COMPENDIUM OF DESIGNATIONS, CLOSURES, REQUEST REQUIREMENTS AND OTHER RESTRICTIONS IMPOSED UNDER THE DISCRETIONARY AUTHORITY OF THE SUPERINTENDENT

CLOSURES AND PUBLIC USE LIMITS 1 NATCHEZ TRACE PARKWAY 2

3 Under the provisions of Title 36, Code of 4 Federal Regulations, Chapter 1, Parts 1-7, the 5 following compendium of closures and public 6 use limits are established for the Parkway. 7 Unless otherwise noted, these closures and 8 use limits are in addition to the provisions 9 contained in Parts 1-7 of Title 36, Code of 10 Federal Regulations. The specific authority 11 for these regulatory procedures is found in 12 Sections 1.5, 1.6, and 1.7 of Title 36. 13 14 In addition to these regulations, the following 15 are provided: 16 17 Written determinations that explain the 18 reasoning behind the Superintendent’s use of 19 discretionary authority as required by Section 20 1.5(c). They appear in this document as 21 italicized print. 22 23 Section 1.6(f) states that a list of those 24 activities that require a permit must be 25 maintained. That list appears in this 26 document under 1.6. 27 28 As required by 1.7(b), designations, closures, 29 permit requirements, and other restrictions 30 imposed under discretionary authority shall be 31 updated annually and made available to the 32 public upon request. 33 34

SECTION 1.4 DEFINITIONS 35 36 Unmanned Aircraft: The term “unmanned 37 aircraft” means a device that is used or 38 intended to be used for flight without the 39 possibility of direct human intervention from 40 within or on the device. It also includes the 41 associated operational elements and 42 components that are required for the pilot or 43 system operator in command to operate or 44 control the device (such as cameras, sensors, 45 communication links). This term includes all 46 devices that meet this definition (e.g. model 47 airplanes, quadcopters, drones) that are used 48 for any purpose, including for recreation or 49 commerce. 50

All-Terrain Vehicle: The term All-Terrain 51 Vehicle (ATV) means any motorized vessels 52 or conveyance manufactured for recreational, 53 non-highway, off-road or all terrain use. 54 ATV’s would include, but are not limited to: 55 four-wheelers, three-wheelers, UTV’s, mini-56 bikes, dirt bikes, go-carts, scooters, etc. 57 58 Commercial Filming: The term “commercial 59 filming” means digital or film recording of a 60 visual image or sound recording by a person, 61 business, or other entity for a market 62 audience, such as for a documentary, 63 television or feature film, advertisement, or 64 similar project. Under P.L. 106-206 all 65 commercial filming requires a permit and is 66 subject to a location fee and cost recovery. 67

68 SECTION 1.5 CLOSURES AND PUBLIC 69

USE LIMITS 70 71 (a)(1) The Tupelo Homestead areas (former 72 residential areas near Parkway Headquarters) 73 are closed to all public use except by permit. 74 75 For security purposes including loss 76 prevention, employee safety, and visitor safety 77 only authorized vehicles are permitted where 78 signed. 79 80 (a)(1) Government owned facilities are for 81 official use and where designated, parking is 82 for authorized vehicles only. Unauthorized 83 vehicles will be towed at the owner’s 84 expense. 85 86 For security purposes including loss 87 prevention, employee safety, and visitor safety 88 only authorized vehicles are permitted where 89 signed. 90 91 (a)(1)Vehicle parking along the Ross Barnett 92 Reservoir shoreline (MP 105-114) is 93 permitted from a distance 20 feet from the 94 road edge to the water line. The shoreline 95 may be closed to off road vehicle travel as 96 conditions dictate. 97 98 Reservoir Shoreline Closures are to control 99 erosion, prevent rutting and damage to turf 100

