Many organisations embark on a Staff Suggestion Scheme with the hope of developing whatPeter Drucker calls, “a thinking workforce”. But to their disappointment, what they oftenachieve is more of a complaining workforce. Instead of suggestions that help to solve

problems and raise quality and productivity, much of what they receive are feedback whichmerely point out the problems without offering practical solutions. Rarely do they receivesuggestions that are well thought-through and carefully written.

Is your company in such a predicament? To overcome this problem, the managementmust do 3 things (at least):

Low participation and poor quality of suggestions are the two biggest challenges faced bycompanies which operate a staff suggestion scheme. This leads to other problems like:

• Delay in processing, evaluation and implementation of suggestions,

• Low implementation rate,

• Reduced enthusiasm of staff and managers,

• Frustration at all levels.

This problem can be addressed through training. In fact, a study mission to Japan organisedby the National Productivity Board in 1987 found that training staff in how to makesuggestions was a common practice among outstanding organisations like Toyota andMatsushita. Towards this end, Mr Lam Chun See has specially developed the Tools forEffective Suggestions (TES) training programme. This programme is part of his

Ideas@Work Series. It will help your staff to master the basic technique for makingsuggestions; from problem identification, to idea generation, to suggestion writing.

Course Objectives

To help your staff to master the basic technique for making suggestions. It ranges fromproblem identification to idea generation, to suggestion writing. On completion of the training,staff will: Understand the factors that hinder their ability to make more and better quality

suggestions. Become more alert to situations in their day-today work where opportunities for

suggestions arise. Acquire creative thinking skills to generate ideas Know how to present their ideas in the form of workable suggestions that are easy to

UNIQUENESS OF OUR PROGRAMME

a) The contents cover all the phases of the suggestion making process; from spotting

opportunities for improvement to writing the suggestion. We believe that this is unique tothe TES programme. Most other creative problem solving programmes tend to over-emphasize the idea generation aspect, the so-called “ideation” phase.

b) Every attempt has been made to ensure that the trainees are equipped with tools that hecan use to enhance his suggestion-making skills.

c) A number of Japanese kaizen techniques and concepts have been included. Thesetechniques have been tried and tested in some of the best-run companies in the world.

WORKSHOP LEADER (MAIN)

Mr LAM CHUN SEE. He was formerly the manager of theQuality Management Department of the Singapore NationalProductivity Board where he worked from 1984 to 1992 as atrainer and consultant in productivity and qualitymanagement. He specialises in TQM and Japanese-styleemployee involvement programmes like QCC, 5S andsuggestion schemes. He received training in this area fromthe Japan Productivity Center and from working alongside

Japanese productivity experts attached to the NPB from 1985to 1991. Since 1986, Mr Lam has assisted numerouscompanies in Singapore and Malaysia in improving their staff

suggestion schemes through consultancy and in-house training services. Among thesecompanies are: Singapore: (Tat Seng Paper Containers Ltd, Jurong Shipyard Ltd,Chartered Electronics Industries, Trans-Island Bus Services Ltd, Tru-Marine Pte Ltd).Malaysia: (Sarawak Economic Development Corporation, Asean Bintulu Fertilizer Sdn Bhd,Petronas Penapisan Melaka Sdn Bhd, Petronas Exploration & Production Sector).

Workshop Leader (Support)

SOH BENG HOCK, ACT – Auditor, Consultant, Trainer. Mr SohBeng Hock (born 1961), quality and environmental managementsystems consultant, graduated with a Physics degree from theNational University of Singapore (NUS) in 1984. Gathered awealth of experience in quality assurance and qualitymanagement system in 5 countries, as well as the environmentalmanagement system in 2 countries.

He started his career as a process engineer with SGS-Thomsonin Malaysia in 1984 and subsequently, he joined PCI Limited in Singapore as a qualityengineer. Mr Soh then spent four years with Philips Singapore as a QA engineer in theirRF/TV Tuner factory.

Prior to forming his own company, TIJ Consultants in Malaysia in January 1997 and inSingapore in February 1999, he was with Asian Business Consultants for 3 years asconsultant and later as Country Manager (Singapore) in ISO 9000 & ISO 14000. Mr Sohwas the QA Manager with Armstrong Industries, where he was responsible for the successfulinstallation of ISO 9000 Quality Management System managing the project as InternalConsultant, Trainer, and Project Manager. Serves as a Certification Auditor in conductingISO 9000 Certification Audit for six certification bodies to audit in 4 countries now - Malaysia,Singapore, China, Vietnam.
