What is the Zero Project?

• A civil society project, initiated by the Essl Foundation (Austria), run in partnership with the World Future Council (Germany/Switzerland) and the European Foundation Centre (Belgium), started in 2011

• Its Mission is: “For a World without Barriers”, supporting the implementation of the UN Convention on the Rights of Persons with Disabilities (CRPD, 2006)

• 1. Research and selection of outstanding Best Practice examples that improve the situation of persons with disabilities: Innovative Practices and Innovative Policies

• 2. Research Social Indicators that measure the implementation of the UN CRPD worldwide

• Full research is based on the Zero Project Expert Network: more than 1.000 have contributed in 2013/2014

• Communication: Zero Project Report, Website and Conference, Social Media, “Innovative Practice 2014”, “Innovative Policy 2014”

• Annual topics: 2013 - Employment; 2014 - Accessibility; 2015 - Independent Living and Political Participation; 2016 - Education

Zero Project: Improving the lives of persons with disabilities Whom we are talking about? Findings of the World Report on Disability, 2011

• More than one billion people live with some form of disability. Disability is part of human condition. Almost everyone will be temporarily or permanently impaired at some point in life, especially those who survive to old age.

• Due to ageing populations as well as the global increase in chronic health conditions such as diabetes, cancer and mental health disorders, disability prevalence is on the rise and thus will be an even greater concern.

• Across the world, people with disabilities have poorer health outcomes, lower education achievements, less economic participation and higher rates of poverty than people without disabilities. This is partly because people with disabilities experience barriers in accessing services, including health, education, employment, and transport as well as information.

• National and international initiatives have incorporated the human rights of people with disabilities, culminating in 2006 with the adoption of the United Nations Convention on the Rights of Persons with Disabilities (CRPD).

Zero Project: International Study on the Implementation of the UN Convention on the Rights of Persons with Disabilities (CRPD) What is the CPRD about? Key Facts from UN DESA • The UN CRPD was adopted in 2006 by the UN General Assembly and

entered into force in 2008 • The Convention marks a ‘paradigm shift’ - move from an approach

where persons with disabilities were considered objects of charity, social protection and medical treatment to subjects of human rights, able to make decisions about life and the future and claim rights on their own behalf

• Persons with disabilities include those who have long-term physical, mental, intellectual or sensory impairments

• Disability results from an interaction between a non-inclusive society and individuals, e.g. a person using a wheelchair might have difficulties gaining employment not because of the wheelchair, but because there are environmental barriers such as inaccessible buses

• So far 158 States signed the Convention • In 2013 the Swiss Parliament has voted in favour of CRPD

ratification, and thus from April 2014 Switzerland will be able to ratify the treaty
