Dear Elders and Colleagues,I am delighted to greet, thank and

welcome you all to the family of IMA. Itwas a ceremonial moment to receive thePresidential Collar from my Good brotherDr.T.N.Ravishankar and take over themantleship of IMA TamilnaduStatePresidentshipduring the SANGAMAMTIMACON. I have no words to express my gratitudeand thanks for all those who had amidst lot ofproblems attended the conference and personallyblessed me. I also thank my organizing TEAM, mypersonal staff and family for taking charge oforganizing the Sangamam TIMACON in a mostcomfortable way inspite of my disastrous RTA. I onceagain thank you all for your concern, prayers andwell wishes for my speedy recovery.

I profusely thank the past team led byDr. T.N.Ravishankar and Dr. N. Muthurajan for theircommitted service and rich platform they have createdfor us to progress.

Today IMA is concerned about small and mediumhospitals problems, which are escalating day by dayby new rules, laws and implementation. Lack ofadequate staff, unexpected infrastructure,statutoryrequirements and decreasing cost of treatment bythe insurance sector all are chocking us.

People on authority are also interested topromote Corporate health sector.rather than small andmedium size hospitals to which we are catering tonearly 70% people in rural and urban areas.

IMA has represented this issuemany times. Finally we are planning

to organize a conclave to discussall the problems of small

and medium sizedhospitals with

all the Government implementingauthorities and hoping for the solution.If we are continued to be oppressed IMAwill raise upto the challenges unitedly wewill fight for the survival of small andmedium Hospitals.

As discussed in our state conference,our new team will strive hard to meet each

of our branch members in a scheduled day throughIMA yatra. We are interested to make IMA a massmovement, participating organization rather than justdemocratic representative body. Every member of IMAshould feel it is our own Association and anychallenge to IMA will be dealt with accordingly.

IMA is an umbrella body for both private andGovernment sector doctors. In many issues faced byGovernment doctors IMA had taken pain to take thematter to concerned ministry and get it corrected.IMA assure to strive hard to settle the issue ofGovernment doctor’s reservation in PG and newguidelines of doctors with more than 40 years cannotjoin teaching faculty.

In all new projects which our TEAM hasannounced on IMA NEET project, National Womendoctors Conference and safe drinking water projectetc. I seek all of your full support.

Make use of dynamic Vice Presidents in yourZone and they will be the State ambassadors in yourarea.

Our new state secretary and office are available24/7 days for your contact and will be at your service.

I write and invoke everyone towork as a TEAM for the Clarian call ofIMA the parent organization andmarch forward with dignity.

It gives me great pleasure in addressing youfor the first time as your state secretary. Let metake this opportunity to thank you all for thesupport you extended me in electing me as yourstate secretary. I promise that I will do everythingpossible to live up to your expectations.

Let me congratulate Dr.AbulHasan forcoming out with IMA E Directory, containingdetails of around 30,000 members. Anothermilestone would be the launch of FSS-II. Icongratulate the office bearers of the schemefor a quick workout within a short span.

The coming year is going to be crucial withissues like Clinical establishment Act, treatmentof Dengue by private doctors, NABH entry levelaccreditation to achieve for CMCHS schemes,etc to be addressed. But we have experiencedleaders to handle these and on my part I shallimplement the ideas of my presidentDr.J.A.Jayalal and the state council in letterand spirit.

The four IMAs of Kanyakumari district-Marthandam, Nagerkoil, Kanyakumari andKGMCH branches have worked hard to makethis TIMACON “Sangamam” Conference agrand success. Special mention should be made

CONDITIONS

� Treatment in our network hospitals only, However in the case ofMedical Emergencies & Accidents treatment can be taken in otherHospitals. In all cases immediate intimation shall be given to ourCall Centre within 24 hours of Hospitalisation.

� Minimum Hospitalisation of 48 Hours.

� 405 Day Care Procedures covered

� Maternity benefits, applicable only for the employees or dependentspouse, subject to a limit of Rs. 50,000/- for normal and Rs. 50,000/- for caesarean delivery.

� Inclusion of New Born : New born baby is covered from dayone as a part of family up to the Family Floater Sum Insured. TheCover for Children is only for dependent Children. In the case offemale children, the cover will cease once they become earningmember or on getting married. In the case of dependent malechildren, the cover will cease once they become earning member.

