Introduction Based in the Philippines where mobile top‐up and mobile banking began, Telcom Live Content, Inc. (TLCI) has been a global pioneer in electronic mobile refill solutions since 2004. As one of the first to integrate successfully with ERICSSON and Huawei prepaid billing systems, TLCI’s solutions handle 40 million transactions daily in 23 countries. TLCI’s Mobile Commerce Suite, its flagship product, enables voucher‐less prepaid account refill for its mobile operator customers that eventually result into higher distribution efficiencies and substantial savings by replacing physical scratch cards and its associated administrative requirements. Meanwhile, its Mobile Money product won for its customer, ZAIN Group, the mobile industry's leading annual Global Mobile Awards as the "Best Mobile Money for the Unbanked" in February 2010. The Global Mobile Awards is an annual event held by the GSM Association honoring excellence and innovation in mobile communications. The prestigious prize recognizes how mobile technology can enrich people's lives. This TLCI product currently services 12 million customers in 7 African nations. Its dedication to innovation and responsiveness to customer needs have enabled TLCI to diversify into leading technologies, namely: Mobile Banking, Mobile Web Communications, Smart Metering, Interconnect Billing and Settlement Systems, and Secure Voucher Management. Its prestigious roster of customers includes some of the world’s leading conglomerates in the telecom and service industries such as the Airtel Group, the Etisalat Group, the ZAIN Group, and IBM. Recently, this quarter, it has added Globe Telecommunications Philippines Inc., the second biggest telecommunications company in the Philippines, as one of its new customers. Globe Philippines has procured TLC’s services for the creation of a Voucher Bridge solution – an interim solution for the migration of its voucher system from the Nokia Siemens Network‐based system to the Amdocs‐based voucher system. TLC has recently participated in another Globe project involving the latter’s SIP‐based service Yo!Click by leveraging on its previous experience with Globe on the same service after having successfully demonstrated its SIP‐based service in a Proof‐of‐Concept trial three years ago.

Etisalat is the Middle East’s largest operator and the GCC’s third largest corporation. With a market value of approximately Dhs. 80 billion (USD 20 billion) and annual revenues of over Dhs. 32 billion (USD 8.7 billion) Etisalat is today on the verge of qualifying as one of the top ten operators in the world. An estimated 2 million people benefit from regular work supplying Etisalat or its customers, including 53,000 who are directly employed by the company. In 2011, Etisalat reported annual Net Revenues of Dhs. 32.2 billion (USD 8.7billion) and Net Profits of Dhs. 5.8 billion (USD 1.58 billion) ranking Etisalat as the most profitable company in the UAE, and one of the most profitable telecoms group in the world. in 2012. Etisalat has appointed TLC as a strategic partner in 2012.
Airtel Africa provides mobile communication services in 16 African countries. Airtel’s African operations are owned by Bharti Airtel Limited, a leading global telecommunications company with operations in 19 countries across Asia and Africa. Airtel is driven by the vision of making mobile communications affordable for all to give people the freedom to meet their daily challenges and to drive economic and social development. operates through extending its networks to rural areas and through its education initiatives. Prior to Airtel’s purchase in 2010 of ZAIN’s African interests, TLCI’s extensive range of solutions has been in place in all African operations since 2006 up to the present.
Formerly known as MTC, Zain is a pioneer of mobile telecommunications in the Middle East being the first mobile operator in existence for over two decades. Today, ZAIN is a leading operator in the Middle East and North Africa covering 8 countries, namely: Bahrain, Iraq, Jordan, Kuwait, Morocco, Saudi Arabia, Sudan, and South Sudan. In 2008, ZAIN became the 4th largest mobile operator in the world in terms of geographical presence with operations in 15 African countries and in 7 Middle Eastern countries. By 2010, Zain had taken the strategic decision to focus on its Middle East and North Africa operations by divesting its African interests to Bharti Airtel Limited in June 2010. TLCI’s extensive range of solutions has been widely installed in ZAIN operations since 2006.
Originally founded in 1911 with headquarters in New York, USA, IBM is a renowned multinational services company that holds the record for the most patents produced in 19 consecutive years. In 2012, Fortune Magazine ranked IBM the 2nd largest U.S. firm in terms of number of employees (433,362), the 4th largest in terms of market capitalization, the ninth most profitable, and the 19th largest firm in terms of revenue. Globally, IBM was ranked as the 31st largest in terms of revenue by Forbes for 2011. Through its Indian subsidiary, IBM has outsourced its support activities to TLCI since 2010 in mobile commerce and in interconnect billing and settlement systems.

