History

2001-2002 RACM developed for Severe Ozone Rate of

Progress (ROP) Plan

2003 Incorporated in 2003 PM-10 Plan

2004 EPA approves RACM in PM-10 plan as

Transportation Control Measures (TCMs)

Conformity Rule requires that the RTP & TIP: “must provide for the timely implementation of

TCMs in the applicable implementation plan”

traffic signal at "I" Street and Reed Ave. & coordinate equipment from Manning to 11th Street

What Does This Mean For My Jurisdiction? Fresno COG must provide TCM updates as part of the

conformity documentation 89 commitments still require documentation Local jurisdictions must provide status on measures noted

with “TID” or “T2” on enclosed spreadsheet

Need to demonstrate: Priority funding is given to TCMs TIP/RTP do not interfere with implementation of any TCM

Failure to provide this information or complete these projects could result in a conformity lapse

Which would halt over $250 million in transportation funding to the San Joaquin Valley each year

Formal substitution process necessary to replace approved TCMs
