The Central Govt. Home Secretary Mr.R.K.Singh has recently
sent a letter to all the State Govts. The letter mentions that a
Muslim Inspector or Sub-Inspector should be appointed in police
stations in the Muslim predominant zones.
This news has been published in the Manisudar issue on
7-6-2012 and the same was published in the Dhinakaran Tamil
daily on 8-6-2012. Of course the news is sweet to read. But the big
question is Which state implements this scheme?.
12% reservation for Muslims is prevalent in the State of Kerala.
In Tamil Nadu the reservation quota for Muslims is 3.5%, In Andhra
Pradesh 4%, in Karnataka 5% and in Manipur 4%.
Muslims can join the police force by availing the reservation
benet only in the States of Kerala, Tamil Nadu, Andhra, Karnataka
and Manipur. Only in these states there is the possibility of posting
Muslim Inspectors or Sub-Inspector in the police station in Muslim
predominant zones.
There is no possibility for the muslims to get the job opportunity
in the states where there is no reservation for them. Only highly
meritorious candidates are selected under the common open
quota. It is rarest of rare for the muslims to secure a place under
common quota. In their scenario how it is possible to appoint Muslim
Inspectors in the states ,that do not adopt quota system.
The letter sent by the Home Secretary is an advisory one and
not an order . If at all Muslim Inspectors should be appointed
,there must be reservation for Muslims in the states. Hence in
this context the letter is immaterial and irrelevant. Instead the
letter should have directed the states to implement the reservation
policy for the Muslims. Some people may raise the question Will
the Centre has the right to interfere in the state Govt. affairs?
The Central Govt. has accepted the recommendation of Justice
Sachar Committee appointed by it. The central Govt. is duty bound
to take all the steps to expedite the implementation of Sachar
Committee recommendations.
Similarly Justice Ranganath Misra commission recommendations
have been released. In order to implement the recommendations
the Central Govt. has nd a way to provide 4.5% reservation to
all the minorities in the central Govt. employments and in the
admission to the higher education. Though the case is pending in
the court the centre has come forward to accept and implement
the reservation policy. The centre should urge all the states to
implement the reservation for Muslims. Instead to write letter
to the states that do not adopt reservation policy and to advise
them to appoint Muslims inspectors in the Muslim majority zones
is nothing but a reductio ad absurdum.
The home secretarys objective will be fullled only if eachstate announces reservation for Muslims. There is no use to try to
build castle in the air.

Mamta announces Rs.1,000 for muezzinsContinuing to rain sops on the minorities, West Bengal Chief Minister Mamata Banerjee Wednesday announcead Rs.1,000 monthly
honorarium for muezzins of mosques.
She also included 33 more classes from among the minorities in the 17 percent quota earmarked for Other Backward Classes.
The muezzins who lead the call to prayers and help out in other socio-economic activities like administering polio drops are very poor, she
told reporters. So the cabinet has given the go-ahead for a Rs.1,000 honorarium per month through the Waqf Board.
She said the cabinet also cleared a proposal for reservation of jobs for Muslims under the Other Backward Classes category.
The previous (Left Front) government passed a bill hurriedly before last years assembly polls without undertaking any survey... We have
now nalised things after conducting a sample survey, she said.
Banerjee said earlier 65 classes of minorities were included in the OBC list. Today we have decided to add 33 more.
Last month, the chief minister announced a monthly honorarium of Rs.2,500 to Imams to be paid through the Waqf Board

From one or two in an entire college, it is now three or more in eachclass. This is the number of Muslim girls taking up higher education
in Coimbatore. A look at the admissions that just got over for the
undergraduate courses reveals that there has been a remarkable increase
in the number of Muslim girls getting admitted to colleges and deemed
universities in the city.
Though there are a lot more who are still denied education in the name
of convention, academics are happy that they get a good number to ll
the 3.5 per cent Backward Class (Muslim) quota. The quota includes
seats for girls and boys.
U. Jerina Bi, a rst-generation graduate who is now the Dean of Faculty
of Management, Avinashilingam University for Women, remembers how
it was 30 years ago and how it is now.
