Dear Assoc. Prof. Dr. Kamjorn,

It is a great honour to inform you that the Government of Japan has decided to offer scholarships to Thai students under the Japanese Government (Monbukagakusho: MEXT) Scholarship for the academic year 20 i 6. There are two programmes as follows.

1. College of Technology Students Programme

Applicants for this programme must be from 17 to 21 years of age as of April 1, 2016. They must have completed a school cuniculum equivalent to an upper secondary school (a 11-year or longer curriculum starting at elementary school, or will satisfy such qualificatjon by March, 2016. Applicants must have acquired more thanJ.00 in cumulative average credits (GPA) at upper secondary school.

Students will study at the College of Technology for four (4) years beginning from April 2016. This tenure includes a one-year course in the Japanese language and other subjects as preliminary education to the college of technology education. A few grantees who have been recognized as having special reasons to continue study in a Japanese university may have the term of scholarship extended upon successful examination by MEXT provided that he/she has outstanding academic achievement that meets certain criteria.

2. Specialized Training College Stud~nts Programme

Applicants for this programme must be from 17 to 21 years of age as of April 1, 2016. They must have completed a school curriculum equivalent to an upper secondary school (a 11-year or longer curriculum staiiing at elementary school, or will satisfy such qualification by March, 2016. Applicants must have acquired more than 3.00 in cumulative average credits (GPA) at upper secondary school.

Students will study at a Japanese Specialized Training School for vocational training for the period of three (3) years beginning from April 2016. This tenure includes a one-year course in Japanese Language and other subjects as preliminary education. A few grantees who have been recognized as having special reasons to continue their study in a Japanese university may have the term of scholarship extended upon successful examination by MEXT provided that he/she has outstanding academic achievement that meets certain criteria.

In this regard, please select and recommend various students who are qualified for these two programs to the Embassy of Japan by Wednesday, July l, 2015 together with a list of applicants, application forms and other necessary documents mentioned in the guide line and application form.

3. The written examination and interview

The written examination is given in 3 subjects: English, Mathematics and Physics or Chemistry (to be chosen according to each applicant's intended major) for College of Technology Students, and 2 subjects: English and Mathematics for Specialized Training College Students.

The schedule for written examination will be held on Sunday, July 26, 2015 from 08:30-15:00 hours. The venue of the written examination, the Embassy would like to have your kind cooperation to provide a place for the written examination.

The result of the successful applicants of written examination will be announced on Wednesday, August 5, 2015 at 16:00 hours at the Embassy's website at http: //w-vvw.th.emb-japan.go.jp, and at Bureau of International Cooperation, Ministry of Education.

The interview for those who passed the written examination will be held on Friday, August 7, 2015 between 09:00-17:00 hours at the Embassy of Japan. Therefore, it would be much grateful if the Ministry could kindly nominate 2 officials from the Ministry to the Embassy to take part of the. selection committee members at the interview.

The final selection will be made in Japan and the result will inform to the Embassy of Japan not later than the end of January 2016.

Attached herewith are the information and preliminary application forms of the scholarship programs for your reference and consideration.

Note 2: (4) Materials engineering may not be studied in combination with other fi elds of study. Ap plicants wishing to choose more than one major , should select their first, second and third choice of major from ones under "(4) Materials engineering."

Communication, Management Information Engineering, etc.) may have difficulties in finding colleges of technology capable of accepting them.

2. QUAIJFICATIONS AND CONDITIONS

The Ministry of Education, Culture, Sports, Science and Technology (MEXT) is now accepting applications

from overseas students for study in japan. Our aim is to foster human resources who will become bridges of

friendship between your country and Japan through study in Japan and who will contribute to the development of both countries and the wider world.

(1) Nationality:

Applicants must have Thai nationality. Applicants with no official nationality are also eligible lo apply.

An applicant who has Japanese nationality at the time of application is not eligible. However, persons with

dual nationality who hold Japanese nationality and whose place of residence at the time of application is

outside of Japan are eligible to apply as long as they choose the nationality of the foreign country and give up

their Japanese nationality by the date of their arrival in Japan. Applicant screening \viii be conducted at the Embassy of Japan/ Consulate General of Japan in Thailand.

