    RESOLUTION SUPPORTING TRAP-NEUTER-RETURN (TNR) OF FERAL

    DOMESTIC CATS

    Resolution #10R- WHEREAS, Ewing Township has a feral domestic cat populationthat is continually reproducing; and

    WHEREAS, feral cats are cats who are significantly or completely unsocialized and notadoptable as companion animals; and

    WHEREAS, communities throughout the United States have determined that the

    practice of trapping and euthanizing feral cats is not effective in reducing their numbers,and the president of the National Animal Control Association likened the practice to

    bailing the ocean with a thimble; and

    WHEREAS, programs for the managed care of feral cat colonies that include trapping,

    neutering, vaccinating, and returning such cats to their habitats have proven to be

    effective in reducing the number of feral cats and are cheaper and more humane thantrapping and euthanizing; and

    WHEREAS, TNR programs are beneficial to communities and the public health because

    cats in managed colonies are vaccinated against rabies, which has positive publicconsequences, and are spayed or neutered, thereby controlling the population and

    reducing nuisance behaviors; and

    WHEREAS, the New Jersey Governors Task Force on Animal Welfare recommended

    an increase in TNR programs throughout the state; and

    WHEREAS, the New Jersey Department of Health and Senior Services calls TNR a

    facet of the solution to the free-roaming and feral cat situation; and

    WHEREAS, the National Animal Control Association supports TNR; and

    WHEREAS, over 125 municipalities in New Jersey have TNR programs; and

    WHEREAS, there is nothing in the ordinances of Ewing Township to prevent or obstruct

    the practice of TNR; and

    NOW, THEREFORE, BE IT RESOLVED by the Council of the Township of Ewing

    that TNR and the controlled feeding of managed feral cat colonies are permitted in theTownship, and

    BE IT FURTHER RESOLVED that all Ewing ordinances should be interpreted in a

    manner which facilitates the practice of TNR; and

    BE IT FURTHER RESOLVED that the Township of Ewing supports the efforts oforganizations performing TNR within the Township, and

    BE IT FURTHER RESOLVED that organizations which perform TNR in Ewing

    Township shall educate residents in the neighborhoods where they conduct TNR in an

    effort to resolve and prevent complaints.
