Ten Towns to benefit underthe Tipperary County Coun-cil and Tipperary Local En-terprise Office RetailSupport Programme in rollout of the first phase of the“Town Centre Initiative”.Ten Tipperary towns have been ap-proved a package of supports underthe interim Retail Support Pro-gramme. Beneficiaries under the€25,000 fund include; Cahir TidyTowns, Carrick on Suir BusinessAssociation, Clonmel Chamber,Fethard Business & Tourism Ltd.,Holycross Forum, Nenagh Chamberof Commerce, Roscrea Chamber,Thurles Chamber, Tipperary Inte-grated Resource Development andKillenaule Town Enhancement.The scheme administered by Tipper-ary County Council’s Local Enter-prise Office targeted Chambers,Business Associations and Commu-nity Groups and offered a series ofmeasures to help regain the commer-cial viability of retail businesses andto safeguard both new and existing

jobs in the County’s retail sector.Under the scheme, towns and villag-es were offered a grant of €1,000towards eligible marketing and PRactivities, an “outside broadcast”with local radio stations Tipp FM orTipp Mid West in addition to theservices of a Mentor- Red PR to as-sist with the formulation of amarketing/PR plan for the partici-pating town or village.

In addition, through Chambers andTraders Associations across Tipper-ary, The Local Enterprise Office isoffering the sector, training, mentor-ing, management development, up-skilling in social media,e-commercesolutions and On Line TradingVouchers, GIBO (Getting IrishBusiness On Line) and other sup-ports for businesses who lack a webpresence, text or other scheme toattract new, retain existing custom-ers and encourage increased spendin Tipperary’s towns and villagesThe Retail Support Programme isthe first phase in the roll out of a se-ries of supports by Tipperary CountyCouncil and Tipperary Local Enter-prise Office under the “Town Centre

Initiative”. A Study of the retail sec-tor in 2012 identified common ac-tions that could be pursued and arerelevant to all key towns and villag-es reviewed. Actions included theestablishment of a town centre fo-rum, revitalisation of vacant and der-elict properties/shop units, use ofsocial media/web sites/town shop-ping apps, promoting the concept of“Shop Local”, provision of tailoredtraining courses to meet the needs ofretailers such as customer relation-ship management, brand identity,PR, festivals and events, enhancinglinks with tourism, developing farm-ers markets and new collective mar-

keting initiatives designed toincrease foot fall and spend in theCounty.

This interim Retail Support Pro-gramme will be evaluated and bene-ficiaries are obliged to submit apost- event report detailing the im-pact of the Initiative in the Town/Village such as foot-fall, spend, sat-isfaction rating, employmentcreated/maintained (direct and indi-rect), collaboration/ joint initiativeswith Municipal Districts, new initia-tives/ events introduced and commu-nity participation.

The Long Acre,Stories from a disappearing Ireland

PJ Cunningham’s newbook The Long Acre car-ries on the vital traditionof John B Keane’s workin telling the stories of adisappearing Ireland, ac-cording to the Kerry au-thor’s son, Billy.

“In a writing sense, PJCunningham is a son ofmy father,” said BillyKeane at the book’slaunch in Dublin onThursday night.

“This book bears witness to a timeand place where, after centuries oftraditional ways, the people experi-enced rapid change into a modernsociety between the fifties and seven-ties

“It was a time when the comelymaidens made way for their moremodern sisters in stilettos and mini-skirts walking past the village greenin a society shelving the skin of reli-gion and superstition,” explainedKeane, who launched the book inDubray Bookshop on Grafton Street.

The stories containedin The Long Acre fo-cus on the often-hero-ic struggles withinordinary lives as peo-ple aspired to a betterway in and around thesmallholdings of thecountry.

It was a world wherethe new rural electrifi-cation scheme shonelights into the darkest

corners of the country – a processthat was repeated on an intellectualand emotional level among a matur-ing population through the followingdecades.

The book is a slice of recent history,capturing the fears and aspirations ofa people forced to take new direc-tions at the crossroads between oldand modern Ireland.

The stories in this collection look atthe fallout as these two worlds collid-ed within communities and thechurch.

For over 100,000 homeowners in arrears andtheir partners, being served a summons tocourt by the bank is the moment they havebeen dreading most. So many homeownershave been sticking their heads in the sand,hoping and praying for a knight in shining ar-mour that will save them from homelessness.The penny drops however when that knockcomes to the door, often in the evening time,and the unsuspecting homeowner is handedthe summons by a stranger. Its a momentwhen even the hardest of people, muscle-bound bruisers, turn to jelly, and the most pos-itive people in life are overcome with shock,anxiety and depression. Physically, the heart-beat revs to palpitations, many have reportedto us shortness of breathe, nausea and trem-bling.

