1.0 INTRODUCTION
1.1 This Residential Travel Plan Statement (RTPS), hereafter referred to as the
‘Travel Plan’, has been prepared by Stuart Michael Associates Limited (SMA) to
accompany a planning application for residential development on land at Tilgate
Forest Business Park on the southern outskirts of Crawley (the ‘site’), located
within West Sussex. The site location is shown on Figure 1.1.
1.2 The development proposals for the site is for residential development of two 4-
storey buildings comprising 48 and 32 units, totalling 80 apartments. The
development consists of a mix of 42x 1-bed apartments and 38x 2-bed
apartments. A site masterplan is contained in Appendix 1.
1.3 SMA has been appointed by Lamron Developments (Tilgate) Limited to prepare
the Travel Plan Statement for the residential development to help promote a
sustainable development, which encourages use of modes other than private
car.
Planning Background
1.4 Planning consent for an office development on the site was granted consent in
1995 (Planning Ref: CR/94/0633/FUL) but this was never implemented.
1.5 A further planning application was prepared in 2006, for 4,630m2 of B1 office
use on the site. Again, the planning consent was granted but the office
development has never been implemented. The 2006 office scheme has since
been renewed and is extant.
Site Description
1.6 The development is located at Tilgate Forest Business Park, on the A23,
Brighton Road, approximately 650m south of the K2 Crawley Leisure Centre.
1.7 The development is bound by a dense area of Ancient Woodland (Tilgate
Forest) to the north and east, as well as a residential property to the north-west
corner of the site, which has frontage onto the A23; the A23, Brighton Road
dual carriageway to the west, and office buildings and their associated car
parking facilities within Tilgate Forest Business Park to the south.

1.8 It is proposed that the existing access arrangements serving Tilgate Forest
Business Park from the A23, Brighton Road will remain unaltered. The access
will therefore be via the existing left-in / left-out access on the A23, Brighton
Road southbound carriageway to Tilgate Forest Business Park. This requires all
traffic to negotiate the A23, Brighton Road / A23, Crawley Road / A2004,
Southgate Avenue roundabout (known as the Southgate Roundabout) to the
north and the grade separated M23, Junction 11 junction to the south of the
site. The speed limit is derestricted along the A23, Brighton Road past the site.
There is a private access-way known as Forest Gate, which connects the site
through the Tilgate Forest Business Park to the A23, Brighton Road.
1.9 There is a 2m wide footway along the north side of Forest Gate, which connects
the site, through the Tilgate Forest Business Park to the A23, Brighton Road.
(Figure 3.2). A footpath is present along the eastern edge of the southbound
dual carriageway from the site access to the business park leading north to a
bus stop and K2 Crawley leisure centre and toucan crossing facilities across the
dual carriageway.
1.10 Crawley has a number of local facilities within a 2km walking distance of the
site. This includes Tilgate Forest Business Park, Desmond Anderson Primary
School, Broadfield East Junior and Infant School, Thomas Bennett Community
Centre, K2 Crawley leisure complex, The Broadfield Football Stadium,
Broadfield Youth and Community Centre, Broadfield Health Centre, Broadfield
Library, Broadfield Barton Local Shopping Precinct, Tilgate Park (Country Park)
and Tilgate Forest Golf Club.
The Travel Plan
1.11 Moving into a new home provides an opportunity to establish new patterns of
travel behaviour from the outset. The implementation of the Travel Plan aims to
deliver a number of measures to ensure there is priority towards making new
developments sustainable from the outset.
1.12 A series of measures will be implemented by the TPC and promoted to
residents. These will encourage and incentivise sustainable travel choices,
notably through the distribution of a Travel Information Pack (TIP). The TIP
provides a key source of communication with residents, providing an overview
of all available travel options, route maps and promotional measures.

1.13 This Travel Plan Statement has been prepared with reference to West Sussex
County Council’s (WSCC) “WSCC Guidance on Travel Plan Statements (Travel
Plans for Smaller Businesses and Residential Developments).” Reference has
also been made to wider national guidance, best practice and SMA’s extensive
experience in the preparation and implementation of Travel Plans.
Assessment Methodology
1.14 In preparation of this Travel Plan document, the following methodology has
been undertaken:
• Desktop research of national and local policy requirements;
• Assessment of the current and proposed infrastructure works to
facilitate travel on foot, cycle and public transport to/from the
development;
• A review of existing public transport provision, timetable information,
bus routes and rail services;
• Consideration of appropriate measures in encourage modal shift
away from the private car and towards the use of foot, cycle and
public transport.
1.15 The remainder of this document sets out the strategy for the delivery of the
various Travel Plan measures to be implemented. This strategy aims to raise
awareness of the sustainable travel choices available to residents to encourage
a shift from single occupancy car use.

