15 Thursday September 27, 2018 STATE TIMES NEWS JAMMU: The Stratfirst India In collaboration with Central University of Jammu and University of Jammu organised Think 1st Convention on theme 'Global Ranking in Higher Education: Issues and Challenges'. The focus of the convention was to outline strategies and improve world rankings of Indian institutions and develop the Indian Ranking Index that will become a benchmark in itself. The Vice Chancellors of Universities in northern India participated in the event. On the occasion, Prof. V.S Chauhan, Chairman, National Assessment and Accreditation Council, Bangalore was Chief Guest. Prof Chahuan deliberated upon different issues faced by higher education in India. He discussed at length why Indian Universities are not figuring among top 100 Universities of the World which is primarily on account of low gross enrol- ment ratio as compared to top 100 Universities of the world where gross enrolment ratio is above 50 per cent. He impressed upon the audi- ence that though we have a long way to achieve world ranking still we have to cele- brate the success Indian Higher Education has achieved since independence. Prof. Amitabh Mattoo, for- mer Vice Chancellor, University of Jammu, while participating in the discus- sion, presented the Vision 2030 Document that pro- vides a roadmap to get 50 Indian institutions rank among the Global Best 500. He informed that the meet will be followed by hand- holding of select institutions to enable them to earn a place in the global ranking system. Prof. Mehraj-ud-din, Vice Chancellor, Central University of Kashmir emphasised on digital learn- ing while Prof. Manoj Dhar, Vice Chancellor, University of Jammu discussed at length about flipped learn- ing. Prof. Talat Ahmed, Vice Chancellor, University of Kashmir briefed about role of leadership in transform- ing higher education land- scape in India. He further discussed about resource mobilisation challenges which are seriously impeding the growth of state HEIs. Earlier, Prof Ashok Aima, VC, CUJ briefed the audi- ence about the different technical sessions to be chaired by eminent panelist from industry and academia throughout the day. He informed that the Convention will be spread across three brainstorming sessions, each chaired by eminent educationist, besides the plenary and the valedictory sessions. STATE TIMES NEWS JAMMU: Jammu and Kashmir National Panthers Party (JKNPP) on Wednesday staged protest against the hike in fuel prices. Led by Neeraj Gupta, Zonal President JKNPP, the party workers assembled at Transport Yard Narwal and raised slogans against the continuous price hike in fuel prices. Gupta said that the BJP Government has no control over the price hike of petrol and diesel. "The Central Government has no policy to overcome the situation. Their statement regarding the rise in economy is just an eye wash. The cost of petrol has reached at Rs 90 above which itself proves that the government has nothing to do with the problems of a common masses," Gupta said. Gupta said presently the common man is living a stressful life bearing burden of demonetization, GST, price hike of petroleum products and daily need items. He said that if these are the so called Achhe Din as promised by the Prime Minister Narendra Modi then we wish we could get back our bad days when we can have a stress free sleep nights. Gupta said that if the Central Government has no policy to control fuel prices then it has no right to sit in power. STATE TIMES NEWS JAMMU: Director Food, Civil Supplies and Consumer Affairs (FCS&CA), Jammu, Amit Sharma cautioned unruly elements in tourism indus- try against malpractices such as duping and harass- ing innocent tourists by sell- ing fake products and servic- es and offering costly pack- ages. He mentioned that soon, a joint strategy shall be devised in collaboration with Tourism Directorate for surprise market check- ing and eliminating such ele- ments who result into drain- ing out of tourists from J&K and earn bad name for the State. He was speaking at the three-day World Tourism Day celebrations at Main Campus of Central University of Jammu today. Director F,CS&CA was invited as the Chief Guest to deliver a keynote address on the occasion of World Tourism Day wherein tech- nological interventions and fast-changing scenario had to be explained viz-a-viz ever-growing tourism mar- ket of the World. He talked about various models espe- cially SaaS (Software as a Service) which is highly prevalent and in-demand these days which should be introduced with innovation in highly fluctuating and volatile tourism industry these days. Therefore, youngsters bedded to main- tain their focus and get involved in fair business practices so that there is least Government Intervention and all private players act as messengers earning lot of goodwill and repititive interest amongst tourists thronging into J&K. Amit further explained that J&K has been bestowed with the blessings of Mata Vaishno Devi ji Shrine wherein almost one crore pilgrimage tourists visit every year and the young ignited minds in Tourism Sector must implement strategies to convert them into regular tourists and ensure that they extend their stay in our State so as to realise full tourism poten- tial here and result into gains for the industry. STATE TIMES NEWS SRINAGAR: The Director General of Police, Dilbag Singh expressed gratitude to Governor, Satya Pal Malik, Union Home Minister Rajnath Singh, Advisor (K) to Governor, K Vijay Kumar, Union Home Secretary Rajiv Gauba, Chief Secretary J&K, B.V.R Subrahmanyam, Principal Secretary Home, R.K Goyal, and other officers of State and Central Government for increasing the remuneration of the SPOs working in the J&K Police. Union Home Ministry vide letter No.13030/36/2018-K- II dated September 26, 2018 has informed the State Government that the pro- posal of the State Government regarding enhancement of monthly honorarium for SPOs of J&K has been considered and the Ministry of Home Affairs has decided that the SPOs with five years of serv- ice will get Rs 9,000 and those with 15 years will get remuneration of Rs 12,000. The Union Home Ministry has informed that the revi- sion of remuneration will come into effect immediately i.e. September 26, 2018. The Home Ministry has taken this decision in view of the proposal of the State Government which was sub- mitted by the Chief Secretary J&K to it, in recognition of the commend- able services of the SPOs working here. Dilbag Singh has expressed his happiness and has conveyed his heartfelt thanks to the Union Home Ministry and the State Government for fulfilling this demand of enhance- ment of remuneration of the SPOs. He has said that this gesture of the State and Central Government will go a long way in boosting the morale of the SPOs engaged with the J&K Police and who have been working shoulder to shoulder with J&K Police personnel. DGP hails Governor, Union Home Minister for increasing remuneration of SPOs STATE TIMES NEWS JAMMU: Divisional