The variable is given as an education code according to the Swedish Educational Terminology (SUN

code).

Minor changes to existing SUN codes have taken place 1990-1999.

As of 2000, the new version ‘SUN 2000’, which is adapted to the international ISCED 97

(International Standard Classification of Education), is used. Unlike the older SUN, SUN 2000

consists of two parts; a level module, SUN2000Niva, and an orientation module, SUN2000Inr, see

www.scb.se/statistik/UF/UF0506/SUN2000English%20version.doc for further information about the

SUN 2000.

Note 1: Using a conversion guide, the old SUN variable HEducSUN has been converted to the SUN

2000 variables for level and orientation for the years 1990-1999, see below. (Quality problems for

some educational levels, 31/32 and 41/52, arise at conversion.)

Note 2: For its 2000 version, the Register of Education underwent major changes to improve quality,

The level module consists of three positions, where the first digit indicates the level of the education in

ISCED 97. The second digit indicates the theoretical duration of the education in number of years

(except for level 0-2 where the duration of the education is not indicated). The third digit indicates the

type of education. Primarily, it distinguishes between vocationally-oriented education and more

general education and between education that is completed with a diploma/degree and education that

is completed without a diploma/degree.

In 1990, the variable sums Cash gross wages and salary and Income from firm (rörelse)/Income from

agricultural property (cultivated).

From 1991 onwards, the variable sums Cash gross wages and salary and Income from active business

activity (näringsaktivitet) if Income from active business activity is positive, otherwise the variable

only accounts for Cash gross wages and salary.

For the variable Income from firm (rörelse)/Income from agricultural property (cultivated) in 1990, the

part of Income from other property that in 1991-2002 is included in Income from active business

activity is not included. This cannot be specified in the income statistics of 1990.

Up to and including 30 June 1992, sickness benefit (employer administration) is included in Summed

income. Employer administration concerns primarily central government employees. Starting 1

January 1992, the sickness pay that the employer pays at shorter sickness absence (the first 14 days of

a sickness period) is included in Summed income.

Apart from the central government employees, Summed income increases with the sickness pay

amount as compared to the years 1990 and 1991. This increase concerns employees with an

employment duration of at least one month, who in this way, as compared to self-employed persons on

sick leave, contractors, and the short-term employed, get a larger summed income. For central

government employees, as of 1 July 1992, the sickness compensation that is included in Summed

income is limited to compensation for the first 14 days of the sickness period.

From 1 July 1997 to 31 March 1998, the sickness pay includes the first 28 days of a sickness period,

which means that summed income to an even larger extent, during this period, includes also

compensation in connection to sickness. From 1 April 1998 to 30 June 2003, the sickness pay period

includes 14 days. From 1 July 2003 to 31 December 2004, the first 21 days of a sickness period are

included. Starting 1 January 2005, the first 14 days of a sickness period are included.

In this aggregated version of the Swedish GGS Second Wave dataset, forvink is given five valid

categories: No earning from main job or business, 1-149,999 SEK, 150,000-299,999 SEK, 300,000-

449,999 SEK and 450,000 SEK or more. Information on the precise value of the range amount

received from a main job or business is available in the disaggregated version of the dataset.

Occurrence of retirement/occupational pension 1990-2015 (aldtjptyp)

Indication for whether an individual, during the year in question, has received retirement pension in

the form of basic pension (folkpension)(1990-2002), general supplementary pension (ATP)(1990-

2004), incomce pension (2003-), supplementary pension (2003-), premium pension (2003-), guarantee

pension (2003-), occupational pension for employees in industry and commerce, employees in local

authorities and regions, central government employees, employees in a state-owned enterprise (1994-),

occupational pension according to an individual occupational pension agreement (1991-), occupational

and supplementary pension for private sector employees (1994-), or other occupational and

supplementary pension (1994-).

Changes from 1990 onwards that may affect the occurrence of retirement/occupational pension:

For 1990, the variable “Occupational pension according to an individual occupational pension

agreement between employer and employee” cannot be accounted for since it cannot be specified in

the source material to which the database has access. (In 1991, 52,402 individuals received this

occupational pension.)

For the years 1990-1993, “other occupational and supplementary pension” cannot be created. Other

occupational and supplementary pension includes occupational and supplementary pension for

employees in cooperatives (KAP and KTP) and other smaller payers of occupational and

supplementary pension. That this variable cannot be created results in an underestimation of the

number of individuals with occupational pension for these years. (In 1994, 103,329 individuals

received “other occupational and supplementary pension”.)