2.0 PLANNING POLICY AND GUIDANCE
2.1 As a consequence of the increasing pressures on the transport network and a
national focus on climate change the Government has identified the need for
sustainable development. By definition Sustainable development seeks to
achieve, ‘Development that meets the needs of the present without
compromising the ability of future generations to meet their own needs’ (ref: The
Brundtland Commission, 1987).
2.2 New developments present the opportunity to change existing travel patterns
and behaviours, with Travel Plans acting as an important mechanism to assist
with promoting sustainable travel patterns from new developments.
2.3 The National Planning Policy Framework (NPPF), March 2012, is centred on
a presumption in favour of sustainable development (ref: para 14) seeking to
deliver development that meets the needs of the local area.
2.4 The NPPF considers that ‘transport policies have an important role to play in
facilitating sustainable development but also contributing to wider sustainability
and health objectives’ (ref.: paragraph 29). The opportunities to maximise
sustainable transport solutions are, however, recognised to vary, from urban to
rural areas (ref.: paragraph 29).
2.5 The National Planning Practice Guidance (PPG) provides general guidance
on travel Plans and Transport Assessments. The PPG identifies Travel Plans
and Transport Assessments as ‘ways of assessing and mitigating the negative
transport impacts of development in order to promote sustainable development.
They are required for all developments which generate significant amounts of
movement’.
2.6 The Travel Plan is further described as a long term management strategy for
integrating proposals for sustainable travel into the planning process. They are
considered to be based on evidence of the anticipated transport impacts of
development and set measures to promote and encourage sustainable travel
(ref: PPG).

2.7 The PPG considers that Travel Plans positively contribute towards:
• Encouraging sustainable travel;
• Lessening traffic generation and its detrimental impacts;
• Reducing carbon emissions and climate impacts;
• Creating accessible, connected, inclusive communities;
• Improving health outcomes and quality of life;
• Improving road safety; and
• Reducing the need for new development to increase existing road
capacity or provide new roads.
2.8 It is clear that the Travel Plan is considered to be a key document in actively
managing growth to minimise impact and maximise sustainability.
2.9 ‘The Effects of Smarter Choice Programmes in Sustainable Travel Towns:
Research Report’ (2010), summarises the findings of the Government lead
SMARTER Choices research programme. It was found that the effective
implementation of smarter travel measures can achieve greatest modals shift
over short journeys of up to 5km. The programme found that an average 22%
reduction may be achieved between 1.1km-3km and a 10% reduction is feasible
for journeys between 3.1km-5km, equating to an average 15.33% for all
journeys up to 5km.
Local Travel Plan Guidance
2.10 West Sussex County Council’s (WSCC) “WSCC Guidance on Travel Plan
Statements (Travel Plans for Smaller Businesses and Residential
Developments)” has been used to establish the appropriate measures and
management techniques to be applied to this TPS.

3.0 THE DEVELOPMENT AND ACCESSIBLITY
The Development
3.1 The development is located at Tilgate Forest Business Park, on the A23,
Brighton Road on the southern outskirts of Crawley. The site is approximately
8.5km south of Gatwick Airport.
3.2 Crawley has a number of local facilities, Tilgate Forest Business Park,
Desmond Anderson Primary School, Broadfield East Junior and Infant School,
Thomas Bennett Community Centre, K2 Crawley leisure complex, The
Broadfield Football Stadium, Broadfield Youth and Community Centre,
Broadfield Health Centre, Broadfield Library, Broadfield Barton Local Shopping
Precinct, Tilgate Park (Country Park) and Tilgate Forest Golf Club; all within
2km walking distance of the site.
3.3 Additional employment and retail facilities are located within Crawley town
centre as well as Central Sussex College (Crawley campus) and Crawley bus
and rail stations.
3.4 Figure 3.1 provides a summary of the site’s accessibility to key destinations in
proximity to the site.
Access on Foot and Cycle
3.5 As part of the development works, new and improved pedestrian infrastructure
and linkages are to be provided to ensure the site connects to the existing road
and pedestrian networks. This will ensure that the development is permeable
and inter-connected with the existing community.
3.6 The potential for a pedestrian / cycleway link from the site (Tilgate Forest
Business Park access) to the north will be considered as part of the
development works, within public highway land. This facility will be generally 3m
wide footway alongside the southbound A23, Brighton Road dual carriageway
and will meet the policy requirements of the NPPF in terms of achieving safe
and suitable access to the site for all people. This link will connect to the
existing footway / cycleway infrastructure and toucan crossing facility of the
A23, Brighton Road in proximity to the K2 Crawley leisure centre.

