RECITALS

WHEREAS, City and Contractor previously entered into Contract No. DA-4786, as subsequently amended (“Contract”) for public education communication services for the Media and Public Relations Division at Los Angeles World Airports (“LAWA”); and

WHEREAS, City and Contractor, by mutual agreement, desire to amend certain provisions of the Contract, as set forth in this Third Amendment;

NOW, THEREFORE, the parties hereto, for and in consideration of the terms, covenants and conditions herein contained, City and Contractor do hereby mutually agree that the Contract shall BE AMENDED AS FOLLOWS:

AMENDMENTS

Section 1. Section 1.1 of the Contract is hereby deleted and replaced in lieu thereof with the following:

“The term of this Contract shall commence on the date of execution of the Contract by the Executive Director and shall terminate on February 26, 2017.”


“The compensation to Contractor shall not exceed One Million Eight Hundred Sixty- Eight Thousand Six Hundred Dollars ($1,868,600). The stated amount is deemed to include all provisions for Contractor’s compensation for services, including, without limitation, travel costs, fringe benefits, all out of pocket expenses, and overhead costs.”

Section 3.Exhibit A attached to this Third Amen

Exhibit A of the Contract is hereby deleted and replaced in lieu thereof withdment and incorporated into the Contract by reference.

Section 4. It is understood and agreed by and between the parties hereto that, except as specifically provided herein, this Third Amendment shall not in any manner alter, change, modify or affect any of the rights, privileges, duties or obligations of either of the parties hereto under or by reason of the Contract, and except as expressly amended herein, all of the terms, covenants, and conditions of the Contract shall remain in full force and effect.

I Develop & Implement Public Education/Communication Program

Create brand strategies to strengthen brand positioning and plan for incorporation of new LAMP modernization efforts and how they can integrate with the current campaign

1.1

Manage and provide strategic oversight for all aspects of the Public Education and Communication Program

Measure the impact and results of the Communication Program through metrics and analytics, and optimize where possible to enhance reach and effectiveness

Deliverables: One-Year Strategic Communication Plan

II Implement Multimedia Public Outreach Program

Identify various communications methods that will increase awareness & brand association

Produce Content, Graphic Design & Layout Support for collateral materials

Provide advertising copy and art, for use in paid media, construction signage, messaging, etc. for public outreach

Deliverables: Creative Content, design and production of communications materials

III Media Outreach

Coordinate/monitor formal public outreach program & Multimedia Strategy focusing on creating strong story angles, follow-through pitching and generating media coverage of the modernization effort. Media kit materials to be provided by LAWA

3.1

Translation services and media lists may be provided by LAWA or Phelps and any of its subcontractor partners as needed based on timing and costs.

3.3 Provide ongoing outreach for story placement to editorial boards, TV, radio/talk show and all other media outlets/programs to promote LAX Capital Improvements programs to various audiences:

Internal:• LAWA employees and extended staff• LAX stakeholders• Traveling Public and LAX users

Repurpose existing content and provide strategic recommendations for news room page components on LAX website

Collaborate and coordinate efforts of Element II & III contractors for Creative and Deliverables with respect to media buys and video production

Assist at news conferences/events when applicable3.6

3.7 Monitor, track, document media coverage and report on progress

Deliverables: Media/Video Plan, Execution and Media Documentation

IV Web functionality and social media

Provide creative input and integrate strategies working with LAWA staff to promote LAX social media. Support includes repurposing content and public outreach communications materials for use in social media engagement.

4.1

Copy write, design and develop timely and regular updates to the LAXisHappening.com website to maintain public awareness and engagement. Collaborate with LAWA technical teams to provide strategic oversight and creative guidance as needed. Coding, development and programming will be completed by Phelps in partnership with LAWA IT.

4.2

Deliverables: Multimedia/Social Media Strategy