(2) Age:

The Applicant must be from 17 to 21 years old as of April 1, 2016 (i.e. born between April 2, 1994 and April 1, 1999)

(3) r\ cademi'-' Cackground:

Applicants, in principle, must have graduated from an upper secondary school (viz. have completed 11

years of school education starting from elementary school). Applicants who will meet the above qualificat ions

by March 2016 are eligible

(4) Academic Records (GPA):

Applicants must have more than 3.00 in cumulative average credits at an upper secondary school.

(5) Japanese Language:

Applicants must be willing to learn Japanese . Applicants must be interested in Japan and be willing to

deepen their understanding of Japan after arriving in Japan. In addition, in general, applicants must be willing to receive college of technology education in Japanese.

(6) Health:

Applicants must be mentally and physically healthy enough to pursue study at a college of technology in Japan. An applicant who wishes to major in maritime engineering must have 0 .6 or more vision in either eye with or without glasses, and no color-blindness.

(7) Arrival in Japan:

In principle, the selected applicants must be able to leave for and arrive in Japan between the 1st and 7th of April 2016.

(8) Visa Requirement:

Applicants must acquire College Student (ryugaku) visas before entering Japan. They then enter Japan

with the College Student (ryugaku) res idence status. Please also note that those who change their visa status

to one other than College Student after arrival in Japan will lose their qualification to be Japanese

Government Scholarship recipients from the date when their visa status changes .

(9) Othe rs:

After returning to the home country, former scholarship recipients shall cooperate with the conducting of

post-return survey questionnaires , participate in events conducted by Japanese diplomatic miss ions in their country, and work to improve re lations between the home country and Japan.

(10) Any applicant who meets any or all of the following condit ions is ineligible. If identified a~er the start of

the scholarship period, the applicant will be required to withdraw from the schola!"ship:

CD Those who are military personnel or military civilian employees at the time of their arrival in Japan; @ Those who cannot arrive in Japan during the period des ignated by MEXT or the accepting university; @ An applicant who is a previous recipient of a Japanese government scholarship;

@ Those who are curre ntly enrolled at a Japanese university with a College Student (ryugaku) residence

status; those enro lled, or scheduled to be enrolled, at a Japanese university as a privat ely fin anced internat ional student during the period when the scholarship applicat ion was fil ed in the home country un til prior to the star t of t he provis ion of the scholarship; This does not apply to current se lf-fin anced

internat ional stude nts at Japanese univers it ies who will complete the ir courses of study a nd return to their countries before the end of the cu rre nt fiscal year;

® Recipients of scholarships from institutions other than MEXT (i ncluding government inst itut ions in

their home countries) that overlap wi th the Japanese Governme nt Scholarship (Prospective benefi ciaries are include d);

® Applicants who are expected to graduate at the time of applicat ion and cannot satisfy the qualifi cat ions and t he cond itions re lated to academic background by t he deadline given; or

(]) Holders of dual nat ionali ty at t he t ime of applicat ion who cannot verify t hat t hey wi ll give up Japanese nationality by the time of t he arrival in j apan .

3. PERIOD OF SCHOLARSIIlP

(1) The scholarship pe riod will last for four years from April 201 6 to March 2020, includ ing one- year

preparatory education in the Japanese language and other subjects due to_b_e_ provided upon arrival in Japan. For scholarship grantees majoring in marit ime e ngineering, the scholars hip pe riod will be four and a half years , last ing up to September 2020.

(2) If a grantee graduates from a college of technology and is ad mit ted fo r e nro llme nt in an advanced course

at a college of technology or university as a junior transferee, he/ she may have t he period of his / he r scho larship exte nded upon successful examination by MEXT and provided that he/ she has outs tanding acade mic achievement that meets certain cri teria. If a grantee completes an advanced course at a college

of technology and satisfies t he req uirements established by the Nationa l Instit ution fo r Academic Degrees and University Evaluation, he / she may apply to the Instit ution for a bachelor's degree in e ngineering.