From 1993 onwards, entitlement to basic pension is assessed according to new criteria. The same rules

now apply for both Swedish and foreign citizens. These rules have made it somewhat easier for

foreign citizens to obtain basic pension. Also the extended opportunity to receive partial retirement

pension as of 1 July 1993 may have led to an increase in the number of retirement pensioners.

In 1998, the age limit for the right to “early withdrawals” of retirement pension is raised from 60 to 61

years.

In 2003, the first payments according to the new retirement pension system take place. At the same

time, sickness/activity compensation, the successor of the disability pension/sickness benefit, stop

being part of the general pension system. In connection to this, the possibilities to account for the

amounts being paid also differ from earlier. Before 2003, the full basic pension (folkpension) and

general supplementary pension (ATP) amounts for the year in question were accounted for as

disability pension/sickness benefit when the basic pension/general supplementary pension code

indicated disability pension/sickness benefit for the last payment of the year. If the basic

pension/general supplementary pension code indicated retirement pension for the last payment of the

year, the full amount was accounted for as retirement pension. Starting in 2003, this association

between the two payment systems no longer exists.

Occurrence of disability pension, sickness benefit or sickness/activity compensation 1990-2015 (fortidtyp)

Indication for whether an individual, during the year in question, has received disability pension

(förtidspension), sickness benefit in the form of disability pension or sickness benefit from basic

pension (folkpension) or general supplementary pension (ATP)(1990-2002), sickness or activity

compensation (2003-), or complementary sickness insurance (AGS/AGS-KL)(1996-). The indication

relates to the income year regardless of the year of occurrence.

Changes from 1990 onwards that may affect the occurrence of disability pension/sickness benefit:

The abolishment of the complementary rule (Kompletteringsregeln)(granting of disability pension due

to labor market reasons) should mean that a somewhat smaller number of 60-65-year-olds are granted

disability pension from the end of 1991 onwards. One year later and about a year on from that, there is

a general increase in the grants of disability pension, as a number of non-rehabilitable individuals on

long-term sick leave are granted disability pension. Also the extended opportunity to be granted partial

disability pension from 1993 onwards may have led to an increase in the number of disability

pensioners. Generally, if the number of individuals on long-term sick leave increases, the number of

“disability pensioners” increases with some delay.

From 1993 onwards, entitlement to basic pension is assessed according to new criteria. The same rules

now apply for both Swedish and foreign citizens. These rules have made it somewhat easier for

foreign citizens to obtain basic pension.

In 1997, requirements regarding entitlement to disability pension/sickness benefit are tightened

further. There are now stronger requirements that there is an association between the medical reasons

and the reduction of working capacity in order to be entitled to disability pension/sickness benefit.

This stronger requirement for medical causes should mean that fewer individuals from this point of

time onwards are granted disability pension/sickness benefit.

Temporary severance compensation (TAE) is offered in the last half-year of 1997 to long-term

unemployed individuals between 60 and 65 years. Temporary severance compensation, which can be

seen as a type of disability pension for labor market reasons,1 is not accounted for as disability

pension. Those who are granted TAE keep the benefit until retirement pension if they have not

returned to the labor market earlier.

In 2000, new rules concerning suspended disability pension are introduced and the same year there is a

clarification in the rules about reduction and withdrawal of disability pension/sickness benefit. Among

other things, the changed rules mean that if working capacity is significantly improved, the insured is

responsible to report this even if he or she has not started being gainfully employed. If working

capacity is significantly improved for an insured individual who receives disability pension/sickness

benefit, the pension will be withdrawn or reduced.

In 2003, disability pension is replaced with sickness compensation and sickness benefit is replaced

with either temporary sickness compensation or activity compensation. In connection to this change,

the limit to receive compensation at long-term reduction in working capacity because of sickness is

raised from 16 years to the half-year break the year a person turns 19 years, at the earliest.

While disability pension and sickness benefit were part of the general pension system, sickness and

activity compensation are part of the health insurance system. In connection to this, the possibilities to

account for the amounts being paid also differ from earlier. Before 2003, the full basic pension

(folkpension) and general supplementary pension (ATP) amounts for the year in question were

accounted for as disability pension/sickness benefit when the basic pension/general supplementary

pension code indicated disability pension/sickness benefit for the last payment of the year. If the basic

pension/general supplementary pension code indicated retirement pension for the last payment of the

year, the full amount was accounted for as retirement pension. Starting in 2003, this association

between the two payment systems no longer exists. The change in 2003 means primarily that a number

of 65-year-olds from 2003 onwards show occurrence of disability pension. This occurrence existed

earlier but could not be accounted for as disability pension/sickness benefit at the time.

