bridge and structures group, has more than 35 years of experience in design of highway and railroad bridges, parking structures and retaining walls. McGrew previously served in multiple roles for a national engineering firm including practice/division manager for a structural engineering program in the eastern U.S.; Atlanta group manager; project director for major bridge projects; project manager; and design engineer. Joe is an excellent overall project manager. He is able to lead and work with other disciplines, including roadway design and environmental permitting. He has complete understanding of the PDP process.

d. Relevant Project Management Experience

1: GDOT Bridge Maintenance Task Order, Statewide Task order contract no. TOOBMBMT130445 and all

assigned task orders. To date, task orders 1 through 6 have been completed for various maintenance projects including the repair and maintenance for I-285 over Rottenwood Creek in Cobb County; erosion countermeasure and plate arch culvert repair for two structures on SR 136 at Shoal Creek and Burt Creek in Dawson County; repair of arch culverts on SR 56 at Open Creek in Emanuel County; rehabilitation of three bridges over the Ocmulgee River and two bridges over Tobesofkee Creek in Bibb County; and bridge rehabilitation using cathodic protection pile jacketing for the prestress piling in two bridges on SR 32 at Oak Grove Creek and Cowpen Creek in Glynn County. The scope of work included preparation of construction plans for bridge, culvert, erosion control plans, roadway approach plans and environment documents for selected projects. All plans follow the GDOT Plan Development Process and working with local officials on staging and maintenance of traffic plans to minimize travel impacts was necessary. Joe is project manager for this work.

2: Design and Field Engineering Services for Bridge Rehabilitation and Repairs, City of Augusta

MA was selected by the City of Augusta to develop

concepts and prepare construction plans for the rehabilitation of two historic bridges on Broad Street in Augusta. The bridges cross the historic Augusta Canal system. One crosses the Augusta Canal and the other crosses Hawks Gully which is also a part of the canal system. Scope of services included field survey, hydraulic analysis, geotechnical exploration, concrete testing including petrographic analysis, concept study including life cycle cost evaluation, construction plans and documents, landscape architecture, lighting design and construction engineering services. The design phase for both bridges has been completed. The concept study for Broad Street over Hawks Gully evaluated numerous alternatives including bridge replacement. Due to the condition of the substructure and the estimated cost associated with repair, the City accepted our recommendation to replace the Hawks Gully bridge. The bridge replacement design for the Hawks Gully bridge was developed so that the new structure would blend into the bridge architecture in the area of downtown Augusta by matching, as closely as possible, the features of the existing bridge. Significant coordination with local government staff, historians, concerned citizens, and the State Historic Preservation Office was facilitated by Joe to ensure the architectural features of the original structures that contributed to the area’s character were maintained or recreated. Joe is project manager for this work.

3: Brown Bridge Road Bridge over the Yellow River, Newton County

MA successfully completed the design and preparation of construction plans for the rehabilitation of Brown Bridge Road Bridge over Yellow River for Newton County, Georgia. The services provided by MA allowed Newton County to subsequently award a contract for bridge rehabilitation. The repair work was completed in April 2013, which resulted in GDOT raising the bridge rating to allow Brown Bridge Road to continue to function as a school bus route. Highway design was included for the approaches and environmental permits were acquired. Joe was project manager for all work on the project.

4: Hermi’s Bridge Rehabilitation, Cobb County, Georgia

As project principal, advised and directed rehabilitation of a historic truss bridge on Paces Ferry Road over the Chattahoochee River, for Cobb County. The bridge, constructed in 1903, had been converted to pedestrian use many years earlier but had become a hazard due to deterioration. The scope of the project included rehabilitation to accommodate pedestrian traffic and a determination of the bridge’s useful remaining life.

