N46/N47 Focus

N46/47 is focused on readiness. We are here to help. 

• Material Readiness. Know your ship. We've seen examples of long standing CASREPs waiting for parts only to have the staff dig in and find the part within days. Ask the hard questions and don't be afraid to ask N46/N47 for help.

• CASREP Over-Inflation. Follow the established guidance. Too many C3s that aren't C3 simply to get more urgent attention. If you have a high-priority C2, communicate with N46/47 for help.

• Communication. Don't assume that because you flew a CASREP that everyone knows your issue. If it's truly impacting then pick up the phone and call N46/47.

• Flag-level Attention. VADM Rowden receives a ship material brief every week from N46/N47.

CG Class AdvocateReadiness Improvement Projects

• AN/SQS-53B Sonar - Three CGs have SQS-53B analog sonar installed. CG Class Advocates performed deep dive analysis and determined significant issues exist in maintainability, sustainability, and training for this system

– CG CA analysis was presented by CNSL to SWE SB, OPNAV 96 recommended submitting upgrade to POM 16, IWS-5 does not support POM 16 submission due to budgetary constraints

• SPS-49 Improvement Plan - Initiative is based on the system's very low operational availability (Ao) (.27 in the CG Class and .36 Fleet-wide), parts obsolescence/inadequate parts support - 72% required parts not onboard and long lead times - mean logistics down time is 34 days resulting in an average CASREP age of 56 days - and a lack of support from the program office - 7 of 12 "above deck" overhauls overdue (the last overhaul was conducted in Jun12) and no "below deck" system restoration program in place since the 1980s.

– The Current Readiness Cross Pillar Team (CRCPT) supported the COA to increase funding to raise system Ao. CRCPT created HW-294-1 (SPS-49 Radar Sustainment) to expand scope of action to include SPS-49 improvement on CG, LSD and LHD/A Class Ships. Action items include:

PEO IWS 2 develop a Material Condition Assessments/Grooms POA&M for CGs, LSDs and LHD/As, which details schedule, funding expectations, and parts CNSP/CNSL N44 Class Advocates and N41 develop a parts list and funding for expanding sparing initiative to cover 6 LANT CGs, and all LSDs and LHD/As to increase Ao.

PMS 339 coordinate with PEO IWS 2 & CSCS to conduct technical training audit.

IWS-2 provide POM issue paper to N96 (cc TYCOMs) to support SPS-49 sustainment program.

• Passive Countermeasure System (PCMS). CG CA is working with stakeholders to identify the way ahead for PCMS on CGs. We have reviewed the 1994 Operational Requirement Documents that direct PCMS installation and will continue to advocate for its installation on 10 remaining CGs. We will also coordinate with stakeholders to determine the desired end state for all CGs and support future modernization planning in a fiscally constrained environment. In the short term, we are working with NAVSEA 05 and CNSP N6 EWO to promulgate interim guidance to ships. In the long term, we will solicit OPNAV N41 in conjunction with NAVSEA to conduct a threat/gap analysis and Business Case Analysis to fund PCMS in CGs.

• Navy Standard Quick Acting Watertight Doors - Performed deep dive into Navy Standard Quick Acting Watertight Doors (QAWTD), which frequently require extensive maintenance and are a cost burden to replace. Worked with SWOS to improve WTD Maintenance Course curriculum. Currently pursuing several recommendations including improved standardization and development of MACHALT reference guide to aid Sailors in PMS accomplishment

• FES/LSS - As a result of CG Class Advocate's work discovering/consolidating FES/LSS issues, the ISEA (NSWC Panama City) is actively developing PMS updates, generating PQS, and planning for subsequent ATG training to ensure safe operation and training. In the interim, CNSF directed ships to discontinue use of FES/LSS for training for safety reasons via ALNAVSURFOR message (DTG 091741Z JAN 14), but still allows for use of FES/LSS in case of actual casualty

• GTG Head Tank CLAD - NR 3 GTG Head Tank FO Migration - Over past 2 years, several Cruisers have had fuel spills from #2 GTG Head Tank when it overfills while fuel oil service system is secured. Based on CG Class Advocate brief to the CRCPT, NAVSEA released CG 47 Class Advisory 02-2014, which provides guidance for correct line-up of NR2 and NR3 gas turbine generator gravity feed head tank/fuel oil system and addresses EOSS concerns to prevent future spills and provides a systematic solution

• SQS-53D ASW IOBT - 4 of 22 CGs (CGs 52-55) have outdated SQS-53D ASW IOBT that does not support installed ASW systems. CG Class Advocate recommended replacing AN/SQS-53D ASW IOBT with AN/SQQ-89 ASW OBT due to lower long-term costs, enhanced ASW readiness, and reduced Class variance

– In support of SWE Surface Board AIP B254 (replace SQS-53D ASW IOBT with SQQ-89 ASW OBT), CAPT Michael Graham (Office of Naval Research (ONR) Military Deputy, Director of Technology) contacted CG CA to discuss leveraging the ONR Tech Solutions Program to work the ASW OBT training issue on CGs 52-55. CG CA solution feedback was uploaded to the ONR Tech Solutions website on 11 Mar 14. SWE Surface Board closed AIP B254 in July 2014, as ONR was unable to find an alternative ASW OBT.

– CNSP N7 issued a white paper in July 2014 detailing the need to upgrade CG 52-58 (Aegis BL 8 CGs) to SQQ-89A(V)15 based on current USW threat analysis. A revised white paper for VADM Rowden is currently pending at N7.

– Class Advocate will continue collaboration with TYCOM N6 and N7 to support upgrade recommendation