Offerings Mobile Commerce Suite
The Mobile Commerce Suite provides an innovative method of selling prepaid airtime distribution as a complementary mechanism from traditional scratch cards or physical vouchers. It allows transfer of funds from one distributor to the end‐user retailer and eventually to consumers. Mobile Commerce Suite supports both retail (B2C) and wholesale (B2B) business models. Designed in cost‐efficient, resilient, secure, and scalable 3‐tier architecture, the Mobile Commerce Suite consists of 3 major functional modules, namely: Mobile Top‐up – removes the need for physical prepaid cards or vouchers as
balance refills are done directly via mobile phone without the need for secret numbers; results to savings from physical vouchers and its associated administrative and logistical costs,
Me2U – allows seamless transfer of prepaid account balances between two mobile accounts in variable amounts; results to higher usage and increased customer loyalty through sharing abilities, and
Electronic Vouchers via SMS – facilitates the distribution of voucher data in an electronic form in lieu of physical vouchers; results to a more secure and faster distribution of electronic voucher data via SMS as compared to the manual transport of physical vouchers.

Mobile Banking/Mobile Wallet
Recently awarded as the "Best Mobile Money for the Unbanked" in the 2010 annual GSM Mobile Awards by the GSM Association, TLCI's Mobile Banking solution enables flexible integration with financial institutions from basic batch file transfer methods to advanced XML‐based integration methods. Coupled with TLCI's long and proven experience in successful integrations with various telecom billing platforms, the TLCI Mobile Banking solution affords full, rapid, and seamless integration owing to its full end‐to‐end operational experience covering both mobile and banking systems. TLCI's Mobile Banking solution adheres to the strictest security standards available for financial transactions through full compliance with ISO 8583 which is the de facto standard for systems that exchange electronic transactions made by cardholders using payment cards. The Mobile Banking solution is a real international system as it is only one of a few mobile banking systems globally with full multi‐currency capabilities. The solution's modular design affords full reusability, serviceability, and deployment ease. Its scalability is not only limited to a national level but also on an international level with its full multi‐currency features and its inter‐country transactional capabilities as it leverages on the cross‐border balance transfer and electronic refill functionality available with the Mobile Commerce Suite.

Smart Metering
The advent of Smart Meters has allowed public utility operators such as electricity companies to leverage on the mobility and ubiquity of mobile network technology. This has rendered better efficiencies and increased savings to utility operators through remote and automated reading of meters as opposed to physical meter reading by people and through timely meter reading and bill processing. A clear application of Smart Metering is in prepaid electricity. Unlike other products in the same area, TLCI’s Smart Metering solution has the following unique advantages, namely:
Full remote measurement and control capabilities ‐ a majority of the products currently available in the market today only have measurement capabilities, and
Remote user control via the Web or via mobile phone ‐ most products available worldwide only offer Web capabilities for reporting. User remote control of smart meters via the Web or through mobile phone is predominantly absent.
TLC has developed its own Meter Data Collection System (MDCS) and Meter Data Management System (MDMS) which seamlessly integrates with its Mobile Money and Secure Voucher Management platforms. Through its partnership with a European prepaid meter manufacturer, TLC affords its customers a turnkey, end‐to‐end Advanced Metering Infrastructure (AMI) solution.