These reactions are the release of pent upanxiety, often building over a number ofyears, as worst fears are realised. It isn't pentup emotions alone that bring about such reac-tions when handed a summons for a civil billapplication by the bank. One of the main con-tributors is, believe it or not, ignorance, a lackof knowledge regarding what the summons isand what it means.

If you, like scores of thousands, have falleninto arrears on your mortgage, it is likely thatyou believe you will have no options otherthan to eventually hand in your keys or go tocourt to lose it sooner rather than later. This isin reality far from the case. If a home ownerdecides they wish to defend themselves hav-ing received a summons to court they can beguaranteed, with a little knowledge, to remainin their home for years to come. If you haverecently been served with a summons to theCircuit Court, here's a few starting facts thatwill put your mind at ease and allow you agood night's sleep. The facts and court defencetactics outlined below do not present a silverbullet but rather will gain you significantamounts of time during which the LandLeague aims to build a national campaign toend evictions and achieve an across the boardwrite-down on home mortgage debt.

1. When you go to the Circuit Court for thefirst time you will be in front of the CountyRegistrar. The Registrar is not a Judge. TheRegistrar is almost like a gate-keeper, and it ishis/her job to make sure everything requiredfor a case is present before sending the case tothe "Judges List". If you do not present a de-fence the Registrar will make an Order forPossession of your home.

2. On your first appearance the Court Regis-trar cannot make any decision, whether that beto send the case to the Judges list; grant theBank its application for Possession; or evenstrike the case out with a right to re-apply. Be-cause the Registrar can do nothing on the firstsitting, we advise homeowners to say very lit-tle. An adjournment will be given automatical-ly by the Registrar with a date to return.Currently adjournments are for between twomonths and four months in the Circuit Courtsand extending all the time.

3. On the second appearance before the Regis-trar he/she has the authority (according to theirown understanding of the constitution) to takean action, such as sending the case to theJudge's list etc. We advise at this stage thatyou attend the court with a short affidavit (adocument stating facts you wish to tell theJudge in your defence). Do not present the af-fidavit immediately, but rather play for moretime. Achieving adjournments throughout thecourt process is a core objective of our courtstrategy, keeping people in their home for aslong as possible. A number of reasons to seek

an adjournment at this second sitting include(a) I have applied for legal aide and await adecision, (b) I have recently sent a letter to thebank regarding negotiations and I await a re-sponse (do send such a letter one week beforethe second sitting), (c) I have made an ap-pointment to obtain legal advice and ask foran adjournment. Similar reasons can be givento seek more time. Remember you are a lay-litigant and as such will receive more lee-waythan a trained solicitor.

4. If the Registrar insists on you presenting adefence, then you may use the affidavit. TheAffidavit can contain any form a defence, butmake sure it states clearly that it is not your"full, final and perfected defence", but ratheronly serves to meet the requirement of havingsome sort of defence to send up to the judgeslist. Saying "I am trying my best" is not a de-fence. A defence must in some way refute theallegations of the bank. At this stage the affi-davit should not be detailed. The affidavit mayrefer to the fact that the mortgage was securi-tised; that the interest rates claimed by thePlaintiff (that's the bank) are incorrect; that themortgage was misrepresented to you, or a hostof other Prima Facie (on the face of it) defenc-es. Only use one or two and remember, its notthe Registrar's job to decide on the merits ofyour defence, his/her job is simply to move itto the Judge's list.

5. If your requests for an adjournment at thesecond sitting have not been successful andyour case has been moved to the Judges list,this does not mean you will be up in front of aJudge that day. Instead the case will be ad-journed again and you will once more be be-fore the registrar in two/three/four/ monthstime. At this stage the Registrar will ensurethat all parties wish to continue and that eve-rything is in place for a trial. Another adjourn-ment will be given and a date set for theJudge's list. This sitting in the Registrar's courtmay provide more opportunities to delay andseek an adjournment.

6. If and when you finally appear before a Cir-cuit Court Judge it is only for "mention", inother words the Judge will want to know,more months having passed, if both partieswish to proceed. This is where the real delay-ing can begin, where you can put the bank onthe back foot by seeking discovery (the releaseof documentary evidence from the bank) andmany other tactics. The Judge will set anotherdate to return to mention the case again andfind out if your reasons for delay have beensatisfied and if so, a date can be given forhearing. If not, more adjournments can be re-quested.

We at the Land league hope that the aboveinformation has put your mind at ease in thisholiday season. As you can see, before oneword is spoken to a Judge or the matters dis-cussed in Court, you can delay the process byup to two years. When the case actually beginsfurther delay is easily achieved, and all thetime we are building outside the courts a na-tional movement for fair mortgage repay-ments. By knowing and using your rights yourhome can remain a sanctuary for you and yourfamily for years to come, and hopefully for aslong as you desire.

