On behalf of the Power Electronic and Motion Control Council, the EPE Association and the Organizing Committee I have a great pleasure to welcome you to the l l th Power Electronic and Motion Control Conference, EPE-PEMC 2004.

It is an excellent opportunity to meet scientists and engineers from all over the world, to exchange new ideas and results with colleagues, to give presentations, lectures, to have discussions and attract more young scientists from different cmmtries into research movement.

EPE association in co-operation with the Organizing Committee got financial support from EU 6 Framework Programme for large conferences and more than 100 doctoral students and young scientists are funded for EPE-PEMC'04 Conference.

During the three days the Conference offers you 6 keynote presentations, over 170 lecture presentations, more than 400 dialogue presentations as well as the tutorials which are organized on the preceding day.

The conference's technical progran1me is accompanied by an exhibition and the technical visit to the utility company LATVENERGO, the largest enterprise in Latvia. The visit will focus on Hydro Power Plants, large electrical machines, electrical equipment and control systems.

In contrast to the previous Conferences held in Central European countries, this Conference is taking place on the Eastern coast of the Baltic Sea, in the capital of Latvia, one of the Baltic States,

Riga. It is one of the oldest cities in Europe as well as one of the most beautiful. Practically all architectural styles are in an enchanting harmony in Old Riga. Because of its silence and calmness it is the best place for rest and research. But at the same time Riga is a modern city having all opportunities for organization big conferences. It is very accessible by an international airport linked with the main European towns, by motorways and railways. Riga and Latvia as a whole are rich with natural and folklore beauty, marvelous old cities and fresh sea air. Riga ensures a charming environment to accommodate a conf(\rence like EPE-PEMC 2004.

I would like to express my gratitude to distinguished members of the Honorary Board, the Board of Co-Chairmen, the International Steering and Publicity Committees and reviewers for their time and efforts during evaluating the synopses, for promotion the conference in their countries.