5: Salem Road Bridge Replacement over Flat Shoals Creek, Troup County, Georgia

This project involved replacement of an existing truss bridge with a 216-foot long bridge and approach roadways. The scope of services included survey, hydraulics, environmental and permitting, geotechnical services, bridge design services, roadway design, bid assistance and construction inspection support. Adjustments were made to the alignment and profile. The new bridge consists of a 143-foot long, two-lane weathering steel truss bridge and a 73-foot long prestressed beam. Joe worked closely with local officials to design a replacement structure that captured the character of the historic structure that was not salvageable to update to current safety and load carrying standards. MA’s work received recognition at this year’s GPTQ Awards. Joe was project manager for this work.

e. Relevant Experience Utilizing GDOT Specific Processes, Manuals, or Guidance

Joe McGrew, an MA vice president and manager of the firm’s bridge and structures group, has more than 35 years of experience in design and highway and railroad bridges, parking structures, and retaining walls. Over this span of time, he has maintained a thorough and up-to-date understanding of the design standards, policies and guidelines of the GDOT bridge design office, as well as the relevant AASHTO design publications. Design experience includes both LFD and LRFD methods of design for bridges, sound barriers, signs, luminaires and traffic signals. He is experienced in following the GDOT Bridge and Structures Policy Manual, PDP, and Plan Presentation Guide. He has utilized numerous additional GDOT and AASHTO publications over the years to provide quality design services to GDOT. Mr. McGrew previously served in multiple roles for a national engineering firm including practice/division manager for a structural engineering program in the eastern U.S.; Atlanta group manager; project director for major bridge projects; project manager; and design engineer. He maintains active professional engineer registrations in five southeastern states, as well as professional affiliations with American Society of Civil Engineers (ASCE), American Institute of Steel Construction (AISC), American Segmental Bridge Institute (ASBI), and Precast/Prestressed Concrete Institute (PCI).

Additional GDOT and FHWA-funded bridge projects Joe has designed and managed include Galilee Church Road over Middle Oconee River in Jackson County; I-16/I-75 interchange and associated local road improvements over the Ocmulgee River and its tributaries; and US 41 over the Chattahoochee River. The US 41 bridge design

incorporated a special design for the side barrier to reflect the style of the original 1935 bridge that meets all current design standards.

Counties (PI #122150) This 7-mile long project will improve the roadway corridor

from a two-lane facility to a four-lane divided highway. As roadway design lead and project manager, Efren coordinated the roadway design with a new bridge over Allen Creek and staging plans to reduce right-of-way impacts and maintain access to the Sugar Hill Elementary School. The project is a federal aid effort and Efren supported the environmental documentation process, US Army Corps 404 and GA EPD SBV permit applications and right-of-way plan development for nearly 200 parcels. The construction budget is $438.5 million and a 2016 letting is scheduled.

2: SR 17/UIS 78 Widening, Wilkes and McDuffie Counties, Georgia (PI #222255)

Efren was both the lead designer and project manager for this 12-mile long project. The construction budget is approximately $37 million and is a blend of TIA and federal aid funds; it is programmed for a 2015 letting. The corridor is an important regional roadway connecting the cities of Thomson and Washington. Mobility and safety will be improved by widening the existing two-lane facility to four lanes with a 44-foot-wide depressed median. Efren contributed to and managed multiple team members in developing the concept report, roadway and right-of-way plans, coordination with bridge designers on multiple structures, and support for the environmental documentation process. Efren participated in providing the Department’s VE study team the required plans and cost estimates and developing responses to the VE report.

3: SR 104 Widening. Columbia County, Georgia (PI #262080)

This three-mile long project was developed jointly by GDOT and the County Board of Commissioners and will be a local let effort. It will widen an existing two-lane facility to four lanes with a 44-foot-wide depressed median. Efren developed the concept alignments, cost estimates and preliminary vertical and horizontal design plans. The preliminary plans included coordination with adjacent federal aid projects; however, the project is currently on hold pending determination of available funds for right-of-way acquisition involving more than 100 parcels and construction monies. Efren was roadway design lead and the engineer of record.

d. Relevant Experience Utilizing GDOT Specific Processes, Manuals, or Guidance

Efren has more than 15 years of experience with highway design projects employed by both the GDOT and consulting firms. His work has involved projects let by both GDOT and local governments that involved federal, state and local funds; as well as TIA-funded projects. He is thoroughly familiar with all applicable GDOT guidelines, policies and manuals; including, but not limited to, the Plan Development Process (PDP), Roadside Design Guide, Design Policy Manual, Context Sensitive Design, Driveway Access Manual, MS4 Permitting, the Manual for Erosion and Sedimentation Control for Georgia, 6th Edition (Green Book) and the TIA Manual. He is also well versed with the AASHTO Green Book, the MUTCD Guidelines, Complete Streets and Traffic Circle design guides. Through in-house and external continuing education courses, Efren stays informed of current industry best practices. He is proficient with multiple design software platforms including MicroStation, InRoads, CAICE, Autodesk and others.

