Leading Quality: An OANHSS and Residents First Learning Event is a full-day session designed to help leaders of long-term care homes to increase their capacity to implement quality improvement concepts, methods, plans and tools, as well as their understanding of how QI can help them with their provincial reporting requirements. This event is part of the Leading Quality series and will build on the skills and knowledge gained from past events in the series, where leaders learned how they can support development of a Topic-Specific Quality Improvement Plan. Participants will receive feedback from Residents First Quality Improvement Advisors on their Plans, in addition to expanding their knowledge and skill sets in other important QI areas.

Participants will:• Learn about the results and successes achieved by other leaders who have implemented Quality Improvement

in their homes.• Learn how to sharpen your Topic-Specific Quality Improvement Plan through completion of an implementation plan. • Learn how to relate your Topic-Specific plan to the larger organizational level QI plan. • Use the Vision, Plan, Inspire and Execute framework to reflect on your leadership behaviours and determine

what skills and actions you need to focus on to advance your own leadership abilities.• Learn how to use an improvement dashboard and other QI supporting tools.

To get the most out of this event:• Each LTCH should submit its completed Topic-Specific QI Plan by April 16th, 2011 and send it to

[email protected]. A Topic-Specific Quality Improvement Plan template and checklist will be provided upon registration to help determine completeness. The submitted Topic QI Plan will be shared at the event.

• Be prepared to share a reflection on or example of how you have used a Leading Quality tool since the last session.

One of Canada’s most accomplished actors, Eric Peterson has most recently been known as the loveably crusty “Oscar Leroy” in CTV’s hit comedy series Corner Gas. A winner of five Gemini Awards, a Dora Award, and the L.A. Drama Critics Award for best performance, Peterson has captured audiences during his lengthy career on stage, television and in film. His many memorable roles include the legendary World War One flying ace in Billy Bishop Goes to War, Judge Malone in This is Wonderland and left-wing lawyer Leon Robinovitch in the long-running CBC Series Street Legal. His portrayal of the 82-year-old war veteran Patrick in the critically-acclaimed play Half Life, first staged in 2005, offered a window into the world of memory loss and life in a long term care home. The 64-year-old Peterson’s funny and wry observations on aging will help kick off this year’s Great Places to Live and Work-themed event, as the actor, who once played elderly characters as a young man, reflects on the ironies of “not growing old gracefully” himself.

Eric Peterson, actor, has inspired audiences nationally and internationally on the stage, screen, radio and television for 40 years. He was named a member of the Order of Canada in 2010 for his achievements. Born and raised in Saskatchewan, Peterson now lives in Toronto with his wife and two daughters.

1 The Freshman Year: One Year into the long-Term Care Homes Act

Can a family member authorize withdrawals from a resident’s trust account? How do you know you are properly handling a complaint? How do you ensure a potential new administrator has the right credentials during the hiring process? Homes are looking for answers to these and other questions in the year since the Long-Term Care Homes Act (LTCHA) came into effect. This session will look back over the first 10 months of OANHSS members’ experience with the Act, highlighting the new key requirements along with the tools and resources made available by OANHSS to help homes meet them. Panelists will identify and explain some of the more complicated aspects of implementing the Act and offer some solutions and insights gained during the member support project.

2 Ontario’s long Term Affordable Housing Strategy

(Management and Operations)

The Ontario Government is in the process of implementing a new long term affordable housing strategy. What will the strategy mean for housing providers, community planners and municipalities? Obtain current information on the Strong Communities through Affordable Housing Act, which includes a new framework for affordable and social housing through the Housing Services Act, as well as amendments to the Planning Act and the Residential Tenancies Act. Consider how the Act and its regulations will influence funding, and learn what new rules, responsibilities and obligations will be introduced. Gain important insight to support local business planning and long term organizational plans from the perspective of the provincial and municipal governments. Hear how the strategy will affect housing delivery locally and the impact it will have on the front line from the housing provider perspective.

3 Research into Practice: Benefits of the Dental Hygienist in long Term Care

(Care and Services)

Studies have shown that a decline in oral health can lead to a decline in general health. As a Best Practice Spotlight Organization, Cambridge’s Fairview Mennonite Home chose to implement the Registered Nurses’ Association of Ontario’s oral care guideline, leading to a research study with the College of Dental Hygienists of Ontario about the effectiveness of having an in-house dental hygienist. Hear details of the six-month-project, including the processes and tools used, the positive outcomes for residents that resulted, and the home’s plans for sustaining this increased level of care and embedding it into everyday practice. Other topics will include studies related to seniors and oral health care, systemic consequences of poor oral health, basic oral health interventions, the role of the dental hygienist, and why a long term care home might consider engaging a dental hygienist for residents.

