Introduction KIPPRA (www.kippra.org) and FANRPAN (www.fanrpan.org) are collaborating on a project “Building Climate Change Resilience in Africa’s Agricultural Research Programmes”. The overall goal of the project is to strengthen the capacity of agriculture research centres to mainstream climate change into their programmes, to ensure that climate variability does not undermine agriculture development in Africa, and to bridge the divide between climate science and agriculture science. The increasing global attention to agriculture and natural resources and the potential impacts of climate change on food security provides important challenges, as well as opportunities, for the sector. This meeting discussed how climate change may impact on agriculture in a Kenya/regional context. With support from the Rockefeller Foundation, the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN), and the Kenya Institute for Public Policy Research and Analysis (KIPPRA) jointly hosted a one-day workshop on 6th September 2011 at the Kenya School of Monetary Studies (KSMS), Nairobi. The aim of the workshop was to share perspectives on building climate change resilience in Kenya’s agriculture. Participants were drawn from government, private sector, civil society research, academia, etc Session one The workshop started at 9.50am, chaired by Paul. J. Mbuni, Chair of the Kenya Society for Agricultural Professionals (KESAP). There were two sessions and 5 presentations. The session chair, Paul Mbuni welcomed the first presenter Dr. John Mutunga, Kenya National Federation of Agricultural Producers (KENFAP), to lead opening prayer for the pray for the workshop. This was followed by self introduction by all the participants. The Executive Director of KIPPRA, Dr. Moses Ikiara, made a welcome remark and encouraged the participants to deliberate openly the critical issues of climate change and agriculture. Mr. Ian Mashingaidze of FANRPAN gave a brief introduction on FANRPAN and explained the purpose of the workshop that was hosted by FANRPAN in partnership with KIPPRA. The partnership is aimed at building climate change resilience in Kenya’s agricultural research programmes. This is an effort by FARNPAN to move towards the East African region as it endeavours to expand its network. This initiative is funded by the Rockefeller Foundation (www.rockefellerfoundation.org). The conference had five presentations where each speaker was given 15 minutes to present followed by 15 minutes of plenary questions and comments session. The first presentation came from Dr. John Mutunga KENFAP.

Plenary Session: 1. Questions

Could the study be made available to the participants?

Whose mistake is it that there exists a gap in legislation in terms of coordination of actors involved in climate change in the country? A suggestion was made to have a coordinating body to be formed.

Why was the issue of pastoralists left out in Dr. Mutunga’s presentation on climate change?

Why is Kenya in the recycling system of food security poverty?

What is happening to the meteorological information given from the user’s point of view – the information is being provided. So what is missing?

Do farmers have unique resources in their farm areas that are able to adapt to climate change?

Where is the bridge between the climate information and the local farmer – who interprets the information for them?

Why are trained agriculturalists at university level not farming?

2. Comments

More investment is required in irrigation systems.

Give agriculture the importance that it deserves.

Better documentation on weather matters, to ensure a wide range of audience is informed.

Agriculture is insufficiently remunerated, thus not attracting skilled people.

More focus on problems and mechanization is required in Agriculture to improve it as a profession field.

Comments

There is lack of coordination and proper management of Climate Change needs and how best we can deal with them.

We lack sufficient evidence on climate change issues in Kenya

There is need for improved flow of communication to pass important information on climate change to the final consumers in a timely manner.

We need evidence to show to Insurance companies so that they can venture into agriculture crop and livestock Insurance that would cover the expected harvest in case of crop failure and not just the seeds.

General comments and wrap up The chairman appreciated presentation and participants’ participation in the workshop and assured the participants that they will get copies of all the power point presentations. On the issue of Kenya Joining the FANRPAN network, Dr. Moses Ikiara (KIPPRA) invited discussions on whether the participants were interested in joining the network and if yes how to go about nominating a node host institution for FANRPAN in Kenya. After a brief discussion, the participants present unanimously resolved that Kenya is interested in joining FARNPAN. They picked KIPPRA as the interim node hosting institution. This was agreed on the grounds that the participants present did not have the capacity to nominate an institution and that a decision had to be made before the FANRPAN AGM the following week. Consultations would be carried out over in due course with relevant stakeholders in order to come up with a firm and proper nomination of the node hosting institution and the representation of the stakeholders in the network. It was decided that a Brief with the criteria on selecting a FANRPAN node hosting institution will be prepared by KIPPRA in fortnight and sent to all participants as well as organisations that did not attend the meeting so that they can nominate the node hosting institution. Finally, Ian mentioned that FANRPAN had sponsored two Kenyan representatives to attend the Annual Regional Dialogue meeting that will be held in Swaziland in the third week of September. These are Dr John Omiti from KIPPRA and Paul Mbuni from KESAP. The meeting was closed at 2:30 p.m.

Annex 2: Resolution to Join the Food, Agriculture and Natural Resources Policy Analysis Network We, stakeholders in the Food, Agriculture and Natural Resources (FANR) sector in Kenya, at our meeting held on Wednesday 14 September 2011 at the Kenya School for Monetary Studies, agreed that Kenya should join the Food, Agriculture and Natural Resources Network (FANRPAN). Further, we agreed that the Kenya Institute for Public Policy Research and Analysis (KIPPRA) shall be the interim Node Hosting Institution for FANRPAN in Kenya. This submission and request is to the FANRPAN Annual General Meeting of September 2011. FANRPAN is a regional policy research and advocacy network whose operations are informed by major regional food security policy frameworks and processes in Africa. FANRPAN was formed in 1997 in response to a call in 1994, by Agriculture Ministers from the Eastern and Southern Africa region for independent evidence to inform agricultural policy harmonization at regional level. FANRPAN members include government ministries responsible for Food, Agriculture and Natural Resources (FANR); policy research institutions such as relevant university departments; private sector national umbrella organizations which deal with FANR; national farmers' organizations; and civil society organizations that are organized into national nodes in different countries, with a national secretariat hosted by an independent national institution. The Pretoria based FANRPAN Regional Secretariat coordinates multi-stakeholder policy research outputs, producing regional synthesis reports that are used to inform policy harmonization through policy publications and policy dialogues at regional level and global level. FANRPAN’s vision is a food secure Africa. Its mission is to promote effective FANR policies by facilitating linkages and partnerships between government and civil society; building the capacity for policy analysis and policy dialogue; and supporting demand-driven policy research and analysis.