Roadway Widening, Fulton & Cobb Counties, Georgia

Steven was the lead structural engineer to replace an existing 40-foot wide bridge with a 110-foot wide bridge over the Chattahoochee River. The bridge superstructure uses special “Texas rails” to create an aesthetically pleasing side barrier, and substructures are designed to minimize environmental impact in the area. An important design element for the substructure was to make it attractive to recreational boaters seeing the underside of it from the Chattahoochee River.

Environmental constraints to avoid and minimize any negative impacts to the National Recreation Area were carefully considered during the design development process. The project was also unique in that it incorporates an additional 17 feet of bridge deck width to accommodate a dedicated bike-pedestrian multi-purpose path connecting regional trails in Fulton and Cobb Counties.

2: SR 316/I-85 Interchange Improvement, Gwinnett County, Georgia

Steven was the project engineer of the $147.5 million project for 10 new, PSC beam bridges at I-85 and SR 316; one steel beam bridge over I-85; and two bridge rehabilitation/widening projects. Two flyover ramps ½ and ¼ miles long were designed to alleviate traffic at the interchange. Significant wetlands and streams required careful coordination with our environmental experts to

minimize stream impacts and reduce wetland mitigation costs.

3: 14th Street Project, Ramp A and 14th Street Bridge, Atlanta, Georgia

Steven was the lead structural engineer of an $85 million project to widen approximately 2 miles of 14th Street, Williams Street and Techwood Drive. The project included a new landscaped, signature, 14th Street bridge with architectural fences and a new 7-span viaduct Ramp A bridge connecting to the 17th Street bridge. As lead designer for this new bridge with significant aesthetic elements, Mr. Jing managed translating the design concepts of numerous stakeholders, such as the Midtown Atlanta CID, the City of Atlanta’s Office of Urban Design, and numerous community groups into clear and concise bid documents that met the project’s budget constraints.

c. Relevant Experience in the Applicable Resource Area 1: US 41 Bridge over the Chattahoochee River,

Fulton and Cobb Counties, Georgia L.N. Manchi was manager for the environmental,

traffic, and planning services for the widening of US 41/SR 3, an urban principal arterial, from Northgate Drive in Fulton County to Paces Mill Road in Cobb County, including a bridge over the Chattahoochee River as well as the north project from Paces to Akers Mill Road. He worked on the FONSI reevaluation documents with GDOT and FHWA and obtained approvals in the past year. The original project required an Environmental Assessment (EA)/FONSI, a Stream Buffer Variance (SBV), and a 404 US Army Corps of Engineers permit. The project also required the National Park Services to prepare and approve a stand-alone EA document to which MA contributed successfully. All these activities were supervised by Mr. Manchi. The environmental staff included a historian, ecologist, archaeologist, and air and noise specialist along with NEPA staff person.

2: Jeffersonville Road/Millerfield Road Widening Project

L.N. managed the Environmental Assessment for the referenced project in consultation with GDOT Office of Environmental Services (OES) and the Federal Highway Administration (FHWA). The Draft EA document was made available for US Department of the Interior due to Section 4(f) applicability for this project. Updated the Draft EA document to address GDOT OES, US Department of the Interior, FHWA Region IV office, and FHWA legal office review comments. Once the draft EA was approved by FHWA, it was made available for public inspection, as announced in a public notice, and comments were invited from all interested parties at the Public Hearing Open House (PHOH) as well as on the website. Subsequent to the PHOH comment period, a Final Environmental Assessment was prepared and furnished to the Federal Highway Administration and the US Department of the Interior and it was approved in June 2013 with the recommendation for a “Finding of No Significant Impact - FONSI.” The project will widen Jeffersonville Road from a two-lane rural section to a five-lane urban section from Emery Highway (US 23, US Alt 129, SR 19, SR 87) to

Boggy Branch, transition to a three-lane urban section from Boggy Branch to Emery Road (US 80, SR 57), and widen Millerfield Road from a two-lane rural section to a five-lane urban section from Jeffersonville Road to New Clinton Road. The Jeffersonville Road bridge over Walnut Creek will be replaced with a five-lane facility. The Central of Georgia Railroad bridge over Jeffersonville Road will be replaced with a bridge that will accommodate a five-lane urban section. The total length of the project will be approximately 2.7 miles.