4. SCHOLARSHIP BENEFITS

(1 ) Allowance : 117,000 yen per month. (I n case that the recipie nt research in a designated region, 2,000 o r 3,000 ye n

pe r month will be ad ded. The monetary amoun t each year may be sub ject to change due to budgetary reasons. ) The scholars hip is cancelled in principle if t he rec ipient is abse nt from the college of technology or preparatory Japanese-teaching institut ion for an extended period.

The scholarship will be also cancelled in principle in t he fo llowing s it uations . If the recipie nt has been receiving the scholarship despi te his/ her fa lling under any of t he fo llowing sit uations , the recip ie nt will be

orde red to return the amoun t of scholarship that he/ she received during t he period wherein he/ she was

invo lved with any of the fo ll owing situations.

Expe nses such as inland transportat ion from his/ her home address to the internat ional airport , airpor t tax, airport usage fees , special taxes on trave l, or inland transportat ion within Japan will NOT be covered. ® T ransportat ion from Japan: In princip le , the recipient who returns to his / her home country within the fi xed period after the

(4) Final Selection at MEXT

MEXT will perform the final selection among the recommended candidates worldwide and select

the scholarship grantees. Therefore, applicants who have passed the primary screening at the ,Japanese

~tion (the Embassy of ,Japan) are not automatically accepted as scholarship grantees.

* The result of the final selection will be notified to each applicant by the Embassy of j apan not later than the end of January, 2016.

7. EDUCATION AT COLLEGE OF TECHNOLOGY

(1) Entrance into a College of Technology:

A grantee who has completed the prescribed course at the preparatory school will go on to a college of

technology designated by MEXT. The college of technology will be decided by MEXT upon consultat ion with

the college concerned. No objection by the grantee against the decision will be allowed. An Applicant who

wishes to major in maritime engineering must have vision of 0.5 or more in either eye with or without glasses, and no color-blindness.

(2) Graduation:

A college of technology operates under a five -year course requiring graduation from a junior high school

for entrance, but the grantees of this scholarship will be enrolled into a third-·year course and receive

specialized education for three years prior to graduation (or three and a half years for those who major in

maritime engineering). A grantee who graduates will be awarded a diploma and an associate degree.

All classes will be given in the Japanese language.

(4) Change of Major Field:

A grantee will not be permitted in principle to change his/her major field of study.

9. NOTES (1) The recipient is advised to learn, before departing for j apan, the Japanese language and to acquire some

information about Japanese weather, climate, customs, university education, and conditions in Japan,

as well as about the difference between the Japanese legal system and that of his / her home country.

(2) As the first installment of the scholarship payment cannot be provided immediately upon the recipient's

arrival, the recipient should bring approximately US $2,000 to cover immediate needs after arrival in

Japan.

(3) Accommodations : CD In principle, each grantee will be able to live in a dormitory during the preparatory education. ® After entering a college of technology, a grantee will be able to live in a dormitory belonging to the

college.

(4) The English texts attached to the Application Guideline and t he Application Form are for convenience

only. English expressions do not change the Japanese content, so if you have any questions about the

content of the written text, you should inquire at the Japanese diplomatic mission.

(5) In addition to the regulations st ipulated in this guideline, those that are necessary to implement the

Japanese Government Scholarship are determined by the Japanese government.

accepting colleges or it is difficult to be accepted at a college because the period of study exceeds that of the MEXT scholarship.

2. QUALIFICATIONS

The Ministry of Education, Culture, Sports, Science and Technology (MEXT) is now accepting applications

from overseas students for study in Japan. Our aim is to foster human resources who will become bridges of friendship between your country and Japan through study in Japan and who will contribute to the development of both countries and the wider world.

(1) Nationality:

Applicants must have Thai nationality. Applicants with no official nationality are also eligible to apply.

An applicant who has [apanese nationality at the time of application is not eligible. However, persons with

dual nationality who hold Japanese nationality and whose place of residence at the time of application is

outside of Japan are eligible to apply as long as they choose the nationality of the foreign country and give up their Japanese nationality by the date of their arrival in Japan. Applicants screening will be made at the

Embassy of Japan/ Consulate General of Japan in Thailand.