Commissioner Jammu, Sanjeev Verma on Wednesday chaired a meeting of Deputy Commissioners to discuss the disbursement of land compen- sation amount under PMGSY. Deputy Commissioner Udhampur, Reasi, Kishtwar, ACR Ramban, Doda along with other concerned officers attended the meeting through video conference. Deputy Commissioner Udhampur informed that work on 126 road projects is in progress in the district, while 85 final awards have been issued for land compen- sation against which they have received Rs. 28.5 crore for dis- bursement. He informed that the process of disburse- ment of compensation to the land owners is on. The meet- ing was informed that total seven awards are pending whereas 90 awards have been issued in district Ramban. The Div Com asked the dis- trict administrations to timely disburse the land compensa- tion amount to the beneficiar- ies in their respective district. Cultural activities organised by Kunwar Viyogi Memorial Trust were held across the city as people were treated to the melody of Dogri music, songs, poetry and art by iconic and celebrated artists, who brought to life the writings of Kunwar Viyogi in their unique and innovative artistic interpreta- tions, leaving fans spellbound. Fans cheered as YouTube sen- sation Siddharth Slathia took centre stage and crooned Kunwar Viyogi's popular Dogri songs Tu Bagune Di Kudi and Rasam Riwaz at the jam packed General Zorawar Singh Auditorium. Kavita Sang Yaar Beli - Poetry Jam with Friends was the opening act of the event that saw convergence of award winning poets - Ayushman Jamwal and Lalit Mangotra with Dogri iconic singer Jatinder Singh Jamwal and rock singer Manvi Gupta, joined later by Shriyasi jam- ming to their poetic verses, per- formed through recitations, songs and interpreted through dance forms. STATE TIMES NEWS JAMMU: The state adminis- tration in order to give benefit to a particular party in the ensuing Local Bodies elections is hell bent to flout norms, rules, procedures and laws. This was stated by Harish Gupta, Independent Candidate Ward No 10, Pacca Danga, Jammu, while addressing a press conference here on Wednesday. Briefing media persons here, Gupta said one such glaring example is the Nomination Paper (Form 6A) is printed only for male members and also for the candidates of the party and not for independ- ents. "To add further, the Returning Officers of all the Jammu Municipal Corporations Wards are unnec- essarily harassing the candi- dates by demanding irrelevant documents and things which are not compulsory for Nomination Papers of candi- dates such as affidavit as per specimen only attested by a Magistrate of Ist Class, Copy of Bank Account, Character Certificate, Qualification Certificates (which are not at all required), apart from the basic documents required for filing nominations," he added. He also alleged that RO of Ward No 10, 3 and 4 bias started scrutiny process with- out video-grapy in defiance to the Supreme Court of India ruling. Dulloo directs time-bound completion of NHM targets STATE TIMES NEWS JAMMU: 28-day long indefi- nite chain hunger strike launched by the Teachers Joint Action Committee (TJAC) was called off here on Wednesday. The decision was taken up by Chairman TJAC Abdul Qayoom Wani, Vinod Sharma State President ReT Teachers Forum, Ganesh Khajuria State General Secretary JKTF and Gazi Abdul Aziz Chairman ReT Forum after a meeting held between the Governor Satya Pal Malik and Abdul Qayoom Wani. In the meeting government agreed to imple- ment 7th Pay Commission in favour of 41,000 teachers and masters of Jammu and Kashmir. Advisor to Governor, Khurshid Ahmed Ganie visited the venue of hunger strike at Srinagar and offered juice to the fasting teachers, whereas Director School Education, Jammu, Rakesh Sangral visit- ed the venue of hunger strike at Press Club Jammu and offered the juice to the agitating teach- ers. The TJAC leaders hoped that the government will also come up with delinking of SSA salary from MHRD to State Budget soon as the committee is already working for the same. TJAC calls off indefinite chain hunger strike STATE TIMES NEWS JAMMU: Justice Tashi Rabstan on Wednesday upheld the PSA of Majid Gulzar, Over Ground Worker (OGW) of Lashkar-e-Taiba (LeT) and Hizb-ul- Mujahideen (HM) and dis- missed his petition challeng- ing detention under PSA. While dismissing the peti- tion, Justice Rabstan observed that secessionist, extremist and terrorist activities are challenge for law enforcement. "By indulging in such activi- ties, organised groups and/or individuals, trained, inspired and supported by fundamen- talists and anti-Indian ele- ments are trying to destabilise the country. This new breed of menace was hitherto unheard of. Extremism, fanatism, ter- rorism is definitely a criminal act, but it is much more than mere criminality. Today, the government is charged with the duty of protecting the unity, integrity, secularism and sovereignty of India from ter- rorists, both from outside and within borders", the court observed. According to the police file, the detainee is an OGW of banned outfit LeT. Grounds of detention revealed that detainee developed contacts with terrorists of HM outfit in 2013 and started working as its OGW and provided them all sorts of assistance. Detenu is shown to have been apprehend- ed by security forces in 2014 at Sopore near Ahad Baba cross- ing and one hand grenade was recovered from his possession and as a sequel whereof, case FIR No.170/2014 under Sections 3/4 Explosives Act was registered in Police Station Sopore. He was, however, later on enlarged on bail and charge sheet was produced before the court of law. Grounds of deten- tion also revealed that in December 2017, detainee developed contacts with LeT terrorists, who motivated him to work for LeT. In the month of January 2018, detainee is said to have come in contact with terrorists of HM outfit through his friend, namely, Nameez Ahmad Yatoo resident of Nowpora and on his advice, detainee arranged transport for four terrorists of HM outfit from Handwara to Nowpora Sopore and terrorists stayed in the house of Nameez Ahmad Yatoo for three days and detainee is said to have arranged all requirements for HM terrorists. He is shown to have transported two terror- ists of LeT outfit from Sopore area to Kupwara and also arranged their shelter in Kupwara. In June, 2018, he was apprehended by police component Sopore/CRPF at Amargarh near Railway Crossing along with his two associates and some incrimi- nating material in the shape of documents were recovered from his possession and from the possession his associates for which case FIR No.49/2018 was registered in Police Station Tarzoo. Union Home Ministry videletter No.13030/36/2018-K-II dated September 26,2018 has informed the StateGovernment that the pro-posal of the StateGovernment regardingenhancement of monthlyhonorarium for SPOs ofJ&K has been consideredand the Ministry of HomeAffairs has decided that theSPOs with five years of serv-ice will get Rs 9,000 and

