Steps towards EGTC

Participation in the first and second steps of the ADRIA strategic project (2007-2013 IT-SLO territorial cooperation programme) which forsees the planning of a light underground and the institution of the first EGTC.
October 2009 – January 2010
Preparatory works of the Italian-Slovenian mixed group of the threee municipalities, Informest and CEI (Central European Initiative).
January 21staand February 18th 2010

The EGTC is approved by the Slovenian government. The Italian government asks for some purely formal changes to the documents.

The Italian government approves the EGTC.

The EGTS has been registered and acquires juridical personality

Notice of institution publication in the Official Journal of the European Union and in the Italian Republic Official Journal and formal achievement of the procedure.

Headquarters: Gorizia (Italy); temporarily c/o Informest
Legislation: Italian
Duration: unlimited, subject to Assembly’s decision and according to EU legislation provisions
Juridical form: recognized no-profit association with juridical personality operating under public law
Territorial jurisdiction: Members’ territory; Participation to the EGTC is open to other public institutions or operating under public law as ‘associated members’ – conditions settled by the Assembly
Working languages: Italian and Slovenian, all EGTC bodies have two working languages and all their work is bilingual
Costs:- 50% of the start-up fund covered by the Italian partner and 50% by the Slovene one- Self sustenance through fund raising

Strenghts and weaknesses
• Strategic coordination of the policies in the field of local transport, Energy and natural resources management; healthcare and welfare services; culture and training, urban planning
• Implementation of territorial cooperation programmes and projects co-financed by the EU or other financing sources.
• Open consultation for the criteria of the new 2014-2020 EU programming period in which the EGTC will be able to give a substantial contribution as a cross-border institution, representative of the territory
• Option for the management of ITI within Italy-Slovenian CBC programme
• Lack of clear guidelines on how to concretely design ITIs
• New Programming tools are creating great expectations for local stakeholders but programming bodies are still reluctant and are not encouraging their activation
• EGTC is much more seen as a «container» rather than a tool for the achievement of concrete results
• In spite of the great opportunity offered by the new programming period tools (territorial approach, role of EGTC, multi-fund options) institutions are adopting a conservative approach rather an innovative one