Those where times when girls got married when they turned 14
and had to drop out of school. From then till now, there has been a
remarkable improvement in the number of girls opting for higher
education. There has been a steady increase. Even now there are cases
of girls dropping out after the rst year or second year of graduation,
but they are negligible in number compared to those completing higher
education, she says.
Being the co-ordinator of UGC schemes for students belonging tominorities, Ms. Jerina Bi says there are more than 10 per cent Muslims
studying in the Bharathiar University now from UG to doctorate.
Increased awareness makes them avail of the various scholarships and
government schemes.
She says a majority of girls from Karumbukadai and Kottaimedu choose
to study in the university because they feel safe.
But a glimpse outside of the university reveals another trend also
that of girls choosing even co-education institutions, based on choice
of course and proximity to residence.
R. Rajendran, Principal of PSG College of Arts and Science, says there
is a good response from Muslim girls for all the courses.
There is no inhibition, only a conviction to study. They come with
much condence. Those from the lower middle class and below poverty
line do not hesitate as there are scholarships and schemes to help them.
There are two Muslim girls among those selected for the free education
system this year, he says.
Badri Sriman Narayanan, Principal of NGM College, Pollachi, says there
has been an increase even from among the rural lot.
Girls from the very afuent rural families are not sent. But, parents
who are employed in the government sector want to educate their girls.
The drop out rate has reduced considerably, he says.
The faculty at Government Arts College, Coimbatore, say the number
of Muslim girls taking up higher education is very high in Coimbatore
Rise in number of Muslim girls pursuing higher educationcompared to other districts. The State government BC (M) quota of 3.5
per cent is not enough to accommodate many eligible candidates.
Controller of Examinations of the College K. Shanmuga Sundaram
says that there are many girls who come with their parents, sometimes
only the mother, to inquire about the courses. When they do not get a
course of their choice, they are open to study any course. Such is the
interest they have in pursuing higher studies, he says.S. Jabeen, second year MBA student, says the days of Muslim girls
living within the connes of a home are over. The girls in my family
are examples. All of us are getting an education though our mothers
have not even completed school education. Now they want us to earn
respect that only education can give. Education has broken the barriers
of convention, she says.

Protest in Sri Lanka against shifting of mosqueMuslims gathered in mosques in unusual numbers
across the country for special Friday prayers to preventthe shifting of a mosque in Dambulla. The Easternprovince, which has a signicant number of Muslims,virtually shut down, for the second day, protesting thedesecration of the mosque in Dambulla, a town about150 km north-east of Colombo.
Prime Minister D.M. Jayaratne had ordered relocationof the mosque from Dambulla, as mobs and some
people in the robes of Buddhist monks had launched a sudden protestagainst the mosque on April 20. They wanted the mosque demolished,because it was built in a place considered sacred by Buddhists.
The prayers today were longer than usual, said Asif, a companyexecutive, who had come to the 150-year-old Shaikh Usman WaliyyullahShrine and Masjid at Cinnamon Gardens. There was a special dua[prayer] which basically implored the almighty to protect us, and thecountry from evil inuences, he added.
Soon after the prayer, those gathered displayed placards. One wantedboth Sinhalas and Tamil Muslims to be treated equally; another read:Gift for Muslims in Dambulla, who helped in Geneva. The backgroundis that many Muslim religious leaders had talked to their counterparts inWest Asia and in Muslim majority countries in a bid to inuence thesecountries to reject the United Nations Human Rights Councils March 22resolution against Sri Lanka.
Asked about the protests in the Eastern province, Chief MinisterSivanesathurai Santhirakanthan said there were no untoward incidents.Asked if the region was tense, he said these were mere rumours. Shopswere closed. There is no tension here, he said over phone from theeastern headquarter town of Batticaloa.