those with 15 years will getremuneration of Rs 12,000.

The Union Home Ministryhas informed that the revi-sion of remuneration willcome into effect immediatelyi.e. September 26, 2018.The Home Ministry hastaken this decision in view ofthe proposal of the StateGovernment which was sub-mitted by the ChiefSecretary J&K to it, inrecognition of the commend-able services of the SPOsworking here.

Udhampur informed thatwork on 126 road projects isin progress in the district,while 85 final awards havebeen issued for land compen-sation against which they havereceived Rs. 28.5 crore for dis-bursement. He informedthat the process of disburse-ment of compensation to theland owners is on. The meet-ing was informed that totalseven awards are pendingwhereas 90 awards have beenissued in district Ramban.

The Div Com asked the dis-trict administrations to timelydisburse the land compensa-tion amount to the beneficiar-ies in their respective district.

JAMMU: Justice TashiRabstan on Wednesdayupheld the PSA of MajidGulzar, Over Ground Worker(OGW) of Lashkar-e-Taiba(LeT) and Hizb-ul-Mujahideen (HM) and dis-missed his petition challeng-ing detention under PSA.

While dismissing the peti-tion, Justice Rabstan observedthat secessionist, extremistand terrorist activities arechallenge for law enforcement."By indulging in such activi-ties, organised groups and/orindividuals, trained, inspiredand supported by fundamen-talists and anti-Indian ele-ments are trying to destabilisethe country. This new breed ofmenace was hitherto unheardof. Extremism, fanatism, ter-rorism is definitely a criminalact, but it is much more thanmere criminality. Today, thegovernment is charged withthe duty of protecting theunity, integrity, secularism andsovereignty of India from ter-

Grounds of deten-tion also revealed that inDecember 2017, detaineedeveloped contacts with LeTterrorists, who motivated himto work for LeT. In the monthof January 2018, detainee is

said to have come in contactwith terrorists of HM outfitthrough his friend, namely,Nameez Ahmad Yatoo residentof Nowpora and on his advice,detainee arranged transportfor four terrorists of HM outfitfrom Handwara to NowporaSopore and terrorists stayed inthe house of Nameez AhmadYatoo for three days anddetainee is said to havearranged all requirements forHM terrorists. He is shown tohave transported two terror-ists of LeT outfit from Soporearea to Kupwara and alsoarranged their shelter inKupwara. In June, 2018, hewas apprehended by policecomponent Sopore/CRPF atAmargarh near RailwayCrossing along with his twoassociates and some incrimi-nating material in the shape ofdocuments were recoveredfrom his possession and fromthe possession his associatesfor which case FIRNo.49/2018 was registered inPolice Station Tarzoo.