� Room Rent, Boarding and Nursing Expenses, Single StandardAC Room. If the Insured occupies a room with a room rent limitother than his eligibility as per the insurance policy, then all theother charges shall be limited to the charges applicable for the

eligible room rent or actuals, whichever is lower.

� Emergency ambulance charges upto a sum of Rs. 750/- perhospitalisation and over all limit of Rs. 1,500/- per policy periodfor transportation of the insured person by private ambulanceservice when this is needed for medical reasons to go to hospitalfor treatment provided such hospitalisation claim is admissibleas per the policy.

� Pre Hospitalisation - 30 Days and Post Hospitalisation - 60 Days.

� We shall issue photo ID cards in respect of all the covered personsand we require the passport size / stamp size photo for the same.

� Claims will be settled by in-house claims team.

� Cover could operate or attach only in respect of risk to membersand subject to condition that such members were in theassociation with the insured at the time of commencement ofinsurance and also at the time of action.

� Sub limits only for Cataract Rs. 40,000/- per eye. Expect thecataract limit shown above, all other sub limits mentioned in theprinted policy clause stands deleted.

� All other terms and conditions as per GHI Policy Clause.

PREMIUM - Rs. 23,000/- PER FAMILY OF FOUR (2 ADULTS + 2 CHILDREN)

The insurance coverage will be effective only when the entire thousand members join this scheme.

first communication. We assure that with our fellow office bearerswill do the best within our capacity to address problems faced byour member hospitals & nursing homes.

As a first step we are correcting the members database withthe mobile number of the proprietor’s . This will ensure effectivecommunication and a chance to give your opinion’s and views inthe mobile app which will be coming shortly containing all thathospital’s need to know and having all the statutory norms whichneeds to be complied. So please cooperate for our benefit.Our agenda as new NHB Office Bearers1) To fight for single window system of licensing (and eliminate

50 to 60 different licensing systems as being currently done)2) To implement options for group purchases and resources shar-

ing (and drastically cut down costs)3) To empanel all hospitals (meeting quality requirements) with

insurance networks4) To form CRISIS management team in each IMA branch5) To conduct training program in all districts to help hospitals

reach NABH accreditation.6) To create mobile NHB APP with all current statutory require-

ments (which will be updated from time to time)7) To form a group of NHB authorized bio-medical engineers to

aid member hospitals8) To get special EB tariff for hospitals (as in Andhra Pradesh)9) To prioritize ways to ease out manpower requirements10) And lots more…. which our feel that is required

Together we win and we request our members to be unitedleaving our egos and lift up the dignity and safety of our professionin this times of crisis with adequate remuneration. Long live IMA!

The defaulters who have not paid for more than one Due tillthe end of the year stand to be defaulted losing all the benefits,having stayed in the Scheme so far contributing to help our departedcolleagues’ families.

Dear members our GeneralBody Meeting and ManagementCommittee Meeting was held atNagercoil on 08.12.2017 before theState Conference. The major issueis membership growth which wasnot encouraging.

Majority of the members feelthat 5 lakhs coverage is notattractive as the compensation is in crores bythe court. We have to think and take a decisionin the next management committee. fact as to whether he has previously under-gone imprisonment on conviction by a courtin respect of any cognizable offence;

iii. The possibility of the applicant to flee fromjustice; and

iv. Where the accusation has been made with theobject of injuring or humiliating the applicantby having him so arrested, either reject the ap-plication forthwith or issue an intern order forthe grant of anticipatory bail.If the offence is non-bailable, it is immaterial

for the purpose of section 438 whether the offenceis cognizable or non-cognizable, or whether it isone under the Indian Penal Code or under anyother law.

It is not necessary that the offence in respectof which the anticipatory bail is asked for hasbeen registered with the police.

The filing of FIR is not a condition precedentto the exercise of the power under section 438.The imminence of a likely arrest founded on a

Bail: As most of the offences for whichdoctors charged are bailable, the police is underlegal obligation under section 50(2) CrPC to informthe doctor to be arrested that he is entitled to bereleased on bail at the police level itself and that hemay arrange for the sureties which should be ofreasonable amount and on his furnishing therequired sureties the doctor has a right to bereleased on at once by the police itself.