during the rainy season and allow for natural 1 recovery following heavy use periods. 2 Vehicles must park at least 20 feet off the 3 roadway to prevent rutting. 4 5 (a)(1) The following facilities are closed to 6 picnicking: 7 All Natchez Trace Parkway maintenance 8 areas 9 Meriwether Lewis Visitor Contact Station 10 Colbert Ferry Contact Station 11 Parkway Visitor Center 12 Chickasaw Village Site 13 Parkway Information Cabin (Ridgeland) 14 Mt. Locust Historic House and grounds 15 Rocky Springs Contact Station 16 17 Picnicking is prohibited in the listed areas to 18 prevent unsanitary conditions and 19 interference with normal visitor and employee 20 activities. Natchez Trace Parkway employees 21 may have picnics in maintenance areas for 22 special occasions, i.e., Holiday parties, 23 retirement parties, Thanksgiving, etc. 24 25 (a)(1) Georgetown Cave will be closed to the 26 public. 27 28 In agreement with the U.S. Fish and Wildlife 29 Service, Georgetown Cave is closed because 30 of its designation as critical habitat of an 31 endangered species of gray bat: Myotis 32 grisecens). 33 34 (a)(1) The Bailey Farm is closed except by 35 special use permit. 36 37 The acquisition of the Bailey Farm and its 38 future use is under study, planning, and 39 design. Current use is limited to the 40 agricultural lease program. 41 42 (a)(1) The Meriwether Lewis Ranger Station 43 (former residential) is closed to the public 44 from sunset to sunrise. 45 46 For security purposes including loss 47 prevention, employee safety, and visitor safety 48 only authorized vehicles are permitted where 49 signed. 50

(a)(1) Areas of new construction and/or 51 reconstruction and repair will be closed to the 52 public, as posted. 53 54 Areas of new construction and rehabilitation, 55 under certain conditions, are closed to protect 56 the visitor from a chance of injury where 57 heavy equipment is in use and conditions are 58 not safe. The closures safeguard the 59 equipment and supplies of the contractor. 60 61 (a)(1) All firearm ranges are closed to public; 62 ranges are for law enforcement use only. 63 64 The Natchez Trace Parkway does not allow 65 firearm use. For the safety of visitors and 66 employees, ranges are closed to the public. 67 68 (a)(1) The interior of the Gordon House is 69 closed to the Public. 70 71 This closure is to protect the structure from 72 vandalism. 73 74 (a)(1) Visiting hours for the following areas 75 will be sunrise to sunset, overnight parking is 76 prohibited: 77 Ballard Creek Picnic Area 78 Battle of Raymond 79 Birdsong Hollow Parking 80 Boyd Mounds 81 Brashear’s Stand 82 Brices Cross Roads Battlefield 83 Bynum Mounds 84 Chickasaw Village Site 85 Upper Choctaw Boundary 86 Confederate Gravesites and Old Trace 87 Cowles Meade Cemetery 88 Dean’s Stand Site 89 Emerald Mound 90 Elizabeth Female Academy Site 91 I-20 Parking Area (MP 86.6) 92 Highway 43/Yockanookany Scenic Trail 93 Parking Area 94 TN -96 Double Arch Bridge and all 95 parking lots 96 Hurricane Creek 97 Leipers Fork Maintenance Area Lot 98 Line Creek 99 Old Town Overlook 100

Parkway Information Center (Ridgeland) 1 Parking Lot 2 National Scenic Trail parking lot off Beech 3 Springs Road 4 Regantown Road Horse Trail Parking 5 (MP 59) 6 Rocky Springs Town Site 7 West Florida Boundary 8 Witch Dance Picnic Area 9 10 The following areas are open from sunrise to 11 10:00PM to allow for star gazing. 12 Big Tree Overlook (MP 439) 13 Little Mountain Exhibit Shelter 14 Reservoir Overlook 15 16 Incidents of illegal activity have been 17 recorded at many of these locations. These 18 areas are closed at night to provide for 19 security of archeological, historical and 20 cultural resources, and visitor safety. 21 22 (a)(1) Wooded areas adjacent to the following 23 sites and designated parking areas will be 24 closed to pedestrian use except on officially 25 designated trails: 26 Brashears Stand 27 Bear Creek Mound 28 Boyd Site 29 Bynum Mounds 30 Chickasaw Village Site 31 I-20 Turnout (MP 86.6) 32 Emerald Mound 33 Elizabeth Female Academy Site 34 Beech Springs Outdoor Classroom 35 Confederate Gravesites and Old Trace 36 Old Town Overlook 37 Magnum Mound 38 Pharr Mounds 39 40 Off-trail travel is prohibited for public health 41 and safety reasons and to protect natural and 42 cultural resources: See appendix II for 43 closure areas. 44 45 (a)(1) The Beech Springs Outdoor Classroom 46 (BSOC) area is closed to the public except by 47 special use permit. 48 49