There’s nothing quite like festive foodto tempt us into the Christmas mood!This Christmas Time, we highlight howeasy it is to include dairy as part of abalanced diet - be it in cooking or bak-ing, or as part of delicious meals andsnacks.

Three servings from the ‘milk, yogurtand cheese’ food group are recom-mended as part of balanced diet eachday (including Christmas day!), andthis increases to five daily servings be-tween the ages of 9-18 years. Examplesof one serving include 200ml milk,125ml yogurt or 25g cheddar-typecheese, with low-fat options advised.Tasty choices to help you achieve yourrecommended intake from this foodgroup include:

· Milk-based soups and sauceswith seasonal vegetables

· Potato gratin made with milk andcheese

· Irish cheese board with a selec-tion of crackers

It isadvised to choose a variety of foodsfrom each of the bottom four shelvesevery day to get a good range of vita-mins and minerals, limiting foods fromthe top shelf which are high in fat, sug-ar and salt. The National Guidelines for PhysicalActivity recommend that adults exer-cise at a moderate level for at least 30minutes a day on 5 days a week (or 150minutes per week), while children andyoung people (aged 2-18 years) need at

least 60 minutes of moderate to vigor-ous activity every day.

Regular physical activity is equally im-portant during the Christmas season asit is at any other time of the year - sothere’s no excuse to cut out exercise! Infact, the Christmas holidays offer theperfect opportunity to include fun fit-ness activities into your day. Wrap up –and catch up - on a winter’s walk withfamily or friends. Pop on some festivetunes and rock around that Christmastree, or appreciate the fresh air beforesome hectic shopping by getting off thebus a stop or two early.

Anxiety. Generalised AnxietyDisorder (GAD). Criteria for GAD.So far, in what has been a longintroduction, I have discussed anxietyin many contexts, looking at physical,psychological and behaviouralsymptoms. I have explored whatmight cause anxiety, and chartedsome measures that help alleviate thisdistressing condition. In that context Ihave outlined some points aboutprogressive relaxation exercises andvisualisation, made some suggestionsabout nutrition, mentioned somebooks that are helpful, given yousome simple measures of self-care,and explained the link betweensleeplessness and anxiety. I took thisapproach because of how long thisseries of articles on anxiety will go onfor, and I wanted you to have somemeans of dealing with it. As the seriesprogresses, I will continue withspecific forms of anxiety, phobias andpanic, and much of what I have saidin relation to easing anxiety will berepeated in relation to these specifictypes of anxiety.

I want to look at what is calledGeneralised Anxiety Disorder(GAD), which is closely related towhat I have already been writingabout. However, this will give furtherinsight into it.

GAD is a severe anxiety that is notconnected to any specific thing, and itcan be accompanied by othercomplaints such as depression andaddictions. Research shows thatdepression is the most commonmental complain that accompaniesGAD. It is estimated in some studiesthat between 6% and 10% suffer fromGAD.

Being constantly anxious can clearlymake a person depressed andexhausted, and addiction can be seenas an unhealthy method of gettingaway from the anxious feelings.When we are actively indulging inour addiction we are in a bubble ofcomfort, and are disconnected.Therefore, treating the accompanyingcomplaints is important beforedealing with the anxiety. Sometimesthis is done with medication while thesufferer is in counselling. If thesufferer has a drug or alcoholaddiction these must receive priority.General counselling should notbegin until at least two years afterthe addict has abstained from thesubstance.

Generalised Anxiety Disorder canbegin in one’s youth, but its onset is

generally in the 20s and 30s. It seemsto be most common among theelderly. Research does not show anyparticular stressor causing this painfulcomplaint, but there is a minorgenetic factor in it. It must last for 6months to be classed as generalisedanxiety disorder, and must have threeof the following six symptoms –being irritable or angry, sufferingfrom fatigue, being tense or restless,having trouble sleeping, being tensein the body, and not being able toconcentrate. If these symptoms existto the extent that they seriouslyinterfere with the quality of our lifethen we have Generalised AnxietyDisorder.

GAD is very widespread andresearchers now feel that it is aswidespread as depression. Thisexcessive anxiety can be triggered offby anything, and sufferers worryabout things that will never happen.They are so consumed by worry thatthis anxiety builds up to the pointwhere they find it impossible toconcentrate. People who suffer fromgeneralised anxiety find it hard to letgo of any negative thought, and theirworry might be continuous for days.Anxiety feels like fear, but fear isabout a specific object, person orevent, whereas those with generalanxiety do not know what they areanxious about. Imagine the impactthis has on a student in the rigidconfines of the classroom, or vainlytrying to concentrate on doinghomework.