3.7 Linkages between the development and pedestrian infrastructure will assist in
encouraging more sustainable patterns of movement and reducing reliance on
the car.
3.8 The site plan (Appendix 1 refers) shows a combination of footways and
crossing points through the proposed development, which link into the existing
external footway network from the estate road.
3.9 Public Rights of Way (PROW) in the vicinity of the site are shown on Figure
3.2.
3.10 Manual for Streets (MfS) guidance considers that a walkable neighbourhood is
one which has a range of facilities within 10 minutes walking distance (up to
800m) of residential area, which residents can comfortably access on foot. It is
stated that this shouldn’t be considered an upper limit, with previous
government policy (PPG13) indicating that walking can replace short car trips of
up to 2km. This is reflected in the IHT guidance ‘Providing for Journeys on
Foot’ (2000), which recommends suitable maximum walking distances of up to
2km for key trip ends (Table 3.1 refers).

3.11 An assessment has been undertaken of local facilities and their proximity to the
development to establish the potential walkability of the site. This assessment
considers the new pedestrian facilities to be delivered as part of the
development (paragraph 3.6 refers). Table 3.2 provides a summary of key
destinations in terms of journey distance and time taken on foot and by cycle.

3.12 Table 3.2 provides an overview of approximate journey distances and time by
foot and cycle to key trip ends. Many of the local facilities and amenities which
residents would wish to access are situated within reasonable walking/cycling
distance.
3.13 Cycling also has the potential to replace short car journeys. Former government
policy (PPG13) indicated that cycling can be an effective form of travel for
journeys up to 5km. This is supported in more recent government lead research
with the ‘Smarter Choices Programme’ which has proven that significant levels
of modal shift can be achieved for journeys up to 5km. DMRB guidance
suggests that a greater distance of 5 miles is achievable for cycling, particularly
for leisure purposes.
3.14 Crawley’s Cycle Map prepared by Crawley Borough Council (CBC) dated
October 2016, provides cycling, pedestrian and public transport information.
This shows an off road cycle track is present on both sides of the A23, Brighton
Road from the K2 Leisure Centre continuing north along the A23, Crawley
Avenue connecting with Manor Royal Business District in the north of Crawley.
Toucan facilities across the A23 are also present.
3.15 Additional off road cycle track is present along the southern / eastern edge of
Southgate Avenue linking the Southgate Roundabout to Crawley town centre.
3.16 National Cycle Route 20 links paths from Furnace Green to Pease Pottage,
through Tilgate Park and across the A23 to the surrounding forest paths.
3.17 The former rail line from Three Bridges is now a shared use route for walkers,
horse riders and cyclists. It is part of the National Cycle Route 21 from London
to Eastbourne via Gatwick Airport.
3.18 The cycling network within Crawley, obtained from CBC’s ‘Cycle Crawley’ Map,
is shown on Figure 3.2.
3.19 Figure 3.1 provides an overview of Crawley town centre and bus and rail
stations to the north of the site, and the potential cycling catchment of the
development. This also demonstrates that the site is within cycling distance of
key areas identified within Table 3.2.

