BACKGROUNDThe State Bar of Texas, an administrative agency of the state’s judicialbranch, is charged with many responsibilities, including providing edu-cational programs for the legal profession and the public, administeringthe Minimum Continuing Legal Education program for attorneys, andmanaging the grievance process. A public corporation whose fundingsources include lawyers’ dues and continuing legal education programfees, the State Bar of Texas receives no appropriations from the State’sGeneral Revenue Fund. The State Bar is subject to sunset review by theLegislature and successfully underwent that process for the fourth timein 2017.

The State Bar of Texas had its beginning in 1882 when 300 lawyers andjudges gathered in Galveston to form the Texas Bar Association.Desiring to establish a better vehicle through which attorneys wouldmaintain the highest ethical standards, a bar committee began in 1927to draft a bill that would unify the bar through legislation allowing fur-ther controls over standards of legal practice. The State Bar Act, whichwas adopted by the Legislature in 1939, mandated that all attorneyslicensed to practice law in Texas be members of the State Bar.

ORGANIZATIONThe State Bar of Texas is governed by a board of directors. Its membersreceive no compensation and are elected by the membership or appoint-ed. The State Bar includes committees, boards, sections, and divisionsthat are run by more than 4,500 volunteers, both lawyers and non-lawyers. Their responsibilities include general oversight of the bar, pro-viding assistance to local bar associations, developing continuing legaleducation programs for attorneys, conducting educational activities forthe public, and administering the grievance system. The staff at the bar’sheadquarters in Austin and in regional grievance offices in Dallas,Houston, and San Antonio supports the work of the volunteers.

TEXAS LAW CENTERLocated in the Capitol Complex at 15th and Colorado streets in Austin,the Texas Law Center is the State Bar’s headquarters. It is near theSupreme Court Building and State Capitol. The Law Center also housesthe Governor Bill and Vara Daniel Center for Legal History, which fea-tures changing displays of legal history.

The State Bar of Texas Public Information Department manages a libraryof free legal resources created by the Texas Young Lawyers Associationand the bar. The resources are designed to help the public navigate

multiple areas of the law. They are not intended as legal advice; nor arethey a substitute for a lawyer.

The catalog of titles includes publications targeted for attorneys.Combined, it constitutes more than 130 pamphlets, videos, and web-based projects on topics ranging from when to obtain a will, helping

children understand divorce, enumerating tenants’ rights, educating onthe dangers of underage drinking, and addressing special education laws

in Texas, among many others.

Free legal resources for the public can be found attexasbar.com/resources. Resources aimed at attorneys are found at

tyla.org/resources.

The titles are requested by and distributed free of charge to individuals,law firms, courts, and law-related organizations throughout the state.During FY 2019-20 the Public Information Department distributed
