CPA and the MOJ must continue to furtherdevelop a more comprehensive tiered trainingProgram of Instruction. This plan should includea method of increasing the graduation rate tomeet the system cadre requirements. Allow theCPA and MOJ to plan a more comprehensivetraining program with input from the IraqiCorrectional Officers currently employed to helpthe Iraqi people feel that they are apart of thebuilding of their future as well as what thefollow-up training requirements should be. Thisplan should allow for a reduced estimatedtimeline for the end-state of the in-servicetraining requirement to encompass more thanthe original 30,000 correctional employees.

e This recommendation is OBE. DoD isdealing with reconstruction costs/buildingprojects for both AF and IZ. Justice is workingwith DoS and DoD on this issue through theNSC. DC decision to build PEC IV in AF movingforward and in final decision stage. Constructionin Iraq is next item and will need to interfacewith Justice plan.