Manchi is a senior program manager with MA, managing traffic, planning, and environmental projects. Manchi has 24 years of experience and is familiar with GDOT, Manual of Uniform Traffic Control Devices (MUTCD), and the Institute of Transportation Engineers (ITE) standards as well as the PDP and GDOT Environmental Procedures Manual. Manchi is also the project manager for the GDOT Statewide Railroad Crossing Program where he ensures conformance to GDOT signal as well as signing and marking standards including MUTCD, GDOT Design Policy Manual, GDOT standards, details, specifications and special provisions. This role has allowed him to demonstrate a thorough knowledge of GDOT-specific processes, manuals, and guidance. In working on several GDOT projects, Manchi references numerous GDOT publications including the PDP, Signing and Marking Guidelines, Signal Design Guidelines, and Environmental Procedures Manual, and other memoranda of guidance to prepare the documents. For managing GDOT projects, he references the aforementioned materials and has to apply the guidance provided to each specific project to ensure compliance.

Due to the condition of the substructure and the estimated cost associated with repair, the City accepted our recommendation to replace the Hawks Gully bridge. The bridge replacement design for the Hawks Gully bridge was developed so that the new structure would blend into the bridge architecture in the area of downtown Augusta by matching the features of the existing bridge as closely as possible.

MA provided timely and cost-effective bridge repair design services to the City of Powder Springs. The Lewis Road Bridge over Norfolk-Southern Railroad experienced settlement and deterioration issues with the approaches and sidewalks at the ends of the bridge. MA inspected the bridge and determined that the expansion joints had failed causing infiltration of storm runoff into the joints. Fill under the approach slab and sidewalks washed out through the bridge end diaphragm resulting in cracking and deterioration of the sidewalk and settling of the approach slab. MA performed corings to confirm assumptions and provided construction documents for grout injection, sidewalk repair and expansion joint replacement.

This project involved replacement of an existing truss bridge with a 216-foot long bridge and approach roadways. The scope of services included survey, hydraulics, environmental and permitting, geotechnical services, bridge design services, roadway design, bid assistance and construction inspection support. Adjustments were made to the alignment and profile. The new bridge consists of a 143-foot long, two-lane weathering steel truss bridge and a 73-foot long prestressed beam. This replacement structure captured the character of the historic structure that was not salvageable to update to current safety and load carrying standards. MA’s work received recognition at this year’s GPTQ Awards.

b. Primary Office: The primary office responsible for managing and handling these two projects will be MA’s headquarters office in Duluth, Georgia. Our proposed project manager, Joe McGrew, PE, and all the key resources (Efren Dilidili, PE, Steven Jing, PE, and L.N. Manchi, PE) will be supported by both the named staff in the organization chart and our total resources in Duluth. Duluth is MA’s main headquarters and is modeled as a mini-DOT with business units for survey, roadway, traffic engineering, structural/bridge, planning, environmental, right of way, hydraulics, geotechnical (AASHTO-certified laboratory), and others being housed in this facility. The benefit of having the subject matter experts in the same facility is a tremendous asset that allows our staff to quickly react to any project issue and have unified coordination with project stakeholders. MA and the proposed team are quite familiar with both of these project sites. The SR 8/Ponce de Leon bridge is a vital arterial roadway and pedestrian connection in the Druid Hills historic district. For pedestrians, it connects two of the historic Olmsted linear park units – Shady Side and Oakgrove. MA managed the restoration of these facilities through our TE contract with GDOT. Our rail planners are familiar with the Peachtree Road bridge over the CSX railroad from our numerous rail planning contracts with GDOT.