60th Anniversary of Indian Parliament
IUML Continues its place from 1st Parliament to 15th Parliament : E. Ahamed
THE MINISTER OF STATE INTHE MINISTRY OF EXTERNAL
AFFAIRS AND MINISTER OF STATEIN THE MINISTRY OF HUMAN
RESOURCE DEVELOPMENT (SHRIE. AHAMED): Mr. Chairman, Sirthank you very much for giving
me an opportunity to speak onthis occasion. I represent IndianUnion Muslim League (IUML) in
the Parliament and it is a matterof great pride and satisfaction for
my Party that my Party was in therst Parliament in 1952 and weare continuing our membership
till this date. I think after theIndian National Congress, it maybe my Party which is here from 1st
Parliament to the 15th Parliament.
Of course, numerically our strengthmay be very little or not very much,but still our policies, programmes,approach, contribution and
committment are much bigger andmore appreciative to many of thepolitical parties in the country.
Sir, India is secular democraticRepublic. The great leaders, who
led the freedom struggle andbrought us independence, thoughtthat the democracy is best suited
for this country. Our great leader,Quade Millet Mohammed Ismail
Saheb, who was the veteranMember of this House, who hasbeen described by the National
Leaders including late Shri LalBahadur Shastri; a leader withhonesty and integrity and has
taught a large section of Minority tosupport and commit to democracyas this is one important thing for
the Indian people for their futureas the best-suited administration.
I am very happy to say thatmy Party since its inception 1948and after having the membership
of the Parliament - I salute theIndian Parliamentary system andalso salute the people who have
elected us without interruptionfrom the 1st Parliament tothe 15th Parliament - that we are
committed to secular democracyand at any rate, we have to
uphold the principles of seculardemocracy in India. There isno place in democracy for the
violence, communal disharmonyor any such kinds of tendencies.
In a secular democracy,
Parliament is the biggest
institution. In the history of theworlds Parliamentary System. oursis the largest democracy in theworld, we have been respected by
all the countries in the world. This
is something which we have to be
proud of. Only a democracy canfull the aspirations of differentsections of the society.
India has immense diversity. Wehave different religions, differentlanguages, sub-cultures, ways of
living and even thoughts. Such acountry of diversity can be held
together and taken on the path ofprogress only through democracy.
Our political guide, I would say,
Pandit Jawaharlal Nehru, whowas the founder of modern India,thought that we must uphold
every time unity in diversity. Wehave different religions, different
languages, different culturesbut we are all one as Indians.Therefore, it is the solemn duty of
every Indian to commit ourselvesto maintain the national unity ofthis country.
Sir, all the time, we are speakingabout the very democratic
principles. This Parliament is thebest example for the legislaturesof India and people of India. For
the last 21 years, I have beena Member of Parliament. I amcompleting the 21st year in this
House apart from my seventeen-and-a-half years in the Kerala
Assembly. I have seen many of theacrimonious situations here but thisis the Parliament which provides the
people the opportunity to ventilate
their sentiments and feelings. Thisis Parliament where Maulana Abul
Kalam Azad told his detractors mylife is an open book. You can see
everywhere and you can nd anyfault of me. This is the Parliamentwhere Members of the minority
community told our then PrimeMinister Pandit Jawaharlal Nehru:we have been asking and pleading
for appointments in servicesbut we are getting back only
disappointment. Panditji was somoved. Pandit ji had taken actionon that. This is such a Parliament
of which we are the members.We must be proud of the fact thatwe are the Members of this great
Parliament. But at the same time,we must also see what things we
will have to do.
There are socio-religions in our countrywho have not got a say
in the developmentarena. At the very sametime, I would say the
Constitution says thereshould be equality. The
Directive Principles ofthe State Policy enjoins
upon the State to bring about
socio-economic equality and fairdistribution of resouces. But,during the past 60 years, despite
our great and best efforts, are weproud of the fact that everybody
has been given his equal right andshare? No, Unfortunately, it is not.At the very same time, there are
deprived people. Especially,democracy means minorities shouldbe respected. I am very happy to
hear from no less a person thanShri L.K. Advani that monoritiesshould be respected. That minority
should not be only the politicalminority. That minority should also
be the linguistic minority, religiousminority. Therefore, the democracythat we have in India should strive
hard to send the message thatminorities should also be given
compassionate consideration. Theirdemands should be consideredsympathetically and also there
must be tolerance to hear that.If it is not given, we cannot beproud of the fact that we are in a
democractic country. Of course, itis better than many othercountries.