The BSOC is available for use only by special 50 use permit. Special authorized use of this area 51 will provide health and safety benefits to 52 visitors who need to use the facility for youth 53 education purposes, allow for the 54 management and protection of government 55 property, and promote an environment for 56 achieving the NPS mission. The BSOC is 57 designated as a National Park Service (NPS) 58 National Environmental Study Area. 59 60 (a)(1) All man-made structures, including but 61 not limited to buildings and bridges, are 62 closed to the public for the purpose of 63 climbing, rappelling, or any other similar 64 activity. 65 66 Climbing and other similar activities are 67 prohibited to prevent damage to structures 68 and equipment on these structures, and to 69 protect visitors from injury. 70 71 (a)(1) No motor vehicle shall be parked on the 72 Natchez Trace Parkway for the purpose of 73 providing the occupants access for hunting on 74 adjacent land. 75 76 No motor vehicle used for the purpose of 77 hunting shall be parked on the Natchez Trace 78 Parkway lands. This is in the interest of 79 safety, protection of environmental values, 80 protection of natural resources, and 81 avoidance of conflict among visitor use 82 activities. 83 84 (a)(1) No motor vehicle shall be parked on, 85 nor boat launched from, lands administered 86 by the Natchez Trace Parkway for the purpose 87 of commercial fishing and diving. 88 89 Parking and boat launching for the purpose 90 of commercial fishing and freshwater mussel 91 diving are prohibited since these vehicles 92 must use Park roads and facilities in the 93 furtherance of a commercial operation. 94 95 (a)(1) Recreational sporting activities are 96 prohibited on the following archeological 97 sites unless authorized by the Superintendent: 98 Emerald Mound, Mangum Mound, Boyd 99

Mound, Bynum Mounds, Chickasaw Village, 1 Pharr Mounds, and Bear Creek Mound. 2 These sites are closed from Sunset to Sunrise. 3 4 All Natchez Trace Parkway American Indian 5 sites are significant cultural resources. 6 Recreational activities on the mounds are 7 offensive to American Indians and may 8 damage or degrade archaeological resources. 9 10 (a)(1) The use of all-terrain vehicles (ATV’s), 11 or similar devices are prohibited on all lands 12 administered by the Natchez Trace Parkway, 13 unless the device is being used for 14 administrative, agricultural, or maintenance 15 purposes as approved by the Superintendent. 16 (Note: Some adjacent landowners and their 17 heirs and assignees may have special access 18 rights by law, easements, or deed 19 reservations.) 20 21 Off road vehicle use is prohibited on the 22 Natchez Trace Parkway road. ATV’s, and 23 similar devices, are manufactured for 24 recreational, non-highway, off road, or all 25 terrain travel and are not an appropriate use 26 for a motor roadway. Off road use is also 27 prohibited for the protection of natural and 28 cultural resources; to prevent harassment of 29 wildlife, habitat destruction, and to eliminate 30 conflicts with visitors using allowed 31 conveyances. 32 33 (a)(1) Recreational and non-recreational 34 hauling regulations: Hauling associated with 35 recreational activities is intended to include 36 activities such as camping, boating, horseback 37 riding, and ATV use. Hauling of multiple 38 pieces of recreational equipment on a single 39 trailer is permitted provided the total vehicle 40 and trailer length does not exceed 55 feet. 41 Examples of recreational activities and their 42 associated equipment that are authorized for 43 hauling are antique vehicles 44 (cars/trucks/tractors/carriages) and hot-air 45 ballooning. Non-recreational hauling 46 encompasses those activities that are not 47 specifically recreational in nature. More 48 commonly prohibited items hauled on the 49 Parkway are household items, furniture, 50