4 Minimizing Bed Entrapment Risks (Care and Services)

Long term care residents, especially those who are frail, elderly, confused or have uncontrolled body movements, are at higher risk of being trapped or entangled in beds with rails. Such events can result in serious injury or death. As part of the new Long-Term Care Homes Act, home operators have a responsibility to identify at-risk residents, and to address entrapment risks resulting from unsafe beds, rails and/or mattresses. Participants will learn about the “seven zones of bed entrapment” and their associated risks. Evaluation methods such as a standardized bed entrapment audit process will be described, as well as the corrective measures that can be taken to eliminate entrapment risks. Understanding that bed rails can have negative (a restraint effect), and positive impacts (facilitating independence), participants will be encouraged to view the issues and implications from various perspectives, including care and services, management and operations, and governance. One home’s experience with bed rail safety will also be shared.

6 Big vs. Small: Assessing Facility Size Relative to Quality of Resident Care (Governance and Operations)

Regional, economic and cultural drivers have a wide-ranging impact on the scale and size of long term care homes. Sizes can range from as large as 544 residents to 64 or fewer. Regardless of the size, all organizations are interested in a facility design that promotes choice and stimulation, mitigates against boredom and loneliness, while also balancing the need for privacy and community. This session will explore the advantages and disadvantages of “big vs. small.” It will address the effects that home size, and resident home area or unit size, have on the scope and diversity of services provided to residents, as well as on the overall character of the home environment. A smaller building may feel less intimidating for residents, while a larger home may support more robust and diverse common facilities such as a café or chapel. The impact of facility size on construction costs, operational efficiency and economies of scale will also be discussed. 9 New Workplace violence legislation – Balancing your Obligations as a Care Provider and an Employer

Amendments to the Occupational Health and Safety Act (OHSA) that came into effect in June 2010 include new requirements for all employers designed to enhance protections against workplace violence and address workplace harassment. The challenge for seniors’ care and service organizations is how to meet these new legislative obligations without compromising the strides made in person-centred care. Join this session and gain a better understanding of the implications of the OHSA amendments as both an employer and a care provider. Employer responsibilities will be outlined with a focus on preparing a written violence and harassment policy and conducting a comprehensive violence risk assessment. Implementing a program to control risks, provide information and instruction to employees, and report and investigate incidents will also be covered. Care issues will cover key responsive behaviours that are likely to be experienced by front-line staff, best practices associated with behavioural assessments and making decisions in the moment when managing responsive behaviours. Revisions to the Gentle Persuasive Approaches curriculum and the Public Services Health & Safety Association educational and program infrastructure will also be discussed to assist in compliance with the OHSA amendments.

The trend towards an interprofessional approach – when different health caregivers work collaboratively to deliver quality care within and across settings – speaks to these multiple demands. Hear how two long term care organizations used collaborative, interprofessional approaches to facilitate change in their homes – one involving implementation of a mentoring team program for newly hired registered staff; the other focused on work roles and accountability measures to encourage regulated and unregulated health care providers to work to the full scope of their practice. The more efficient use of scarce long term care leader resources can result in significantly-improved care outcomes, as well as workplace satisfaction. With this in mind, Hellenic Home for the Aged created a new position in 2008 – dedicated, full-time personal support work managers. Three years later these five managers hold specific responsibilities for supervising and managing support work systems and personal support workers (PSWs). Those holding the positions are neither frontline PSWs nor registered nursing staff. Find out the results of this shift, including the structural change it created in the nursing and other departments, as well as its positive impact on staff and the personal support care provided to residents. Hear how nursing staff are free to focus exclusively on clinical work while PSWs have managers focused solely on their role. Combined with the influence of RAI-MDS, the new positions are triggering even more innovative change in support work at this home. Participants will leave with ideas on a new model for managing personal support work, ways to improve personal support work, and an understanding of how such strategies can lead to more effective nursing and PSW care.

24 Canadian Staff Time and Resource Intensity verification Project (CAN-STRIvE): Findings and Future Research

The best known of the interRAI case-mix systems is the Resource Utilization Groups (RUG-III), used in long term care settings. This system uses a case-mix algorithm developed to provide a resident-specific way of allocating health care resources based on the variable costs of caring for individuals with different needs. Hear the results from CAN-STRIVE – a province-wide validation study of the RUG-III system carried out in more than 50 long term care homes, and the largest such research project outside of the United States. The presentation will include an overview of the major findings from the research and the implications for long term care. Discussion will also focus on future research directions.

Important Information

When booking your reservation at the Westin Harbour Castle Hotel, you must mention that you are a delegate attending the OANHSS convention to receive the convention room rate.

Rooms are being held for OANHSS delegates until Sunday April 24, 2011, after which time you cannot be guaranteed a room or be guaranteed the room rate. (Please note rooms were sold out at previous conventions so book early!) Check-in time is 3:00 pm and check-out time is 12:00 noon. Any reservation which fails to materialize and has not been cancelled a minimum of 24 hours prior to arrival will be charged one night’s room and tax to the credit card if provided or any deposits will be forfeited.

Registration information

Cancellations: Cancellations must be received in writing prior to Friday April 28, 2011. A $50 administration fee will apply regardless of the status of payment. Registrants who fail to attend the program or cancel after the deadline date shall be liable for the full fee. There is no charge for delegate substitutions.

Privacy Statement: Registration information is collected to process registrations and payments for education events, correspond with registered delegates, notify participants about other OANHSS programs and services and to publish delegate lists for event participants.