Secure Voucher Management
The Secure Voucher Management (SVM) application is a niche product by TLCI that addresses the challenges of efficiency, security, and connectivity in voucher management. This unique product enables the most secure, efficient, and directly integrated means of generating prepaid vouchers and of transmitting voucher data to prepaid card manufacturers and Billing platforms SVM allows mobile operators or any company with voucher requirements to generate, encrypt, and transmit vouchers securely from start to finish. Efficiency Most telecom operators generate and send voucher data to voucher manufacturers in a user‐intensive manner or in a semi‐automated mode. SVM offers full automation of voucher‐related processes from generation to delivery to voucher manufacturers. Security SVM flexibly offers four types of encryption algorithms, either single or combined, in AES, DES, 3DES, and PGP modes. TLCI's Secure Voucher Management has unique competitive advantages versus most systems available in the market today, namely: Secure transmission throughout the whole process ‐ from generation to
printing. Unlike other solutions which require manual decryption intervention between generation and distribution, SVM's files are fully encrypted throughout the full voucher management cycle. This is because SVM has a built‐in multi‐dealer distribution feature allowing for the secure and selective transmission of voucher data which no longer necessitates any decryption, process. This prevents fraud and exposure to financially sensitive data, and

Direct and automated transmission of encrypted voucher data to voucher
manufacturer. Unlike other systems that require decryption prior to printing, the voucher data sent to the manufacturer are always in encrypted format. This prevents the possibility of fraud within the voucher manufacturer premises as all voucher data remain encrypted. Decryption only occurs during the printing process.
Integration with external Third‐Party Systems As an integral feature of SVM, built‐in integration with financial systems such as Oracle Financials is available. In addition, the usual tasks of generation and activation can be linked to the financial system. SVM is fully compatible and interoperable with all major prepaid telecom billing systems (HUAWEI, ERICSSON, and NOKIA‐SIEMENS).

Other Offerings Mobile Web Phone Mobile Web Phone (MWP) is a software application that allows users to make free or cheap calls anywhere in the world as long as one has an Internet connection. Mobile Web Phone's unparalleled portability ranges from personal computers to Wi‐Fi‐capable smart phones. Unlike most common software phones available in the Web today, MWP is the most flexible and widely available given its presence in both Mac and Windows versions for personal computers and in Symbian, Android, and iPhone OS smart phones. MWP's unique feature compared to similar products in the market today is its having its own mobile number which makes it similar to a mobile phone subscription. This feature allows MWP subscribers callback features as well as all features normally available to local mobile subscriptions. Machine‐to‐Machine (M2M) In addition to its Smart Metering solution, TLC has ventured into GPS tracking applications. Mobile Point‐of‐Sale (MPOS) TLC has developed for one of its potential customers in Myanmar and in Papua New Guinea a paperless method of customer registration via mobile. TLC’s potential customers intended to use this application to register customers in the countryside in a cost‐effective paperless manner. Using smartphones such as the Galaxy S3 or Galaxy S4, a field sales agent can collect payments as well as gather information about the customer – data (via an electronic form), photos, signatures, and fingerprints (via a specially connected fingerprint scanning device) ‐ all in one customized mobile application. This environment‐friendly solution affords a streamlined paperless, automatically upload‐able, and geographically‐agnostic method of registering customers.

Customized Mobile Applications Development TLC maintains a talented slew of highly experienced professionals in the field of mobile applications development. Its extensive experience covers iOs, Android, and Symbian mobile operating systems. This experience is evidently demonstrated in TLC’s WAP‐based applications and specialized mobile application clients in its Smart Metering and location‐based service applications. One of TLC’s ongoing projects is with Etisalat Dubai for the Mobile Ordering Cloud, a consortium of restaurants and retailers, among these, Pizza Hut, Emirates General Market, Tim Hortons, and Carrefour.