On 1 July 2003, the rule that The Swedish Social Insurance Agency should investigate, within a year

after the day of notification of illness, whether it is possible to grant the insured sickness compensation

or activity compensation instead of sickness benefit, even if the insured has not applied for the

compensation, is introduced.

On 1 July 2008, the opportunity to be granted temporary sickness compensation is abolished, existing

payments of this type should cease by the end of 2012 at the latest.

according to EES agreement (1994-1997), or compensation from central government labor market

fund (1994-1997).

Information about changes to the unemployment insurance (A-kassa):

To get daily allowance from a recognized unemployment insurance fund, an individual is required, in

addition to the basic requirements, to have been a member of the unemployment insurance fund for at

least twelve months (the month condition) and that he/she, during the last twelve-month period (the so-

called reference period) has had gainful employment for at least six months and for at least 80 hours

per calendar month or that he/she has worked 480 hours during a continuous period of six months with

at least 50 hours of work in each month (the work condition).

The right to enter an unemployment insurance fund is granted to everyone who has not turned 64 years

and who works for at least 17 hours per week within the unemployment insurance fund’s sphere of

activity. Starting 1 January 1998, there is a new unemployment insurance fund, the so-called Alfa-

kassan, which is open to all professions.

The reference period (regarding the work condition), is extended with the time during which an

individual were unable to be gainfully employed, e.g. because of sickness, correctional treatment,

caring for own child/adopted child, time with introduction benefit for newly arrived immigrants. The

discountable time is at most five years.

If an individual has received compensation earlier and is applying for it again, other than gainful

employment, also labor market training, vocational rehabilitation (AMI), trainee replacement

(utbildningsvikariat), temporary job (beredskapsarbete), time with start-up grant, completed education

with special ecucational allowance (särskilt utbildningsbidrag), and at most two months as a military

conscript or with parental allowance, qualify for complying with the work condition.

Starting 5 February 2001, only the gainfully employed qualify for a new compensation period. Here,

also employment with individual recruitment incentive (anställningsstöd)(except special recruitment

incentive), time with severance pay, employment with wage subsidy (lönebidrag), sheltered public

employment, and employment within Samhall count as gainful employment. In some cases, defense

duty or parental allowance (at most two months in total) may also be counted as working time.

Individuals who are or risk becoming long-term unemployed (registered as jobseeker at the Swedish

Public Employment Service for at least 24 months) may be considered for the activity guarantee. An

individual jobseeker plan is drawn up together with an employment officer. By entering the activity

guarantee, the right to return to an initiated compensation period ceases. To be granted a new

compensation period, the applicant must fulfil the work condition once again. The change affects

applicants who are registered for the activity guarantee on 1 September 2003 or later.

The compensation period is at most 300 days for individuals below 55 years and 450 days for

individuals who have turned 55 years before the compensation period ends.

Starting 5 February 2001, the compensation period is at most 300 days for everyone, regardless of age.

In some cases, a compensation period can be extended with at most 300 days even if an individual has

not fulfilled a new work condition. This can be suggested by the Swedish Public Employment Service,

while it is the unemployment insurance fund that takes the decision.

A compensation period is valid for 52 weeks if there are compensation days left after the last payment

of unemployment compensation.

If an individual leaves his/her work without a legitimate reason, certain suspension rules apply. These

suspension rules (when someone has left, parted from or rejected a job or a program) are tightened as

of 1 January 1996.

An individual who is unemployed during a calendar week receives daily benefit for 5 days.

In 1993, a 5-day qualifying period is introduced.

In July 2007, the possibility to have the compensation period extended by 300 days is abolished. An

applicant who, at day 300 of the compensation period, is a parent to a child below 18 years may still

get an extended compensation period of a further 150 days. An individual who does not have any

compensation days left may participate in the job and development guarantee, which is introduced 2

July. Parents with children below 18 years may, as of compensation day 301, choose between

participation in the job and development guarantee or unemployment compensation.

Starting October 2007, days with unemployment compensation and activity support are added

together. This means that an applicant who has been granted unemployment compensation gets at

most 300 or 450 compensation days during which the applicant either is actively looking for a job with

unemployment compensation or participates in a labor market program with activity support.

As of 7 July 2008, the qualifying period is extended from 5 to 7 days.