(2) Age:

Applicants must be from 17 to 21 years old as of .i\pril 1, 201 6 (i. e . born beh,·een .'\pri l '.2 , 1991 :ind April 1, 1999)

(3) Academic Background:

Applicants must either have completed 12 years of regular school education or have graduated from a school equivalent to an upper secondary school in Japan. (Applicants who will meet the above qualifications

by March 2016 are eligible.)

(4) Academic Records (GPA):

Applicants must have more than 3.00 in cumulative average credits at an upper secondary school.

(5) Japanese Language: Applicants must be willing to learn Japanese. Applicants must be interested in Japan and be willing to

deepen their understanding of Japan after arriving in Japan. In addition, in general, applicants must be willing to receive specialized training college education in Japanese.

(6) Health: Applicants must be free from any mental or physical disabilities that would impede the pursuit of study

at Japanese schools.

(7) Arrival in Japan: In principle, the selected applicants must be able to leave for and arrive in Japan between the 1st and

7th of April 2016.

(8) Visa Requirement: Applicants must acquire College Student (ryugaku) visas before entering Japan. They then enter Japan

with the College Student (ryugaku) residence status . Please also note that those who change their visa status

to one other than College Student after arrival in Japan will lose their qualification to be Japanese

Government Scholarship recipients from the date when their vi sa status changes.

(9) Others:

After returning to the home country, former scholarship recipients shall cooperate with the conduct ing of post-return survey questionnaires, participate in events conducted by Japanese diplomatic missions in their country, and work to improve relations between the home country and Japan.

(10) Any applicant who meets any or all of the following conditions is ineligible. If identified after the start of the scholarship period, the applicant will be required to withdraw from the scholarship: CD Those who are military personnel or military civilian employees at the time of their arrival in Japan;

® Those who cannot arrive in Japan during the period designated by MEXT or the accepting university; ® An applicant who is a previous recipient of a Japanese government scholarship; © Those who are currently enrolled at a Japanese university with a College Student (ryugaku) residence

status ; those enrolled, or scheduled to be enrolled, at a Japanese university as a privately financed international student during the period when the scholarship application was filed in the home country until prior to the start of the provision of the scholarship. This does not apply to current self-financed international students at Japanese universities who will complete their courses of study and return to their countries before the end of the current fiscal year; ® Recipients of scholarships from institutions other than MEXT (including government institutions in

their home countries) that overlap with the Japanese Government Scholarship (Prospective beneficiaries are included) ; ® Applicants who are expected to graduate at the time of application and cannot satisff the

qualifications and the conditions related to academic background by the deadline given; or (!) Holders of dual nationality at the time of application who cannot verify that they will give up Japanese nationality by the time of the arrival in Japan.

3. TERM OF SCHOLARSHIP

(1) The scholarship period will last for three years from April 2016 to March 2019, including one-year preparatory education in the japanese language and other subjects due to be provided upon arrival in

Japan.

(2) If a scholarship grantee graduates from a specialized training college and is admitted to a Japanese university as a junior transferee, he/ she may have the period of his/ her scholarship extended upon successful examination by MEXT and provided that he/ she has outstanding academic achievement that

meets certain criteria.

4. SCHOLARSHIP BENEFITS

(1) Allowance: 117,000 yen per month . On case that the recipient research in a designated region, 2,000 or 3,000 yen

per month will be added. The monetary amount each year may be subject to change due to budgetary reasons.) The scholarship is cancelled in principle if the recipient is absent from the specialized training college or preparatory Japanese-teaching institution for an extended period. The scholarship will be also cancelled in principle in the following situations. If the recipient has been receiving the scholarship despite his / her falling under any of the following situat ions, the recipient will be ordered to return the amount of scholarship that he/ she received during the period wherein he/ she was involved with any of the following

situations. CD The recipient is determined to have made a false statement on his/ her application; ® The recipient violates any article of his / her pledge to the Minister of Education, Culture, Sports,

Science and Technology; ® The recipient violates any Japanese laws ; @) The recipient is subject to disciplinary action by the specialized training college, including expulsion;

@ It has been determined that it will be impossible for the recipient to complete the training course within the standard time period because of poor academic grades or suspension from the specialized training college; .