3.20 Within the development, cycle parking will be provided for each apartment block
(at-grade in the car park area for Block 1 and within the undercroft parking area
for Block 2). This will provide safe storage and help encourage cycling.
3.21 The site benefits from being within the preferred maximum distance of 5km of
identified local destinations (Table 3.2 and Figure 3.1 refer). The local road
network supports this, offering conducive routes for cycling.
Public Transport
Bus services
3.22 Bus services 271 and 273 operate from the southbound bus stop along the A23,
Brighton Road, approximately 320m from the centre of the site. Bus service 271
operates daily from Crawley bus station to Brighton, Royal Sussex County
Hospital via Haywards Heath and Burgess Hill. Bus service 273 operates
Monday to Saturday from Crawley bus station to Brighton, Churchill Square via
Bolney and Hurstpierpoint. These services are operated by Metrobus.
3.23 Additional bus stops are located at the K2 Crawley leisure centre located
approximately 670m north of the centre of the site. These serve both
northbound and southbound routes for bus services 271 and 273 as well as bus
service 2. Bus service 2 operates daily from Ifield West to K2 Leisure Centre via
Ifield Community Centre, Crawley Hospital, Crawley town centre and Crawley
bus station.
3.24 Figure 3.3 shows bus services 271 and 273 operating from the nearest bus
stop along the A23, Brighton Road as well as bus service 2 operating from the
bus stops locate at the K2 Leisure Centre.
3.25 Table 3.3 shows the more frequent local bus services operating within Crawley
in proximity to the site.

3.26 It is approximately a 10 minute bus journey from the bus stops at K2 Leisure
Centre to Crawley bus station and return journey from Crawley bus station to
Tilgate Forest bus stop (the site). Bus services from Crawley bus station
operate to Gatwick Airport, East Surrey Hospital and Redhill to the north, to
East Grinstead to the east, Brighton to the south; and Horsham, Worthing,
Dorking, Boxhill, Leatherhead and Epsom to the west.
Rail Services
3.27 Crawley rail station is the nearest rail station to the site, approximately 2.6km
cycle distance north along Station Way. The station is accessible via bus
services 2, 271 and 273, which stop at Crawley bus terminal opposite the rail
station, and also by bike, with sheltered cycle storage and parking for 60 cycles.

3.28 Direct rail services operate from Crawley to London Victoria via Gatwick Airport,
East Croydon and Clapham Junction operated by Southern Trains. There are
five direct trains between 7am – 8am arriving at London Victoria before 9am for
commuters working in London, reducing to a half-hourly service during off-peak
periods, with an average journey time of 48 minutes.
3.29 Direct rail services also operate from Crawley to London Bridge, Horsham,
Bognor Regis, Southampton Central and Portsmouth Harbour. These trains are
also operated by Southern Trains.
3.30 Access to Platform 1 (to London) at Crawley rail station is via a steep ramp.
There is level access to Platform 2 (to Horsham) via the rear entrance and there
is a long step free route between Platforms 1 and 2.
3.31 PlusBus operates at Crawley rail station, enabling those travelling by train to
unlimited bus travel to/from the rail station and Gatwick Airport from the bus
stops located at the K2 Leisure Centre (670m north of the site) for £2.45/day for
railcard holders. PlusBus tickets are purchased alongside rail tickets. This can
be done online, at the station and at self-service ticket machines. Child tickets
are 50% less (£1.85) than adult daily tickets (£3.70).

statistics have been obtained for the area. As the surveying within Table 3.4
shows, a large number of existing trips are made via sustainable modes.

3.33 The data indicates that the predominant mode of travel in the local ward is the
car, with 64% driving and 5% travelling as car passengers. The proportion of
journeys made by bus (11%) are very much higher than for the West Sussex
district. Journeys by foot (9%) are lower than for the West Sussex district, as
well as journeys by train (6%). Journeys by cycle (3%) are the same as for the
West Sussex district.
3.34 In view of census data provided, the vehicular trip generation for the residential
development is forecast to be 21 and 22 movements during the AM and PM
peak hours respectively (Table 3.5).

3.35 Based upon the 2011 census data, this potentially represents 64% of all trips
generated by the development during the peak hours, with the remaining 36%
being undertaken by sustainable travel modes.

3.36 The potential trip generation for the whole site has been calculated taking this
into account, inclusive of sustainable travel modes (Table 3.6).