Daily benefit:

1990: 174 – 495 SEK/day (at most 91.7 % of the income before unemployment)

1991: 191 – 543 SEK/day

1992: 198 – 564 SEK/day

1 January – 30 June 1993: 210 – 598 SEK/day (may not exceed 90 % of the income before

unemployment)

1 July – 31 December 1993: 198 – 564 SEK/day (compensation is lowered to 80 %)

1994 – 1995: 245 – 564 SEK/day

On 1 January 1996, the compensation level is lowered to 75 %. The daily benefit is now 230 – 564

SEK/day.

In 1998, the compensation level is raised back to 80 %. At the same time, the lowest possible daily

benefit is raised to 240 SEK/day, the highest possible daily benefit is raised to 580 SEK/day.

On 2 July 2001, compensation is raised during the first 100 days of a period to at most 680 SEK/day.

After that, the daily benefit is at most 580 SEK/day. If an individual has permanent employment at

part-time, at most 680 SEK/day is paid for 20 calendar weeks within the first 100 days of every

compensation period.

On 1 July 2002, compensation is raised to at most 730 SEK/day (for the first 100 days) and to at most

680 SEK/day (for the remaining days). This means that the unemployment insurance now provides

compensation at 80 % for incomes up to 20,075 SEK (the first 100 days) or 18,700 SEK (the

remaining days).

On 1 January 2007, the previous raise of the daily benefit to 730 SEK per day for the first 100 days is

abolished. The new highest daily benefit is 680 SEK per day, which corresponds to 80 % of an income

of at most 18,700 SEK per month.

On 5 March 2007, a gradual reduction of the compensation level in the unemployment insurance is

introduced. At day 201, compensation is reduced to 70 %. At day 301, compensation is reduced to

65 %, for parents with children below 18 years, this reduction starts at day 451.

July 2007: Starting from day 201, the compensation level is 70 % for the rest of the compensation

period. For parents with children below 18 years, this reduction does not start until day 301.

On 1 November 1996, the labor market program Temporary Public Employment for older people

(Offentligt tillfälligt arbete, OTA) is introduced. Individuals who has OTA receive unemployment

compensation during the time that the program lasts. This compensation is accounted for as income

resulting from a labor market program only for those who, in 1997, receive compensation from the

Swedish Social Insurance Agency (cash labor market support or equivalent), for others the amount is

accounted for as unemployment compensation.

On 1 July 1997, Project (More active use of the unemployment compensation) is introduced. Those

who are registered within this category receive unemployment compensation during the project time,

which means that compensation for this program is accounted for as unemployment compensation.

The program ceases to exist on 30 September 1999.

During the last half-year of 1997, the long-term unemployed are offered Temporary severance

compensation, which can be seen as a type of early retirement pension for labor market reasons. This

compensation is paid in the form of unemployment compensation although the individuals concerned

no longer have to be available for the labor market. For the majority of those who have received this

compensation, this amount is included, from 1997 onwards, in this variable. Exempt are those who, in

1997, received this compensation from the Swedish Social Insurance Agency paid as cash labor

market support or equivalent.

On 1 January 1998, a new general and uniform unemployment insurance is introduced. The part of the

new unemployment insurance that corresponds to daily benefit from recognized unemployment

insurance fund is a voluntary income-related insurance.

The basic insurance that is included in this new unemployment insurance now replaces cash

unemployment support and is also accounted for as Compensation from unemployment insurance

fund/unemployment insurance.

For compensation according to the basic insurance, no membership condition needs to be fulfilled, but

the basic conditions and the work condition must be fulfilled. Compensation from the basic insurance

can be paid at the earliest on the day an individual turns 20 years.

The study condition means that an individual must have completed a full-time educational program

which comprises at least one school year and which entitles to study social support. After that, the

individual should, within a reference period of ten months in connection to the educational program,

during at least 90 days, have worked or been available for employment as a jobseeker at the Swedish

Public Employment Service.

On 1 January 2007, the possibility to qualify for compensation through studies (the study condition) is

abolished. Transitional rules are applied.

Also in the basic insurance, the compensation period is 300 days.

1998 – 1 July 2001, compensation in the basic insurance is 240 SEK/day. An individual who is fully

unemployed during a calendar week receives support for five days.

On 2 July 2001, compensation in the basic insurance (the basic amount) is raised to 270 SEK/day.

On 1 July 2002, compensation is raised to 320 SEK/day.

Part-time unemployment

1990: An individual who regularly has part-time employment and at the same time receives

compensation for unemployed time may receive compensation for at most 150 days.

