CONOCOPHILLIPS INDONESIA - FEL 2 CONCEPT OPTIMIZATION ENGINEERING SERVICES FRAMEWORK…

The MES objectives for the Scope of Work were as follows: ‘Advance the engineering and perform studies to the extent that’:

• The Concept can be shown to be fully optimized, operable and maintainable • Facilities can be constructed and installed safely and efficiently • Design adheres to the principle of safe and fit-for-purpose at minimum cost • Bidders for the umbilical and subsea control system packages, and FEL 3 engineering services and Pipeline & Umbilical route

survey contracts can reasonably submit a fixed price bid with minimal potential for scope growth • Identify suitable vendors for FEL 3 engineering services, Pipeline & Umbilical route survey services and major / long lead items. • Issue preliminary inquiries to identified vendors on Company’s behalf to validate cost and schedule estimates and design

assumptions. • Identify applicable permitting and licensing requirements for the project. • Produce an updated FEL 2-quality cost estimate and project master schedule. • Produce (or assist to produce where applicable) all other deliverables as required to meet Company’s internal FEL 2 gate approval

needs. • Produce technical bid tabulation packages for the procurement of the umbilical and subsea controls system packages and tender

packages for the contracting of the FEL 3 engineering and Pipeline & Umbilical route survey services.

The Bawal field was discovered in 1979 with the drilling of the Bawal-1 location in West Natuna Sea Basin. An appraisal well, Bawal-2 was drilled in 1980 around 2.1 km to the northeast of Bawal-1. Assessed to be roughly 5 km long and 2 km wide with six commercial zones, the dry gas field is located approximately 35 km northeast of the Tembang field and approximately 40 km northeast of the Hang Tuah MoGPU in water depth around 85m. Being one of the remaining undeveloped fields in COPI’s South Natuna Sea Block B PSC, Bawal is next in line to be developed following North Belut, as part of Block B Development Phase 5 with this field dedicated to supplement the sales gas supply to SembGas (GSA 1). Company intends to execute the goal of FEL 2 to further optimize the concept through the identification, refinement and selection of alternatives and/or options within the selected development concept.

CONOCOPHILLIPS INDONESIA - FEL 3 DEFINITION ENGINEERING SERVICES FRAMEWORK…

The MES scope of work for this FEL3 is to define the optimized concept from FEL 2 and define in sufficient detail to support Company project funding and approval. MES will accomplish this by progressing engineering and project plans to a level of detail necessary to generate the detailed:

• Basis of Design, • ITT specifications for Company procured items, • Project Execution Plan, • Project Cost Estimate, • Project Schedule • Project Construction Execution Plan (CEP) • Project Commissioning & Handover Execution Plan (CHEP)

The Project Cost Estimate shall be generated in accordance with the required AFE quality range of -10% to +15%, as specified in the COPI Corporate Project Authorization Guidelines March 2009.

The Bawal field was discovered in 1979 with the drilling of the Bawal-1 well in the West Natuna Sea Basin. An appraisal well, Bawal-2, was drilled in 1980 around 2.1 km to the northeast of Bawal-1. Assessed to be roughly 5 km long and 2 km wide with six commercial zones, the dry gas field is located approximately 35 km northeast of the Tembang field and approximately 40 km northeast of the Hang Tuah MOgPU in water depth of around 280 feet. COPI has completed the optimization engineering as a part of Bawal Development Front End Loading (FEL 2) and the development concepts have been selected to be defined in FEL 3 stage.

KANGEAN ENERGY INDONESIA - ENGINEERING SUPPORT SERVICES For TSB SUBSEA FACILITIES DEVELOPMENT…

The Terang/Sirasun/Batur (TSB) Project consists of the development of three gas fields – Terang, Sirasun and Batur. These fields are located in seismically active area, approximately 250 km from Surabaya, East Java and 100 km from Bali Island. The water depth at Terang is approximately 100 m and down to 200 m at Sirasun field. The objective of this project is to produce and deliver nominal 300 MMSCFD of sales gas through the existing East Java Gas Pipeline (EJGP) to the customers in East Java. The overall TSB development would be nine subsea wells producing into a gas gathering pipeline system. This system flows the gas to a floating production unit (FPU), which is a custom built unpowered barge providing separation, compression and dehydration facilities. The treated gas is fiscally metered and exported via subsea tie-in to the East Java Gas Pipeline (EJGP). The TSB development will be executed in two phases:

• Phase 1 Development of the Terang field. This will include five production subsea trees, subsea manifold, flowline, subsea control system, umbilical, flexible risers, Floating Production Unit (FPU) complete with its gas processing facilities, utility system, mooring system, export pipeline tied-in to the EJGP. Operation of the fields will be controlled at the FPU with a supervisory reporting role to the existing Pangerungan Island facilities control room via Jakarta Office. PT MES are to provide FULL engineering support throughout the duration of the project … From EPCI award to completion.