appliances, carpet, landscaping materials 51 and/or equipment, and construction materials. 52 53 Parkways are not state, county or 54 metropolitan roadways serving local travel 55 needs but rather protected interstate 56 roadways traversing hundreds of miles of 57 scenic and historical rural landscape. The 58 Natchez Trace Parkway is a pleasure road 59 and scenic byway through its entire length, 60 and it is kept free of commercialization. 61 Special regulations for the Natchez Trace 62 Parkway are codified in 36 CFR 7.43. These 63 regulations permit recreational use and 64 hauling. Additionally, 36 CFR 5.6 restricts 65 commercial vehicle use. Appendix I to the 66 compendium provides a decision tree 67 regarding hauling and vehicular use of the 68 Natchez Trace Parkway. 69 70 (a)(1) Launching, landing, or operating an 71 unmanned aircraft from or on lands and 72 waters administered by the National Park 73 Service within the boundaries of the Natchez 74 Trace Parkway is prohibited except as 75 approved in writing by the Superintendent. 76 77 The compendium closures, required to 78 implement this interim policy, are necessary 79 to maintain public health and safety in units 80 of the National Park System and to protect 81 park resources and values until the NPS can 82 determine whether specific uses of unmanned 83 aircraft on land and waters administrated by 84 the NPS are appropriate and will not cause 85 unacceptable degradation of park resources 86 and values. This closure, by the 87 Superintendent, implements Section 1.5 of 88 NPS Management Policies 2006, which 89 provides that a new form of park use may be 90 allowed within a park only after a 91 determination has been made in the 92 professional judgment of the Superintendent 93 that it will not result in unacceptable impacts 94 on park resources and values. When 95 proposed park uses and the protection of park 96 resources and values come into conflict, the 97 protection of resources and values must be 98 predominant. 99 100

(a)(1) Specific areas within the Natchez 1 Trace Parkway may be closed to visitors or 2 both visitors and employees by posting 3 appropriate signs when, in the opinion of the 4 Superintendent, there are conditions that 5 warrant such a closure. These conditions may 6 include, but are not limited to, extreme fire 7 danger, fires, hazardous conditions, aviation 8 operational needs, or construction. This 9 determination is made for both visitor and 10 employee safety. 11 12 The closure is to provide for visitor and 13 employee safety and preclude interference 14 with emergency and administrative 15 operations by visitors. 16 17 (a)(1) Temporary closures may occur in areas 18 where paleontological or archeological 19 excavations are being conducted or where 20 public access may endanger sensitive 21 paleontological or archeological resources. 22 23 This closure precludes interference with 24 paleontological and archeological 25 excavations by visitors. 26 27 (a)(1) Closure of visitor use areas 28 (Campgrounds, trails, overlooks, interpretive 29 stops along the Parkway, etc.) may occur 30 when necessary by posting appropriate signs 31 to mitigate resource impacts associated with 32 overuse, misuse, environmental, or health and 33 safety issues. 34 35 These closures may be required for resource 36 and visitor protection. Examples of this type 37 of closure include closing any trails for 38 revegetation, closing buildings due to safety 39 issues, closing of any trail or campsites due to 40 flooding or hazard trees. 41 42 (a)(1) Drivers of commercial passenger-43 vehicle carrying motor vehicles are prohibited 44 from idling their engines while parked at any 45 park location. 46 47 The noise and fumes caused by these engines 48 severely impacts the natural experiences 49 sought by many visitors. 50

(a)(2) People entering Parkway visitor centers 51 and contact stations are required to be 52 appropriately attired including wearing shirt 53 and shoes. 54

To maintain a positive and comfortable 55 environment for all visitors, a reasonable 56 clothing standard must be established. 57 Visitors are encouraged to wear clothing that 58 is modest in nature in order to maintain a 59 respectful visiting environment. The lack of 60 shirt and shoes detracts from the overall 61 environment of the visitor center and poses 62 health risks. 63

SECTION 1.6 PERMITS 64 65 (a) In accordance with 36 C.F.R. 1.7, the 66 following activities require special permits: 67 Research Specimens (Reference 2.5) 68 Scientific Research (Reference 2.5) 69 Overnight Camping outside of campgrounds 70 (Reference 2.10(a)) 71 Audio Disturbances in excess of limits 72 (Reference 2.12) 73 Aircraft and air delivery (Reference 2.17) 74 Explosives (Reference 2.38) 75 Special Events (Reference 2.50) 76 Public assemblies, meetings (Reference 2.51) 77 Sale or distribution of printed matter 78 (Reference 2.52) 79 Livestock use and agriculture (Reference 80 2.60(b)) 81 Scattering of Human Ashes (Reference 82 2.60(b)) 83 Advertisements (Reference 5.1) 84 Business operations (Reference 5.3) 85 Commercial photography and filming* 86 (Reference 5.5) 87 First Amendment Activities (Reference 2.51) 88 89 Permits will be specific in nature to the 90 activity being permitted. In most cases, a 91 special use permit or letter of authorization 92 that is signed by the Superintendent and 93 identifies the specific conditions under which 94 the permitted activity is authorized will be 95 prepared. In all cases, a permit or letter of 96 authorization must be in the permitee’s 97

possession at all times and exhibited to any 1 authorized person upon request. 2 3 These permits are only those required by 36 4 C.F.R., Parts 1-7 and except section 1.5, need 5 not be supported by a written determination 6 unless required by the specific authorizing 7 regulation. 8 9 See Appendix III for First Amendment sites. 10 11 *Commercial Filming: Generally, 12 commercial photography and filming permits 13 are not required for: 14