@ The recipient' s residence status has changed to one other than College Student as defined in the Appended Table 1-4 of the Immigration Act;

(]) The recipient has received a scholarship from another institution (excluding those specified fo r research expenditures); or

® The recipient has proceeded to a higher level of education without receiving approval for an extension of the period of the scholarship.

(2) Traveling Costs

CD Transportation to Japan:

The recipient will be provided, according to his / her itinerary and route as designated by MEXT, with an economy-class airplane ticket from the international airport nearest to his/ her home country residence * to the New Tokyo International Airport or any other international airport that the appointed university usually uses. Expenses such as inland transportation from his/her home address to the international airport, airport tax, airport usage fees, special taxes on travel, or inland transportation within japan will NOT be covered. (*The address in the country of the recipient's nationality stated in the application form is in principle regarded as the recipient 's "home country residence .")

® Transportation from Japan:

In principle, the recipient who returns to his / her home country within the fixed period after the expirat ion of his/her scholarship will be provided, upon applicat ion, with an economy-class airplane ticket for travel from the ew Tokvo International Airport or any other international airpor that the

appointed university usually uses to the international airport nearest to his/ her home add ress . Note 1: If a grantee returns home without an extension though having applied for extension of

scholarship period, he/ she will not be paid travel expenses to return home in general. Note 2: Any aviation and accident insurance to and from Japan shall be paid for by the rec ipient. Note 3: If a grantee continues to stay in Japan after the scholarship period has ended, he/ she will not

be paid trave l expenses to return to the home country for a temporary return.

(3) Tuition and Other Fees: Fees for t he entrance examination, matriculation, and tuition at universities will be paid by the Japanese

government.

5. SELECTION AND APPLICATION PROCEDURE IN THAILAND

The Embassy of j apan and the Ministry of Education of the Thai Government will perform primary screening of applicants by means of submitted application documents, interviews and academic examinations .

7. EDUCATION AT PREAPRATORY EDUCATION PRIOR TO PLACEMENT AT SPECIAI.JZED TRAINING COLLEGE

(1) Preparatory Education:

Each grantee will be enrolled at a preparatory school designated by MEXT for a one-year intensive

course in the Japanese language and other subjects necessary for preparation for proceeding to a specialized training college. The preparatory course lasts for one year, mainly consisting of education in the Japanese language as well as in Japanese affairs, etc.

(2) Change of Major Field of Study:

A grantee will not be permitted to change his/her major field of study.

(3) Point for consideration:

A grantee will not be allowed to proceed to a college of technology if he/ she is determined to be incapable of completing the prescribed course at the preparatory school. (The grantee will be required to return to his/ her home country upon such determination.)

8. EDUCATION AT SPECIAI.JZED TRAINING COLLEGE

(1) Entrance into Specialized Training College: A grantee who has completed the prescribed course at the preparatory school will go on to a specialized

training college designated by MEXT. The specialized training college will be decided by MEXT upon consultation with the college concerned. No objection by the grantee against the decision will be allowed.

(2) Graduation: A grantee of this scholarship will be enrolled into a postsecondary course of a specialized training

college that requires graduation from an upper secondary school for entrance eligibility and receive professional education for two years prior to graduation. A grantee who graduates will be awarded a diploma.

(3) Language Used in Education: All classes will be given in the Japanese language.

(4) Change of Major Field: A grantee will not be permitted in principle to change his/her major field of study.

9. NOTES

(1) The recipient is advised to learn, before departing for Japan, the Japanese language and to acquire some information about Japanese weather, climate, customs, university education, and conditions in Japan, as well as about the difference between the Japanese legal system and that of his / her home country.

(2) As the first installment of the scholarship payment cannot be provided immediately upon the recipient's arrival, the recipient should bring approximately US $2,000 to cover immediate needs after arrival in Japan.

(3) Accommodations: CD In principle, each grantee will be able to live in a dormitory during the preparatory education. ® After entering a specialized training college, a grantee will be able to continue to live m the

aforementioned dormitory or other residential accommodations introduced by the college.

(5) In addition to the regulations stipulated in this guideline, those that are necessary to implement the Japanese Government Scholarship are determined by the Japanese government.