4.0 AIM, OBJECTIVES AND TARGETS
4.1 The Travel Plan is developed to encourage sustainable travel choices. To guide
the Travel Plan an aim has been identified which will be achieved through
delivering a series of objectives.
Aim
4.2 The purpose of the Travel Plan is to achieve a modal shift away from the private
car. This subsequently forms the basis for the main aim of the Travel Plan,
which has been identified as:
“To influence travel choices to minimise the proportion of peak
hour single occupancy vehicle (SOV) trips generated by the
development, whilst simultaneously increasing the proportion of
journeys by sustainable travel modes.”
Objectives
4.3 The aim of the Travel Plan will be achieved through delivering a series of
objectives, which have been developed in accordance with the objectives set
within Local Policy documents relating to sustainable travel:
Objective 1: Encourage residents to reduce reliance and,
consequently, the number of trips by private car through
the promotion of alternative travel options;
Objective 2: Encourage travel on foot/cycle by raising awareness of
the local pedestrian / cycle network;
Objective 3: Raise awareness and promote use of local public
transport services for accessing local services and
facilities; and
Objective 4: Raise awareness of the benefits of car sharing for
journeys to work and education trips; and provide the
relevant details to connect to local car share databases.
Targets
4.4 Targets are set to provide a measure against which the progress of the Travel
Plan can be reviewed. Outcome targets quantify the progress of the Travel Plan
with Action targets assisting with the implementation and management of the
Travel Plan.

Outcome Targets
4.5 The progress of the Travel Plan will be measured against specific outcome
targets, typically targeting modal shift. Such targets are Specific, Measurable,
Achievable, Realistic and Time-bound (SMART). The outcome targets set will
quantify this aim.
Background Research
4.6 As the site is currently unoccupied the forecasting of trip rates for the residential
development has been based upon TRICS analysis. The Transport Assessment
submitted as part of the Planning Application identified the peak hour trip rates.
These have been applied to that of the proposed development of 80 apartments
to forecast the potential peak hour trip generation, presented in Table 3.6.
4.7 The local ward travel statistics present a better scenario for non-car mode travel
than that of the wider area, indicating that the opportunities for sustainable
travel are attractive to residents.
4.8 Government lead research has found that modal shift varies according to
distance with greater reductions achieved over distances of up to 1-2km and up
to 5km as part of the Sustainable Towns Programme*. This reinforces the
suitability of the generally accepted walking and cycling distances of 2km and
5km respectively.
4.9 The Sustainable Towns programme evidence indicates that an average 22%
reduction can be achieved for journeys of up to 1km, a 14% reduction between
1.1km and 3km and a 10% reduction between 3.1km and 5km. This can be
equated to an average reduction of 15.33% for all journeys up to 5km.
Target Setting
4.10 The Travel Plan will initially focus on encouraging sustainable travel choices for
local ‘about town’ trips, typically up to 5km. The Method of Journey to Work
indicates that the local ward environment provides attractive opportunities for
travel by non-car modes. The projected development modal share, which has
been based on this data, has already taken into account a more sustainable
scenario than the wider area of Tilgate. Therefore, the Travel Plan will seek to

ensure that vehicle trips do not exceed those forecast for the development and
look to encourage further use of the sustainable travel modes available.
4.11 In view of the background information the following outcome target is proposed:
Outcome 1: To achieve a 15% reduction in single occupancy car journeys,
to be transferred to sustainable modes such as shown in
Table 4.1.

5.0 TRAVEL PLAN MEASURES AND COMMUNICATION STRATEGY
5.1 The success of the Travel Plan will be reliant on the implementation of a
number of measures, which seek to influence travel choices towards more
sustainable travel modes. These measures have been identified for each
respective objective (Section 4.0 refers) and are detailed herein.
5.2 The implementation of the measures, along with the role of the TPC, will be
funded by the Developer over a period of 5 years. After this time, it is
anticipated that residents would take responsibility of the Travel Plan and that
sustainable travel choices will be inherent.
Objective 1: Encourage residents to reduce reliance and, consequently, the number of trips by private car through the promotion of alternative travel options
5.3 In order for the Travel Plan to be effective in reducing dependency on the
private car, regular marketing will be required to raise awareness of the various
travel modes available to residents and visitors to the site. The following
communication and marketing measures are proposed:
• Travel Information Pack;
• Personal Travel Planning;
• Leaflets and Printed Materials;
• Newsletter;
• Promotion of Travel Events; and
• Home-working.
5.4 Travel Information Pack - The first occupant of each household will receive a
‘Travel Information Pack’ as part of the sales package provided by the sales
suite upon occupation. Information will be provided to encourage sustainable
travel choices on identified routes to key destinations. The pack will include
(but not be limited to):
• Walking and cycling route maps of the local area and where
possible journey times and distances will be indicated;
• Contact details for accessing cycle training/maintenance events;
• Promotion of the benefits of active travel;
• Subsidised cycle voucher (to the value of £50.00);
• Bus and rail route maps and associated time tables;

