IT IS NOTIFIED for general information that His Excellency,
Mwai Kibaki, President and Commander-in-Chief of the Armed
Forces of the Republic of Kenya, has appointed'a Permanent Public
Service Remuneration Review Board comprising ofthe following:
Gaylord E. Avedi—{Chairman).
Members:
(a) The Permanent Secretary, Secretary to the Cabinet and
Headof the Public Service or his designated alternate, not
being below the level of a Deputy Secretary;
(b) The Permanent Secretary/Director of Personnel.
Managementorhis designated alternate, not being belowthe level of an Under Secretary;
(c) The Permanent Secretary, Ministry of Finance or his
designated alternate, not being below the level of an
Under Secretary;
(d) The Attorney-Generalor his representative;

1. Thefunctions ofthe Board shail be to—
(a} continuously review the remuneration of persois rr the
public service and to make recommendations to the
Government on the harmonization of remuneration in the
entire public sector;
(b) collect, collate and analyse information related to such
matters as cost of living, housing, and principles behind
paymentof certain allowances;
(c) study trends in remuneration pertaining to theprivate sector
with a view to recommending ways of closing the gap
betweenthe private sector and the public sector;
(d) undertake studies on factors affecting attraction and retention, of staff in the public sector;
(e) liase with the relevant organs of Governmentto ensure that
adequate budgetary provision is made for remuneration for
public servants;
(f) submit annual reports to Government on public sector
remuneration; and
(g) carry out such other functions as may, from time to time, be
deemed necessary by the Governmentin the performance ofits functions. :
2. In the performance ofitsfunctions, the Board—
(a) shall hold such number of meetings in such places and at
: such times as the Board shall consider necessary for theproper dischargeofits functions;

(b) shall receive views from members of the public and receive GAZETTE NOTICE NO. 7944
oral and/or written submissions from any person. withTHE LAND CONTROL ACT
relevant information;
(c) may use official reports of any previous investigations
televant to its mandate;
(d) may carry out or cause to be carried out such studies or
research as may inform the Board on its mandate;
(e) may co-opt any person into the Board as and when issues
affecting specific areas of expertise arise; and
(f) subject to the foregoing, the Board shall have all the powers
necessary or expedient for the proper execution of itsmandate, including the powerto regulate its own procedure.
3. Secretariat of the Board:
The Secretariat of the Board shall be the Directorate of Personnel
Managementbasedin the Office of the President.
