Wrong Place, Wrong Time
NOW WHAT ?
• Flee – people get themselves to safety
• Fight – people decide to fight when they
have no other options
• Freeze – people see no better option
than to stay right where they are

• Gather together “shelter in place”
• Lock the doors
• Turn out the lights
• Be quiet
• Try to be invisible
These are students in the same building as the Virginia Tech shooter,
in lockdown watching the situation unfold on TV. Would you stay in
that building? Why do we ask our staff and students to?
Seung-Hui Cho, a senior at Virginia Tech, shot and
killed 32 people and wounded 17 others in two
separate attacks, approximately two hours apart, before
committing suicide.
Another six people were injured escaping from
classroom windows.
Average shooting event lasts 6-8 minutes. Average
Police response time about 5 ½ minutes. VT had quick
police response – 3 minutes because they were nearby
investigating earlier incident by Cho.

Shooting started at 11:19am. Shortly after Patti Nielson was hit by glass
from door as Klebold and Harris entered school. She ran to Library and told
students to hide under desks. They entered the library at 11:29 am. They
estimate they had about 6.5 minutes to escape vs. lockdown

Any of these options might be your best FIRST
option.
ALiCE Intro Video
A violent intruder is in your building or on your
campus. You have heard the sounds of gunfire
or screams. A lockdown may have been
announced.
Listen to the announcement as it will be giving
pertinent information as to…
• What’s happening
• The intruder’s last known location in the
building, description if possible.
If you are unable to escape, secure the door
and cover window.
Barricade the door – use enhanced lockdown
techniques.
Turn out the lights, quiet cellphones and
spread out.
Develop a plan to deny the intruder a target.
(throw books, chairs, staplers, etc.)
Be prepared to respond to the attack
All movements and actions of the
intruder will be broadcasted, if possible • Allows for occupants to make the best decision
for themselves
• If there is no announcement, use our senses to
better understand your situation
Update 911 with real time information at
the same time
Your room door may not keep the intruder out.
Prepare to counter any attack, should entry be
made
Do not confuse “Counter” with “let’s go looking
for the intruder!”
The purpose of counter is to deny the intruder
a target and, if necessary, swarm/tackle the
intruder until help arrives
Evacuation is always the preferred choice
We want to do several things at this
moment. • Interrupt the physical act of shooting
• Take advantage of our tactical advantages
• Don’t be an easy target
• If necessary work together and swarm the
intruder
• History has shown that a passive response =
increased death or serious injury (Virginia Tech,
Columbine, etc.)
Many things affect the difficulty of the
target: • Size of target
• Distance of target
• Movement of target
• Distractions from target
Distract the intruder with Sensory Overload Throw anything and everything
Do not worry about breaking anything you throw
The heavier the object the more distracting it will be
Throw DIRECTLY at intruders face
Yell, Scream and make lots of noise at the same time
SWARM, take the intruder down
• Prone position, have people lay on him with arms spread out
• Disarm the intruder and get the weapon away from him
• Do not hold the weapon, the police may mistake you for the intruder
When dealing with a violent intruder, the
goal of evacuation is to get out of the
“kill zone” as quickly as possible
Staying in the kill zone reduces your
chances of survival
Most situations provide some opportunity
to evacuate- do not delay
Leave your “stuff” behind
If you can, help those who may be injured
or traumatized, provided they do not slow
you down
Think of your building lay out If an active shooter is at one end of the building, and
you are at the other, would it be safer for you to stay
where you are until the police arrive, or flee?
Flee outside to safety and meet at the
pre-determined rally point
Offer first aid to the injured until help
arrives
Make sure you understand all your options
Prepare yourself- make sure you have access to
the tools you need to provide you with the most
options
Have an awareness of your surroundings
Train individually and as a group
If in doubt - get out. Do not hesitate!
