History
2001-2002 RACM developed for Severe Ozone Rate of
Progress (ROP) Plan
2003 Incorporated in 2003 PM-10 Plan
2004 EPA approves RACM in PM-10 plan as
Transportation Control Measures (TCMs)
Conformity Rule requires that the RTP & TIP: “must provide for the timely implementation of
TCMs in the applicable implementation plan”
Documentation of Timely Implementation
2004 MPOs agree to document RACM/TCM
commitments that have specific projects For example, Reedley committed to install
traffic signal at "I" Street and Reed Ave. & coordinate equipment from Manning to 11th Street

Need to demonstrate: Priority funding is given to TCMs TIP/RTP do not interfere with implementation of any TCM
Failure to provide this information or complete these projects could result in a conformity lapse
Which would halt over $250 million in transportation funding to the San Joaquin Valley each year
Formal substitution process necessary to replace approved TCMs