• A visitor using a camera and/or 15 recording device for their own 16 personal use and within normal 17 visitation hours; and 18

• A commercial photographer not using 19 a prop, model, or set, and staying 20 within normal visitation hours; or 21

• Press coverage of breaking news. 22 This never requires a permit, but is 23 subject to the imposition of 24 restrictions and conditions to protect 25 Parkway resources, public health and 26 safety, and to prevent derogation of 27 Parkway resources. 28

29 SECTION 2.1 PRESERVATION OF 30

33 (a)(4) Dead wood on the ground may be 34 collected for fuel in designated fire pits. 35 Collection of wood shall be limited within 36 Natchez Trace Parkway property to an area 37 not more than 100 yards beyond campgrounds 38 and picnic areas. Wood collected for fuel 39 may not be removed from the campground or 40 picnic area in which it is gathered. Visitors 41 should follow state law for use of wood. 42 43 The collection and use of limited amounts of 44 wood by manual means for use within the 45 Parkway enhances the visitor experience. As 46 this collection occurs around developed 47 areas, the park benefits from the removal of 48 fuels from areas typically protected from 49

wildfire. Campers and travelers along the 50 Parkway should use locally harvested (in-51 state) firewood to prevent the spread of pests 52 within the state. 53 54 (c)(1) Gathering of fruits, berries, nuts, and 55 pinestraw by hand for personal use or 56 consumption is permitted. It is limited to one 57 gallon per person, per day, of the following 58 edible fruits, berries, and nuts: 59 60 Blueberries (Vaccinium spp.) 61 Blackberries/raspberries/dewberries (Rubus 62 spp.) 63 Grapes (Vitis spp.) 64 Elderberries (Sambucus spp.) 65 Cherries/plums (Prunus spp.) 66 Serviceberries (Amelanchier arborea) 67 Pawpaw (Asimina spp.) 68 Mayhaw (Crategous opaca) 69 Mulberry (Morus spp.) 70 Persimmons (Diospyros virginiana) 71 Black Walnuts (Juglans nigra) 72 Hickory/pecan nuts (Carya spp.) 73 American hazelnut (Gorylus americana) 74 75 Two 30-gallon size trash bags per 76 family/group per day of pinestraw may be 77 gathered by hand, as long as mineral soil is 78 not disturbed. 79 80 Climbing trees to gather fruits and nuts is 81 prohibited. 82 83 Collecting small quantities of edible berries, 84 nuts, fruit, and pinestraw specified herein 85 causes no adverse impact on Parkway 86 resources and increases the visitor 87 experience. Taking of other plants, 88 particularly when the entire plant is collected 89 or uprooted, harms the species and is 90 prohibited by regulations. of attracting or disturbing wildlife (including 1 but not limited to, rattling antlers, coyote, 2 turkey, duck, goose calls, or verbal imitations) 3 are prohibited. 4 5 Intentional disturbing of wildlife may 6 adversely affect wildlife behavior (i.e. 7 breeding and mating rituals, feeding habits, 8 travel patterns/routes) possibly causing 9 stressful and/or disruptive conditions for 10 wildlife. Using calls can cause wildlife to 11 leave foraging and mating areas and attract 12 them to the roadway where they are more 13 likely to become injured or killed. They may 14 also become unnatural prey if artificially 15 attracted out of cover. 16 17 (d) Lawfully taken game may be transported 18 on the Natchez Trace Parkway provided it is 19 concealed from view. Parking along the 20 Parkway to access private or public hunting 21 land or leases is not permitted. 22 23 Lawfully taken game may be transported on 24 the Natchez Trace Parkway if concealed from 25 public view since many hunters travel the 26 Parkway as the most pleasing and direct 27 route from their home to the areas where they 28 hunt. Also, there are numerous crossings 29 where county and local roads cross Parkway 30 lands. 31 32 (e) All Natchez Trace Parkway lands are 33 closed to the viewing of wildlife with an 34 artificial light. 35 36 Viewing wildlife with an artificial light is 37 prohibited to minimize poaching and 38 disturbing of wildlife. 39 40