If today 220 million people aregoing to sleep hungry, then, we
must have a serious look at whathas gone wrong. Representationof disadvantaged sections of the
society, whether they belong toone religion or the other, in theservice and other sectors
of development, is much lessthatn what is should have been
alienated, that have been kept outof development of this country.So everybody should be given an
opportunity to participate in thebuilding of this nation. They mustbe given their position also.
On this occasion, when we arecelebrating the 60th Anniversary
of the First Sitting of IndianParliament, it is our duty to seethat these disadvantaged sections
of the society, including theminorities, get their due share inthe development of the country.
That is the thought which shoud
guide us in our deliberation and
our future actions.
Sir, I would like to say that
we should introspect about our
treatment of our minority, ourConstitution is very clear, our
Constitution has given wider
provisions to enshrine the rights
and privileges of the minorities
but it has to be implemented.
They should also have their
rights and privileges. Such a
Constitution should be upheld;
such a Constitution should be
implemented. Unless we do
that, we cannot do justice to
democracy. I fully agree with the
sentiments expressed by my other
friends also that this Parliament
should show that we are all one
in maintaing national unity. At
the same time, I would like to
say that the Indian Parliament
has necessary will and expertise
for bringing about progress and
prosperity into the lives of millions
of the people of our country,
who are deprived of a better life
today. At the same time, we must
also see that our great country
should also be given a tting reply
to those who try to in align theimage of our country. One such
reply was the minorities have no
rights and privileges. There may
be some lapses. Minorities have
rights and privileges as enshrined
in the Constitution.
Not only that, here the
propaganda let loose by anti-
Indian people elswhere has very
much been defeated by people.
They would say that there is
no cultural integrity or cultural
security in regard to minorites. No,
the Indian culture is a compositeculture. That culture is integrated
with the Hindu Culture, Islamic
culture, Christian culture, Buddhist
culture and all the cultures. So
far as minority Muslims of India is
concerned, Indian Muslims culture
is as strong as Red Fort, as tall as
Qutub Minar, as beautiful as Taj
Mahal, which no Indian, especially
majority community will not allow it
to be nished. That is, maintaining
Indias unity, cultural unity, religious
unity, national unity. Therefore, on
this auspicious occasion, all of us
are committed to maintain and to
go ahead with national unity. May
God bless this country to maintain
its unity and integrity!

It gives me great pleasureto be here with all of you at the
Valedictory Function for the Indian
Foreign Service Probationers of
the 2010 Batch. I congratulate
these young Probationers for
successfully completing a yearlong
professional training at the ForeignService Institute. I am also happy
to know that currently they are
further sharpening their skills at
desk attachments with various
divisions of the Ministry and
very soon will be going for their
language assignments abroad.
It is also a matter of pride for
me to present the External Affairs
Minister Gold Medal for the best
probationer of the 2010 Batch.
I am also delighted to note that
the Foreign Service Institute
is also conferring AmbassadorBimal Sanyal Memorial Silver
Medal for the best dissertation,
Deans Certicate of Merit and
Best Sportsperson Trophy to the
deserving Probationers.
I would like to take the
opportunity to convey to these
young members of the Foreign
Service Fraternity that, after having
been selected through a rigorous
selection process, all of you have
earned the faith and respect of
people of India to represent this
great country across the globe.You have joined the Indian
Foreign Service at a very important
phase for Indian diplomacy.
In todays World, increasing
dominated by the corporate and
private businesses, Foreign Service
still remains an exciting and a
challenging professional career.
Backed by a vibrant democracyand a resilient economy, India is
poised to play a role commensurate
with its prowess and destiny in the
future. India is emerging as an
acknowledged leader in several
multilateral fora and increasingly
making its presence felt as a major
player in regional and international
affairs.
The complexities in todays
world have reached new heights.
Terrorism, energy security, climate
change, and piracy are some of
the challenges that have becomemore diverse and complex in their
content.