• Fare information for bus and rail services (inclusive of PlusBus)
• Subsidised bus travel voucher;
• Promotion of the County and National car share databases and the
associated benefits of car sharing; and
• Information about local shops offering online shopping and home
delivery services.
5.5 The Travel Pack will be displayed in the on-site Sales Suite to raise awareness
of the accessibility of the site to local facilities and amenities and local
employers by sustainable travel modes. Sales staff will also be briefed about
the Travel Pack, the information within it and the services/facilities available for
residents to travel sustainably.
5.6 Travel Advice Meetings/Personal Travel Planning: At the time of distributing the
Travel Packs the TPC will offer an induction into the Travel Plan. During these
meetings residents will be able to raise any queries they have regarding travel
to/from the site and gain an understanding of their travel options.
5.7 From experience, it is apparent that residents are not always aware of what
public transport services operate in proximity to their home. This induction will,
therefore, be key to encouraging sustainable travel modes.
5.8 Leaflets and Printed Materials: Following the distribution of the Travel
Information Pack the TPC will distribute relevant promotional materials to
households once annually. These materials might include maps, timetables,
fare information and car share information sheets. It is anticipated that this
information will be provided by the transport operators and/or WSCC to the
TPC.
5.9 The periodic distribution of information will maintain resident’s awareness of the
alternative travel options, as well as keeping the information current to assist
with journey planning.
5.10 Newsletter: A travel newsletter, once annually, would inform residents of the
results of the travel survey, along with other green travel related news. This will
maintain community involvement in the Travel Plan. Periodical changes to bus
timetables or fares will also be communicated to residents where necessary.

5.11 Travel Events: There are a number of national travel events held over the
course of the year that seek to raise the profile of sustainable travel options and
encourage participation in sustainable travel. The aim is to encourage those
taking part to continue participating and making sustainable travel choices after
the travel event. The TPC will promote those travel events which are practical
for the site, which might include:
• Smart Commute Week (September)
• Bike Week (June)
• National Liftshare Day (June)
• Travelwise Green Travel Week (September)
• European Mobility Week (September)
• Bike to School Week (April)
• Walk to School Week (May)
5.12 Home Working: Provision of high speed broadband to each home will help to
facilitate home working. The opportunity to work from home has the added
benefit of reducing car trips and therefore, is considered a green initiative
supporting sustainable development.
Objective 2: Encourage travel on foot/cycle by raising awareness of the local pedestrian / cycle network
5.13 Site Layout: The development has been designed in accordance with Manual
for Streets principles, to create a favourable environment for pedestrians and
cyclists. The pedestrian routes will connect to the existing footway along Forest
Gate access road linking to the A23, Brighton Road.
5.14 The potential for a pedestrian / cycleway link from Tilgate Forest Business Park
site access to connect with the existing cycleway network at K2 Leisure Centre
to the north will be considered as part of the development works. This facility
will be generally 3m wide footway alongside the A23, Brighton Road within
public highway land.
5.15 The provision of secure cycle parking for the development will provide
enhanced security to residents and help to encourage cycling, both within the
site and on the wider network.

5.16 Route maps: To assist residents with planning trips by bicycle and on foot, the
TPC will provide residents with route maps of the local area. This route map will
include distances and journey times to key destinations (schools, public
transport interchanges, employment areas, medical and local centres), to
ensure residents are aware of the most direct routes available to them. These
maps will be regularly updated as necessary to ensure residents have updated
information.
5.17 Subsidised cycle voucher and tax free purchases: In order to encourage the
uptake of cycling the TPC will ensure subsidised travel vouchers up to the value
of £50, are provided to the first occupant of each household. These will be able
to be redeemed against the purchase of cycle equipment at a local cycle
retailer.
5.18 The TPC will also provide information to residents on the government’s ‘Cycle
to Work’ scheme, a tax free purchase option within the Travel Information
Packs. This TPC would provide the information required for residents to pursue
further with their employer if they wish.
5.19 Cycle Training: The TPC will liaise with WSCC offices to establish whether
there are any appropriate cycle training events for residents as well as local
cycle groups regarding group bike rides. This information will be provided to
residents.
5.20 Journey Sharing: Also included within the Travel Information Packs will be
promotional information about the WalkBUDi and CycleBUDi databases, with
which residents can register. These enable users to search for residents
walking/cycling on similar routes which they might travel with. Residents might
consider this option to widen social networks or to increase personal safety.
Objective 3: Raise awareness and promote use of local public transport services for accessing local services and facilities
5.21 Subsidised bus travel voucher: Residents will be provided with a subsidised
travel voucher valid on services operating within Crawley.
5.22 On this basis, it is proposed that each household will be provided with six one-
day travel vouchers for the NIBS bus services within the vicinity of the site. This
would help to encourage and incentivise local bus travel.