SECTION 2.3 FISHING 41 42 (d)(2) Fishing regulations within the waters of 43 the Natchez Trace Parkway are regulated by 44 state laws. Possessing or using as bait for 45 fishing in fresh waters is permitted in 46 accordance to applicable state law provided 47 the bait is not gathered on Natchez Trace 48 Parkway land or waters. 49 50

Fishing licenses issued by the States of 51 Mississippi, Alabama, and Tennessee are 52 valid on all Parkway waters, in accordance 53 with memoranda of concurrent jurisdiction 54 with all states. 55

56 SECTION 2.10 CAMPING AND FOOD 57

STORAGE 58 59 (a) Camping in designated campgrounds is 60 limited to 14 consecutive days in any one 61 campground and 30 days total Park-wide for a 62 calendar year. Primitive camping not in 63 designated sites may be allowed under certain 64 conditions set by the Superintendent. 65 66 Only two pets are allowed in a campsite and 67 must be on a leash, not exceeding six feet, or 68 physically confined. 69 70 Camping is limited to 14 consecutive days to 71 assure a greater turnover and to allow the 72 campground vegetation to recover. 73 74 (a) Primitive camping is allowed for bicyclist 75 and long-distance hikers at the following 76 primitive campgrounds: 77 78 Shady Grove 79 Colbert Ferry 80 Beech Springs Outdoor Classroom 81 Witch Dance 82 Kosciusko Welcome Center 83 84 Primitive camping is allowed with approval 85 of the Superintendent by permit for people on 86 long-distance hiking and bicycle trips due to 87 extreme distances between campgrounds. 88

89 SECTION 2.16 HORSES AND PACK 90

ANIMALS 91 92 (g) The loading and unloading of horses and 93 pack animals is permitted only at designated 94 horse trailheads. A list of trailheads can be 95 found on the Parkway website. 96 97 At unloading areas, spilled manure or fresh 98 excrement must be placed in the trailer or 99

scattered on non-paved surfaces at least 100 1 feet from the area. 2 3 Loading and unloading horses in areas other 4 than horse trail heads causes natural 5 resource damage and leaves offensive wastes 6 in visitor use areas where horses are not 7 allowed. 8 9 All equine transported to, or ridden on, any 10 park trail shall be accompanied by either the 11 original or a copy of an official negative test 12 for equine infectious anemia (EIA) (aka 13 “Coggins test”) administered within the 14 previous 12 months. Proof of such test must 15 be provided upon request. 16 17 A valid “Coggins Test” certificate is 18 required, by state law, in each state by the 19 owners of a horse or pack animal. All equine 20 brought to, passing through, or ridden on any 21 park trails, road shoulder, or any park lands 22 shall be accompanied by either the original or 23 a copy of a negative test certificate for Equine 24 Infectious Anemia (EIA) or “Swamp Fever” 25 or “Coggins” state requirements are a test 26 within 12 months (6 months for Tennessee). 27 This, pursuant to state law, is to stop the 28 spread of EIA and other infectious diseases 29 from livestock. 30 31 Only certified weed-free pellets and cubes, 32 but no hay may be taken into and used on 33 park equestrian trails. It is recommended that 34 pack animals be fed weed-free feed for 48 35 hours in advance of entering the Parkway. 36 37 The requirement that only processed feed be 38 carried into the backcountry is intended to 39 prevent the introduction or spread of non-40 native vegetation. 41 42 If an animal dies within the Parkway, it will 43 be the owner or responsible person’s 44 responsibility to remove the carcass from the 45 park or make arrangements for its proper 46 disposal as soon as possible. 47 48

Horses and stock are considered property and 49 are the responsibility of the owners to remove 50 from Parkway property. 51 52 Stock may not be tied directly to trees. 53 54 The requirement to tether or picket stock is to 55 prevent damage to live trees or shrubs and is 56 intended to protect the root system, bark, and 57 foliage from excessive damage that can occur 58 if livestock is left restrained in one area for an 59 extended period. 60 61