Given these complexities, all of
you are required not only to have
a deep understanding of a wide
range of topics but also need to
be versatile and adaptable and
develop qualities like modesty,
loyalty, sincerity and patiencein abundance to deal with such
challenges. All of you share the
responsibilities to represent
and to contribute towards the
development of India. It is
imperative, therefore, for all of you
to constantly strive to update your
skills and take up the challenges
with a positive and open mind.
I would also like to note her
that when you rst get posted
abroad many of you may tend to
get overwhelmed by the foreign
cultures and inuences. It is notbad to learn and understand
foreign cultures and traditions, but
you must never lose your Indian-
ness. You must never forget the
fact that you a representing a
great country which has always
stood for values like unity in
diversity, respect for differences
and conuence and co-existence of
civilizations. You should all imbibe
these values and spread these to
which ever county you are posted
to. This is also something that will
always give you inner strength
and conviction to sail through the
difcult times that you may face in
your assignments.
I would also like to briey
mention the role of the Foreign
Service Institute. The Institute
is doing a commendable job in
training the young entrants of the
service. I am also delighted to note
that FSI has diversied its activities
over the years to include courses
for staff and ofcers at all levels
of the Ministry of External Affairs,
ofcers from other civil services
as well as for foreign diplomats.
I am condent that in the coming
years the Institute will continue to
maintain its sterling track record
and meet the growing training
needs of the Foreign Service.
In the end I again congratulate
this wonderful 2010 batch of the
Indian Foreign Service Probationers
for completing their training at
headquarters and wish them all
success in their careers as theyembark upon this exciting journey
as Indian Diplomats in the 21st
century.

The plight of Indian Muslims has remained more or less static sinceindependence despite numerous promises made by our political parties
one after another. The latest poverty gures released by the Planning
Commission on 19 March show that Muslims are even poorer than other
minorities like Christians and Sikhs.
The overall grim picture of Muslims in every sphere as compared to
Dalits, SC,ST and other sections of society has already been highlighted
by the Sachar Committee report. In terms of progress and growth,
Muslims are far behind and poorer than other poor from the general
category or SC/ST. As per the Planning Commission estimates, the
poverty ratio is highest among Muslims at 33.9 percent both in rural
and urban areas as compared to Christians where only 12.9 percent are
poor in the urban areas. In rural areas only 11.9 percent Sikhs are poor.
In urban areas, SCs have a poverty ratio of 34.1 percent and STs are at
30.4 percent while for OBCs the gure is 24.3 percent. If we go by other
gures available, we will nd that there has been an overall decline in
urban poverty from 25.7 percent to 20.9 percent and in rural poverty
from 41.8 percent to 33.8 percent. Surprisingly, Muslim poverty has not
decreased.
The trends are alarming and an eye-opener. But the big question is:
are Muslims discriminated against within the minority structure? If it
is true, how can one accept that 4.5 percent reservation to minoritieswill help Muslims to get their chunk out of it or will it go the same waywhere one would again be forced to say that Muslims are even morejobless than other minorities in the end. Will the authorities responsiblefor implementing various minority schemes in states or at the Central
level ensure that Muslims would not be discriminated against within theambit of minorities at all levels or will it merely end up in just keeping theestimates in les for further reference while preparing another estimatefor minorities.
The gure of the Planning Commission indicates that Muslims aremore backward as compared to other minorities in Uttar Pradesh, Bihar,Gujarat, Rajasthan and West Bengal. The gures released by the PlanningCommission are based on data collected by the National Sample SurveyOrganisation. The estimates of poverty by the Planning Commission arebased on assuming a daily income of Rs 32 as the poverty line.
The statistics reveal that political parties over the years have onlypaid lip service to the cause of Muslims because their promises hardlygenerate any action on the ground. The greater emphasis is on howto show their concern by simply drum-beating or by fullling promisesin bits and pieces. Poor implementation of Sachar and RanganathMishra recommendations speaks volumes about the seriousness of the
government towards the upliftment of the community.

violence, neither in the Holy Quran
nor in the Sunnah (Prophetic
traditions). It is mentioned at
several places in the Holy Quran
that Allah does not like those who
spread mischief on this earth. One
such verse is:
Allah does not love thosewho do mischief [Sura Maidah
5:64]. Mischief, in Arabic is
Fasad, and it can refer tomurder,
corruption, evil and violence. So,
when Allah does not like those
who spread violence, how can
He legislate violence in His Deen?