5.23 Route Maps and Timetables: To enable convenient access to public transport
information, residents will be provided with route maps and timetables for local
area bus services. Such information will be provided for bus services providing
access to Crawley bus and rail stations, Gatwick Airport, Haywards Heath,
Burgess Hill and Brighton; as well as to amenities/facilitates in proximity to the
site. This information will be provided within the Travel Information Packs.
5.24 Rail timetables will be provided to residents, along with details of where to
access real-time information online. The TPC will promote the use of the
National Rail personalised pocket timetable service, which enables users to
create a timetable specific for their journey requirements by route and time.
5.25 Fare Information: Residents would be made aware of the bus fare options
available to encourage travel on local bus services following expiry of the
subsidised travel voucher.
5.26 Typical rail fares to key destinations will also be provided along with any
available concessionary fares and/or savings to be made. This information will
be provided within the Travel Packs issues to each dwelling and included in the
newsletters when services change.
Objective 4: Raise awareness of the benefits of car sharing for journeys to work and education trips; and provide the relevant details to connect to local car share databases
5.27 Car Sharing: It is acknowledged that it is not always possible to adopt an
alternative mode to the car. In these circumstances, the objective is to raise
awareness of the benefits that arise from reducing single occupancy car
journeys both personally and environmentally.
5.28 Car sharing offers the opportunity to share a journey by car with other persons
travelling on similar routes reducing the costs of travel and the effects on the
environment. The TPC will promote use of the West Sussex and national car
share databases; (https://WestSussexCarShare.com and
https://westsussexcarshare.liftshare.com) along with details of the benefits that
it brings, which include:

• Reduced costs of running a car;
• Reduced levels of stress associated with driving;
• Possible priority parking at work places;
• Contribution towards reducing congestion; and
• Reduces CO2 emissions, creating a cleaner environment.
Electric Vehicle Charging Points
5.29 The provision of an electric vehicle charging points for residents and visitors to
the development will be considered.
Communication Strategy
5.30 As noted above, the marketing strategy for disseminating information to
residents will include the distribution of Travel Packs to each household on first
occupation by staff within the sales suite. Further information will be made
available within the sales suite such as bus timetables and walking / cycling /
bus route maps.
5.31 Once residents have moved in, it will be necessary to ensure that changes to
timetables, fare prices or routes are communicated to residents. This would be
completed either by visiting the site or by post by SMA until full occupation of
the site.

6.0 MANAGEMENT OF THE TRAVEL PLAN
6.1 The Travel Plan and implementation of the various measures proposed will be
managed by the Travel Plan Coordinator (TPC) who will be appointed for the
development for a 5 year period to undertake the associated implementation
and ongoing management of initiatives.

6.3 A summary of the typical TPC responsibilities is provided as follows, although it
is accepted that there may be additional duties over the life of the TP.
• Liaise with WSCC to finalise the Travel Plan Statement provisions;
• Prepare the Residential Travel Information Pack for approval and
distribution to residents;
• Set-up voucher schemes with;
o local bus operator and
o local cycle store/online retailer
• Provide the sales suite with a Travel Information Pack and inform
them of the commitment to the Travel Plan and range of sustainable
travel options available;
• Implement Travel Plan in time for 1st resident occupation;
• Distribute Travel Pack to first occupant of each household; and
• Monitor the redemption rate of distributed vouchers annually.
6.4 Based upon the scale of development proposed and WSCC’s Residential
Travel Plan Guidance that states that a Travel Plan will be required for schemes
with 81 or more dwellings, a TRICS SAM monitoring strategy has not been
provided for this Travel Plan Statement.
6.5 It is, however, proposed that a resident questionnaire would be issued to each
household to help establish existing travel patterns. This will enable targeted
promotion of sustainable travel modes to residents where realistic alternatives
are available.