The Duluth office is located approximately 40 minutes from each proposed project and 30 minutes from GDOT’s general office. Our subconsultants – CCR Environmental, Long Engineering, and Morrison Design – are located within 30 minutes of MA’s Duluth office and 30 minutes of GDOT headquarters. MA has worked with all three consultants for many years and there is an established project coordination process that is extremely effective. The benefit is that this close proximity, along with MA’s low overhead, creates cost savings for GDOT.

c. Narrative on Additional Resource Areas and Ability: Joe McGrew, PE, project manager, will coordinate all major activities and will be the primary contact with the GDOT project manager. Joe has more than enough resource time capacity to manage this project. As the project manager, Joe will have weekly coordination meetings with the appropriate staff, such as lead roadway engineer, project traffic engineer, roadway hydraulic engineer, QC/QA engineer, and others as deemed necessary. He will also coordinate all appropriate progress reports, schedules, etc. to the GDOT project manager as required. Each project has unique characteristics requiring a team approach and robust public outreach efforts. The Ponce de Leon bridge rehabilitation needs to carefully reflect the character of its historic setting. The Peachtree Road bridge will require coordination with the City of Atlanta and adjacent proposed beltline facilities to accommodate the high volume of pedestrian traffic, as well as vehicles and buses. Joe has successfully managed other projects in sensitive environmental areas.

Upon award of the contract, Joe’s initial task will be to develop a final concept, budget, and schedule for each site. During the development of the concepts, Joe will work closely with Efren Dilidili, PE, lead roadway engineer, and L.N. Manchi, PE, NEPA lead, to identify the critical areas that need to be addressed. This includes wetlands, stream impacts, and potential historic sites.

Prior to concept submittals, M.J. Sheehan, PE, QC/QA, will review the report. M.J. will also review the plans for each major item and milestone prior to submittal at GDOT. The reviews include profile/grade, PFPR plans, FFPR plans, right-of-way plans, and final plans. Railroad coordination will be a key task for the Peachtree Road bridge replacement project. The volume of roadway traffic and proximity to a major regional healthcare facility, Piedmont Hospital, will also require careful development of staging plans and special provisions for maintenance of traffic. Upon concept approval, M.J. will coordinate through the GDOT project manager the survey request for GDOT to provide. NEPA, SUE, and design activities will begin. Efren Dilidili, PE, will be supported in the design by Ralph Ramsdell and Ken Timpson, PE. Ralph has 35 years of design experience and was a design engineer for many large projects in Georgia, including the I-85/SR 316 Interchange in Gwinnett County; Jodeco Road at I-75 in Henry County; and I-75 improvements and state route widenings in Cook and Lowndes Counties. Ken has more than 21 years of design experience with projects such as McGinnis Ferry Road at SR 400 in Forsyth County and Jennings Mill Parkway Extension in Oconee County. Both have extensive knowledge of the Department’s Design Policy and Procedures, AASHTO Design Guidelines, etc. Don Jones, RLS, will lead our survey activities.

Yong Shao, PE, PHD, will be responsible for any geotechnical work, soil surveys, or pavement evaluations/designs. Yong has more than 15 years of experience and manages MA’s geotechnical section and our AASHTO-certified laboratory. Roadway hydraulic design will be performed by Eric Brown, PE, who leads MA’s efforts in this area and in MS4 requirements. Eric has more than 28 years of experience with highway design and hydraulic modeling with the required software, HEC-RAS, HY-8, StormCAD and other hydraulics and hydrology software. Bill Ingalsbe, PE, with Long Engineering (a DBE firm), who recently retired from GDOT’s Bridge Office, will provide the bridge hydrology design. Brandy Morrison, of Morrison Design (a DBE firm), will provide Joe her expertise in historic architectural rehabilitation. Her award-winning work in documenting historic bridges and structures on the Atlanta BeltLine will be an asset to the Department.

The same team, both key leads and support staff, has worked together on a number of projects. They work together well and work well with GDOT staff.

MA’s team has the depth, resources, and work load capacity to complete this work on schedule. Joe is a proven project manager with the time available to exceed GDOT’s expectations. We note the schedule given in the RFQ to have the projects let in 2018. The workload of our entire team has been projected and we are committed to meeting the Department’s overall schedule.
