of Commissioners in 2019 to articulate the District's priority to ensure equitable access to technology as we reimagine education.

• Our Academic Equity in Action Planincluded phasing in new devices at a number of high schools as part of last year's budget requests.

• Since the closure of schools due to COVID-19, the District has distributed thousands of digital devices from our existing inventory to targeted student groups including:

• Project Graduation

• AP/Dual Enrollment

• Online Summer Program (Summer School)

• Virtual Summer Learning Academy

• This spring, we shared our Transition To Improving Digital Access plan, who includes a budget summary, security protocols, deployment processes, and a professional development scope for teachers and staff.

•Since presenting that proposed plan in April, the team has added a phased implementation plan that includes initial configuration costs, a fiscal sustainability model, device insurance, and technical support for students and parents.

• We are also finalizing a plan to allow charters to opt-in in order to benefit from the economies of scale related to such a large digital device purchase.

• Making sure students of all ages understand the importance of online safety and responsible device use is a paramount priority.

• The District will utilize materials from Common Sense Media to teach students about protecting their privacy, managing their digital footprint, cyber bullying, media literacy and more.

• Each school will utilize an existing club or create a new club to form a cadre of digital ambassadors, that will model and promote good online behavior.

• Recognizing good digital citizenship will become a norm of District and school culture.

• Forecast continued device refresh, software licensing, infrastructure development and professional development to ensure the budget supports the strategy.

• Identify revenue streams where possible –this could include increased student enrollment from neighboring counties, sponsorship of digital spaces by appropriate vendors or partners.

• While the District already adheres to robust data protection guidelines, we will strengthen protocols to ensure student data and privacy is protected.

This includes:• Laptop theft recovery tracking

software will be loaded to remotely lock, delete files from, and locate the stolen laptop

• Student data and privacy will be protected by end-point security software and content filtering based on federal guidelines

• Making clear what platforms for learning are accepted for use by students and teachers

• Device deployment is an important part of any digital strategy.

• Current devices – are inventoried as back up and replacement devices. They will also be utilized for testing and make-up testing as the State returns to online testing over the next two years. It’s important that students that forget devices, come to the district in the middle of the year, etc. have access. For this purpose, an inventory of back up devices needs to be established.

• An academic team will record the first 9 weeks (and eventual semester) of grade level lessons and catalogue by scope and sequence in the event of a shift to full virtual instruction as a result of the pandemic. The link to these lessons will be loaded onto the student device.

• Having access to a recorded lesson will allow the teacher of record to focus their time on necessary individualized learning, small groups, and well-being checks of students when students return in the fall.

• These recorded lessons will also be used as professional development to model quality instruction.

• Train all teachers on Microsoft platforms, particularly Microsoft Teams. The district is currently exploring ways to incentivize teachers to complete their online Microsoft certification online during the summer.

• Identify a teacher lead(s) team to provide small group instruction and capacity building for each campus. This will be tightly planned from the district office to drill down to the school.

• Embed device and platform onboarding plans for new hires and new students.

• Identify and train a teacher cohort of special education teachers to provide accommodations for virtual learning.

• We will utilize an instructional pedagogy that weaves the device into daily instruction as a tool and support, not a substitution for the teacher. A learner centric framework that aligns the device to instruction, not instruction to the device. (Reimagining the Role of Technology in Education, USDOE)

• Identify a cohort of 100-150 PK-12 teachers as a “Reach Team”. This team of teachers will receive intensive professional development and instructional coaching around quality digital instruction, including using the device within the classroom and for full time virtual instruction.

Phase II –

• The Reach Team will provide digital instruction to our highest need students (extended day, virtual, Saturday school)

• The Reach Team will record and model high quality lessons throughout the year, while receiving intensive instructional coaching and modeling.

• The Reach Team will be deployed to provide district training and support and mentor small groups of teachers each year until all teachers have received formal training.

• Train District IT and District leaders to support digital pedagogy. Planning for equipment, prioritizing and developing continued PD, building capacity.

• Provide 10-20 hours of digital pedagogy PD to all teachers – hybrid of recorded and large group.

• Redesign and adapt classroom learning spaces for teachers. Budget for additional technology supports in the classroom – interactive touch screens, broadcast ability to students at home or in other schools.

• Portion of the Reach Team transitions to instructional coaches for grade level support

• Onboarding professional development and continued professional development becomes entrenched in learning and PLC’s