If an individual, during a continuous period of at least 5 months, has had employment that corresponds

to the individual’s labor supply or has participated in labor market training, he/she receives

compensation for a new 150-day period, at the occurrence of part-time work.

1 January 1992: Work for an employer now qualifies as regular part-time employment regardless of

the distribution of working time. The employment does not have to be continuous but may be fixed-

term. The interruption in the part-time employment must now be at least 12 weeks in order for an

individual to be entitled to a new compensation period of 150 days (the interruption cannot have been

planned if it is to provide entitlement to a new compensation period).

1 May 1993: An individual who receives compensation in connection to part-time employment should

be informed that the right to compensation will be tested at regular intervals and may cease if the

individual rejects any suitable job or labor market program that has been offered to him/her.

On 1 September 1995, the compensation rules for individuals with part-time employment are

tightened. An individual who regularly performs part-time work during weeks that he/she is otherwise

unemployed and who, at the end of the compensation period, continues a permanent employment at

part-time is not entitled to compensation for the new compensation period, as long as the permanent

employment continues. Neither does a new permanent employment at part-time that is commenced

within three months from the expiration of the previous permanent employment at part-time entitle to

compensation. According to transitional rules, limitations to the right to compensation are not put into

practice for individuals whose compensation period ended during the period 1 September 1995 to 31

December 1995 until 1 January 1996. An individual who quits a part-time employment because of

insufficient right to compensation is considered to have a legitimate reason and should not be

suspended because of this.

If an individual worked full-time before unemployment and gets a part-time job, he/she is considered

to be unemployed up to full-time and is granted compensation for the unemployed time. If an

individual has worked full-time earlier, the requirement is that he/she is unemployed for at least seven

hours in a week for compensation to be paid.

On 7 April 2008, a new limitation rule in connection to part-time unemployment is introduced. The

part-time unemployed are now only entitled to 75 compensation days per compensation period. The 75

compensation days start being counted on 7 April 2008. The limitation rule applies to all types of

employment. The limitation rule applies only to days with unemployment compensation, not to days

with activity support. Qualifying period days are not included in the 75 days. If an individual works

part-time mixed with full weeks of unemployment, he/she may receive compensation for full

unemployed weeks besides the part-time limitation of 75 days.

Occurrence of student income 1990-2015 (studtyp)

Indication for whether an individual, during the year in question, has received any student income in

the form of study funds (studiemedel) and study support (studiestöd) (loan/allowance), special adult

study support (1990-1996), adult study support/special adult study support (loan/allowance part,

unemployed/others)(1997-2003), special educational allowance – Adult education initiative

(Kunskapslyftet)(1997-2003), short-term study support (1990-2001), Swedish for Immigrants (1990-

1998), hourly compensation in connection to reading and writing difficulties (1990-2001), educational

allowance for PhD students, or recruitment allowance (2003-2008).

Changes 1990-2013 that may affect the outcome:

As of today, there is, in the database, only information about students whose studies are publicly

financed. The total number of students is therefore somewhat underestimated and insofar as studies to

a greater or lesser extent have been publicly financed over the years, Occurrence of student income is

also affected.

In the end of the 1980s, the number of student places at university started to increase, e.g. through the

introduction of the engineering program. Starting in autumn 1991, there was an extensive, more

general, expansion of university education, primarily via separate courses. A change in the admission

rules was made in autumn 1991, aiming, among other things, to increase the proportion of younger

people at university.

The increase in the number of students in upper secondary school in the 1990s is largely due to the

introduction of the individual program. Another reason is that three-year programs gradually replace

the previous shorter programs and the special programs. Starting in the school year 1991/1992, there is

also a growing number of student places in the form of a third upper secondary school year. A new

upper secondary school reform, which is carried out during the first years of the 1990s, means that

every municipality is responsible for offering education to all youth up to 20 years (in 1990, 87 % of

those who had just finished compulsory school were admitted to upper secondary school, in 1994,

98 % were admitted).

Grundvux (education for adults with reading and writing difficulties) ceases to exist in the school year

1991/1992. Those who had begun their studies before 1 July 1991 are allowed to finish them in the

school year 1991/1992.

The funds and the possibilities to receive special adult study support (allowance, unemployed) has

increased during the 1990s, at the start of the decade, the possibilities were limited to certain counties.

Primarily, this grant increase took place from the school year 1992/1993 to the school year 1993/1994.

Up to and including the school year 1992/1993, the lower age limit for having the right to receive

special adult study support (allowance, unemployed) was 25 years, after this it became 21 years.

