Topic: Pipeline Monitoring and Thermal Integrity Profiling
Join us this month for a dual-topic presentation. Mr. Richard Holeman, with AP Sensing, will start off
with a presentation on Pipeline Monitoring & Fiber Optics for Perimeter and/or Border Security.
Then, Mr. Brad Taylor, from Pile Dynamics, will present on Thermal Integrity Profiling Wire Cable
System - Testing Method for CIP Foundation Shafts.
The cost to attend will be $10 (ASCE members), $15 (non-members) and $5 (students); lunch will be
provided. Payment for monthly Lunch & Learns may be done at the time of registration with a credit
card or at the door (cash, credit or check).

President’s Message Hello everyone! I bet you can all begin to feel that RGV heat kicking in! We are slowly transitioning to summer
and this will be the time to start planning that well deserved vacation. I would like to thank those that attended
last month’s lunch and learn where Rolfe Jennings with CMC presented on On-grade Concrete Floor Slabs. We
had a great turn out and greatly appreciate your attendance. We do, however, ask that you please RSVP to our
meetings. We want to make sure we have plenty of food and seating for everyone.
As we move forward into the mid-year, we would also like to invite you to the Senior Design Presentations at
UTRGV this Friday. It is a great way to support the students and provide them with valuable feedback that
they can apply to their future projects. In addition, please join us for the 19th Annual LRGV Water Manage-
ment & Planning Conference hosted this year by UTRGV at South Padre Island; it’s a great way to earn your
PDH certificates. The conference will host their very first UTRGV College of Engineering &
Computer Science alumni social. It will be a great way to catch up with your fellow college
colleagues.
I would also like to encourage you to attend this month’s lunch and learn where we will be
having a presentation on Pipeline Monitoring and Thermal Integrity Profiling in Edinburg,
provided by AP Sensing and Pile Dynamics. Once again, have a great month and we look
forward in seeing you at our Branch Social this month at Sip Lounge!

Isidoro Arjona, P.E., PMP, F.ASCE, is Vice President and Principal in Charge
of the Rio Grande Valley Region of Raba Kistner Consultants, Inc. The re-
gion under his responsibility extends from Laredo, Texas, east along the
U.S.-Mexico Border to Brownsville, Texas. He is also responsible for the
operations of Raba Ingenieros, Raba Kistner’s wholly owned Mexican sub-
sidiary. Founded in 1968, Raba Kistner is an industry leader among engi-
neering consulting firms, specializing in addressing the key risk areas of
management services that address the complete life cycle of its clients
'capital investments.
Mr. Arjona is a licensed professional engineer in the States of Texas and
Minnesota, and also holds professional registration in the Country of
Mexico. He is certified as a Project Management Professional, and is regis-
tered as an Inspecting Engineer by the National Ready Mix Concrete As-
sociation. Arjona received his bachelor’s degree in civil engineering at the Instituto Tecnológico de Es-
tudios Superiores de Monterrey, and earned his master of civil engineering degree from Auburn Uni-
versity.
Mr. Arjona’s professional expertise involves geotechnical, construction materials engineering and test-
ing, and environmental consulting. Mr. Arjona has practiced professionally in both the U.S. and Mexico,
particularly along the U.S.-Mexico Border. His knowledge of engineering and construction practices
across both countries has benefited multiple projects, particularly projects involving U.S. companies
with capital investments in Mexico. By bridging the cultural gap between the two nations, Mr. Arjona
has been able to successfully execute a significant number of projects in Mexico following U.S. stand-
ards and protecting the interests of clients, while safeguarding the health, safety, and welfare of the
general public.
Mr. Arjona’s geotechnical project expertise encompasses challenging subsurface conditions, from the
expansive clays of South-Central Texas, to the supersaturated lacustrine clays of Mexico City, to the
karst conditions in the Yucatán Peninsula of Mexico, to the irregular solution cavities in rock in zones
within the Metropolitan area of Monterrey, Mexico. The demands of projects have required the im-
plementation of innovative solutions involving geophysical (electrical resistivity imaging) in conjunction
with geotechnical exploration and video recording of boreholes to characterize subsurface conditions
and to provide cost-effective project solutions to Clients.
Mr. Arjona has authored several presentations involving geotechnical and construction materials engi-
neering topics and case studies in South Texas and Mexico. Mr. Arjona has been an active participant
in ASCE in the Rio Grande Valley Chapter of the Texas Region of ASCE for about two decades, and is
the Scholarship Committee Chair of the Rio Grande Valley Chapter of the Texas Society of Profes-
sional Engineers.
ASCE Fellow membership status is a prestigious honor held by fewer than 3.5% of ASCE members
and there is no direct admission to this membership grade. Fellow status must be attained by profes-
sional accomplishments via application and election by the Membership Application Review Commit-
tee (MARC). Additionally, members must be nominated by their corresponding branch.
Congratulations Mr. Arjona on this milestone and accomplishment. It is an honor to have
you be a part of our branch. You truly set the example for the younger generations of
civil engineers!!

Members at the grade of Associate or above may
vote in the election.
Members must pay their dues no later than April 1 and have a valid email address on
file.

Texas Civil Engineer Magazine Survey
Attention branch members,
The Texas Section is conducting an evaluation of Texas Civil Engineer magazine, issued quarterly by
email and limited printings to Section membership. We ask that you please take a few minutes to take
a short survey (only 4 questions) and provide some feedback. The information collected will assist
the Editorial committee in making decisions to better serve members. Please respond only once
through one of the two options available. We will have paper copies of the survey at our Lunch &
Learn scheduled for May 9th if you prefer to respond then. Below is the link to the

SWEET is a computerized GIS toolbar that allows a non-political & transparent process to identify
the “Worst First” areas. The toolbar uses information from several databases to analyze & prioritize
the need for storm sewer drainage improvements. The DEA analysis automates the process to calcu-
late the flows at different locations for different storm events, enabling the City to pinpoint the inade-
quacy of just one or more components within the 33 million feet of interconnected drainage system.

TBPE 80th ANNIVERSARY
March 18, 2017, was the 80th Anniversary of the New London School Explosion, a terrible accident
that ultimately led to the creation of the Texas Engineering Practice Act and the creation of the Texas
Board of Professional Engineers. To honor all of the engineers since 1937 and their dedication to pro-
tecting the health, safety, and welfare of the citizens of Texas, Governor Abbott has issued a letter of
recognition. Links to a commemorative image gallery and a historical video outlining the creation of
the Board are also on the linked page.