SECTION 2.20 SKATING, 62 SKATEBOARDS, AND SIMILAR DEVICES 63 64 In-line skating, non-motorized scooters, 65 skateboards, and similar devices are permitted 66 on designated multi-use trails from the 67 Reservoir Overlook (Milepost 105.6 to 68 Milepost 96) in the Jackson-Clinton area only. 69 70 The Natchez Trace Parkway Multi-Use Trail 71 is designed for a variety of recreational 72 activities, which separates visitors from high 73 volume motor vehicle traffic on the Parkway. 74 In accordance with 36 CFR 2.20 Skating and 75 4.30 Bicycles, and the NATR Multi-Use Trail 76 Environmental Assessment Study, designated 77 recreational uses in this developed area 78 include cycling, walking, jogging, skating, 79 skateboards, and non-motorized scooters. 80 Horseback riding and the use of motorized 81 vehicles are prohibited. The use of personal 82 transportation vehicles (e.g. Segways, 83 motorized wheel-chairs, and similar devices) 84 are permitted to be used by persons who fall 85 under the Americans with Disabilities Act. 86 For safety purposes these devices are 87 required to travel at a walking pace. 88 89

SECTION 2.21 SMOKING 90 91 Smoking is prohibited in and around all 92 buildings on the Natchez Trace Parkway. 93 94 Smoking is prohibited within 25 feet of any 95 entrance or exit primarily accessed by the 96 visiting public or any access where smoking 97 would result in smoke traveling through 98

SECTION 2.22 PROPERTY 6 7 (a)(2) Upon notification to the 8 Superintendent, visitors on extended hikes, 9 bicycle rides, or boat tours, are permitted to 10 leave vehicles unattended for the duration of 11 their trip. The Superintendent may authorize 12 the leaving of unattended property and 13 vehicles for other authorized purposes. 14 15 Visitors on authorized biking and hiking trips 16 on the Parkway are permitted to leave 17 vehicles unattended due to length of time 18 required for trips. These visitors are required 19 to notify park management of their vehicle 20 location and estimated length of parking. The 21 Parkway is not responsible for the vehicles or 22 their contents. 23 24

SECTION 3.21 SWIMMING AND 27 BATHING 28

29 (b) The following areas are closed to 30 swimming and bathing: 31 Colbert Ferry 32 Coles Creek 33 Jackson Falls 34 35 Colbert Ferry is closed due to periodic water 36 quality concerns. Coles Creek is closed due to 37 several drownings that have occurred at that 38 location. Jackson Falls is closed to prevent 39 resource damage and enhance safety. 40

41 SECTION 4.21 SPEED LIMITS 42

43 (c) The speed limit on the Natchez Trace 44 Parkway is 50 miles per hour (m.p.h.) except 45 as posted. 46

47 The maximum speed limit set forth by 36 48 C.F.R. in National Park sites is 45 m.p.h. 49 except where this speed is unreasonable. The 50 design of the Parkway allows for safe speed 51 in excess of 45 m.p.h., except where otherwise 52 posted. 53 54

Vehicle Hauling and Towing Restrictions

• Trucks over one ton rated capacity are prohibited • Vehicles that display company logos are considered to be in connection with a business and

are prohibited. • Hauling associated with recreational activities to only include camping, boating, and ATV

use are permitted. • Hauling of multiple pieces of recreational equipment on a single trainer is permitted

providing total vehicle and trailer length does not exceed 55 feet. • Hobby activities such as antique vehicles (car, tractors, etc), hot-air ballooning, and similar

activities are considered recreational activities and are permitted. • Non-recreational hauling encompasses those activities that are not specifically recreational

in nature and are prohibited. • Farm and lawn equipment is prohibited except as authorized by Special Use Permits as part

of the agricultural lease program. • Hauling of household items, furniture, appliances, carpet, landscaping materials and/or

equipment, and construction materials are some of the more commonly transported items that are prohibited on the Parkway.

Requirements for Towing Trailers

• Towing vehicle and trailer are 55 feet in length or less • Enclosed utility trailers are5 feet by 8 feet or less. • Trailers shall be equipped with tail lights, brake lights, and turn signals. • Trailers must display license plates according to state of registration. • Empty trailers are prohibited. • Only one trailer or vehicle may be towed by another vehicle at any time.

Requirements for Towing Vehicles

• Towing vehicle and towed vehicle are 55 feet in length or less • Steel tow bar mounted through the use of a towing receiver with retainers and safety chains

are required. • All towed vehicles must be equipped with tail lights, brake lights, and turn signals. • No commercial vehicles are allowed. • Only one trailer or vehicle may be towed by another vehicle at any time.