These two opposites can never
exist in Islam.
Moreover, the biggest violence
killing innocent people is
repudiated in such strong words
the likes of which are found in no
other religious scripture:if any one kills a person
- unless it be for murder or for
spreading mischief in the land - it
would be as if he killed the whole
humanity: and if any one saved a
life, it would be as if he saved the
life of the whole humanity[Sura
Maidah 5:31]
This verse explicitly denounces
any innocent killing. Even in
retaliation or in war, Muslims are
not supposed to kill innocent
people. In a Hadith (Prophetic
Tradition), Muhammad said: Go
out in the name of Allah and by
the help of Allah, following the
way of the Messenger of Allah. Do
not kill any old man, infant, child
or woman spread goodness and
Islam And Tolerance And Non-ViolenceIslam is a religion of peace
peace to humanity and one and
all. It is a religion to lead mankind
from the depths of darkness and
ignorance towards the path of
light and knowledge. The literal
meaning of Islam, derived from the
Arabic word Salaam, means peace.The word Islam has another root
derivation Slim which means
surrender or submission. In short,
Islam means peace acquired by
humans by submitting their will to
the Will of Allah.
Moreover, Islam not only fosters
love between fellow Muslims;
rather it is a merciful for all of
humankind. The peace of Islam
has got many dimensions: peace
with Allah, peace with society
and peace with all of mankind
irrespective of caste, creed and
religion. Islam guides people to
the path of non-violence and
tolerance and shows the path of
righteousness and piety.
Coming to the point, a religion
with such high values enshrined
in its very name is misunderstood
by the bulk of humans as violent
and intolerant. If any Muslim
commits a wrong, it is directly
or indirectly attributed to Islam.
The misinterpretation of many
mischievous people has given
a bad name to this religion of
peace. But, at this critical point,
people should know that Islam
is not what X or Y says. It is not
this scholars or that scholars
interpretation; Islam is what the
Holy Scripture the Quran says
and what Muhammad the Prophet
of Islam says. They are the two
primary sources of Islam.
Islam is against
compulsion in religion
It is enshrined in the the Holy
Quran that there is no compulsionin Islam. Muslims are prohibited
to force people of other faiths to
accept Islam. There is no tolerance
for one who forces another person
to submit to his/ her will and
convert to the religion unwillingly.
Allah says:
Let there be no compulsion in
religion: Truth stands out clear
from Error: whoever rejects evil
and believes in Allah has grasped
the most trustworthy hand-hold,
that never breaks. And Allah hears
and knows all things. [Sura Baqara2:256]
This is the foundation for tolera
nce towards any and every religion
and their people. There is no
force and no compulsion on any
individual to accept Islam. If he or
she wants to accept Islam, it has to
be necessarily out of their own free
will and not at the point of sword.
This is the essence of Islam. Islam
is an open invitation to man kind
and they have the full right either
to accept it or to reject it.
Islam is
non-violent and tolerant
Violence is not in the dictionary
of Islam. There is no place for
do good, for Allah loves those who
do good.(Abu Dawood).
At other place in the Holy Quran,
Allah asks the believer to keep the
door for peace wide open. The
door of peace is open all the time
in Islam, even in a battle eld.
Allah says, If the enemy inclinetowards peace, you (also) incline
towards peace, and trust in Allah
[Sura Anfal 8:61].
Even in retaliation, a Muslim
is not supposed to transgress. If
you have been wronged by some
person, you have no right to wrong
them or any other person to take
revenge. And, if you are helpless
and unable to do anything, Islam
orders you to cling to patience.
There is no permission for
violence, whatsoever, in Islam at
any point of time. Reecting onthe following Hadith: If anyone
harms (others), Allah will harm
him, and if anyone shows hostility
to others, Allah will show hostility
to him. (Abu Dawood), makes
it clear that complete tolerance,
peace and perseverance are the
virtues ascribed by the religion.
