SSALC Three Counties Councillors’ Training Programme
I am very pleased to introduce you to the Training Programme for 2019/20 and encourage
you to look at the content of the 70 or so briefing sessions we plan to offer this year.
In an election year we focus particularly on the needs of newly elected or co-opted
councillors to equip them to be able to operate as effective councillors as early as possible.
We have therefore arranged over 20 separate scheduled Councillor Training sessions across
the three counties plus ‘bespoke’ events arranged by request for specific councils or
clusters of councils. These sessions also serve as useful refreshers for the 3,000 town and
parish councillors across the three counties; those attending always pick up on something
new.
Other training is available such as Chairmanship, Planning and HR and specialist training is
available on request on topics such as Allotments, Cemeteries and Health Safety.
Being a local councillor becomes more complex as each year goes by, having to be aware of
changing legislation and regulations plus the opportunities for partnership working to
ensure services for your communities are preserved and maintained; all against the
background of declining budgets in our County, District and Borough Councils, the NHS and
emergency services.
Town and Parish Councils have a wide range of powers conferred upon them by statute;
some councils have adopted the Power of General Competence enabling them to do even
more for the benefit of their residents and our training programme is designed to equip all
councillors to be able to exploit the full potential.

SSALC realises the importance of councillor training and development in the context of community representation and leadership. Training will provide the basic knowledge for each councillor to operate effectively as an elected councillor.
The role that town and parish councils can play in their communities is increasing as the demand for councils to take a lead in helping their communities to become more active and self-reliant. It is hoped that SSALC training will help to maximise confidence and build the role of councillors so they can contribute positively to the business of their council.

On first becoming a parish Councillor I accompanied a fellow councillor to my
first SSALC training event and was taken back by the wealth of knowledge from
the trainers and some of my fellow delegates.
I returned to my parish council full of enthusiasm and was surprised that some
new and even the long term Councillors had never, or not attended for some
considerable time, a SSALC event.
I have now attended a number of the SSALC courses and have not only gained a
wealth of knowledge but have by way of networking made contact with other
delegates.
I would encourage that all new or existing clerks, councillors and Chairman make
training a part of their Standing Orders.
Should your council have a particular training matter why not cluster with
another councils and a bespoke event could be tailored to your needs?
Why not distribute the SSALC training booklet to your fellow councillors? I'm sure
some or all of you will be pleasantry surprised to the number of events on offer.

Chairmanship, Meeting & Employment Training

Lindsay is a Chartered Town Planner with more than 35 years experience, providing professional consultancy services on planning and development, management, training and flood and coastal erosion risk management. Lindsay has extensive senior management experience in Local Government with responsibility for delivery of a wide range of environmental services to a high standard on tight budgets.

Appraisals & HR Workshop
You will receive guidance on How to conduct a successful appraisal for both the employer
and the employee, the purpose of the appraisal, Contracts of Employment and Job
Description, The Green Book, Nationally agreed pay scales, the NALC/SLCC standard
contract of employment and job evaluation scheme, HR policies essential to have in place,
employee handbook and setting up an adequate Disciplinary and Grievance procedure.
Run by James Corrigan, Clerk to Seaford Town Council with over 27 years of Local
Government experience, James has also been a National Advisor for the Society of Local
Council Clerks, a Local Government Lawyer and holds a qualification in Management and
Human Resources.
This training is open to councillors, clerks, deputy/assistant clerks and officers.

Health & Safety
Health & Safety & Risk Assessment Workshop
A full day of training for Clerks and Councillors who are tasked with managing health and
safety within their council.
The morning session will cover Health & Safety Management and will examine general requirements for health and safety and how they apply to your council as well as providing an understanding of what you can expect from others, such as contractors.
The Risk Assessment Workshop will focus on general risk assessment and show you how to develop a suitable and sufficient risk assessment document. Delegates can bring with them any completed risk assessments to the session as a review process to ensure that they are up to date. All organisations (voluntary, not for profit, public and commercial) have to undertake risk assessments, or ensure that other people have done them properly.
Presented by Steve Granger CFIOSH of The Granger Partnership Ltd.
Steve leads the Safety and Health consultancy and is a Chartered Fellow of the Institution of Occupational Safety and Health and a Past President of IOSH, the world’s largest
professional body for health and safety professionals.
He provides guidance and management solutions through audit and inspection, consultation, development of documentation, training workshops and exercises. As a firm advocate of finding realistic solutions to managing organisational risk Steve is qualified and experienced in providing occupational safety and health advice and training. He provides technical authoring services for safety and health and is on the editorial panel for Tolley's Health and Safety at Work.