The short-term study support has had the opposite development as the allocated funds were cut with

165 million SEK from the school year 1991/1992 to the school year 1993/1994. At the same time, the

collective application procedure has been abolished and starting in 1993, students who have more

education than two-year upper secondary school can no longer receive short-term support.

For 1993, there is no information about study support for those students who finished or started their

studies during the autumn term. This means that the number of students in the younger age groups are

strongly underestimated this year.

For 1994-1996, study help (studiehjälp) is accounted also for those who turn 16 during the last quarter

of the year, which only happens in exceptional cases for the other years. The educational remuneration

(utbildningsarvode) for some teacher programs changes its target group between the school years

1992/1993 and 1993/1994 and starting in the school year 1995/1996, adult study support is given also

to those who participate in some natural science and technological university programs.

On 1 July 1997, the special educational allowance (UBS), which is granted to participants in the Adult

education initiative (Kunskapslyftet), is introduced. The special educational allowance is, contrary to

the special adult study support/special adult study support (unemployed), fully an allowance. The

establishment of the special educational allowance meant a big increase in the number of study

support recipients. Participation in the Adult education initiative reached its climax in 1998, when

123,000 individuals received the special educational allowance. The number of student places within

the Adult education initiative has since decreased. At the end of 2002, UBS ceases to exist.

In 1999, the possibilities to be granted special study support (unemployed) for studies at upper

secondary level is extended from two to four terms.

The 2001 study support reform means, among other things, that special adult study support/special

adult study support (unemployed) is replaced by study funds (studiemedel). For groups with a

relatively high income before the studies, the reform may mean reduced educational participation and

for individuals with a low income before the studies, increased educational participation. The short-

term support ceases to exist as does the possibility to account for individuals who have received hourly

compensation in connection to reading and writing difficulties when this, since 1 July 2001, is

administered by Sisus.

In 2003, a recruitment allowance is introduced. As with the special educational allowance (UBS), the

recruitment allowance is fully an allowance. Anyone who has a short education and is unemployed/at

risk of becoming unemployed/has a disability may receive this allowance.

Starting in 2007, the possibility to receive recruitment allowance ceases to exist. A limited number of

students received recruitment allowance in 2007 and 2008 based on special transitional rules.

information is dependent on the extent to which the total population register family corresponds to the

actual social welfare household.

Housing allowance

The housing allowance is paid to families with children and to youth 18-28 years old. During the

period 1991 to 1995, also other families or single people without children could be granted housing

allowance. Housing allowance to families with children are available to both the married and the

cohabiting with joint children and to single people with children. The housing allowance is untaxed.

Housing allowance to families with children

The housing allowance consists of two parts. The first part is a special allowance for children living at

home and varies with the number of children in the family (the number of children below 18 years or

who still have study support or extended child support). The second part is an allowance for housing

costs. An individual who has children living at home is entitled to both parts of the housing allowance

while an individual who periodically has children living at home is entitled to allowance for housing

costs. At joint custody, the parent at whom the child is registered receives the special allowance for

children living at home.

How big the housing allowance gets depends primarily on the size of the income, housing costs, floor

area, and the size of the family. The right to housing allowance is assessed based on the allowance

qualifying income. Wealth may also affect the housing allowance.

To get housing allowance for housing costs, the individual must have their own housing and be

registered there. For the special allowance for children, there is no requirement for individuals to have

their own housing. The housing allowance is not always calculated based on the full floor area. The

allowance qualifying floor area depends on the number of children. For children with families, there

are also guaranteed levels for the housing cost. Households may include housing costs up to the

guaranteed level but at most the actual cost.

Housing allowance to youth and other households without children

The housing allowance to youth 18-28 years old can be granted to youth living in their own housing,

whose housing costs exceed a specified amount and whose incomes are small.

In 1997, a new means test system is introduced which means that the final housing allowance is

established only after final income taxation. If an individual has received a preliminary allowance that

is too low, he/she will receive an additional allowance, and if an individual has received a preliminary

allowance that is too high, he/she will become obligated to repay.

Further rule changes are, e.g., that capital gain and part of wealth above 100 000 SEK are now

included in the allowance qualifying income and that an individual income limit is introduced also for

cohabiters.

Because of the rule changes that were introduced in 1997, the number of households with housing

allowance decreased heavily this year. The monthly average (the number of households with housing

allowance) was, according to the National Social Insurance Board (RFV), 458,700 households in

1996, which decreased to 352,300 households in 1997.
