New Delhi: In what may be a clear indication of how states ini- tially over-estimated the extent of damage suffered by farmers in re- cent rains and hailstorms, the Centre on Thursday issued re- vised data which noted that states had earlier over-reported areas under damaged rabi crops by more than 75 lakh hectares. Revised figures, extended by states, show that the total area under damaged Rabi crop is 106.73 lakh hectares in 14 states as against 181 lakh hectares re- ported earlier.As per the revised data, the maximum damage is reported from Rajasthan fol- lowed by UP, Haryana, MP, Mah- arashtra, Punjab and Himachal Pradesh. Among all rabi crops, wheat faced the maximum dam- age (on nearly 63 lakh hectares). Referring to estimated pro- duction of wheat and current retail price, officials in the agri- culture ministry indicated that the value of damaged wheat could be around Rs 32,000 crore. “If one calculates the overall damage while taking into ac- count retail prices of other af- fected rabi crops, including pulses, maize and mustard, the loss could go beyond Rs 40,000 crore or more,” said an official. He, however, noted that the exact amount of loss could be as- sessed only when the harvest starts next month. The revised report was compiled on the ba- sis of information provided by seven senior officers of the agri- culture ministry who went to the affected areas to do an as- sessment of the damage. After getting the report, Union agriculture minister Rad- ha Mohan Singh assured the states that the Centre was com- mitted to extend all help to affect- ed farmers. His ministry asked states to immediately “take nec- essary steps for restructuring farmers’ loans and disbursement of crop insurance”. The amended report shows that Uttar Pradesh had initially over-reported the extent of dam- age by about 60 lakh hectare. The revised report was first dis- cussed when PM Modi had held a video-conference with chief sec- retaries of the states concerned on Wednesday. Of these, Rs 2,060.75 crore were lost by five banks headquartered in Kar- nataka alone — Canara Bank, Vijaya Bank, Corporation Bank, Syndicate Bank and State Bank of Mysore. The doc- uments revealed that there have been 4,845 cases of bank frauds over this period. Finance ministry sources said in most cases bank staff ei- ther connive with the fraud- sters or are negligent. The latest instance sur- faced on Wednesday when the CBI registered a case against an Ahmedabad-based telecom company and its directors fol- lowing a joint complaint from State Bank of India, Vijaya Bank and Canara Bank. “It is alleged that express- ing urgency, the company pro- moter got Rs 40.4 crore released from the three banks even though some documentation was pending. He disappeared after seeking time until August 31, 2013, to repay the loan,” the CBI said in a statement. Among the documents the promoter submitted were let- ters of credit (LCs), which turned out to be fake. A term loan of Rs 86 crore was also re- leased to this firm, which too was allegedly siphoned off. There is an estimated total loss of Rs 126.4 crore to the banks. In another case, the CBI on Thursday arrested a former managing director of a Bho- pal-based private firm, who was absconding in a case relat- ing to alleged loss of Rs 3.63 crore to State Bank of Indore. He conspired with bank offi- cials to obtain credit facilities on the basis of fake collateral during 2003-2004. The samples of ma- terial used in coaches -- polyester fibre block used for cushioning in seats and berths, PVC sheets used for flooring, PVC coated fibre glass used as top cover for berths, and textile fab- ric used as curtains in coaches – were brought to the court by Kaul in compliance with the its November 18 order. Petitioner Abhay Singh requested the court to include fire safety testing of these material. However, Kaul pointed out that in the PIL, the petitioner had sought only toxicity test of these material samples.
